Harper 'balanced' budget on First Nations backs

UOI OFFICES (October 1, 2015) – You can feel a momentum for change building as each day brings us closer to the Oct. 19 federal election. If First Nations citizens needed any more reasons why they should seriously consider casting their ballots, they've already been given plenty of them by the Harper government's campaign tactics. The prime minister has been under constant fire on the campaign trail, and he attempted to put a positive spin on what he called a budget surplus for the 2014-15 fiscal year after running seven consecutive deficits. But the reason the Conservatives appeared to have balanced their books last year was that they simply didn't spend over $8 billion that they had promised, and in some cases publicly announced. That's like me saying I balanced my household budget by not paying half my bills! In effect, the Conservatives balanced last year's budget on the backs of people who need the most assistance, including First Nations citizens and armed forces veterans. Coincidentally, the so-called $1.9-billion surplus is exactly the amount Harper had pledged for First Nations education reform in proposed legislation that failed because our leaders refused to accept a system controlled by the Minister of Indian Affairs. In nearly a decade in power, the Conservative government has stubbornly refused to work with First Nations to provide the kind of education and training needed to create meaningful employment opportunities for our young people, and at the same time reduce the levels of poverty in our communities. Once again I am asking all Anishinabek leaders to do what they can to ensure that their citizens are well-informed about candidates in their region and their party's positions on First Nations issues. Because of new election legislation rammed through by the Harper government, many First Nations community members are experiencing difficulty in registering to vote. Others do not have the newly-required two pieces of identification they will need to cast their ballots if they do not have government-issued photo ID. Chiefs can provide letters that will help identify band members who want to cast their ballots. Anishinabek leaders need to do everything in our power to make Oct. 19 Stephen Harper's last day in office. Miigwetch

Boozhoo,

I would like to introduce myself; I am your new Community Health Nurse for Dilico Anishinabek Family Care. My name is Agnes Rissanen, BScN, RN and I am from the Red Rock Indian Band. I grew up on Lake Helen Reserve and move to Thunder Bay approximately 15 years ago.

I been married to my husband Mark for 24 years, and we have three grown children and one beautiful granddaughter. Our time is spent working and spent quality time as a family.

I graduated from the Native Nurses Entry Program and continued on to get my degree in Nursing from Lakehead University. After graduation, I worked at St. Joseph’s hospital on 3N and 3S, until getting the job as the Community Health Nurse for Whitesand First Nations. I was the CHN there for over 6 years, and I enjoyed my time I spent there and getting to know the people. I am going to miss the community and especially members.

But it was time for a change, and I am very excited, to working and getting to know the people and community of Fort William First Nation. I would also like to take this time to Thank the Chief and Council, the Health staff and members of the community for this opportunity to work for you as your Community Health Nurse.

POSITION SUMMARY: The purpose of the Health Director is to ensure that the healing and wellness

needs of the Aboriginal community are addressed by implementing the Aboriginal Healing and Wellness

Strategy at the local level in order to reduce family violence, promote healthy lifestyles through culture

based programming and healing. Reduction and Prevention of violence is the main objective of this

program.

POTENTIAL POSITION START DATE: October 26, 2015

DUTIES AND RESPONSIBILITIES:

Keep the Council informed at all times through verbal and written communication of the activities and new development within the area of responsibility;

Will establish and maintain relationships with community organizations that provide social service resources for clients;

Participate in staff development/staff meetings and in service training as required;

The Health Director shall also be responsible for: Individuals and Families (Client Based Activities)

To identify and assess families and/or individuals in need of healing and wellness

services;

To provide emergency services to violent family situations including support and follow

up;

To refer victims to appropriate services;

To promote Aboriginal culture-based family healing;

To support the development of healing circles, peer support groups and self-help

processes to assist in community healing, anger management, positive self image

development, alternative discipline methods and positive relationships;

To work with other community service providers to promote a co-ordinated approach to

healing and wellness;

To provide ongoing liaison service and follow up to ensure family and individual needs

are being met;

To do homevisits as required;

Community (Participant Based Activities)

To promote healthy lifestyles by conducting workshops, public education forums;

To facilitate community events to promote healing, wellness, addictions free activities,

positive parenting, family interaction an cultural awareness;

To participate in the development and establishment of culturally sensitive services

Other Community Services (Networking)

To establish a system of referrals;

To promote linkages amongst community agencies

Maintain all client files and comply with all privacy legislations;

Continue to seek an upgrading of professional development for the betterment of the First Nation;

Others duties as assigned

REQUIRED SKILLS AND EXPERIENCE:

Be a graduate of a post secondary institution with a minimum of two years work experience in

the area relevant to Social Services and/or Health;

Knowledge and experience in Aboriginal community-based program services delivery ;

Experience in dealing with Aboriginal Family dynamics and Aboriginal communities ;

Knowledge of Aboriginal culture and traditions ;

Proposal writing experience;

Able to work as part of a team or with minimal supervision;

Working knowledge of Microsoft Office, Excel, Word, Outlook and PowerPoint;

Great organizational skills;

Strong verbal and written communication skills;

Must have reliable transportation;

Criminal records check is a condition of employment.

Bingwi Neyaashi Anishinaabek will look to its membership to fulfil this position; however, if a qualified

candidate cannot be found within our community we will look to an Aboriginal person outside of our

community and finally open to general public if a suitable Aboriginal person cannot be found. Timing

We are now accepting Housing Applications for 2 trailer units located at 416 & 773 Squaw Bay Rd.

To be considered for one of these transitional rental homes, applications must be submitted to the Housing Department no later than Monday October 12th 2015. It will be necessary for you to fill out an application. These applications will be evaluated and the successful candidates will be notified.

The Housing Application can be found on the FWFN website or at reception. Development Manager, and FWFN Chief and Council as a means of consultation with FWFN. • Prepare business letters, newsletters, band council resolutions, work plans, budgets,

recommendations, applications and other related paperwork. • Other duties shall be assigned as required. Qualifications: • Minimum (3) years’ experience OR a Secondary School Diploma in a business related field, that would

Generally Accepted Accounting Principles. • Knowledge of Aboriginal Affairs and Northern Development of Canada’s government
