Competency Test31.6 COMPETENCY TEST

31.6.1 In some trades the safety of workmen as well as machine is of vital concern. It is essential thatonly properly trained and competent workmen work in these trades. These trades are

1. Wireman

2. Electrician3. Switch Board Attendant4. Boiler Attendant.

In order to ensure that only competent and properly trained workmen are authorized for this work, thesystem of competency test/certificate has been devised. This competency test in respect of electricaltrades is conducted by Ordnance Factory Board. Tests for Boiler Attendants are conducted byauthorities appointed by the State Govt.

31.6.2 COMPETENCY TEST FOR WIREMAN

31.6.2.1 The Wireman Semi-Skilled grade has been upgraded to Skilled grade as a result ofE.C.C. and Guha Committee recommendations. Induction to the skilled grade of Wireman shall be

through Semi Skilled grades.

31.6.2.2 ELIGIBILITY FOR SEMI-SKILLED WIREMAN.

31.6.2.3 Industrial Employeeswho has worked as helper to an Electrician/Wireman for aminimum period of one year would alone be eligible for appearing in the competency test for WiremanSemi Skilled.

31.6.2.4 Departmental employeeswho have obtained Wireman CompetencyCertificate/License from State Govt. which is regarded as equivalent to DGOF Wireman CompetencyTest may be directly absorbed as Wireman Semi Skilled, provided date of issue of competencycertificate/license by the State Govt. is within six months of promotion. If the duration is more than 6months than they will have to appear in the trade test of Wireman Semi Skilled grade to assess the

suitability a fresh to be conducted by Ordnance Factory Board.

31.6.2.5 Ex-Trade Apprenticeswho have successfully completed their training in the trade ofWireman/ Electrician can be directly appointed as Wireman Semi Skilled without insisting on theirpassing DGOFs Competency test for Wireman provided their absorb within a period of six months from

the date of their successful completion of training. If the gap is more than six months than they shouldbe subjected to trade test for Wireman Semi Skilled before actual absorption.

31.6.2.6 ELIGIBILITY FOR WIREMAN SKILLED

31.6.2.7 Wireman Semi Skilled are eligible for promotion to Skilled grade after passing theprescribed trade test on completion of three years service in Wireman Semi Skilled Grade for non-NCTVT Holder and two years in case of NCTVT holders. However, they should have possession of

DGOFs Competency Certificate of Wireman Skilled. This certificate is different from what is required at

Semi Skilled level.

31.6.2.8 ELIGIBILITY FOR WIREMAN (LINE MISTRY) HS-II & HS-I.

31.6.2.9 No competency certificate is required at this stage. Normal trade test is sufficient.

31.6.3 COMPETENCY TEST FOR ELECTRICIAN.

31.6.3.1 ELIGIBILITY FOR ELECTRICIAN SEMI-SKILLED.

Induction in the grade of Electrician Semi Skilled shall be from01. Person in possession of License from State Govt.02. Ex-Trade Apprentices, holding NCTVT Certificate in the trade of Electrician.

31.6.3.2 ELIGIBILITY FOR ELECTRICIAN SKILLED.Induction in this stage shall be made only from those who have successfully passed the DGOFcompetency test for Electrician B/Skilled grade. Employees eligible to appear in this competency that

are

01. Wireman Semi Skilled who have rendered minimum two years service in case of NCTVTcertificate holder and three years in case of non-NCTVT holders.

02 .Electrician Semi Skilled who are in possession of license from State Govt. and have

rendered minimum two year of service for NCTVT holder and three years of service for

non-NCTVT holders in Electrician Semi Skilled grade.

In both the cases they will have to also appear in trade test of the Skil led grade.

03. Wireman Skilled Grade can also be allowed to appear for the Electrician/Skilled grade of

DGOFs competency test and on passing the same will be allowed to be appointed as

Electrician Skilled grade.

For determining the seniority, the date of entry in the Semi-Skilled grade will be the criteria.

NOTE:- DGOFs Competency Test Certificate Holder for Electrician Skilled Grade may be

promoted/inducted to Electrician Skilled without trade test if such promotion/induction is made within aperiod of 6 months from the date of passing the competency test. After lapse of 6 months, individual willhave to appear in the trade test.

31.6.3.3 ELIGIBILITY FOR ELECTRICIAN HIGHLY SKILLED GRADE-II.

For promotion to Electrician HS-II one should have three years of experience after passing theElectrician Competency Test Certificate for HS Grade II conducted by DGOF. Following are entitled forappearing in test

01 Electrician Skilled with minimum three years of service in the Skilled grade upon passing

competency test.

02. Fitter Electronic, Cable Jointer, Switch Board Attendant, Armiture Winder of Skilled grade

possessing competency certificate for Electrician Skilled or equivalent certificate/license

issued by State Govt. and duly recognized by the Ordnance Factory provided they have

experience of working on live lines and motor controls after obtaining the certificate.

31.6.3.4 ELIGIBILITY FOR ELECTRICIAN HS GRADE I.

No competency test is prescribed for them. Only trade test is sufficient.

31.6.4 SWITCH BOARD ATTENDANT.

31.6.4.1 JOB REQUIREMENT OF SWITCH BOARD ATTENDANT SEMI SKILLED( a )Language : i) Ability to read, write and understand simple instructions such as operating/maintenanceinstructions of the various commonly used electrical appliances. ii) Ability to read, write and understand the name plate details and other warning and safety

instructions as commonly used in the electrical installation in the factory.(b)Arithmetic : 1) Problems involv ing usage of the four numerical operations (i.e. addition, subtraction,multiplication and division). 2) Knowledge of decimals, simple factions, ratio of proportions, square and square roots. 3) Elementary knowledge of properties of angles and triangles.

To become eligible for appearing in the competency test for the post of Switch BoardAttendant/Semi-skilled an individual should have rendered at least one year service as a helper to aSwitch Board Attendant.

31.6.4.2 JOB REQUIREMENT OF SWITCH BOARD ATTENDANT SKILLEDA Switch Board Attendant must possess a competency certificate for Skilled grade issued by

the DGOF and for appearing in the said test the workman should have rendered 3 years minimumservice in the Semi Skilled grade.

31.6.4.3 JOB REQUIREMENT FOR SWITCH BOARD ATTENDENT (H.S.GR.II).1. Should have worked as SBA Afor 3 years.

2. Should posses DGOFs competency tests for SBA A.

31.6.4.4 JOB REQUIREMENT FOR SWITCH BOARD ATTENDENT (H.S.GR.I).Should have worked as Switch Board Attendant HS Gr.II for minimum 3 years.No Trade Test laid down.
