Parent’s Corner Knowing Guardianship Board A recent hot topic among population of people with Intellectual Disability (ID) is Guardianship and Trustee; Parents plan for their family member for the time when they pass away, especially planning ahead for their children who have Down Syndrome and ID. In order to strike a balance among autonomy and protection, arrange them live in hostel vs leave them live on their own; parents are looking for more options. Recently, Faculty of Law, the University of Hong Kong conducted a workshop entitled: Special Needs Trusts in the US and Singapore: Lessons for Hong Kong on 22 June 2015, some of our parents attend and learn the valuable experience from US and Singapore. The Trustee and Guardian system are priceless reference for Hong Kong truly. For people with Intellectual Disability aged 18, they are seen as an adult, their parent serve no obligation as their official guardian. If they have any concern over critical issue such as management of finance or protection against abuse, they need the Guardianship Board to give guardianship order to support, protect and advocate the best interest of them. To check out your knowledge of Guardianship, try the following quiz: 1/ What do you think the role of Guardianship Board is?
a. An official Committee of Social Welfare Department
b. A legal quasi-judicial tribunal 2/ Who they serve? a. People with Intellectual Disability and suffer from dementia b. People aged 18 years and over with decision-making incapacities 3/ Who’s in the Board? a. Director of SWD & Social Workers b. Registered Medical Practitioners /Clinical Psychologists / Social Workers, Barristers / Solicitors and
Persons with personal experience with mentally incapacitated persons

Survey Study on Ageing Trend of Persons with Intellectual Disabilities
The life expectancy of people with intellectual disability has increased over the years due to
improved medical care and technology, but their longevity is still shorter in general. There are
many factors contribute to this, according to WHO, bed-bound, Down Syndrome, severe
grade of ID, Epilepsy, Hearing problem, and hostel livelihood are some factors.
In order capture an ageing picture of local situation, a large scale survey study on ageing
trend of persons with Intellectual Disabilities was launched in last year. 11,426 people with
Intellectual Disability were being assessed, among them there are 11.3% are with Down
Syndrome. They had significantly more co-morbid disabilities and chronic medical conditions,
those who aged 30-39 years with significant higher number of chronic illness.
