Guidelines for the Cultural Presentation Competition in celebration Of the National Women's Month in March 2018 and the I 19th COA Anniversary in May 2018

A Cultural Presentation Competition has been identified as one of the activities m celebration of the National Women's Month in March 2018 and the ll91
h COA Anniversary in May 2018. In this connection, we are providing the attached guidelines, for information and guidance of all concerned in preparation for the occasions. The Regional Offices are requested to select from the accompanying list of cultural/festival presentations their choice for their official entry to the competition. In order to avoid any duplication of festival presentations by the Regional Offices and the Central Office/National Capital Region, it is advised that each Regional Office submit at least three (3) festival presentations in the order of their preference, which should be communicated/coordinated with the Committee on Cultural Presentation Competition headed by Assistant Commissioner Rizalina Q. Mutia, Local Government Sector, on or before February 7, 2018.

Guidelines for the Cultural Presentation Competition
The Cultural Presentation Competition shall aim to showcase regiona l culture usually expressed in a festival dance done in honor of a Patron Saint or in thanksgiving for a bountiful harvest. This competition being part of the celebration of the National Women's Month shall incorporate gender and development perspectives.
The general mechanics of the competition shall be governed by the following:
1. Eligibility
a) Regular/permanent COA employee b) Job Order personnel may be allowed provided they have rendered service in
COA for at least one year as of January 1, 2018 c) Physically fit to compete
2. Requirements
a) Medical Certificate of fitness to compete b) Waiver c) Photocopy of COA ID d) At least 20 participants and maximum of 30 including bands/ participants who
will play the musical instruments
3. Schedule of Events
The competition shall be held on March 7, 2018, for Central Office and National Capital Region (NCR). The Regional competitions shall be scheduled by the respective regional groups in conjunction with the celebration of the National Women's Month/Regional Sports Competition. The regional entri es for the 119th
COA Anniversary at the Central Office in May 2018 shall be the champions in their respective regional competition.
4. Presentation
a) The order of presentation shall be determined by drawing of lots. b) Safety must be observed. No high lifting or rough acrobatic movements so as to
avoid any unnecessary accidents.
c) Use of props will be allowed as long as it will not cause any delay in the program
and those that may harm the performance of other groups. Props such as oil,
confetti, fire, water, flammable materials, broken glass, sharp objects, live
animals as sacrifices, children, and the like are prohibited.
d) A deduction of five (5) points shall be imposed against those violating these
rules.
e) There will be a panel of judges consisting of at least three (3) experts/personalities in the performing arts of dance. One of them will be assigned as head judge.
5. Time Requirements
a) Each competing group shall be given five minutes for their presentation. b) The five (5) minutes period begins as soon as the participants of a contingent
are properly set up in front of the judging stage and ends as soon as the
participants leave the judging area.
c) Excess t ime shall be deducted from the score based on the following:

6. Music
The use of live musical instruments is highly encouraged and may be used to add to the festive mood. However, if the music is a recording, a CD shall be submitted to the respective CO/NCR and Regional Committees two (2) days before the actual presentation.
7. Dress Code
The Costume should be appropriate to the chosen presentation.
8. Awards
a) The team in the CO/NCR and the Regional Groups with a highest score shall be declared winner. The winners in the competition in the CO/NCR and the Regional Groups (Luzon, Visayas and Mindanao) during the National Women's Month shall be the competing teams during the 119th COA Anniversary in May
2018. b) The decision of the Board of Judges shall be final and irrevocable.
