DEFINATION OF TERMS

Re-orienting- change the focus or direction

policy- is a deliberate system of principles to guide decisions and achieve rational outcomes.

legislation- is law which has been produced by a governing body in order to regulate, authorise,sanction, to grant, to declare or to restrict.

fiscal measures- relating to govermenet revenue especially taxes.

INTRODUCTION

This was the first international conference on health promotion which was held in Ottawa, Canada in November, 1986. The conference was primarily a response to growing expectations for a new public health movement around the world.

The main aim was:To Identify actions to achieve the objectives of the world health organization for all by the year 2000 initiative, launched in 1981.Discussions focused on needs within industrialized countries, but look into account similar concerns in all other regions.

The Ottawa charter is one of the five international health promotion conferences, exploring key health promotion strategies or issues.

KEY PROPOSED AREAS OF ACTION

BUILDING HEALTHY PUBLIC POLICY

Health promotion policy combines diverse but complimentary approaches, including legislation, fiscal measures, taxation and organization change. health promotion policy requires the identification of obstacles to the adoption of health public policies in non-health sectors and the development of ways to remove them.

HOW IT RELATES TO ZAMBIA

Health policies such as the national malaria control programme in Zambia which include;

Distribution of mosquito nets so as to prevent the spread of the infection hence promoting health.

The child health and nutrition programme, where children are given supplementary foods in schools and communities so as to prevent deficiency of vitamins, minerals, proteins, calories hence preventing diseases such as kwashiorkor and marasmus.

The maternal health programme is also one of the programme which they have put in place, where pregnant women have to be tested for HIV and Syphilis, if they are positive therapy has to be commenced. so as not to spread the infection to the fetus.

STRENGTHEN COMMUNITY ACTIONS

Community development draws on existing human and material resources to enhance self-help and social support, and to develop flexible system for strengthening public participation in, and direction of health matters. This requires full and continuous access to information and learning opportunities for health, as well as funding support.

HOW IT RELATES TO ZAMBIA

The government of zambia uses health promoters to identify key issues affecting the community and as they do this they use certain strategies such as:Advocacy which involves identifaction and gathering of information( members of the community are involved, promotors ask them questions in realtion to the issues at hand) if there is an outbreak of cholera the community will be able to tell the promoters that certain things like drainages are not working well and that the local council are not cleaning the area hence the coming about of the disease..... then afterwards the promoters will be able to make a decision, make a plan and lastly take action.

Also the government is running certain programmes that are aimed at helping the community, were majority of the members are trained in health care services for a certain period and afterwards they help out in the local rural clinics and health posts...

CREATING SUPPORTIVE ENVIRONMENTS

This was one of the key points which were put on the table which says that the protection of the natural and built environments, plus the conservation of natural resources must be addressed in any health promotion strategy.

HOW IT RELATES TO ZAMBIA

One of the programmes that relate to this point is

The keep Zambia clean campaign, where each and every Zambian out there is encouraged to keep Zambia clean by not throwing dirty anyhow cause this can lead to diseases such as cholera and also create breading places for mosquitos hence causing malaria epidemic.

The Zambia Wildlife Authority (ZAWA) Creation and maintenance of national parks and nature at large so as to conserve the environment.

It goes with the saying that good environment leads to good health cause certain diseases depends on the environment factors.(Birth defects)

Also creation of parks attracts local people and tourists, this serves as a source of income for the building of new health facilities and renovation of old health facilities hence promoting good health.

DEVELOP PERSONAL SKILLS

Enabling people to learn (throughout life) to prepare themselves for all of its stages and to cope with chronic illnesses and injuries iS essential. This has to be facilitated in school, home, work and community settings.

HOW IT RELATES TO ZAMBIA

Creation of institutions, such as olympic youth development centre... where youths can develop their skills in terms of talent but the big impact is on keeping fittness up hence avoiding non-communicable diseases such as hypertension, diabetes mellitus etc.

Also training forces such as zambia air force (ZAF), zambia police, zambia army force (ZP) and zambia national services (ZNS) enrolls school leavers and non-qualified persons to develop their skills and some go into health after the training and study medicine hence helping in promoting good health and prevention and also treatment of diseases and conditions.

RE-ORIENT HEALTH SERVICES

The role of health sector must move increasingly in a health promotion direction, beyond its responsibility for providing clinical and curative services. Re-orienting health services also requires stronger attention to health research as well as changes in professional education and training.

HOW IT RELATES TO ZAMBIA Due to new research the government has revisited certain polices such as

Male circumsion and cervical cancer screening, when these were introduced it was not really a must but now it is because of the increase in the numbers of diseases e.g cervical cancer which is caused by human papilloma virus which is carried by uncircumcised males. Hence its a must now that every male should be circumcised and females should go for cervical cancer screening to prevent the spread of the cancer.

Providing Health education via community meetings, media e.g Your Health Matters, Child Health Week.

Introduction of disease prevention programmes e.g Vaccination (against measles, tetanus)

Long ago HIV used to be voluntary cancelling and testing (VCT) and now its changed to Diagnostic cancelling and testing (DCT), however, the maternal health programme is also one of the programme which they have put in place, where pregnant women have to be tested for HIV and Syphilis, if they are positive, therapy has to be commenced. so as not to spread the infection to the fetus.

CONCLUSIONIn conclusion, the Ottawa conference primarily

was a response to growing expectations for a new public health movement around the world. It built on the progress made through alma ata, the world health organization targets for health for all document and debates at the world health assembly on intersectoral action for health.
