As the “Parade of Homes” comes to an end, I hope that you had a chance to enjoy all
the impressive homes. It is truly amazing at how quickly the Builders, with their subcontractors,
can get all the pieces and parts to come together when the deadline such as the “Parade”
judging is near.
Thank you to St. Joe and Watersound Origins for being the “Central Site” and hosting
the kick off party. A good time was had by all that attended. The “Parade of Homes” could not
have been successful without all of the sponsors involved. A huge shout out goes to Gulf

On Thursday, July 9 the winners of the 2015 Parade of Homes were announced at the Parade of Homes Awards Banquet at
the Hurlburt Soundside Club. Builders were told in June whether or not they won, just not how they placed. This year’s event
is the 36th Annual Parade of Homes presented by The Building Industry Association of Okaloosa and Walton Counties Inc.
(BIA). Categories are based on construction cost of the homes and are kept confidential. Below is a list of the winners:

ment position of the BIA, his duties include the coordination with his staff ofone, programs, and activities that ensure the association’s goals andobjectives are met.
In 2013 Executive Officer Alan Baggett of the Building IndustryAssociation of Okaloosa-Walton Counties, was honored for earning the“Certified Executive Officer” designation from the Florida Home BuildersAssociation. To achieve the designation, Baggett met the educational andcommunity service requirements and passed a written exam. He is one offour CEOs among local builder association executives in Florida to reachthat goal.
In addition to his CEO AWARD for association management, hisefforts earned him the Florida Home Builders Association’s coveted“EAGLE AWARD”. Eagle Awards have honored 70 individuals over thepast 15 years. 2015 Nail Driver’s Charity GolfTournament Supports Scholarship FundsEach year, the Building Industry Association of Okaloosa andWalton Counties makes an investment in the future leaders of thebuilding industry. The Nail Drivers’ Golf Tournament plays a majorrole in the BIA’s Scholarship Fund annual investment.
Scholarship applications are distributed to all local high schools,colleges and the Construction Technology Institute. As many as five$1000 scholarships are given out to deserving students.
The BIA has two different memorial scholarship funds. The MikeJosey Memorial Scholarship Fund and the William R. McClarrieMemorial Scholarship Fund. Both men were integral in the develop-ment and success of the Building Industry Association of Okaloosa-Walton Counties.
This years’ tournament is scheduled for Friday, August 28th at thefabulous player friendly Blackstone Golf Course in Mossy Head.The course is carved through rolling terrain designed to provide anenjoyable experience for all skill level golfers.
Registration begins at 10:30 am with a shotgun start at 12:00.Lunch is being provided by Okaloosa Gas and this years’ drinksponsor is Gulf Power, a 2015 Sponsor Club Member.
There is a huge payout for the 1st Hole in One! A $25,000 cashprize will be awarded by the Hole in One Sponsor, NicevilleInsurance. The format is four-person best ball. Contests aboundfrom putting, closest to the pin and closest to the beer. Mulligansand Tee Busters will also be available. Commercial Builders OutlookWow, it’s hard to believe that we are in the 3rd quarter of 2015,
where has the time gone? Thankfully we have used our time
wisely and continued our quest to assemble the most talented
leadership for the BIAOW Commercial Builders Council (CBC).
The CBC is honored to welcome Eric Babin, of the award winning
company Babin Custom Builders, Inc. as its co-chair. Eric is also
a current member of the BIA Board of Directors and a 3rd gener-
ation builder with over 27 years of experience. As the chair, I am
delighted to have Eric help lead this inaugural CBC year.
On August 25, 2015 from 12 pm to 2 pm we will have our first
CBC meeting at “The Event Room” located at 1825 Hurlburt
Road, Suite 11, Fort Walton Beach, FL. By attending this lunch
you will have the opportunity create the direction of the council
and express the commercial industry issues you would like to see
addressed on our local, state and national levels. Additionally,
members of the commercial or residential BIA community will
have to opportunity to help establish the mission and goals of the
council. Again, there will be no additional cost at this time for
participation in the luncheon, we just want you to bring your ideas
for a great council, and we hope to see you there!

approval from the Florida Public
Service Commission on an agree-
ment that will make the utility a lead-
ing purchaser of wind generation
among Florida utilities. The agree-
ment is the first of its kind in the
state.
The projects 89 wind turbines will
supply 178 megawatts to Gulf
Power, which is enough energy to
power approximately 50,700 homes
per year and is expected to begin commercial operation by the
end of 2015.

Nationally residential construction employment roseby 8,500 in May and by 149,000 over the past year.The steepest annual wage growth among construc-tion workers was for heavy and civil engineeringconstruction at 5.1%, next came residential buildingat 4.8%. Moreover, the number of unemployed job-seekers last working in construction is just 569,000,the lowest May total since 2005 and at an unem-ployment rate of 6.7%, the lowest May rate since2006.

Emerald Coast Science Center Fence Project
A special thank you to the following for their hard work in com-
pleting the first half of the wooden fence project for the Emerald
Coast Science Center’s (ECSC) new location in Fort Walton
Beach: BIA President Chris Taylor, BIA Vice President Jerremy
Whitehead, BIA Board Members Rick Goff and Kevin Reeves,
and volunteers AJ Twible and Chad Foy. These volunteers
worked for two solid days to complete the first 350 feet of the
700’ fence that is needed to secure the ECSC facility.
Thank you to Navarre Lumber & Supply, Inc. for their generous
donation of the supplies to complete the first half of this project.
Diane Frasier, Director of the ECSC, is working to obtain the addi-
tional materials needed to complete the fence.
We will keep you updated on the progress and hope you will join-
in and volunteer to help us complete this special project. With
your help, we can knock it out in one day.
The BIA Community Affairs Committee has communicated that
the next project will be for the Walton County Chamber of
Commerce. The Walton County Chamber of Commerce offices
were severely flooded in April of 2014. They are in need of dry-
wall, drywall installers, paint, and commercial grade carpet.

ing code departments. With layers upon layers of regulations to contend with, it is no wonder that
builders and building departments can find themselves at odds in interpreting the codes.
The Florida Home Builders Association is proud to provide mem-
bers a solution through the 411 Code program. 411 Code pro-
vides members free access to 30-year building administration
veteran John Farinelli to ask questions, provide code interpreta-
tions and give plan review assistance and analysis for builders
who find themselves at odds with their local building depart-
ments.
As a self-proclaimed “Code Geek” who collects old codebooks
as a hobby, Mr. Farinelli is a widely respected expert in his field.
He is licensed by the state of Florida as a building code adminis-
trator, plans examiner and inspector in all disciplines and as a fire
safety inspector. Additionally, he is a Master Code Professional
holding 25 International Code Council (ICC) certifications, is cre-
dentialed as a LEED AP by the United States Green Building
Council and is certified as a Floodplain Manager by the
Association of State Floodplain Managers.

Case Study 1A South Florida homebuilder contacted Mr. Farinelli to request his
assistance in interpreting the code requirements for a three-story
town home development near Tampa. The building department
required fire sprinklers. The homebuilder disagreed with the build-
ing department’s interpretation of the code. Mr. Farinelli reviewed
the applicable codes and sided with the homebuilder. He provid-
ed his analysis in a written report that the homebuilder presented
to the building code department. The building departmentaccepted Mr. Farinelli’s interpretation and the builder savedbetween $2.50 - $3.00 per square foot.
Case Study 2A Jacksonville builder found himself at odds with the local build-
ing department over a two-story, open-air parking deck. The
builder’s plan called for a stairwell, but the building department
insisted on an elevator. Mr. Farinelli examined the plans and the
code official’s opinion and determined the wrong code standard
was being applied. The code official had applied Florida
Accessibility Code standards when it fell under the Fair Housing
Act. Once again, Mr. Farinelli provided a report and thebuilder prevailed, saving time and money on the project.

Farinelli can expect to receive a response within 24 hours and an
answer in as little as ten minutes or a long as five days, depend-
ing on the complexity of their request. “The calls I get from
builders vary. Sometimes they begin, ‘I’ve heard this rumor the
code is going to change or I’m having an issue with the design,
or help me clarify this,’” says Mr. Farinelli. “If I don’t know the
answer,” Farinelli says, “I call others in my network and then pro-
vide an interpretation that the builder can use to make an
informed decision or make their case. I provide an unbiased opin-
ion and interpretation of the code based upon my background
and experience.”
“I have traveled across this country instructing building code sem-
inars from New York to California and Canada to Florida, and I
can tell you the issue is usually the same – differing interpretations
of the code,” says Farinelli. “Codes are by nature dry, technical
documents with many grey areas open to interpretation. I enjoy
helping builders and code officials both find ways to work togeth-
er and achieve a safe and code compliant outcome.”
