2 THE WISCONSIN ODD FELLOW OCTOBER 2017

Greetings! There has been a little touch of fall inthe air as I write this letter. It has beena great summer for most of the state. There has been some flooding and afew bad storms this past summer thathave caused damage to many commu-nities. Enlisting able bodied membersto help clean and BUILD those com-munities back up is a great way ofdoing what we have been taught to dothrough our great Order. With fall in the air and the leaves turn-ing color, it is time to start planningour fall activities. Plan a special event, invite families and friends, and showthem what the Odd Fellows are allabout. This would be a great way to getnew members to BUILD our lodgememberships. My Grand Master pro-gram for this year is to BUILD mem-bership. This promotional fund willpay the first year’s dues for a newmember. Also any lodge that has a10% increase in membership by June1st will receive $100.00, 25% increasewill receive $250.00, and 50% increasewill receive $500.00 to help BUILDyour lodge. The Grand Lodge has aprogram for lodges to use this year, too. Any lodge can request to receive a$500.00 reimbursement for any chari-table work or fixing up their lodge hall. The Grand Lodge Secretary has moreinformation on this program. Therewas an application form in theJuly/August The Wisconsin OddFellow on page 7.If your lodge has a special event com-ing up, please plan ahead so you canget the information to Joyce and she

Joys of Being MercifulProverbs 11:17 - “The merciful mandoeth good to his own soul but he thatis cruel troubleth his own flesh.”We can do ourselves a world of goodor we can torment ourselves. If you arenot merciful, you will hurt yourselfand be your own enemy. If you arecruel, deceptive and merciless to oth-ers, we surmise that both God and menwill not favor your cause and they willdeny you blessing. If you are not cruelto others but rather hard on yourself, you will miss the joy and pleasure oflife that God intended.Unfortunately, men are cruel and self-ish by nature for Adam gave all men -us included – a deprived, sinful naturethat is cruel, hateful and malicious.Mercy toward others is only a possibleaction through the Holy Spirit and is atrait only of godly men. Those of uswho show mercy to others bring bless-ings on our own souls; however, thosewith hard hearts toward others and/orthemselves bring pain and suffering ontheir own lives.Satan tries to destroy men in this lifeand in hell to come. Kamikaze pilotsof Japan during World War II andmodern-day suicide bombers of Islamare examples. We understand that there are activepunishments for cruelty which anunmerciful man causes himself by hisstingy choices. We also realize a miseris miserable for he has the evil diseaseof greed that torments him. We shouldknow that money is to be spent and

used, whereas the covetous man can-not think of pleasure – only of hoard-ing. We may see a workaholic whodoes not know mercy because he neverdoes any good to his own soul. Noneof us would ever want to be as Scroogehad been prior to his transformation onChristmas Day.Our Odd Fellow Order providesnumerous venues for us to exemplifycheerfulness and eagerness to showmercy. Our programs are our opportu-nities to show mercy - “to visit thesick, relieve the distressed, bury thedead and educate the orphan” - havebeen underlying principles for all ofour actions done in “friendship, loveand truth.” We operate an expansivenursing home program where we canexemplify compassion toward thehelpless and we have local lodges thatfocus on doing good for others in ourcommunity. Let us pray: “Lord, grant us the graceto believe in your love for us so thatwe may love others, thus creating amore peaceful and harmonious world. In this process, we will find the restthat you promise. Bless you, Lord, foryour love. Amen.”Submitted in Friendship, Love, andTruth,Chuck Londo, Grand Chaplain

will post it in our magazine.Information on how and when to senditems to Joyce is published in TheWisconsin Odd Fellow. Let me knowabout your events by calling me @(608)574-7260, I will be happy toattend if I am able. The Grand Lodge and Grand Masterhave a couple of great programs ineffect this year that should help youBUILD your lodges for the future. In Friendship, Love, and Truth,Grand Master, Tom Heins

Dear Brothers and Sisters,Our summer is just about over and it istime to get back to our lodge meetingsand community projects. We had a busy summer, but it was agood summer. We got to spend about12 days in England visiting our daugh-ter, son-in-law and two grandchildren. The grandchildren are growing fast. Our grandson started school thisSeptember. Time goes by too quickly.Sovereign Grand Lodge is always alearning experience. There are manymeetings to attend and I get to hearabout how other Grand Secretaries arestruggling with some of the same prob-lems and how some have been able toturn around some of the problems. The biggest thing is getting new mem-bers. Your membership committee andGrand Lodge officers are willing togive you the tools to help with this butyou, the members, must go out and talkto people about our Order. We have awonderful Order and a lot to offer. Each lodge was sent a copy of theMember’s handbook. This is a greattool to help with talking to peopleabout our Order. If you need a copy, please let me know and I will get it outto you.

Cont. from pg. 3, Col. 3 (SGM)This is a year of Unity andTogetherness. Brothers and Sisters, weneed to take this opportunity to returnto our basic principles and start to liveour beliefs. We need to start in ourlodges, by setting an example for ourmembers to be kind to each other, toput aside petty differences and treateach other as we would like to be treat-ed. Only then can we reach out to ourcommunities and work within them togrow our Order through increasingmembership. People want to be a partof something POSITIVE. They want tobe treated with dignity and respect and, more importantly, they want to makethis world a better place for themselvesand their children. As your Sovereign Grand Master forthe coming year, I have a few simplethings I am asking for from all of us;First – Growth in Membership: We areall very aware that we need to increasemembership and there is no need toremind anyone in this room about thefact that we continue to lose members.I am asking that each lodge grow itsNET membership by ONE. For exam-ple, if your lodge has 25 members nowit would need to have 26 members atthe end of this year.We currently have nearly 4000 lodges. If every lodge increases their rolls by 1member, that would mean nearly 4000new members in a year. This is anattainable goal.Second – Community Outreach: Wehave a “Make a Difference Day” eachApril 15th. Does your lodge partici-pate? If not, start today. Get out thereand help the people in your communi-ty. If your lodge is too small, partnerwith another organization and come upwith a plan. In addition, everyone isaware that 9/11 has been designated asthe national “make a difference day.”I’d like to see every member take partin this as well. Do something for yourfirefighters, police officers or otheremergency personnel. Show them howmuch they are appreciated and maybethey will take an interest. Volunteer atyour local hospital, hospice or nursinghome; after all isn’t one of our com-mands to visit the sick? You don’t haveto do much. Maybe you can just sitwith a patient or resident who doesn’tget any visitors. Let them know theyhave somebody who cares.Third – My Project: My project thisyear is our youth programs. I am chal-lenging everybody in attendance here,Cont. on pg. 5, Col. 1 (SGM)

OCTOBER 2017 THE WISCONSIN ODD FELLOW 5Cont. from pg. 4, Col. 3 (SGM)and everyone who reads this speech, to SAVE YOUR CHANGE for the comingyear. I further challenge all Reps to bring a jar with them to gather change as theytravel. We will gather the change next year at Session. Just imagine the look on theYouth committees’ faces if we present them with a box or pail of change? Ofcourse, they will be the ones to count it, not me!Fourth – Session next year: Next year at session I will be asking all in attendancefrom all Branches, to bring a canned food item. Tables will be set up in each meet-ing room to collect your contributions. These will be donated to a designated foodbank in Baltimore. In conclusion: Thank you for having given me this opportunity. I am grateful andhumbled by you having placed your confidence in me. It is an honor to know thatyou put your trust in me. I never could have started this journey and arrived at thispoint in time, without the support you have given and continue to give to me.To the PSGMs – thank you for your guidance, support and patience over the last 2years and for the next year.To my brothers and sisters from all over the world, thank you for the kindness andfraternity you have extended to me.To my jurisdiction – there aren’t enough words that can tell you what your supporthas meant to me.Most importantly, to my wife, my best friend, and especially my secretary, thankyou being there when I needed a hug, or I was cranky, which by the way was rare. Icould not have made this journey without you.To all my brothers and sisters, as we go forward toward the end of a second centuryand the beginning of a third. Remember what we stand for, what we do and mostespecially remember WHO ARE WE?THANK YOU!!!Sincerely and Fraternally,John A. Miller Sr., Sovereign Grand Master

have seen this happen and would liketo challenge each and every one of youto care for each other. For instance, using myself as an example, if I amdoing something you are not sureabout, perhaps you have a questionabout somewhere I have been, come tome. Then if it cannot be settledbetween us, go higher. In other words, first go to the person who has offendedyou. Many misunderstandings can beeliminated if we talk to each other orthe person who has offended us and notto just anyone who will listen to ourtale of woe. The scriptures tell us thatwe must first remove the beam fromour own eye before we can remove themote from another’s eye. Kindness isthe key.As we go through our lives and do thework of the Order we need to do quitea bit by depending on things we cannotsee or feel. We need to have faith. There isn’t a chance of seeing God’sheaven, but we know deep in our heartsthat it is real. We cannot see wisdom, faith or trust, but know that they arecertain. My motto “Bloom Where You’rePlanted”, i.e., no matter what you maybe called upon to do, do it to the verybest of your ability and just becauseyou do things a different way, it doesnot mean you have done it wrong. Ihad a sister say to me when I asked herto carry my Arizona flag... I would behappy to. Mind you, this sister has hadmany different and more importantjobs within our Order. She bloomswhere she is planted. As my guides: what could be betterthan our Rebekah Creed and OddFellow Valediction? Also very impor-tant are the watchwords of our Order;Friendship, Love, Truth, Faith, Hopeand Charity and, of course, UniversalJustice for all.The Beehive and the Bee, are myemblems. Is there another creature thatworks as hard as a honey bee, some-times traveling up to 60 miles to bringwater back to the hive. The hive that isfull of hard workers, like our lodges. My favorite flower, the Sunflower, isalways facing and following the Sun,like a satellite for the Sun, always look-ing up, as we should do. My colorspeaks for itself, if you know me at all.Yellow makes me happy. Please listen to the words of my songsand hymns, they also speak for them-selves, especially the one Because IHave Been Given Much, I too mustgive…..Cont. on pg. 7, Col. 1 (I.A.R.A.)

Dear Sisters and Brothers of our Fraternal Order,Installation speech—23 August 2017, St. LouisMaster and Mistress of Ceremonies, SGM “Ollie”, Lady Estelle and General Ken,to our distinguished visitors and guests, members and loved ones and my familywho have traveled so far to join us. Will my friends from Arizona and my familyfrom Salt Lake City please stand and be recognized. Thank you to the Installingstaff for their good work and the Committee for making this evening special for allof the officers Installed.I dedicate this year to our beloved Ruth Battaglia and my Grandmother, CoieSmith. Both were my friends, my confidants, my mentors. Remember my ApronStory? I have worn the same jewel that Ruth and so many of you have worn so Ifeel like she has been with me all the way. Many of you have encouraged me, givenadvice and sometimes strong warnings. I am grateful to you all.Our SGM has issued an edict that I make my speech short and sweet. He has beensaying this for a year now. We all know that our SGM has the last say, or at least hethinks he does. He is the head, but remember the neck holds the head and turns it.Besides we both know who the REAL boss is. Miss Connie. However, as much funas we have, the Millers and I, please know that I support our Sovereign GrandMaster 100%.My program is a simple one, BACK TO THE BASICS. It was an unexpected giftthat our two programs supported each other. Interesting also is the fact that ourfriend, Jane Nelson, from across the pond has a similar program.Certainly we cannot and would not like to go back in time, but we can go back tothe basics of our Order. So often we get caught up in the way we do things that weforget why we are doing them.To go back to the basics means to remember and implement the watchwords of ourOrder. This should not only include community, friends and family, but also mem-bers of our Order. Let us take care of one another, not bicker or find fault. Sadly I

NEWS FROM THEACTIVITY DEPARTMENT

It looks like we are going to have abusy October here at the Odd FellowHome! We start the month by decorat-ing the campus walkway forHalloween. We started decorating andhaving Trick-or-Treating in the walk-way back in 2012 and it has sincebecome one of our campus annualevents. Residents, staff and visitors allenjoy the “scary” decorations, espe-cially the ones that are animated!Trick-or-Treating is always held on theFriday before Halloween, as the GreenBay School District is always off ofschool on that day. This year the eventfalls on Friday, October 27th, from2:00-3:30 P.M. This gives the residentsan opportunity to hand out treats totrick-or-treaters. Odd Fellows suppliesthe candy and treats so residents don’thave to worry about purchasing theirown. I am already picking up littlenovelty items to pass out to the trick-or-treaters. I will need to shop forcandy in the near future. If you wouldlike to donate for the event, call me at593-1653 or just drop it off to the OddFellow home. This event allows all res-idents/tenants on campus to be part of“Trick-or-Treating.”On Monday October 30th we are hav-ing a special Halloween Magic Showby Daryl Rogers from 2:00-2:45. Thisis for residents on campus but familiesare more than welcome to join us aswell. On Halloween we will be cele-brating with a special coffee shop andspider ring toss. There will be a partyfor the residents at the Odd FellowHome with music by Vern Nussbaumand refreshments. We are also having aHalloween costume contest on that dayfor our residents and staff. It will bemost “spook”tacular!

During the month we are planning togo out on a fall bus ride, with the resi-dents, to see the beautiful fall colorsand pick up some pumpkins for thefacility. We have musical entertain-ment scheduled by Fernando, BobbySolberg, Carrie Frechette, and JackHeinzl. We also have special fall craftsthat we will be working on throughoutthe month. We continue to have ourscheduled Packer and Badger days.We will be having Pink Wednesdaysfor Breast Cancer Awareness.Cindy Czechanski, Activity Director

NEWS FROM NURSINGHOME ADMINISTRATOR

AND CEOIt has been 16 years today since evilstruck our twin towers in New York.Do you remember where you were? Ido; I also remember the great sadnessthat fell over our nation, a sadness thatmade us come together and made usstronger. We have faced so many polit-ical conflicts this last year but some-how, I feel as though patriotism reigns!First Houston, now Florida, it makesme understand who is truly “incharge!” When I see the faces of theheroes that put their lives at risk to aidand comfort the victims, I am so proudto be an American, so proud to be partof the greatest nation in the world! My daughter, her husband and their 2children live in a beautiful home, righton the water in Tampa. They struggledon whether or not to evacuate becausethey believe their home is a solidfortress. In the end, they did leave thecoast line for sanctuary in the center ofthe state. Off they went with whatever

they could fit into their car with theirbull mastiff (250 lbs.) dog with them. They got a room in a hotel 30 milesfrom the shore line. My daughter said,“You can run/hide from wind but waterwill kill you” so they decided to staythere. The hotel had a large ballroomthat was concrete and had no windows.Everyone gathered with their mattress-es, blankets, pillows, and pets in thatroom and hunkered down for 2 days.Sandi said she has friends that shebelieves will last a lifetime that shemade this past weekend! Everyone wasmaking the best of a really bad situa-tion: the hotel emptied their freezersand fed everyone, the kids playedgames and shared stories and theadults became bonded with sharedfears. Doesn’t this typify what we asAmericans are? My only hope is thatthe warm feelings of gratitude lastlonger than the hurricane! We don’thave to make America great again –we are already there! I see that great-ness every day but don’t always recog-nize it.On a different note, I thought youmight like a brief update on our con-struction project. Last month’s annualmeeting article gave a very gooddescription of our project so I will notrepeat what was so well written byDenise. I will simply say this has beenan adventure! The construction teamthat we chose is wonderful and theyare the best at keeping us informed. However, there are decisions to makealmost daily and there is a fair amountof disruption to our residents, staff andfamilies. In spite of this, I do not hearanyone complain! Everyone seems soexcited about the “new look” and thefact that we will be toasty warm thiswinter. As the Boardrevamps the pilgrimage for youth pro-gram, we will keep you informed. Allprevious applications, registrationforms, brochures are to be discarded. The Board of Directors of the IOOFPilgrimage for Youth, Inc. are pleasedto announce the Grand Representativesat The Sovereign Grand Lodge sessionheld in St. Louis, Missouri, approvedthe name change for the corporationand continuation of the pilgrimage foryouth program. At the Forum held in St. Louis, theBoard and attorneys for the corporationexplained events of the past year andwhat needs to be done in the future. The United Nations has issued a Ceaseand Desist Order to the corporationfrom using the name United Nations oracronym UN within the Order world-wide. Information has been sent to

about, and devote their entire energyand resources to membership. Withoutmembers there certainly is no need forany of the other stuff we concern our-selves with.In 2018, the needs and wants of theyounger generation are entirely differ-ent than Thomas Wildey’s was! We nolonger have a need to “Visit the Sick”or “Relieve the Distressed” or“Educate the Orphan” or much less“Bury the Dead”! All of these com-mandments of Odd Fellows areextremely noble and can be interpretedin todays’ language, but does notimpress a 25-30 year old. We don't ridehorses anymore!Everyone knows that if you get sick, you have access to a local doctorand/or hospital—you don’t call an OddFellow. If you need relief from dis-tress—there are numerous agencies orgovernment programs to assist you.We, as members of a fraternal organi-zation, are not going to get the care ofan orphan (very rare today), and thegovernment is certainly not going tolet us bury anyone. These young people do NOT WANT toattend a meeting where we do nothingexcept drink coffee with our peers! How many lodge meetings do we“open—does anyone have any busi-ness—no—close,” have coffee and gohome???We as the remaining members need tothink about what we stand for, what weare trying to accomplish, and where wewant to go in the future. Our historyhas been fantastic, but we are dyingout rapidly. If we want this Order tosurvive, we must develop some direc-tion to go in the future. RIGHTNOW—not next week or next year—BUT NOW! We just approved a$971,070.00 budget for this next year.Really, only $20,000.00 is devoted tomembership. That is a whopping 2%of our expenditures. I am not askingfor any more money right now, because I do not know what we shoulddo with it.I have visited a number of jurisdictionthat have large sums of money invest-ed in savings, but do not allocate onedime to help their own local lodges. 10 THE WISCONSIN ODD FELLOW OCTOBER 2017REPORT ON

ODD FELLOW REBEKAHHOME ASSOCIATION INCBOARD OF DIRECTORS

MEETING, THIRDQUARTER @ 8:00 A.M.

August 12, 2017Corporate Office – Conference Room President Loren Cunningham calledthe meeting to order at 8:00 a.m.Roll call of the Board of Directors: Board of Directors Present: LorenCunningham, President; Patricia Mott,Vice President; Denise Olsen,Secretary; Tom Heins, Grand Master;Thomas Reed; Richard Proulx; EllenTews; Mary CurtisAssociate Members Present: JeffJones, Heidi Londo, Jan Hagerman,Diane QuadeOFRHA Personnel Present: CharleneEverett, Jenny Kornowski OFRHA Personnel Absent: CassieStremer, Jamie StrohscheinOthers present: Jody Tews, SharonCunningham, Greg Salmen,Stephenson Bank Trust, Jeff Bauman,Stephenson Bank TrustThe opening prayer was given by TomReed. Greg Salmen and Jeff Bauman, repre-sentatives of the Trust Department ofStephenson National Bank, were pre-sent to give the Board information onour trust investments. The procedurefor the presentation was to give aquick overview of the printed report, pose questions to the Board aboutfuture needs and plans, and then openthe floor to questions from the Board.Jeff pointed out that the market valueof our investments on June 30, 2017,was higher than that of December 31,2012, despite having made with-drawals to cover the cost of variousprojects such as the parking lot pur-chase, the bed license purchase, andcosts related to construction. This indi-cates a favorable market and a well-managed trust. The allocations in thevarious sectors are well within theBoard’s investment policy statementalthough it is currently leaning towardthe risk side. Current projections foran account with holdings such as oursis expected to average from 5.5% to5.9% per year over the next five years.Greg and Jeff asked the Board whattypes of financial needs are projectedover the next year which will help

them position the Trust to provideaccess to money when we need it.What they want to avoid is the need towithdraw funds on short notice at atime when the market prices are downwhich would result in a loss of valu-able income. Char indicated that sheanticipates no need for money for cap-ital expenditures since we have theloan in place for that. However, shedid say that planning for operatingexpenses is more difficult during con-struction because we are limited in thenumber of beds available and thereforein the income being received.Char has a strategic planning commit-tee in place and she would be willingto forward the minutes of those meet-ings to the Trust advisers so they knowwhat is being discussed for future pro-jects. One of the big unknowns is howwe would deal with a major systemsfailure if it occurs before the construc-tion is at a point where the failure canbe addressed, such as the failed hotwater heater for the laundry areawhich recently occurred.Another difficult piece of the puzzle iscash flow. The money may be inaccounts receivable, but not cash onhand when it is needed to meet payrolland other expenses. This is, in part, due to the way the various entitiessuch as Medicare, Medicaid, and pri-vate pay insurance reimburse expens-es. Char is hopeful that when construc-tion is completed, we will havebetween $20,000 and $30,000 monthlyas a cushion to meet operating expens-es and payments on the loan.We discussed other ways besidesdraws from the Trust to meet short-term expenses such as using our lineof credit loan. We were also remindedby Jeff and Greg that they were askedby the Board to keep track of the vari-ous draws and their purpose with theexpectation that at least the principalamount can be replaced in the Trust ata future date. Before construction began, the check-book had a healthy balance. This hasbecome very tight as some of the con-struction expenses had to be paid fromthese funds before the loan was inplace. Some expected expenses in the nearfuture are related to the WebsterAvenue parking lot for which we arebeing required to build a bermbetween the lot and the grocery storeaccess along with the electronic gateallowing access to the parking lot.Another expense involves the piping

needed to run the heat from the newboilers at OFH to Rebekah Haven.A third option for getting money in theshort term besides borrowing from theTrust and accessing our line of creditloan would be to submit receipts, fromthe construction expenses which wehave already paid, to the loan adminis-trator for reimbursement. This is amuch slower process than the first twooptions. If we use the last two options, there should be no need to make with-drawals from the Trust. The Board advised Char to keep theTrust account stable by using the lineof credit for short term coverage ofexpenses. It is expected that thisoption will be used prudently and theloans will be repaid as quickly as pos-sible.Loren asked if either Jeff or Greg fore-saw any interest rate increases by theFederal Reserve. They feel that it willprobably be raised once per year overthe next three years in an attempt togive the Fed some flexibility if theeconomy trends downward. Jeff andGreg reassured the Board that if theirfinancial advisers at Northern TrustCompany saw any unanticipatedoccurrence, they would act quickly toprotect our portfolio through assetreallocation.Char and the Board thanked Jeff andGreg for their continued, positive han-dling of our account.Pat Mott moved and Tom Heins sec-onded that the minutes of the meetingof April 29, 2017, meeting beapproved as printed. Passed. ThenDick Proulx moved and Pat Mott sec-onded to approve the minutes from themeetings on June 12, 2017. Passed.Human Resources by JennyJenny reported that there have been 23new hires with 17 being CNAs. This isa large number, but she is happy toreport that OFH is 100% staffed byour own employees. We have not hadto use outside help hired from employ-ment agencies. CNAs are difficult tofind and most of her new hires havebeen through word of mouth ratherthan formal advertising. Jenny alsoreported 21 terminations so far thisyear - most coming from people whoare trying out new jobs and keeping acasual call status while they decide ifthey like their new job. She thankedthe Board for allowing her to be flexi-ble, but fair, with the wages she is ableto offer employees.Cont. on pg. 11, Col. 1

OCTOBER 2017 THE WISCONSIN ODD FELLOW 11Cont. from pg. 10, Col. 3Overtime hours continue to be reason-able considering the amount of vaca-tion, family leave, etc. that needs to becovered.Jenny then reported on the second auditof the employee 403(b) plan. The firstaudit was done by Wipfli which is basi-cally a discrimination testing whichproves that no one is being discriminat-ed against because of the wage theymake. When that audit is passed, thesecond audit is done byCliftonLarsonAllen. CLA does thecomprehensive audit of the entireOFRHA in April, as well as this onewhich is to certify that all the acceptedaccounting principles and that all therules and regulations set forth in oursummary plan description are beingfollowed. Basically, after noting somedeficiencies which have been addressedas needed, the 403(b) plan passed theaudit.Operational Report of Odd FellowHome by CassieCassie’s information was contained inher preliminary report with Char high-lighting various portions and answeringquestions in Cassie’s absence. High onthe list was that the state survey hasbeen completed. The results of the sur-vey were great with only a few verysmall, insignificant citations. As aresult of all Cassie’s hard work and thefantastic survey, Odd Fellow Homeremains the only 5-star nursing homefacility in the greater Green Bay area.In addition one of the surveyorsinquired about working as a socialworker for OFH and the medical offi-cer who oversees 15 local and sur-rounding area homes indicated he isvery impressed with the staffing level, quality of care, and our mission state-ment which reflects the desire to pro-vide care to all who need it.Construction is coming along well. B-wing has been completed and residentshave returned to their rooms.Construction in C-wing is underway.A-wing which houses the new kitchenis in progress: the new kitchen isscheduled to be in operation on August14.The dining room is being redone in twophases in the hopes that it will allowresidents to still use the dining room.Residents will enter from B-wing bythe courtyard. Food will be served froma Suzy Q cart which has compartmentsfor hot food, cold food, condiments, plates and utensils. When it is nolonger needed at Odd Fellow Home, it

will be used to service the rehab units. There are New Rule regulations thatneed to be implemented by November2017. Cassie will report on these at ournext meeting in October. She is focus-ing on the facility assessment.QAPI (Quality Assurance PerformanceImprovement) PIP (PerformanceImprovement Project)1) They reactivated theWounds/Weight loss/Skin breakdownscommittee in January 2017 becausethey have seen an increase in theseproblems. Continued education andmonitoring are helping to improvethese areas.2) PIP focus: UTIs continue to be aproblem with the group formed inOctober 2016. Some residents havechronic problems, but there are noalarming patterns being noticed. Againthere is a focus on education withemphasis on good peri care and hydra-tion.3) PIP Snack group is ongoing withthe focus being to improve the passingout of nutritious snacks to residentsduring the evening. Staff education onthe importance of this is ongoing.4) PIP group focusing on reducing theneed for anti-anxiety medication forpatients who receive them on an as-needed (PRN) basis. Many patientshave the prescriptions and never usethem.5) We have found that our readmis-sions to hospitals have increased sinceour new rehab unit has opened, mostlyfor CHF (congestive heart failure) andUTIs (urinary tract infections). It ishoped to proactively treat these condi-tions before hospital readmission isrequired. We took a break to tour the newkitchen. It was spectacular with well-arranged stainless steel equipmentwhich will make it much more effi-cient, walls and floors which will beeasy to clean and keep sanitary, and aseparate dishwashing station. Therewere also storage areas for dry andcanned goods, frozen, and refrigeratedfoods. Fantastic facility!!Financial Report from JamieJamie provided an advanced reportwith various items highlighted to assistthe Board in understanding the finan-cial position of the organization. Withthe construction underway, cash flow isvery tight as it was expected to be.Some construction expenses were paidfrom our reserves before our loan wasin place which drew down the check

book balance. It is expected that thiswill even out when construction iscompleted and our bed use is closer tocapacity.Looking forward to the near future,Char and the administrative staff havediscussed areas where spending cutsmight be made to provide a better bot-tom line. One concern is to do thiswithout impacting staff by cuttingemployees. One possibility is to cuthours for employees on a rotatingbasis when census and acuity are lowso no one person is taking the brunt ofthe cuts. The total amount of the cutswould depend on the hourly wages ofthe individual. Weekend hours wouldnot be affected because it is difficult tofind weekend employees. We will notimmediately replace a part time socialworker who had to resign for healthreasons. We could change the amountof our matching contribution to theemployee’s 403(b) accounts. Wagescould be cut, temporarily, for the topfive management positions. It is hopedthat none of these options needs to beaccessed, but options have been dis-cussed. Staff is also looking into thefood service area since there has beencontinued dissatisfaction with the costand quality of the product we are cur-rently receiving. Char presented infor-mation on some possible alternativesto the current situation and gave herperspective on what should be includ-ed in a new contract. If Char totals thecost of the proposed savings, it couldamount to approximately $200,000+ ayear or $16,750 per month. Char andher staff will keep a very watchful eyeon the financials so the situation doesnot get out of hand.Currently, we are operating at a cur-rent census of about 75 beds out of 88and the potential after construction iscomplete is 101 beds. Looking to thefuture, it would be nice to continue at88 beds, but taking into considerationMedicaid reimbursements, we need tothink about having double occupancyat Odd Fellow Home to make financialsense. If we did this in every roomexcept in the rehab units, we have thecapacity to have 108 beds. When theimmediacy of construction is lessdemanding, Dick recommended thatwe do some financial forecastingabout the feasibility of projectedincome for 101 beds versus 108. Acurrent study by Wipfli indicated thatthere are 419 empty beds in nursinghomes in the greater Green Bay area. Dick brought up another area of con- Cont. on pg. 12, Col. 1 (Home)

12 THE WISCONSIN ODD FELLOW OCTOBER 2017Cont. from pg. 11, Col. 3 (Home)cern and expense: the parking lot.Currently it is filled by our employeesand the construction workers. Whenconstruction is completed, that willopen up parking spaces. We also arelooking at expenses with bringing theparking lot into compliance with thecity assessor’s expectations. Currently,we have $25,000 earmarked for theimprovements, but we know this isinsufficient. We need to do the bermand the gates. Some other items suchas re-striping do not need to be doneimmediately.Review Board ManualDick commented that the BoardManual is a neat tool, providing a ref-erence to the activities and responsibil-ities of board members. It is especiallyvaluable to new board members.Keeping it up-to-date is also important. Many of the corrections were forspelling and punctuation errors, butthere were also references to theRebekah Assembly which needed to beremoved. Char received changes fromDick and Denise. Ellen also had cor-rections which she’d emailed to Charwho did not receive them. Ellen pro-vided another list which Char willincorporate into the document afterwhich Dick will see that anotherrevised draft is printed and Char willdistribute to the Board members.Char’s ReportChar presented her report. Her firstcomment was that she’s been verypleased with our choice of constructioncompany. They have been very goodabout keeping her informed as the pro-ject progresses. While there have beenproblems along the way, they havemostly been relatively minor. The first item, not directly related toconstruction, pertained to the laundryroom hot water heater in FriendshipPlace which failed. A new system willcost between $30,000 and $40,000. Itwas originally used in one of our otherbuildings so it has given us longer ser-vice than expected.A second item is the request for ourconstruction company to give an esti-mated cost of running the pipes fromthe new heating system in OFH toreplace the boilers in Rebekah Haven.Running the pipes is easy, it is how toenter Rebekah Haven that is the chal-lenge.The third item is the flooring in theActivity Room at Odd Fellow Home. The floor is a plank floor and recently

the conference room is used for muchmore than the quarterly board meet-ings.Additional comments:Dick proposed that since Jenny, Jamieand Cassie do such a thorough job ofpreparing advanced reports for theBoard, is it necessary to take theBoard’s time to go through them at themeeting. It was decided that it isimportant for the three of them to be inattendance whenever possible becausethey have valuable input to our discus-sions, each having a different perspec-tive on the topics being discussed. Asfar as going through their reports at themeetings, it would better serve ourtime if the Board members came pre-pared by reading through the reportsand raising any questions or concernsat the meeting.Tom Heins moved and Tom Reed sec-onded to adjourn the meeting and openin closed session. Motion passed.Respectfully submitted, Denise Olsen, secretary

some of the boards in an approximately8’ x 8’ section have buckled creating atripping hazard. This apparently isbeing caused because the room wasredone and the sub-flooring concrete isa different configuration. Char hasasked for suggestions and cost for fix-ing this problem. The fourth item is the parking lot. Wehave already received some informa-tion about the parking lot. We willneed to do something for the lighting. At the present time, Mike from the gro-cery store is still paying the electriccosts. We may be able to put a separatemeter in the grocery story basement toseparate the lights and get them billedto us. When we get the gate installed,we will need to run electrical, probablyfrom our garage. We would also like toinstall a security camera near the gates. The fifth item is that the neighbor tothe south of OFH is interested in sell-ing her home, which has beenappraised at $163,000. Char wanted theBoard’s input about the possibility ofpursuing this. The consensus is that theproblem right now would be to find themoney to make the purchase. Whatwould be the ramifications for eitherpurchasing or not purchasing the prop-erty if it actually becomes available. The sixth item is providing a therapygym for our rehab patients. Our con-struction resulted in the loss of accessto our therapy room at OFH. Currently, part of the dining rooms on AstorTerrance I and II are being used fortherapy. When people tour our facility, the main comment is “you don’t have atherapy gym?” Lack of a therapy gymhas become a liability in terms of get-ting new admissions. One of the possi-ble solutions is to turn the currentBoard conference room into a therapygym. An advantage would be that theentire therapy program for rehabpatients would be in the same building. It would also be convenient for outpa-tient therapy. The law states that as anoutpatient therapy client, you cannotcross the nursing home to enter thetherapy room. Another option wouldbe to return to the therapy room atOFH when the construction is complet-ed. That room is actually larger thanthe conference room. A reason fordetermining options is that the rehabresident does not always want to bepart of the nursing home setting.Another downside is the amount oftime the therapy staff wastes in trans-porting patients from one area toanother. In terms of repurposing theconference room, one problem is that
