Obtaining a Medium Level of Assurance Hardware or Software Digital Certificate
1. A DCS Administrator will invite the user to the DCS application. The user will receive an invitation via
email where they will need to click to complete first time login information. Users who have
completed first time login should receive information about logging into Secure Access Manager
(SAM).
2. Click on Register for the Digital Certificate Service.
3. Confirm your profile by selecting Country and clicking Next.

4. Complete the Experian proofing process by entering your personal information. Required fields are
marked with an asterisk. You will need to click on I Agree to proceed.
5. Experian will present you with a list of questions. If you successfully complete these questions, you will
be instructed to register your phone in Exostar’s Secure Access Manager (SAM).

6. Enter the phone number you wish to register and click Send Code.
NOTE: You will receive your verification code via a phone call if you selected the Voice Message
delivery option or via text if you selected the Text Message delivery option.

7. Enter your Verification Code.
8. After you click Submit, you will receive a screen alerting you that you have successfully registered your
phone. Click Complete.

9. You should now see the Manage OTP section in your SAM profile. Your credential strength, displayed
in the upper right corner of the screen, is Username and Password.
Note: If you do not see the Manage OTP page, please verify what your credential strength is. It may
display as Phone OTP (and not username and password). If this is the case, you will not need to elevate
your credential strength and can skip to step 14 in this guide.
10. You need to access DCS with the credential strength of Phone OTP. To change the credential strength,
click Elevate. You will be required to authenticate your Phone OTP credential. Select your preferred
phone and delivery method and click Send.

11. Enter the OTP code you received via phone call or text message.
12. Once you have entered your OTP code, click Submit. If you did not receive an OTP code, click the
Resend to regenerate the OTP code.

13. Your credential strength will change from Username and Password to Phone OTP. You will receive a
notification that your increased credential strength has been granted.
14. Return to the Home dashboard view to access the DCS application. Click Open Application to obtain
your Medium Hardware or Software Digital Certificate.

15. When the application opens, click Enroll.
16. You will be prompted to choose either a Medium Level of Assurance Digital Hardware or Software
Certificate. Select the validity period (1 or 3 years of use) and the reason why you are requesting the
certificate.

In the following example, a Medium Level of Assurance Software Certificate has been selected. Once the information has been provided, click Next. You will receive a submission confirmation page.
17. The request will be routed to the DCS Administrator for approval. Once the DCS Administrator
approves, the request will be routed to Exostar for final approval.
18. Once the request has been approved by Exostar, log into your SAM account and access the DCS
application. After reviewing the information, click on Agree and Download to install their digital
certificates.

After you click Agree and Download, the installation process will begin.
NOTE: If you experiences issues with the installation of your certificates, you can reference the DCS
System Check, DCS Certificate Download Requirements Guide and DCS FAQs. If you selected the Medium
Level of Assurance Hardware Digital Certificates, make sure your token is plugged in before you complete
the installation process.
19. When you have successfully installed the certificates, you will be able to sign and execute documents.
