(n D/oP&PW & CPAO:-~ All the Ministries have been requested toissue revised authority for all pensioners, all thepensioners/family Pensioners afresh. Secondly,with a view to reconciling the pension paymentrecords, it had been decided to monitor the Pre-2006 cases only on the basis of e-scrolls madeavailable by the banks. The CPAO is in theprocess of reconciling the data with the banks andMinistries/Departments. The progress is beingmonitored in this Department. To strengthen themonitoring at the level of the Secretary of theadministrative Min/Deptt, this item has beenmade a part of the Monthly d.o to the CabinetSecretary.~ Several meetings were arranged by theCPAO at the level of Controller General ofAccounts, Addl. CGA, CCCP), CPAO with theCCAs/CAs of Ministries/Departments to discussthe problems and to plan strategies to completethe targets within stipulated time. Letters werealso written at the level of CGA to AGs andAdministrators of Union Territories.~ Pension of all the live pensioners of pre-2006 and pre-1990 have already been revised asreported by banks.~ As on 08.08.2013, 71,334 cases (34,733pre-1990 and 36,601 pre-2006), of CivilMinistries/Deptts, are pending for revision.Approxlrnatelv, 82% work of Civil Ministries/Departments has been completed.

Action Plan:• Due to non-availability of completeinformation required for revisions (vlz. updatedaddress, date of birth of beneficiaries spouse ,new a/c no. etc) with the Pension SanctioningAuthority, Railways could not revise the PPOssuo-moto. Accordingly, the Railways publishedadvertisements in news papers/TV etc. to call forrequlslte details through application form.• Assistance of RBI was also availed toissue instructions to the Banks to place notices inBanks premises requesting Railway pensioners tofill up application forms and send the same toRailways.• Revised PPOs have been issued in respectof application forms received from the pensioners.• However, all these efforts did not help ingetting applications from all the pensioners/familypensioners. Therefore, PPOscould not be revisedin remaining cases.• The position was reviewed in May/2013,and it was decided that to issue the PPOs suo-moto by collecting the requisite gapinformation/details form Banks.• Railways had been given a target of30.09.2013 for completion of this work.

However, it is submitted that CGDA hasprepared pension guide for the benefit ofpensioners as well as the Pension DisbursingAgencies/ Head of Offices/ Record Offices apartfrom developing a computerised pension enquiryproject (SUVIGYA). It is online pension enquirysystem which enables the ex- service men toknow their entitlements of pension at the click ofa button after giving certain basic inputs. There isa Public Grievance Officers (PGO) in the 0/0PCDA(P), Allahabad for redressal of pensionersgrievances. A cell also exists there to attend tothe grievances relating to pension. Anothermechanism developed in the Office of PCDA(P),Allahabad is to lodge the pension relatedcomplaints online through the official website ofthrough e-mail.

0/0 P&PW :-Issue was taken up by the Hon'ble Minister of

State (PP) level with the Minister of Health & FWvide D.O. letter dated 26.02.2013.

M10 Health and Family Welfare:-Due to the financial and logistic constraints it

is not possible to open a new dispensary atPanchkula. The Ministry has mooted a proposal foropening at least one dispensary each in the capitalcity of States which do not have the presence ofCGHSas yet.
