Anil ARORA

Chief Statistician, Canada

Anil Arora was appointed Chief Statistician of Canada in September 2016. Mr. Arora has led significant transformational initiatives throughout his career, with experience and partnerships spanning all three levels of government, the private sector and international organizations, including the UN and the OECD. He has led projects on high-profile policy issues, legislative and regulatory reform, and overseen large national programs. In 1988, Mr. Arora joined Statistics Canada where he served in several positions, including regional operations, corporate services and the redesign of the dissemination function. In 2000, he became Director of Census Management Office and subsequently the Director General responsible for all aspects of the 2006 Census. He became the Assistant Chief Statistician of Social, Health and Labour Statistics from 2008 to 2010. In 2010, Mr. Arora joined Natural Resources Canada as Assistant Deputy Minister of the Minerals and Metals Sector, and in 2013 was appointed Assistant Deputy Minister of Science and Policy Integration. He moved to Health Canada in 2014, becoming Assistant Deputy Minister of Health Products and Food Branch. He also served as chair of the International Coalition of Medicines Regulatory Authorities. Mr. Arora attended the University of Alberta, where he earned a Bachelor of Science, followed by further education in computing science and management, including a graduate certificate in Advanced Public Sector Management at the University of Ottawa, and the Advanced Leadership Program at the Canada School of Public Service.

Ken ASH

Director of the Directorate of Trade and Agriculture, OECD

Ken Ash is the Director for the Directorate of Trade and Agriculture in the OECD. Prior to becoming OECD Director of Trade and Agriculture in 2008, Mr. Ash had served as Deputy Director since 1999. Mr. Ash leads OECD efforts to develop and communicate evidence-based advice to governments, with the aim at helping them improve the domestic and international performance of their policies in the areas of trade, food, agriculture and fisheries. Upon joining the OECD Mr. Ash brought with him 20 years of extensive experience from the Government of Canada where he held several senior positions in Agriculture and Agri-Food Canada. As Director General, Economic and Policy Analysis, from 1995-1999, he provided strategic policy guidance on key agriculture and trade policy issues and on government-wide policy and institutional reforms. Mr. Ash, a Canadian national, holds a Bachelor of Commerce degree and an MBA (International Business and Resource Management).

Mónica ASPE

Vice President of External Affairs, AT&T, Mexico

Mónica Aspe is Vice President of External Affairs at AT&T in Mexico, the fastest growing wireless provider in the country. She is responsible for the strategy of governmental and institutional relations, as well as the company's national Corporate Social Responsibility initiatives.

Prior to joining AT&T, Mónica served as Ambassador and Permanent Representative of Mexico to the Organization for Economic Cooperation and Development (OECD), where she co-chaired the Friends of Going Digital group. She was also elected by the 52 member countries of the OECD Development Centre as Chair of its Governing Board. In addition, she represented Mexico before the International Energy Agency (IEA).

Previously, Mónica served as Mexico´s Vice Minister of Communications, a position from which she contributed to the successful implementation of the Telecommunications Reform of 2013. Earlier, she served as Coordinator of the Information Society, promoting digital inclusion initiatives. Formerly, she was General Director of Mexico´s National Broadcasting Chamber (CIRT). She was also a public policy consultant and served as Advisor to Mexico´s Federal Electoral Institute (IFE).

Mónica has a Bachelor's Degree from ITAM and a Master's Degree from Columbia University, both in Political Science, as well as Diplomas in Legislative Planning from ITAM and Philanthropy from Universidad Iberoamericana.

Audrey AZOULAY

Directrice générale, UNESCO

Audrey Azoulay est la Directrice générale de l’UNESCO depuis novembre 2017. Evoluant dans le secteur de la culture depuis le début de sa carrière professionnelle, elle a, entre autres, travaillé au financement du secteur audiovisuel public français puis à la réforme et à la modernisation des systèmes français d’aide au cinéma. Elle a également effectué des missions comme experte auprès de la Commission européenne sur les questions de culture et de communication. En tant que conseillère culture auprès du Président de la République française, elle a notamment initié, en 2014, la conception d’un plan pour la protection du patrimoine en danger. Plan qu’elle a mis en œuvre en 2016 en tant que ministre de la Culture et de la Communication. Ancienne élève de l’Ecole Nationale d’Administration, elle est diplômée de l’Institut d’Etudes Politiques de Paris et titulaire d’un Diploma of Business Administration de l’Université de Lancaster (Royaume-Uni). Activement engagée depuis des années en faveur du dialogue interculturel et intergénérationnel afin de faire progresser l’éducation pour tous et la diffusion des savoirs scientifiques et culturels, Audrey Azoulay compte poursuivre cet engagement à la direction de l’UNESCO.

Maria Inés BAQUÉ Secretary of Digital Government and Technological Innovation, Argentina

Maria Inés Baqué is Secretary of Digital Government and Technological Innovation, Secretary of Modernization in Argentina, reporting to the Secretary of Modernization, Under Chief of Cabinet Mr. Andrés Ibarra. She is in charge of the National Digital Agenda Project, Digital ID, Consumer’s Digital Services, among other projects. With a background of 30 years in private sector, mainly in IT, Financial Services and Manufacturing industries, María Inés joined in January 2016 the new administration of the Government of Argentina. She is also committed to the empowerment of Young Women Leaders and actively participates in Vital Voices as a mentor and belongs to AS/COAS Hemispheric Women Network. She has strong background in process re-engineering, start-ups, IT management, shared services centers. Marco BELLEZZA

Counsellor on Blockchain Strategy to the Minister for Economic Development of Italy

Mr. Marco Bellezza is the Counsellor on Blockchain Strategy to the Minister for Economic Development of Italy and Legal Counsel on Communication and Digital Innovation to the Deputy Prime Minister Luigi Di Maio. As a Digital and Fintech lawyer, Mr. Bellezza’s experience ranges from providing legal assistance to Italian and foreign clients in matters relating to media law and new technologies. Marco is the author of numerous scientific publications in national and international journals. He is founder and president of “Osservatorio Pugliese della Proprietà Intellettuale Concorrenza e Consumo digitale” (www.oppic.it). In 2011 he obtained a PhD in “Private law and new technologies” at the University of Bari, defending a thesis on the topic of the relationship between the protection of intellectual property rights and the respect of fundamental rights of users of the network in the community and national disciplinary perspective.

Anne BERNER Minister of Transport and Communications, Finland

Anne Berner is Minister responsible for transport and communications policies as well as for matters related to Nordic cooperation. Ms. Berner has actively promoted the creation of innovative, customer-oriented transport services. She has been a key actor in the development of world-class ecosystems of intelligent transport systems and services and automated driving in Finland. Ms. Berner has also been actively enhancing the use of data and digitalization to enable new businesses, including the unique 5G test network in Finland, guidelines for data sharing and developing human-centred data operating models in practice.

Allison BERKE

Executive Director, Stanford Cyber Initiative, United States

Allison Berke is the Executive Director of the Stanford Cyber Initiative, where she manages research, education, and outreach activities related to the secure integration of cyber technologies into society. Allison Berke teaches CS181 at Stanford (Computers, Ethics, and Public Policy), chairs the Blockchain Protocol and Security Engineering conference, and writes on private blockchains and computer security in healthcare. She received her PhD in Bioengineering from UC Berkeley, and previously worked in biomedical- and security-focused consulting with McKinsey & Co.

Marjory BLUMENTHAL

Director of the new Science, Technology and Policy Program, RAND, United States

Marjory Blumenthal is a connector of people and ideas. In April 2016, she joined the RAND Corporation as Director of the new Science, Technology, and Policy program, with a broad remit that includes as one focal area information technology, data science, and their societal impacts. As founding executive director of the Computer Science and Telecommunications Board (CSTB) at the National Academies, she addressed the full range of information technologies, their applications, and their societal impacts. Recognized for her work on the evolution of the Internet and cybersecurity, her final CSTB book was a landmark exploration of creativity at the intersections of computing and the arts that inspired an enduring community. In 2003, she took a leadership position at Georgetown University, developing academic strategy, strengthening the sciences and research in general, and promoting innovation in areas from international engagement to teaching and learning; her research addressed the evolution of cybersecurity in the context of the cloud. Between May 2013 and April 2016 Marjory was executive director of the President’s Council of Advisors on Science and Technology (PCAST) within the White House Office of Science and Technology Policy.

Laurence BOONE

Chief Economist and Head of the Economics Department, OECD

Laurence Boone is the OECD Chief Economist and Head of the Economics Department since July 2018. Ms. Boone ensures that the Department is at the forefront of Economic thinking and will coordinate the work of the Country Studies and Policy branches to create new opportunities and enhance synergies and co-operation with the whole of the OECD, including through contributions to horizontal projects. Ms. Boone also supervises the contributions of the Economics Department to the New Approaches to Economic Challenges (NAEC) and Inclusive Growth (IG) initiatives. She is the Secretary General’s spokesperson on economic issues and serves as the OECD Representative at the Deputies’ meetings of the G20 Finance Track.

Before joining the OECD, Ms. Boone was the Chief Economist at AXA Group and Global Head of Multi-Asset Client Solutions & Trading and Securities Finance, AXA Investment Managers, France. She was an independent director of Kering's board and remains a member of the Strategic committee of Agence France Trésor, the French National Debt Office.

Prior to this, she was Sherpa and Special Advisor for Multilateral and European Economic & Financial Affairs to the President of the French Republic (2014-2016); Chief Economist and Managing Director at Bank of America Merrill Lynch (2011-2014); Managing Director and Chief Economist France, Barclays Capital (2004-2011); Economist, Organisation for Economic Co-operation and Development (1998-2004); Economist, CEPII, France (1996-1998) and Quantitative Analyst for Merrill Lynch Asset Management, UK (1995-1996).

Doreen BOGDAN-MARTIN

Director of ITU Telecommunication Development Bureau

Doreen Bogdan-Martin was elected Director of the ITU Telecommunication Development Bureau in November 2018 and took office on 1 January 2019. She also serves as Coordinator of the Broadband Commission for Sustainable Development. From 2008-2018, she led the Strategic Planning & Membership Department of ITU where she was responsible for the organization’s strategic planning processes and for overseeing the Membership, Corporate Communications and External Affairs teams. She also served as Coordinator of United Nations affairs for the organization, putting ITU at the center of digital aspects of sustainable development. S was one of the principal architects of the annual Global Symposium for Regulators and is currently driving ITU latest high-profile initiative – EQUALS, the Global Partnership for Gender Equality in the Digital Age. She has a Master’s degree in International Communications Policy from the American University in Washington, DC and a post-graduate certificate in Strategies for Leadership at the Institute for Management Development in Lausanne, Switzerland. Additionally, Ms Bogdan-Martin is an affiliate of the Harvard University Berkman-Klein Center for Internet and Society.

Marcos BONTURI

Director of the Directorate for Public Governance, OECD

Marcos Bonturi is the OECD Director for Public Governance. He leads a team of over 200 staff at the Public Governance Directorate (GOV). GOV helps governments design and implement strategic, evidence-based and innovative policies to strengthen public governance, respond effectively to economic, social and environmental challenges and deliver on government’s commitments to citizens. It covers topics such as innovation, digital government, transparency, integrity, public procurement, public budgeting, gender-responsive policies, risk management and regulatory reform. Under Mr. Bonturi’s leadership, the Directorate works with a wide range of non-member countries and is engaged with social partners, multilateral institutions, NGOs and other relevant stakeholders to build empirical evidence and identify good policy practices.

Justine CASSELL

Associate Dean of Technology Strategy, Carnegy Mellon University, United States

Justine Cassell is Associate Dean of Technology Strategy and Impact in the School of Computer Science at Carnegie Mellon University, and Director Emerita of the Human Computer Interaction Institute. She co-directs the Yahoo-CMU InMind partnership on the future of personal assistants, and was a founding co-director of the Simon Initiative on Technology-Enhanced Learning. Previously, Ms. Cassell was faculty at Northwestern University where she founded the Technology and Social Behavior Doctoral Program and Research Center. Before that she was a tenured professor at the MIT Media Lab. Ms. Cassell has received the MIT Edgerton Prize, and Anita Borg Institute Women of Vision award, in 2011 was named to the World Economic Forum Global Agenda Council on AI and Robotics, which she chaired for 2 years before moving to chair the World Economic Future Council on the Future of Computing. In 2012 she was named a AAAS fellow, in 2016 made a Fellow of the Royal Academy of Scotland, and in 2017 made a Fellow of the ACM. In 2017-2018, Ms. Cassell held the Chaire Blaise Pascal in Paris. She has spoken at the World Economic Forum in Davos for the past 8 years on topics concerning the impact of AI and Robotics on society.

Ed BRITAN

Counsel for Global Privacy Policy, Microsoft Corporation, United States

Ed Britain is a global privacy and data protection subject matter expert. He provides counsel and advocacy on a range of legal and public policy issues. Mr. Britan has provided extensive advice and counsel on the EU General Data Protection Regulation, U.S. privacy law and legislative developments, including with respect to the California Consumer Privacy Act of 2018, and comprehensive data protection laws that have been implemented and/or proposed around the world. Most recently, Ed has been particularly focused on legal and policy developments in the U.S., including in state legislatures and within the federal agencies and Congress, as well as in China, India, Brazil and Russia. Ed has also provided counsel on a range of issues associated with data protection laws or proposals in Canada, Australia, Argentina, Kenya, Japan, South Korea, Vietnam and Thailand, to name a few jurisdictions. Mr. Britan works closely with Microsoft business and product attorneys to form the company’s internal data protection policies and outward-facing positions with respect to the collection and use of personal data. Prior to joining Microsoft in 2014, Mr. Britan worked for seven years as an attorney in the Washington D.C. office of Alston & Bird, where he worked on a range of legislative and public policy issues.

Cristina CAFFARRA

Head of the Competition Team of CRA in Europe

Cristina Caffarra heads up the Competition Team of CRA in Europe. She holds a Master and PhD in Economics from Oxford University and is an expert in the application of modern industrial economics to competition law, as well as the empirical analysis of markets in the context of competition investigations. She has directed and coordinated empirical and theoretical economic analyses on several cases before the European Commission, the competition authorities of several member states as well as the Courts in several jurisdictions. She has provided expert economic advice and testimony before the General Court in Luxembourg, the Competition Appeal Tribunal in the UK, the High Court in Dublin, the Competition Appeals Tribunal in South Africa, and various courts in several litigated competition matters.

Ms. Caffarra has worked for research institutions both in Italy and at Oxford. She is on the Editorial Board of the European Competition Law Journal, as well as on the Advisory Board of the Journal of European Competition Law & Practice. She lectures in competition economics at University College London, and has published articles for competition journals as well as presented papers on the economics of competition law at numerous international and academic conferences.

Anne CARBLANC

Head of the Digital Economy Policy Division, OECD

Ms. Anne Carblanc is Head of the Digital Economy Policy Division (DEP) in the OECD Directorate for Science, Technology and Innovation. Her division develops policy frameworks to foster digital transformation and make it work for the economy and society. DEP serves the Committees on Digital Economy Policy and Consumer Policy and their Working Parties, which are composed of delegations from member and partner countries, and from business, civil society, trade-unions and the Internet technical communities. Ms Carblanc joined the OECD in 1997. Prior to joining the OECD, she was Secretary General, Director of Services in the French data protection authority (Commission Nationale de l’informatique et des libertés - CNIL). She has also served ten years in the French judicial system, both as a judge in charge of criminal investigations and as the head of the criminal law department in the Ministry of Justice

Paul CHAFFEY State Secretary, Ministry of Local Government and Modernisation, Norway

Paul Chaffey has been State Secretary to the Minister of Local Government and Modernisation since 2013. Prior to that he was Managing Director of Abelia. Mr. Chaffey has a degree in political science and history, and has previously worked at Statoil. He was a member of the Norwegian parliament from 1989 to 1997, and has served on the board of directors of a number of institutions, including Amnesty, the Norwegian Institute of International Affairs (NUPI), the University of Oslo, the Norwegian Business and Industry Security Council and the Research Council of Norway’s FORNY 2020 programme.

Liz CHIEN Vice President of Global Tax, Ripple Labs, United States

Liz Chien is the Vice President of Global Tax at Ripple Labs, an innovative blockchain software company that is disrupting how money moves across borders. She is responsible for all aspects of taxation at Ripple Labs. She joined Ripple from GE, where she was the Global Tax Director and Senior International Tax Counsel for GE Digital. Prior to GE, she served as a policy advisor at the Organisation for Economic Cooperation and Development (OECD), where she worked on international tax reform related to the digital economy in Action 1 of the OECD BEPS Project. Ms. Chien is the former Asia-Pacific Head of Tax for Google and was a Tax Director at Softbank Group International. Prior to Google, she was an attorney with the global law firm of Baker & McKenzie LLP in Palo Alto, California, where she advised technology companies on international tax planning and structuring. She received her Bachelors and Masters degrees from Stanford University and her Juris Doctor from the University of California, Hastings College of the Law.

Jane COFFIN Senior Adviser to the CEO, Connectivity & Infrastructure, ISOC

Jane Coffin is responsible for development strategy at the Internet Society, where her work focuses on coordination of collaborative strategies for expanding Internet infrastructure, access, and related capacities in emerging economies. Prior to joining ISOC, Jane worked on Internet and telecommunications policy issues for the Office of International Affairs at the National Telecommunications and Information Administration – U.S. Department of Commerce. She was an active participant in Internet discussions in the ITU, OAS-CITEL, and OECD, working closely with the five regional Internet registries (RIRs) and other Internet technical community stakeholders. She was very involved in policy discussions on open Internet standards and issues related to BGP, IPv4, IPv6, and MPLS. While at NTIA, Jane was an advocate for the deployment of Internet exchange points (IXPs) to increase international Internet connectivity (IIC), and was an ITU-T SG-3 IIC co-Rapporteur and an IIC coordinator in CITEL’s PCC.I. She was Vice-Chair of the Federal IPv6 Task Force, and a Vice-Chair of the ITU Council Child Online Protection Working Group. From 2002-2006, she served as Chief of Party, and Deputy Chief of Party on two separate USAID projects in Moldova and Armenia. Jane worked closely with regulators, policy-makers, senior officials and parliamentarians, Internet service providers, and stakeholders on regulatory strengthening, market access and competition, and liberalization and privatization activities in Moldova and Armenia. Jane worked for AT&T as a Director of International Affairs/Government Affairs, where she worked on international telecommunications issues, including VOIP, ENUM, and ICAIS, and was a Rapporteur in ITU-D Study Group 1 for universal access/universal service in rural and remote areas.

Elijus ČIVILIS

Vice-Minister of the Economy and Innovation, Lithuania

Elijus Čivilis is a Vice-Minister of the Economy and Innovation of the Republic of Lithuania, responsible for the consolidation and optimised management of the national information resources infrastructure and the national tourism policy. Prior to becoming Vice-Minister, Elijus Čivilis held senior management positions in IBM units in Lithuania, Denmark and Ireland for nearly ten years; he also served Director of Alna Software, consultant on technology issues at Siemens Lithuania and IT Executive at Panama AMCHAM. From 2016 to 2018, he was an IBM Lithuania representative for public and financial sectors. Elijus Čivilis holds a MA degree in International Business Management from Warwick Business School of University of Warwick in the UK and a BA degree in Informatics from Vilnius University. Also, he holds a professional BA in Informatics from Vilnius Kolegija/University of Applied Sciences.

Alessandra COLECCHIA

Head of the Division of Economic Analysis and Statistics, OECD

Alessandra Colecchia heads the Economic Analysis and Statistics (EAS) Division of the OECD Directorate for Science, Technology and Innovation. She oversees the work on measurement standards in the S&T and Digital Economy areas, including IPR related statistics, as well as the empirical analysis of issues related to R&D, innovation, knowledge-based capital, new technologies, firms and industry dynamics, productivity and competitiveness. She led the measurement work for the OECD Innovation Strategy in 2010, delivered Measuring the Digital Economy: A New Perspective in 2014. Between 2011 and 2017, she led the work on the OECD STI Scoreboard. Most recently, she headed the 2016 Blue Sky Forum initiative, whose outcomes are set to guide future development of science and innovation measurement at the OECD. Currently she leads on the measurement work for the OECD Going Digital project, which among other things, has delivered Measuring the digital transformation that presents key indicators for each of the dimensions of the Going Digital integrated policy framework and sets a Measurement Agenda for the future.

Nicolas COLIN

Co-founder and Director of The Family

Nicolas Colin began his career in the French civil service. In 2013, he became Co-founder and Director of The Family, a pan-European investment firm supporting early-stage entrepreneurs, now with a portfolio of 200+ fast-growing start-ups. Martine Durand is the OECD Chief Statistician, Director of the Statistics and Data Directorate. She is responsible for providing strategic orientation for the Organisation's statistical policy and oversees all of OECD's statistical activities. She is in particular responsible for the Organisation’s work on the measurement of people’s well-being and societal progress, promoting the analysis and use of well-being and sustainability indicators for policy-making. This work features regularly in the flagship publication How’s Life? and related reports on well-being, inclusive growth and sustainable development. Ms. Durand was formerly Deputy-Director of Employment, Labour and Social Affairs. She also worked for a number of years in the Economics Department. Amelia Fletcher OBE is Professor of Competition Policy at Norwich Business School and Deputy Director of the Centre for Competition Policy at the University of East Anglia. Vladimir Dzurilla graduated from the Slovak Technical University in Bratislava, also studied as an exchange student in Netherlands and at the British Open University. After completing his studies, he worked at Accenture, at O2 then, where he started his career as a consultant for projects to exchange and implement large IT systems and to implement organizational and process changes in companies. Since May 2016 he has been serving as a Chief Executive Officer for the State Treasury Shared Services Center, which main task is to provide ICT services to the state administration and operation of the National Data Center. Since January 2018, he is currently managing the National Agency for Communications and Information Technology. Main company goal is to operate non-public communication networks and delivering shared applications used by public administration such as citizen portal and national identity. Katherine GETAO Chief Executive of ICT Authority, Kenya

Katherine Getao is Chief Executive of ICT Authority in Kenya. Until her appointment, Ms. Getao served as the ICT Secretary at the Ministry of ICT. She has also held other senior appointments in government such as ICT Secretary, e-Government at the Presidency and served in the United Nations as a member of the Group of Governmental Experts on Security in the context of ICT. Among the key contributions Ms. Getao has brought to the government is spearheading the Huduma Kenya Initiative that has brought a raft of government services close to the citizens and has made public service delivery accessible and efficient. In addition, as ICT Secretary, Ms. Getao spearheaded efforts that saw government integrate the ICT into Public Service delivery and the realization of Vision 2030. Those efforts transformed access of government services by citizens especially in the rural areas. Ms. Getao played a critical role during the formation of the ICT Authority in 2013 where she provided expert advice on the strategic planning. Amandeep Singh GILL

Executive Director, Secretariat for the UN Secretary-General’s High-Level Panel on Digital Cooperation

Amandeep Singh Gill is Executive Director of the Secretariat for the UN Secretary-General’s High-level Panel on Digital Cooperation. Previously, he served as India’s Ambassador and Permanent Representative to the Conference on Disarmament in Geneva. He joined the Indian Foreign Service in 1992. Apart from headquarters, he has served abroad at the Indian Missions in Tehran, Colombo and Geneva. From 2013-2016, he served as Head of the Disarmament and International Security Affairs Division in the Ministry of External Affairs. In 2017, he helped set up the National Task Force on Artificial Intelligence for India’s Economic Transformation. As Chair of the Group of Governmental Experts of the Convention on Certain Conventional Weapons (CCW) on emerging technologies in the area of lethal autonomous weapons systems from 2017-2018, he led 125 States party to the CCW in adopting a set of guiding principles on the use of AI in weapons systems. He serves on the UN Secretary-General’s Advisory Board on Disarmament Matters, the IEEE Global Council on Extended Intelligence and WEF’s Global Futures Council on values and ethics in innovation. Amandeep Gill has a B Tech in electronics from Panjab University and an Advanced Diploma in French History and Language from Geneva University. His PhD degree from King’s College London is on Multilateral Learning. During 2008-2009, he was a visiting scholar at Stanford University’s Centre for International Security and Cooperation (CISAC). Sir Peter Gluckman is Chair of the International Network for Government Science Advice, which has over 3000 members in 75 countries and addresses multiple issues and capacity building at the science-policy and science diplomacy interface. He is President-Elect of the International Science Council. He also heads the Centre for Science in Policy, Diplomacy and Society at the University of Auckland. He is a former biomedical and paediatric researcher and has published over 700 scientific papers. Sir Peter was Chief Science Advisor to the Prime Ministers of New Zealand from 2009 -2018. Antonio Gomes is Acting Deputy Director of the Directorate for Financial and Enterprise Affairs of the OECD since September 2018. Mr. Gomes is responsible for the Directorate’s Market Cluster. Mr. Gomes served as Head of the Competition Division at the OECD since November 2016, supporting the Competition Committee in the discussion of best practices, the establishment and implementation of standards, capacity building and technical assistance to OECD and non-OECD countries, and in strengthening international cooperation among competition authorities. From 2013-2016, he was President of the Portuguese Competition Authority (AdC) and, in this capacity, member of the European Competition Network as a Director-General, member of the Steering Group of the International Competition Network and delegate to the OECD. Mr. Angel Gurría is the Secretary-General of the OECD since 2006. Mr. Gurría came to the OECD following a distinguished career in public service in his country, including positions as Minister of Foreign Affairs and Minister of Finance and Public Credit in the 1990s. For the first time in a generation, he steered Mexico’s economy through a change of Administration without a recurrence of the financial crises that had previously dogged such changes. A regular contributor to some of the world’s leading newspapers and journals, Mr. Gurría has received several awards and decorations from more than 30 countries, including the titles of Grand officier de la Légion d’honneur and Chevalier dans l’ordre du Mérite agricole, awarded by the French Government. Marc HANSEN Minister Delegate for Digitalisation, Luxembourg

Marc Hansen was appointed Secretary of State of Education, Children and Youth, Secretary of State for Higher Education and Research on 28 March 2014 in the coalition government formed by the Democratic Party (DP), the Luxembourg Socialist Workers’ Party (LSAP) and the Green Party ("déi gréng"). Manuel Heitor is Minister for Science, Technology and Higher Education in the Government of Portugal since November 2015. From March 2005 to June 2011 he served as Secretary of State for Science, Technology and Higher Education. Manuel Heitor is full Professor at Instituto Superior Técnico, IST, the engineering school of the University of Lisbon and was founder and director of the IST´s “Center for Innovation, Technology and Policy Research”, as well as director of the IST´s doctoral Programs in “Engineering and Public Policy, EPP” and in “Engineering Design”. Fanny HIDVEGI European Policy Manager, Access Now, Belgium

Fanny Hidvegi (@infofannny) is Access Now’s European Policy Manager based in Brussels. She develops Access Now's European policy strategy and manages the EU office. Fanny got appointed to the European Commission's expert group on artificial intelligence and she is on the board of the Hungarian Civil Liberties Union (HCLU). Previously, Fanny was International Privacy Fellow at the Electronic Privacy Information Center in Washington, D.C where she focused on E.U.-U.S. data transfers. Irène HORS

Deputy Director of the Directorate for Public Governance, OECD

Irène Hors is Deputy Director for Public Governance at the Organisation for Economic Co-operation and Development (OECD). Together with the public governance teams, Ms. Hors supports the OECD member and partner countries in designing and implementing strategic, evidence-based and innovative policies to strengthen public governance, respond to diverse and disruptive challenges and deliver on government’s commitments to citizens. Previously, from 2013-2018, Ms. Hors was in charge of the strategic coordination of OECD’s collaboration with Brazil, China and India, and of the Organisation’s Regional Programme for Latin America and the Caribbean. Between 2007 and 2013, she served as the first OECD Senior Advisor based in Beijing. From 2007 to 2010, she also worked as advisor to the Secretary-General of the China Development Research Foundation, a high-level think tank in the Chinese government sphere. From 1997 to 2007, Ms. Hors held positions in various OECD Directorates where she led projects in the areas of anticorruption, trade facilitation, public procurement, public governance and regional development. Prior to this, Ms. Hors worked as an independent consultant on infrastructure development, industrial clusters and urban development, and taught economic growth theories in University Paris X Nanterre. Ms. Hors graduated from École Polytechnique and École Nationale des Ponts et Chaussées, and has a Master’s degree in economics from the École des Hautes Etudes en Sciences Sociales. In 1994, she was selected as IIASA Young Scientist and was nominated as Yale World Fellow in 2005.

She taught India’s first course on Information Technology & Law in 1997, and is adjunct faculty at Northwestern University’s Pritzker School of Law in Chicago. Brian Jenn joined the Treasury Department's Office of Tax Policy in January 2012 and is currently the Deputy International Tax Counsel. At Treasury, he has had responsibility for a wide range of international tax legal and policy issues, including implementation of the international provisions of the Tax Cuts and Jobs Act of 2017 and guidance related to subpart F, foreign currency issues, transfer pricing, and digital economy issues. He is currently Co-Chair of the OECD’s Task Force on the Digital Economy and was the U.S. Treasury delegate to OECD’s Working Party 6 on Transfer Pricing for five years, including throughout the OECD’s BEPS project. Mr. Jenn earned his B.A. and M.A. (Economics) at Northwestern University and his J.D. at Yale Law School. Lamia KAMAL-CHAOUI Director of the Centre for Entrepreneurship, SMEs, Regions and Cities, OECD

Lamia Kamal-Chaoui is the Director of the OECD Centre for Entrepreneurship, SMEs, Regions and Cities since 2016. In this capacity, she leads the Organisation’s work in the fields of SME and entrepreneurship policy; regional, urban, rural and local development; subnational statistics; multi-level governance and decentralisation; and tourism. Ms. Kamal-Chaoui has held several senior positions at the OECD since 1993, most notably leading work on inclusive growth and urban development. From 2012 to 2016, she served as Senior Advisor to the OECD Secretary-General. In this role, she oversaw the OECD Inclusive Growth Initiative, the Knowledge-Sharing Alliance programme, development of the Global Deal and implementation of the OECD Strategy on Development. Prior to this, she was Head of the OECD Urban Programme from 2003 to 2012, where she advised national policy makers and city leaders as well as launched the OECD Roundtable for Mayors and Ministers. Ms. Kamal-Chaoui has been a member of several International Committees and Advisory Boards as well as a Lecturer at Sciences Po Paris. Antoine Kasel holds a master in Belgian law (2001), an LL.M. in European law (2002) as well as a post-master certificate in Luxembourgish law (2004). From 2002 to 2005, Kasel worked for the Luxembourg Ministry of Foreign Affairs acting as a deputy Mertens counselor at the Permanent Representation of Luxembourg to the European Union. In 2005, Mr. Kasel joined the Luxembourg Ministry of Finance as the financial counselor of the Permanent Representation of Luxembourg to the European Union. From 2005 to 2009, he was the Luxembourg representative in the budget committee of the Council as well as member of the budget committee of the Office for Harmonization in the Internal Market (OHIM). From 2009 to 2013 Mr. Kasel was alternate member for Luxembourg in the Economic and Finance Committee (EFC) and in the Euro Working Group (EWG) and acted as the personal representative of the President of the Eurogroup in Brussels. He represented Luxembourg in the negotiations on the Multiannual Financial Framework 2014-2020 and took part in the negotiations of the intergovernmental conference on the Treaty on Stability, Coordination and Governance (TSCG). In November 2014, Mr. Kasel was appointed Member of Cabinet of Jean-Claude Juncker, President of the European Commission as a legal and budgetary advisor of the President. He acts as the G20 Sherpa for the EU and is responsible to monitor several policies in the fields of economic, financial, tax and budgetary affairs. Elizabeth Kelly commenced as Deputy Secretary at the Department of Industry, Innovation and Science in October 2017, where she is responsible for innovation, digital strategy and industry support programmes. Prior to this, Ms. Kelly was Deputy Secretary, Governance at the Department of the Prime Minister and Cabinet where she was responsible for machinery of government, Cabinet, legal policy and governance issues across the public service and coordination of support to the Prime Minister. She had has previously served in two Deputy Secretary roles with the Attorney-General’s Department, firstly responsible for Civil Justice and Legal Services and then Strategic Policy and Coordination and ministerial support. Before returning to the Australian Public Service in 2006, Ms. Kelly was the Director of Policy and Regulatory Services in the ACT Department of Justice and Community Safety, responsible for legal policy advice to the ACT Government. Tom Kettels is currently the Operation Lead at Infrachain. He was previously Chief Business Development Officer of LuxConnect S.A., a Luxembourg based data center and dark fiber provider. Tom is a member of the executive committee of LU-CIX, the Luxembourg Commercial Internet Exchange, since the creation in 2009. Cecilio Madero Villarejo has been Deputy Director-General for Antitrust at the European Commission's Competition Directorate-General since May 2011. He is responsible for the Commission's antitrust cases and policy. His experience with the Commission spans 25 years during which his career has focused on European competition policy. As a case-handler, he dealt first with the adjustment of state monopolies and the internal energy market. Mounir Mahjoubi is the French Secretary of State for Digital Affairs since June 2017. Mounir Mahjoubi previously held the position in the First Philippe government, starting May 2017. A former President of the French Digital Council until his resignation in January 2017 to join the presidential campaign of Emmanuel Macron, he also served as a member of the National Assembly from June to July 2017. Greg MEDCRAFT Director of the Directorate for Financial and Enterprise Affairs, OECD

Greg Medcraft was appointed Director of the OECD’s Directorate for Financial and Enterprise Affairs in November 2017, where he leads the Organisation’s work on markets policy and business conduct. Prior to his current role, he had a distinguished career in banking and financial sector regulation. Mr. Medcraft began his professional life at accounting firm KPMG, before moving to Société Générale, where he worked in Australia, Asia, Europe and the Americas, and finishing a 30-year private sector career as Managing Director and Global Head of Securitisation. During this time, he also served as CEO of the Australian Securitisation Forum, and Chairman and Co-Founder of the American Securitization Forum. From 2009 to 2017, Mr Medcraft was Commissioner and then Chairman of the Australian Securities and Investments Commission (ASIC), Australia's corporate, markets, financial services and credit regulator. Mr. Medcraft was also Chair of the IOSCO Board and a member of the Financial Stability Board from 2013 to 2016.

Ann METTLER

Director-General, European Political Strategy Centre, Belgium

Ann Mettler is a Director-General at the European Commission where she heads the European Political Strategy Centre (EPSC), the in-house think tank which reports directly to President Juncker. In this capacity, Ann also serves as Chair of the European Strategy and Policy Analysis System (ESPAS), an inter-institutional project aimed at strengthening the EU's foresight capacity and anticipatory governance. Prior to assuming this position in December 2014, Ms. Mettler was for eleven years Executive Director of the Lisbon Council, a Brussels-based think tank she co-founded in 2003. From 2000-2003, she worked at the World Economic Forum, where she last served as Director for Europe. Ms. Mettler holds Masters Degrees in political science and European law and economics, and graduated with distinction from the University of New Mexico, USA, and the Rheinische Friedrich-Wilhelms-University in Bonn, Germany. Russel Mills is the Secretary General of Business at OECD. Most of his career has been spent in market development, technology exploitation and global business management. He also has experience in consolidating acquisitions, setting up new businesses and managing Joint Ventures. Mr. Mills worked in the chemical industry and related manufacturing sectors for 4 decades. Regular job moves to the USA, UK, the Netherlands, and on several occasions to Belgium and Switzerland, coupled with diverse global responsibilities have given him the opportunity of direct on the ground experience in many sectors. Vice-Minister of Science and ICT and Chair of the Committee on Digital Economy Policy, Korea

Mr. Wonki Min is Vice Minister of Science and ICT of the Republic of Korea, appointed as of July 2018. Previously, he has also served as Deputy Minister of the Ministry of Science, ICT and Future Planning from 2014 to 2017, heading the Office of Planning and Coordination responsible for the organization’s policy coordination, budgeting, legal and regulatory affairs, and international cooperation activities. In his 31 years of career, Mr. Min has held many key positions in the Korean government. Serving at the Ministry of Information and Communication (MIC), Ministry of Science, ICT and Future Planning (MSIP), the Korea Communications Commission (KCC) and now at the Ministry of Science and ICT (MSIT), Mr. Min worked on extensive ICT issues, including radio regulation (Head, Central Radio Management Office, 2007–2009), information society and digital economy (Director General, National Information Society Agency, 2007), ICT policy coordination (Director, MIC, 2005–2006), software policy (Director, MIC, 2002–2003), and telecommunications competition policy (Director, MIC, 2002). Mr. Min’s career has not been limited to dealing with domestic affairs. He also leveraged his wide-ranging expertise in ICT at major international organizations. He is currently serving as Chair of the OECD Committee on Digital Economy Policy (CDEP) and served as Chair (2003–2004) and Vice-Chair (2002–2003) of the OECD Telecommunications and Information Service Working Party (TISP). At ITU, he was the Chair of the 2015 ITU Council and the Chair of the 2014 ITU Plenipotentiary Conference, held in Busan, Korea. He also worked as Senior ICT Policy Specialist at the World Bank (2010-2013), as Senior ICT Expert (2006-2007) at the UN-APCICT/ESCAP and as Project Manager at the OECD (1998-2000). In recognition of his outstanding service both in government and for the international ICT community, he was awarded a Red Stripes Order of Service Merit in 2015 by the Korean government.

Senior Advisor, McKinsey and Company, United States

Diego Molano Vega is the former Minister of Information Technologies and Communications of Colombia (2010-2015). Molano created the "Plan Vive Digital", a national technology plan that transformed the Country and led Colombia to obtain in 2012 the GSMA Government Leadership Award. He is now a Senior Advisor to McKinsey and Company, the Inter-American Development Bank, and the Wilson Center in Washington DC. He is the Chair and Ambassador for its Business Action to Support the Information Society (BASIS) initiative at the International Chamber of Commerce (ICC) in Paris. Molano is also Board Member of Multinational Companies and is the President of Area Andina, a 30 thousand-student university for low-income segments in Colombia, focusing in creating the talent for the digital economy. Mr. Molano worked in international technology companies such as Telefonica in Spain, Ascom in Switzerland, and Bellsouth (now AT&T) in the US. Assistant General Secretary, TUC

Paul Nowak was appointed Assistant General Secretary of the TUC in February 2013, and was subsequently confirmed as Deputy General Secretary by the TUC General Council in February 2016. Over the past five years, Paul has led on a number of key policy areas including public services, transport and industrial policy. This has included the TUC’s work in support of key infrastructure projects such as HS2 and airport expansion in the South East. Paul formally deputises for TUC General Secretary Frances O’Grady. Peter PELLEGRINI

Prime Minister of Slovakia

Peter Pellegrini is Prime Minister of Slovakia. In 2006, he became Member of the National Council of the Slovak Repulic and Chairman of the Commission on Transport, Postal Services, Communications and Informatization of Society in the Committee on Economic Affairs. After the Parliamentary elections held in 2012, Mr. Pellegrini was designated State Secretary of the Ministry of Finance of the Slovak Republic, as well as Digital Champion of the Slovak Republic. At the same time, he was nominated as Chairman of the Supervisory Board of the National Nuclear Fund and of the Supervisory Board of Slovenská konsolidačná, a.s.. Minister of Communications and Information Society, Romania

Alexandru Petrescu is the Minister for Communications and Information Society in the Government of Romania, having served previously as Minister for the Economy and Minister for the Business Environment, Trade and Entrepreneurship. Driven by the passion for economy and management performance, Alexandru Petrescu forged a successful career where he went from a young graduate of economic studies on the financial-banking market of the United Kingdom to being vice-president of a British Bank and, upon returning to Romania in 2012, the Executive Director and CEO of The Romanian Postal Administration and member of its Board alongside being President of the Board of another large state owned company – The Travellers Railways. After serving the two Minister mandates, he was appointed to hold the position of CEO of the largest guarantee fund for SMEs in Romania, created to support the business environment and the implementation of Government programs in this respect, position which yielded significant results within the span of just 1 ½ year of mandate. His achievements in promoting financial services also were recognized by being appointed as a Board Member of Eurogiro and the European Association of Guarantee Funds – AECM. The activity in the Romanian business environment (2012-2018) in strategic Romanian companies (Travellers Railways Company, The Romanian Postal Administration, The National Guarantee Fund for SMEs ), where he acted with notable economic results, have brought him the recognition from the business environment by being granted leadership awards (“Best CEO for Turnaround Performance”; “Successful Leader”) and also gave him the opportunity of promoting best practices of corporate governance both inside the companies as well as within the consultative bodies such as the “Romanian Association for Good Administration”. Diego PIACENTINI

Founder and Board Member of Endeavor, Italy

Diego Piacentini worked from August 2016 to October 2018 for the Italian government as Commissioner for the Digital Transformation of the Public Administration where he founded the Digital Transformation Team. Prior to that, he worked for 16 years in Amazon as Senior Vice President of the International Consumer Business. He was a key member of the senior executive team and responsible for all international retail operations. Early in his career, Mr. Piacentini joined Apple Computer Italy in 1987. Ten years later, he was promoted to the post of General Manager and Vice President for Apple Europe. Diego has been recently appointed as non-executive director in the Board of Bocconi University and member of the Executive Committee. He is a prominent mentor of Endeavor Global and is a founder and board member of Endeavor Italy which he helped launch in 2016. He sits on the Board of the Maasai Association, supporting education and health initiatives in Kenya. Diego holds a degree in Economics from Bocconi University of Milan and was awarded “Bocconiano dell’anno” in 2010.

Dirk PILAT

Deputy Director of the Directorate for Science, Technology and Innovation, OECD

Dirk Pilat is Deputy Director of the OECD Directorate for Science, Technology and Innovation. He helps oversee OECD’s work on science and technology, innovation, productivity and business dynamics, digital economy policy, consumer policy and industry policies. Dirk joined the OECD in February 1994 and has worked on many policy issues since then, including innovation, the role of digital technologies for economic growth, climate change and environmental innovation, labour markets, regulatory reform, global value chains, productivity and entrepreneurship, as well as health innovation. He is currently helping to coordinate the OECD's Going Digital project, which is a multidisciplinary, cross-cutting initiative that aims to help policymakers better understand the digital transformation that is taking place and help develop recommendations for pro-active policies that will help to drive greater growth and societal well-being. Dirk was responsible for the OECD’s Committee for Scientific and Technological Policy from 2006 to January 2009, and for the Committee on Industry, Innovation and Entrepreneurship from February 2009 to December 2012. Before joining the OECD, he was a researcher at the University of Groningen, where he also earned his PhD in Economics, working primarily on productivity and economic growth.

Gabriela RAMOS

OECD Chief of Staff and Sherpa to the G20

Gabriela Ramos is the OECD Chief of Staff and Sherpa to the G20. Besides supporting the Strategic Agenda of the Secretary General, she is responsible for the contributions of the Organisation to the global agenda, including the G20 and the G7. She leads the Inclusive Growth Initiative and the New Approaches to Economic Challenges and oversees the work on Education, Employment and Social Affairs (including gender). Previously, she served as Head of the OECD Office in Mexico and Latin America, co-ordinating several reports on Mexico to advance the health and education reform. She developed the OECD’s Mexico Forum and edited and launched the “Getting it Right” flagship publication series. Prior to joining the OECD, Ms Ramos held several positions in the Mexican Government, including Director of Economic Affairs (and OECD issues) in the Ministry of Foreign Affairs and Technical Secretary at the Office of the Minister for the Budget. She has also held several positions as Professor of International Economy at the Universidad Iberoamericana and at the Instituto Tecnológico Autónomo de México. Ms Ramos holds an MA in Public Policy from Harvard University, and was a Fulbright and Ford MacArthur fellow. She was decorated with the Ordre du Merit by the President of France, François Hollande, in 2013.

Richard RAŠI

Deputy Prime Minister for Investments and Information Society, Slovakia

Richard Raši is Deputy Prime Minister for Investments and Information Society, Slovakia. After completing his medical studies at Pavol Jozef Šafárik University in Košice, he obtained 1st and 2nd degree specialization in Surgery and Traumatology. In 2004 and 2010 he completed further studies at the Slovak Medical University in Bratislava and at the Technical University in Košice, and received Master of Public Health and PhD. degrees respectively. Before 2008, when Mr. Raši was designated as Minister of Health of the Slovak Republic, he worked as a doctor and Deputy Director at the Louis Pasteur University Hospital in Košice and Director of the University Hospital in Bratislava. After the Parliamentary elections held in 2010, he became member of the National Council of the Slovak Republic and, at the same year, Mr. Raši was elected the Mayor of the city of Košice. In March 2018, he was appointed Deputy Prime Minister of the Slovak Republic for Investments and Information Society.

Assistant Secretary for Communications and Information, Department of Commerce, United States

David J. Redl was sworn in as Assistant Secretary for Communications and Information at the Department of Commerce in November 2017. He serves as Administrator of the National Telecommunications and Information Administration (NTIA), the Executive Branch agency that is principally responsible for advising the President on telecommunications and information policy. Redl is a lawyer and communications policy expert with more than a decade of experience in government and the private sector. He was previously the chief counsel at the U.S. House of Representatives Committee on Energy and Commerce. In that role, he served as principal legal advisor to the chairman and members of the Energy and Commerce majority on communications and technology matters. Prior to his time with the committee, Redl was director of regulatory affairs at CTIA, a trade association that represents the U.S. wireless communications industry.

Rebecca RILEY

Director of the Economic Statistics Centre of Excellence, United Kingdom

Rebecca Riley is the Director of the Economic Statistics Centre of Excellence (ESCoE), an independent research centre supported by the UK Office for National Statistics (ONS) and established to develop collaboration between National Statisticians, academia and the wider research community to address the challenges of measuring the modern economy. She is also a Fellow of the National Institute of Economic and Social Research (NIESR), London. Her research interests include labour markets, productivity, economic measurement and policy evaluation. Rebecca has led numerous research projects for government departments and funding councils. She has also been an external advisor to UK Trade & Investment, the UK Department for Work and Pensions and the ONS. Previously, she was head of the productivity group and the UK economy forecast at NIESR. Rebecca is affiliated with the Centre for Macroeconomics and the Centre for Learning and Life Chances, UCL Institute of Education. Her research is published in peer reviewed journals, including the Journal of the Royal Statistical Society and the Economic Journal.

Marc Rotenberg is President and founder of the Electronic Privacy Information Center, an independent nonprofit organization, established in 1994 to focus public attention on emerging privacy and civil liberties issues. EPIC has worked with the OECD over many years on policy frameworks for cyber security, cryptography policy, consumer protection, risk management, and AI. EPIC also helped establish the Civil Society Information Society Advisory Counsel, the voice of civil society at the OECD. CSISAC is an outgrowth of the Public Voice project, established in 1996, which works to promote civil society participation in decisions concerning the future of the Internet.EPIC’s advisory board includes distinguished experts in law, technology, and public policy. EPIC pursues a wide range of activities including public education, litigation, and advocacy. EPIC’s current focus is the Universal Guidelines for Artificial Intelligence. Marc is also a faculty member at Georgetown Law where he teaches privacy law. He is the author or editor several leading books in privacy law, including (with Anita Allen) Privacy Law and Society (West 2016) and Privacy in the Modern Age: The Search for Solutions (The New Press 2015). He has published widely in popular, scientific, and academic journals, including the ACS Supreme Court Review, the European Data Protection Law, the Harvard Business Review, the Harvard International Review, the Japan Economic Forum, the New York Times, the OECD Observer, the Stanford Technology Law Review, and Techonomy, among others. Pascal SAINT-AMANS

Director of the Center for Tax Policy and Administration, OECD

Pascal Saint-Amans took on his duties as Director of the Center for Tax Policy and Administration at the OECD on 1 February 2012. Mr. Saint-Amans joined the OECD in September 2007 as Head of the International Co-operation and Tax Competition Division in the CTPA. He played a key role in the advancement of the OECD tax transparency agenda in the context of the G20. In October 2009, he was appointed Head of the Global Forum Division, created to service the Global Forum on Transparency and Exchange of Information for Tax Purposes, a programme with the participation of over 100 countries. Mr. Saint-Amans graduated from the National School of Administration (ENA) in 1996, and was an official in the French Ministry for Finance for nearly a decade. He held various positions within the Treasury, including heading the supervision of the EU work on direct taxes and overseeing legislation and policy on wealth tax and mergers and spin offs. He was also the head of tax treaty negotiations and mutual agreement procedures. In this capacity, he participated in the OECD Working Party No. 1 of the Committee on Fiscal Affairs as the delegate for France before being elected Chair of WP1 in 2005. He was also a member of the UN Group of Experts on International Co-operation in Tax Matters, becoming a “rapporteur” in 2006. Having earned a degree in history, Mr. Saint-Amans also received a degree from the Institut d’études politiques of Paris.

Stefano SCARPETTA

Stefano Scarpetta is Director for Employment, Labour and Social Affairs at the OECD since 2013. As director of ELS, he is responsible for the design and the implementation of the medium-term strategy of the Organisation on labour market and social policy issues as well as international migration and health issues. He represents the OECD in High-Level fora and academic conferences; liaise with key senior stakeholders and provide effective communication with the media. As a member of the Senior Management team of the Organisation, he also contributes to support and advance the strategic orientations of the OECD. Previously, he held several positions in the Economics Department and in his current Directorate. From 2002 to 2006, he also worked at the World Bank, where he took over the responsibility of labour market advisor and lead economist. He has published extensively in academic journals, edited several books. Christopher SHARROCK

Ambassador and Permanent Representative of the United Kindgom to the OECD

Mr. Christopher Sharrock took up his duties as Permanent Representative of the United Kingdom to the OECD in Paris in January 2016. Mr Sharrock joined HM Treasury in 2003, where he has worked across a wide range of issues, including public spending, EU and International policy, and in the Chancellor of the Exchequer’s private office. Mr Sharrock has also held the post of Chief Economist at the UK’s Department of Culture, Media and Sport. Prior to his appointment Mr Sharrock was head of HM Treasury’s Debt and Reserves Management team, where he oversaw policy on the UK Government’s debt programme and foreign currency reserves, and was a member of the board of National Savings and Investments. In this post, he led on the UK's sovereign Sukuk issuance, and the UK's sovereign renminbi bond issuance, both in 2014. Before joining HM Treasury, Mr Sharrock spent several years teaching. He holds a BA Hons in English Language and Literature from the University of Manchester, and an MSc in Economics from the University of London.

Andreas SCHLEICHER

Director of the Directorate for Education and Skills, OECD

Andreas Schleicher is Director for Education and Skills, and Special Advisor on Education Policy to the Secretary-General at the Organisation for Economic Co-operation and Development (OECD). He initiated and oversees the Programme for International Student Assessment (PISA) and other international instruments which create a global platform for policy-makers, researchers and educators to innovate and transform educational policies and practices. He has worked for over 20 years with Ministers and educational leaders around the world to improve quality and equity in education. U.S. Education Secretary Arne Duncan said about Andreas in The Atlantic (7/2011) that “He understands the global issues and challenges as well as or better than anyone I’ve met, and he tells me the truth”. Secretary of State Michael Gove in the United Kingdom called Andreas “the most important man in English education”, never mind that he is German and lives in France. Andreas is the recipient of numerous honours and awards, including the “Theodor Heuss” prize, awarded for “exemplary democratic engagement” in the name of the first president of the Federal Republic of Germany. He holds an honorary professorship at the University of Heidelberg.

Paul Schreyer is Deputy Director of the OECD Statistics and Data Directorate. Before joining the OECD, he was a research fellow at the IFO Institute for Economic Research in Munich Germany and Assistant Professor at the University of Innsbruck, Austria. Mr. Schreyer’s personal research areas include national accounts, the measurement of capital, productivity, welfare, non-market activities and prices. He is the author of several OECD Manuals and has a record of publications in international journals and books. In 2008-09, he was rapporteur in the Stiglitz-Sen-Fitoussi Commission on the Measurement of Economic Performance and Social Progress. Paul Schreyer holds a Ph.D. in economics.

Siim SIKKUT

Siim Sikkut is the Government CIO of Estonia, also titled as Deputy Secretary General for IT and Telecom in Ministry of Economic Affairs and Communications since March 2017. His role is to set the strategy and policies, to launch and steer strategic initiatives and regulation in areas of digital government and society in Estonia. Siim is one of the founders of Estonia’s groundbreaking e-Residency programme. He was nominated to Apolitical 2018 list of world’s TOP20 most influential people in digital government. Previously, he worked as Digital Policy Adviser to three consecutive Prime Ministers in Government Office of Estonia - coordinating the digital policy planning and execution across the government. Siim has experience from advising number of national governments in national digital strategy and IT governance matters. Siim’s prior experience also includes work in Estonian Development Fund, a public venture capital fund and foresight think-tank, and Ministry of Finance, in areas of national strategic planning and public financial management. Jorge Moreira da Silva is since 1st November 2016 the Director of the Development Co-operation Directorate (DCD) at OECD.

From 2013 to 2015, he was Portugal’s Minister of Environment, Energy and Spatial Planning. Prior to this Ministerial position, Mr. Moreira da Silva served as Senior Environmental Finance Advisor and Programme Manager on Climate Change Innovative Finance at UNDP’s Bureau for Development Policy (2009-2012); Senior Advisor to the President of Portugal (2006-2009); Secretary of State for Science and Higher Education (2003-2004); Secretary of State for Environment and Spatial Planning (2004-2005); Member of the Portuguese Parliament (1995-99; 2005-2006; 2015-16); and Member of the European Parliament (1999-2003). As Member of the European Parliament, he was the Standing Draftsman on climate change and he authored the Report and the political agreement on the EU GHG Emissions Trading Directive in 2003. Mr. da Silva has served as Visiting Full Professor at the Lisbon University and Founder and Chairman, since 2011, of the Lisbon-based think-tank Platform for a Sustainable Growth. He also served as First Vice-President of the Executive Board of Partido Social Democrata, PSD (2010-2016).

Mr. da Silva graduated from the University of Porto with a degree in Electrical and Computer Engineering and holds a postgraduate degree in Senior Management from the AESE-IESE Business School, Navarra University, Spain.

William SPRIGGS

Chief Economist, AFL-CIO – United States

William Spriggs serves as chief economist to the AFL-CIO and is a professor in, and former chair of, the Department of Economics at Howard University. In his role with the AFL-CIO, he chairs the Economic Policy Working Group of the Trade Union Advisory Committee to the OECD, and serves on the board of the National Bureau of Economic Research. Formerly, he served as Assistant Secretary for the Office of Policy at the U.S. Department of Labor during the first Obama term. He just completed service with the National Academies of Sciences, Engineering and Medicine Committee on Closing the Equity Gap: Securing Our STEM Education and Workforce Readiness Infrastructure in the Nation’s Minority Serving Institutions that produced the report: Minority Serving Institutions: America’s Underutilized Resource for Strengthening America’s STEM Workforce. He has also held senior roles with the Economic Policy Institute, the National Urban League, the U.S. Small Business Administration, the U.S. Department of Commerce, the Joint Economic Committee of Congress and the National Commission for Employment Policy. Tan Sri Datuk Rebecca Fatima STA MARIA

Executive Director, APEC Secretariat, Singapore

Tan Sri Datuk Rebecca Fatima Sta Maria is the executive director of the APEC Secretariat based in Singapore, which serves as advisory body, implementation arm and custodian of institutional memory for the 21 member economies that make up the APEC forum. Ms. Sta Maria was a top-level Malaysian civil servant, trade negotiator and academic. She was the Secretary-General of the Malaysian Ministry of International Trade and Investment from 2012 to 2016, where she oversaw the formulation of Malaysia’s international trade policies and positions and often took the lead in their implementation as chief negotiator for bilateral and regional free trade agreements such as the Trans-Pacific Partnership and the Regional Comprehensive Economic Partnership. She played an integral role in Malaysia’s participation in multilateral forums such as APEC, where she often represented her economy during the APEC Ministers’ Responsible for Trade Meetings and the Small and Medium Enterprises Ministerial Meetings. In the Association of Southeast Asian Nations (ASEAN), Ms. Sta Maria chaired the body that drafted the ASEAN Economic Community 2015 Blueprint as well as the ASEAN Economic Community 2025 Blueprint. An accomplished academic and writer, Ms. Sta Maria’s scholarship has been recognized through awards from the American Academy of Human Resource Development and from the University of Georgia. In 2017, she authored a book about her personal slice of Malaysian heritage and cuisine, called The Smell of Home. Before 2010, the position of executive director of the APEC Secretariat rotated yearly among officials assigned by the incumbent host economy. Starting in 2010, the appointment was opened to applications from highly qualified professionals who will, when appointed, lead the Secretariat in fixed three-year terms with an option to renew. Ms. Sta Maria is the first woman executive director of the APEC Secretariat.

Since 2016, Ms. Yael Tzach has been one of the Deputy CEOs at Digital Israel, heading up the Digital Transformation Team. As part of her position, She is leading a cross government approach to digital transformation, in order to design user-centric government services. Ms. Tzach is focused on cross-government / multi-stakeholder projects, concentrating on life events for citizens and businesses, such as becoming disabled, starting a business, opening a company, accessing your benefits from government authorities, and more. Her team works on integrating how to use service design, data driven decision making, customer journeys and more, into current government practices. She is also in charge of the government's strategic program for the development of public sector human capital in the digital age. From 2012-2016, Ms. Tzach served as the senior assistant to the Director General in the Prime Minister's Office. This was a professional staff position, which included planning policy and formulating government decisions; promoting national inter-ministerial projects; and managing ongoing work processes, through coordination, monitoring, and oversight. In 2011-2012, following the completion of her Bachelor's degree in law, Ms. Tzach clerked with Supreme Court Justice Uzi Fogelman, working mostly in the area of Public Law. She recently finished her thesis on affordable housing to complete her Master's degree in law.

Director Multilateral Trading System Department, Ministry of Economy, Japan

Ms. Ueno is Director of the Multilateral Trading System Department at the Ministry of Economy, Trade and Industry (METI) of Japan since 2018 with responsibility for trade in goods and services including the joint statement initiative on e-commerce at the World Trade Organization (WTO) and the digital trade agenda under the Japanese G20 presidency. Roberto Viola is Director General of DG CONNECT (Directorate General of Communication, Networks, Content and Technology) at the European Commission. He was the Deputy Director-General of DG CONNECT, European Commission from 2012 to 2015. Roberto Viola served as Chairman of the European Radio Spectrum Policy group (RSPG) from 2012 to 2013, as Deputy Chairman in 2011 and Chairman in 2010. David WEIL

Dean, Heller School for Social Policy and Management of Brandeis University, United States

David Weil became became the Dean and Professor of the Heller School for Social Policy and Management at Brandeis University in August 2017. Prior to that, he was the Peter and Deborah Wexler Professor of Management at Boston University’s Questrom School of Business. He was appointed by President Barack Obama to be the Administrator of the Wage and Hour Division of the U.S. Department of Labor and was the first Senate confirmed head of that agency in a decade. He led the Wage and Hour Division from 2014 to January 2017. Mr. Weil has written five books, most recently The Fissured Workplace (Harvard University Press) and published over 100 articles. Weil received his BS at Cornell University and Master and Ph.D. degrees in Public Policy at Harvard University.

Thiébaut Weber is a trade unionist and former student activist in his native France. He is a member of the French trade union Confédération Française Démocratique du Travail (CFDT) and in 2007 started work as their youth delegate, then in 2014 as political advisor on issues including international and European affairs. Peter WOSTNER

Head of the Smart Specialisation Strategy Policy, Slovenia

Peter Wostner is the Chairman of the OECD’s Working Party on Rural Policy and Vice-Chair of the Regional Development Policy Committee. He works for the Slovenian government heading the Smart Specialisation Strategy policy design and implementation, i.e. coordinating innovation related activities within the Slovenian Government. Mr. Wostner is an expert on development and competitiveness policies, EU budget and EU Cohesion Policy. For the past 15 years he has been directly involved in the EU budget and regulatory negotiations as well as setting up of the programming framework and implementation arrangements. Including design of (RTDI, competitiveness, HR and territorial) policy instruments and in setting up of Slovenian clusters, the Strategic Research and Innovation Partnerships. Lan XUE is a Cheung Kong Chair Distinguished Professor and Dean of Schwarzman College. In Tsinghua University, he also serves as a Deputy Director of Strategic Research Institute for Engineering, Science and Technology, Director of China Institute for S&T Policy, Co-Director of Global Institute for SDGs. His teaching and research interests include STI policy, crisis management, and global governance. From 2000-2018, He served as Associate Dean, Executive Associate Dean, and Dean of the School of Public Policy and Management at Tsinghua University. He is a recipient of the Fudan Distinguished Contribution Award for Management Science, and a recipient of the Distinguished Contribution Award from Chinese Association of Science of Science and S&T Policy.

Zee Kin YEONG

Assistant Chief Executive, Infocomm Media Development Authority, Singapore

Yeong Zee Kin is Assistant Chief Executive (Data Innovation and Protection Group) of the Infocomm Media Development Authority of Singapore (IMDA) and Deputy Commissioner of the Personal Data Protection Commission (PDPC). In his capacity as ACE (Data Innovation and Protection Group), Zee Kin oversees IMDA’s Artificial Intelligence and Data Industry development strategy. In his role as an AI and data analytics champion, Zee Kin’s work includes developing forward-thinking governance on AI and data, driving a pipeline of AI talent, promoting industry adoption of AI and data analytics, as well as building specific AI and data science capabilities in Singapore. As the Deputy Commissioner of PDPC, Zee Kin oversees the administering and enforcement of the Personal Data Protection Act (2012). His key responsibilities include managing the formulation and implementation of policies relating to the protection of personal data, as well as the issuing of enforcement directions for organisational actions. He also spearheads the public and sector-specific educational and outreach activities, to raise both awareness and compliance in organisations and individuals in personal data protection.
