UT Level Skill Development Mission acts as an apex body for monitoring, co-
ordinating and convergence related to Skill Development & Entrepreneurship Activities to leverage employability. UT Level Skill Development Mission (UTLSDM) is the Project Implementation Agency for PMKVY 2.0 in UT Administration of Dadra & Nagar Haveli. Empanelment of TPs is one of the significant aspects for the smooth and seamless implementation of the scheme.
UTLSDM through this advertisement invites any partnership Firm/ Private Limited
Company/ Public Limited Company etc and having skill training facility and are willing to
impart short term skill development training programme and placement in accordance with
prescribed norms of PMKVY 2.0 guidelines are eligible to apply. Interested parties can send
their details in form of area of interest, preparedness, infrastructure availability and their
experience in this area and submit the same in sealed envelope as specified from 26.8.2019
to 16.09.2019 16:00 hrs to the UT Level Skill Development Mission, at above mentioned

1. Background:
I. Pradhan Mantri Kaushal Vikas Yojana (PMKVY 2.0)
Pradhan Mantri Kaushal Vikas Yojana (hereafter referred as PMKVY) 2016-2020 is a flagship scheme of Ministry of Skill Development and Entrepreneurships (hereafter referred as MSDE) was launched on 15 July, 2015, on the occasion of World Youth Skills Day by Honorable Prime Minister, Shri Narendra Modi. PMKVY is implemented by National Skills Development Corporation (NSDC) under the guidance of the Ministry of Skill Development and Entrepreneurship (MSDE) with an outlay of Rs 12000 crore to train 1 crore youth of the country with an objective to enable and mobilize a large number of youth (unemployed youth or, school/ college dropouts) to take up industry designed quality skill training, become employable and earns their livelihood from increased productivity with existing workforce. PMKVY scheme is being implemented by the state governments along with central government through two components – CSSM and CSCM in National Skills Qualifications Framework (NSQF) aligned Job Roles.
The PMKVY 2.0 scheme is being implemented under two components:
I. Centrally Sponsored State Managed (CSSM): 25% of the funds of PMKVY 2.0 shall be allocated to the States and total physical target allocated to Dadra and Nagar Haveli for skilling is 4000 youths from 2016-20
II. Centrally Sponsored Centrally Managed (CSCM): 75% of the PMKVY 2.0 funds shall be available to MSDE for skilling through National Skill Development Corporation (NSDC).
Being a Project Implementation Agency for promotion of skill development,
entrepreneurship & innovation in the state, UTLSDM - DNH has been entrusted to execute
this scheme in Dadra and Nagar Haveli. In this reference, UTLSDM DNH invites the RFP from
interested and eligible training providers for submission of proposal for empanelment to
undertake project under CSSM component of PMKVY 2.0. The eligible empanelled training
provider shall implement PMKVY 2.0 training in identified/proposed sector and job roles
across Dadra & Nagar Haveli.
II. Objective:
UTLSDM - DNH has the mandate to implement the Pradhan Mantri Kaushal Vikas Yojana (PMKVY 2.0) scheme’s state managed component by empanelling training providers.
UTLSDM - DNH being a state level nodal agency for implementing state component of PMKVY
2.0, and is expected that with respect to the key indicators and processes, to ensure
achievement of overall PMKVY 2.0 goals and objectives. Empanelment of Training Provider is
one of the significant aspects for the smooth and seamless implementation of the Scheme.
In view of the above, UTLSDM - DNH by way of this RFP, invites proposal from interested training providers for engaging an independent TP herein referred to as ‘Applicant’ for implementation of PMKVY 2.0 in the State.

2. Eligibility Criteria
a) Industries (either in manufacturing or in service sector) having average annual turnover of Rs. 50 crore or more in last three completed financial years for job roles related to their concerned sector.
b) Preference will be given to industries having existing training centres duly recommended by respective Sector Skill Councils.
c) Sub-contracting, sub-letting, franchisee arrangement or consortium of any kind is NOT allowed for any Organization.
d) The existing and proposed training centre/s shall be within industry premises or industrial area.
3. Other Instruction to Applicants
a. All documents to be submitted duly signed and sealed authority signatory of industry. b. The applicant shall have to pay nonrefundable processing fees Rs. 10,000/- (Ten
Thousand Rupees only) in form of Demand Draft in separate envelop along with RFP
document. The DD shall be in favor of “UT Level Skill Development Mission DNH”
(UTLSDM - DNH) payable at Dadra and Nagar Haveli. Application without submission of
proposal processing fees Rs. 10,000/- in the form of demand draft shall be liable to
reject.
c. General power of attorney/Board of Directors resolution/ Deed of Authority contract and all correspondences/documents thereof. Format for General Power of Attorney as per Annexure B
d. Applicants shall have to submit a refundable Earnest Money Deposit (EMD) of Rs. 1,00,000/-(One lakh Only) . EMD to be paid in the form of a Demand Draft/FDR in the favor of ‘Principal, Govt. ITI Silvassa, payable at Silvassa, UT of Dadra and Nagar Haveli drawn on any nationalized bank and must accompany with covering letter in a separate cover other than the proposal cover. Proposals that are not accompanied by the above Earnest Money Deposit (EMD) Demand draft in a separate cover shall not be considered.
e. Applicant is expected to examine all instructions, forms, terms and specifications in the
RFP documents. Failure to furnish all information required by the documents or submits a RFP not substantially responsive to the bidding documents in every respect may result
in the rejection of the application.
f. The training centre set up shall be in accordance with PMKVY 2.0 guidelines (as amended from time to time)
g. Funding pattern will be as per PMKVY 2.0 guidelines (as amended from time to time). h. The Applicant shall have to follow PMKVY 2.0 guidelines/any circular issued by UTLSDM
- DNH pertaining to CSSM component (as amended from time to time) for Training delivery, Assessment & Certification, Placement, Tracking, Payouts etc.
i. Applicant is advised to refer to the PMKVY guidelines available on PMKVY website:
www.pmkvyofficial.orgList of Documents to be submitted. i. The shortlisted agency should furnish a Performance Security Deposit (PSD) of Rs. 5 lakhs, in the form of a Bank Guarantee (BG) at the time of signing of MoU for empanelment or Earnest Money Deposit (EMD) can be adjusted against Performance Security Deposit (PSD). The PSD shall remain valid for a period of two years from the date of signing of MoU or issuance of BG.
Note: Submission of proposal and paying of proposal processing fees under RFP mode doesn’t guarantee allocation of target under PMKVY (2016-20). UTLSDM DNH shall in no case be responsible or liable for those costs, regardless of the conduct or outcome of the proposal process.
