he financial woes of the past two years has hit the global construction market. The U.S. market remains in recession, and the worrisome debt burdens of several European countries and the weakness of the Euro have left many large international design firms struggling. However, not all is doom and gloom as many regions around thetional design revenue from projects in Canada felt the impact of falling oil prices on some of the huge oil-sands work, falling 4.3%. International design revenue in the Middle East was down 0.3%, and in the U.S it was down 0.5%. Global Uncertainties Abound Major design firms are adjusting to changes following the credit crisis and ballooning public debt. A flight to quality in services characterizes their strategies. Public spending is down transportation and water are still OK. But when you get into urban planning and municipal projects, [opportunities] are pretty much dried up, says Bertrand van Ee, CEO of Netherlands-based DHV Group. Global economic problems have raised many financial concerns beyond just soft markets. Exchange rates and trade protectionism are major concerns for large design firms, says Chen JiHua, manager of international business development for China Chengda Engineering Co. The volatility of currencies is an issue at present, and its important to structure multicurrency contracts to immunize the risk
globe have provided bright spots for some large designers. The impact of the hard times can be seen in the survey results for the ENR Top 200 International Design Firms list. The Top 200 as a group generated $52.45 billion in design revenue in 2009 from projects outside their respective home countries, a drop of 0.3% from 2008s $52.62 billion in design revenue. However, the Top 200s domestic design revenue saw a significant 7.4% falloff in design revenue in 2009 to $59.37 billion from $64.14 billion in 2008. So, overall, the Top 200s total design revenue dropped to $111.81 billion in 2009 from $116.76 billion in 2008, down 4.2%. Despite the sluggish market, a few regions showed strength. The biggest winner was North Africa, where design revenue for the Top 200 jumped 34.9% in 2009. Design revenue from projects in Latin America rose 21.7% in 2009. Central and southern Africa rose 5%, while the Asian market crept up 1.5%. The European market, the largest design market among the Top 200, took the biggest hit, falling 7.1% in 2009. Interna30
without having to necessarily enter into expensive and temporary hedging, says Barry Norman, managing director, international, for Australias SMEC. The financial health of clients in troubled times is another concern. The recession has also increased the focus on not only winning work but also ensuring the business gets paid during the course of the project, says Keith Reynolds, CEO of Beca Group Ltd., New Zealand. Many firms now worry government work may be affected by public debt concerns. The global economic crisis is now entering into a new phase: a debt crisis, in which the public sector may reduce its spending significantly, says Flemming Bligaard Pedersen, Group CEO, Ramboll, Denmark. Countries within the [European Economic Community] all are or will take harsh measures to reduce their budget deficits, resulting in lower public spending and less for the consumer to spend and thus less private investments, says Ton van der Velden, a board member at Netherlands-based Tebodin Consultants & Engineers. Some design firms worry that the continuing economic problems in Europe and the U.S. may affect the design market in developing countries, which have continued to be active. The truth is that we have yet to see any significant slowdown in Asia or Africa. It may well be coming as European and North American donor/ capital investment countries redirect money to their own economies, says Norman. But he has yet to see any project postponements or a drop in tenders. Executives at some design firms believe the global market has hit bottom and is poised for a turnaround. While the impacts of the [global financial crisis] in the U.K. and Dubai have been substantial, global revenues were down by some 10% at the height of the economic recession, says Paul Dougas, CEO of Australias Sinclair Knight Merz. However, he believes the industry is through the worst of it. The prospects for long-lead-time major projects in the mining sectors remain positive, and demand in the power, energy

and transport sectors in developing countries is strong, he says. On the other hand, many design firm executives worry that there may be more trouble ahead. Beca Group is wary of a potential double-dip recession and the impact of investor confidence in largescale capital projects, says Reynolds. But some companies say that, even if there is a double-dip recession, design firms will be better prepared this time around. Many international design firms were hurt because of excessive expectations from the early boom market, says Yundong Kim, general manager, overseas business department, Hyundai Engineering Co., Korea. If there is a double-dip recession, the crisis [among design firms] wont happen since people are ready to cope with it, he says. Many design firms say there are numerous countries in which the market is thriving. South Africa, Australia, Brazil, Chile, India and the Middle East offer terrific opportunities for international design firms, says Kurt Strobele, CEO of Hatch Group, Canada. He is concerned about countries that have little or no respect for the rule of law as they pose risks for clients. For us, the regions that offered the most opportunity for business growth were Africa, the Middle East, southern Asia and central Asian republics, says Ross Hitt, CEO of SMEC. Europes financial turmoil, both from the 2008 financial crisis and the current national debt worries, has forced cutbacks at many firms. Boosted by stimulus packages, last year 60% to 70% of Netherlands-based DHVs European business was public sector. Nevertheless, the firm cut 5% of its staff. Further, van Ee expects more cuts in Europe but growth in other regions. Public-sector business will be seriously difficult especially in the U.K. and Ireland, adds Richard Williams, development director at London-based Mott MacDonald Group. The most challenging are the regions facing a shrinking economywestern and central Europe, says van der Velden of Tebodin.
With 70% of its business in the U.K., W.S. Atkins plc. is exposed to government cuts at home, yet it has improved margins while shrinking sales, says CEO Keith Clarke. Big public-sector spending cuts by the U.K. government are well received by business, says Arup Chairman Philip Dilley. But the private-sector recovery will not likely fill the gap, he fears. Still, there are some major public projects in Europe. Ramboll has seen top-line growth and solid profit margins in the Nordic countries due to several significant projects, says Pedersen. One is the design of a tunnel project under Fehmarnbelt, connecting Denmark and Germany. This tunnel will be the longest combined roadand-rail tunnel in the world if this project is realized. Ramboll also is working on a new signaling system for the 3,000-km railway network in Denmark. Denmarks COWI A/S has remained stable, says CEO Lars-Peter Sbye. London-based Arup Group is fairly stable, adds Dilley. U.K.-based Halcrow Group grew sales and profits last year, mainly in Australia, Asia, Latin America and India. But it cut around 10% of staff, says CEO Peter Gammie. Globally, we are seeing a slowdown in decision-making. Strategies Last year, you already started to see the difference between [Asian markets] ... compared with Europe, says van Ee. A long-term correction is coming, he believes. The only real advantage Europe has is knowledge and innovation. Our focus will shift to innovation and research and development, he adds. Going upmarket figures in Atkinss strategy. The only way to survive is to be able to invest and stay at the higher end, says Clarke. We are not going to chase work for the sake of volume. COWI plans to stay big by increasing its market share. Its strategy since 2006 has been to settle in key regions, focusing on a handful sectors in which it ranks itself among the worlds top five players, says Sbye. Halcrow will be more proactive in
advising clients on saving money, says Gammie. Mott has not made large redundancies, and we dont plan to, says Williams. The relative weakness of the British currency helps considerably to export skills, says Dilley. Hyundai Engineering Co. is continuing its strategy to expand into the construction side of the business. Most Korean engineer-constructors started as contractors, says Kim. He believes that Hyundai can parlay its engineering and management skills to more effectively provide full-range engineering-procurement-construction services. The market downturn has exposed some firms as poorly run and has made owners wary of the reliability of design firms. Customers want certainty, and they want to trust that the company they do business with will be around also tomorrow and that it has a full understanding of their needs, says Pedersen. Atkinss target sectors include renewable energy, while nuclear new build is coming very quickly, says Clarke. Further, the burgeoning interest in the decarbonization of society represents a large market. Energy and climate-change work is also in COWIs sights. Another firm upbeat about the power market is Swedens F. We currently see large opportunities in the Middle East, East Europe and Russia, mostly in conventional thermal plants, says Eero Auranne, president, F Energy Division. However, he also is optimistic about the nuclear market, citing plants in Finland, Switzerland, Brazil and Sweden that are in the pre-design or design phase. Prospects in the oil-and-gas and commodities sectors are clearly very strong, says Williams. Gammie sees great potential in energy and mining. Railroad opportunities are just about everywhere. Bright Spot in Asia Regionally, van Ee reports growing demand in a market curving from South Africa, through the Middle East, India, Malaysia and Indonesia, then to Australia. [ TOP 200 ] OverviewAsia-Pacific region point to a sustained period of demand for engineering design services, says Reynolds. There are good opportunities in the transport, energy and resources, and water sectors in China, Oceania and North America, says Ian Shepherd, CEO of GHD Pty Ltd., Australia. He says GHDs local capabilities and understanding of the business environments of the regions are keys to GHDs success. For Arup, Asia is flourishing, says Dilley. Were doing incredibly well in Hong Kong with infrastructure projects. Arup remains active in China in building design and infrastructure planning. With around 150 people in China, Mott is also present, but it is very difficult to make money, says Williams. Phillippe Citron, managing director of Frances SYSTRA, notes that China has its own technical strength through its design institutes, making it a tough market for foreign firms. China has been disappointing due largely to lack of access to markets, says Hitt of SMEC. Large railroad investments are making Hong Kong a very strong market, says Halcrows Gammie. Atkinss Clarke agrees, adding that the territorys complex projects play to his firms strengths. For China Chengda Engineering, Southeast Asia, southern Asia and the Middle East remain the strongest markets. Chinese companies are competitive ones in these markets, says Chen. With rising fee levels, India is going to be a key part of our strategy, says Gammie. You cant ignore it, adds Motts Williams. Its a very vast market and rich in term of people. The Middle Eastern market is recovering slowly, and Atkins is moving deeper into infrastructure, says Clarke. Regional workload, adds COWIs Sbye, has definitely slowed down but there are still jobs in building, energy, climate change and transportation. The rebound in fuel prices is powering new work. With the price of oil stabilizing above $ 70/barrel, all the Gulf countries have set ambitious investment programs that will have a positive repercussion on the design market in the near future, says Kosti Sefri, area director in Lebanon for ACE International. In Latin America, opportunities abound in Argentina, Brazil, Chile and Venezuela, says Gammie. SYSTRA also has its eyes on Latin America. One of the projects it is tracking is the proposed 322mile Rio de Janiero-So Paulo highspeed-rail project, says Citron. Dougas of SKW is excited about South America. The mining sectors within

Stirrings of Work in Africa Africa has shown selective strength for international designers. Relatively free from the banking crisis, Africa is experiencing 6% to 7% economic growth, creating business, says Sbye. North Africa has provided many large infrastructure projects for international firms. For example, Algeria, Morocco and Tunisia are good places for working on mass transit and railways, says Citron of SYSTRA. The firm currently is working on the Kenitra-Tangier highspeed-rail project. There are opportunities in central and southern Africa. For example, Ramboll has delivered about 500 mobile telecom towers in Ghana, Nigeria and Gabon to telecom solutions provider Shenzhen, China-based Huawei Technologies Co. Further, the two companies recently signed a new five-year framework agreement for as many as 900 more towers this year in both central and southern Africa, says Pedersen. Globalization has had many positive aspects on the international design profession. The ongoing globalization process has had a positive effect on the international design industry since it has helped to standardize not only design criteria but also business practices, says Sefri of ACE. However, a global economy also means the impact from regional financial difficulties will ripple around the globe, requiring designers to be ready to respond. Weve always been willing to climb on a

plane. Twenty years ago it was clear to us it was time to retire the word foreign, says Strobele of Hatch. Not everyone will flourish in these difficult times. A willingness to work hard to find opportunities is a key, sources say. The international market remains patchy and will remain so for some time to come. This underpins our long-term view that only the strongest, with the most diverse skills and geography, will ultimately survive, Dougas concludes.
