Italian wins world chocolate championship
Milan's David Comaschi takes title in Paris (ANSA) - Milan, October 30 - An Italian has been crowned the best chocolate-maker in the world for the first time. David Comaschi wowed the judges at the biennial World Chocolate Masters competition in Paris Wednesday with chocolate drops, pra-lines, cakes, other desserts and full-blown sculptures. Comaschi, who works at the Pasticceria Martesana in Milan, said it was a "unique experience".

New rubbish tax to give 'up to 680% hike'
Average TARI-linked rise will be 290%, Confcommercio says (ANSA) - Rome, November 1 - A new rubbish tax in the 2014 budget will hike costs by up to 600%, retail group Confcommercio said Friday. The tax, TARI, will trigger an average rise of 290%, Confcommercio said. The rise for bars will be 300% and 480% for restaurants. Fruit-and-vegetable traders will see their rubbish bill rise by 650% and discotheques 680%. The 2014 budget has been criticised for raising taxes and not cutting labour costs enough to stoke growth in an economy that has seen nine straight quarters of decline. An unpopular property tax called IMU has been scrapped under pres-sure from ex-premier Silvio Berlusconi but has come back in various guises to avert a crisis in local-government finances
Italy's property taxes 'risk rising' after
IMU scrapped Local councils may use powers to introduce hikes - Audit Court (ANSA) - Rome, October 29 - Property taxes in Italy risk being higher next year even though Premier Enrico Letta's government has scrapped the unpopular IMU tax on people's primary residences, the Audit Court said Tuesday. Letta's grand-coalition government agreed to roll back the IMU after threats from Silvio Berlusconi's centre-right People of Freedom (PdL) to sink the government if it did not respect the key pledge the ex-premier made in the run-up to February's inconclusive general elec-tion. But there are fears that a series of new taxes that will replace IMU to finance local services, some of which will be paid by people renting property and not just home owners, will end up costing more than IMU did. The Audit Court said the government's 2014 budget law, which gives local authorities more power in setting the tax rates, carried the risk of "further tax increases", especially on homes. It added that people who had two properties or more were especially at risk.
Italian economy minister explains government optimism
Saccomanni offers reasons Istat and govt predictions differ (ANSA) - London, November 4 - Italian Economy Minister Fabrizio Saccomanni on Monday explained a discrepancy between the government's economic predictions and a less rosy forecast by the Italian statistical agency Istat, saying the agency may not have taken government spending measures and reforms into account. Istat said Monday that it expected Italy to pull out of its longest recession in over two decades by the end of the year and post posi-tive growth of 0.7% in 2014. The agency forecast that Italy's gross domestic product for 2013 will be 1.8% down on last year, confirming data it presented to parliament last week. The government's latest GDP forecasts were for negative growth of 1.7% this year and positive growth of 1% in 2014. "We have slightly different opinions," said Saccomanni, speaking in London where he met with British Chancellor of the Exchequer George Osborne. Saccomanni said the difference was probably due to the fact that the ministry's calculations take into account structural reforms foreseen in the current budget bill and public administration payments that Istat perhaps had not accounted for. The Italian government is in the process of finalizing a budget for 2014 and in July pledged to pay an additional 20 to 25 billion eu-
ros to overdue bills owed by the public sector to private businesses starting January 1, 2014, in addition to some 40 billion euros already allocated to settle languishing supplier invoices. Italian Labour Minister Enrico Giovannini on Monday downplayed the differences in government and Istat figures, saying, "If confi-dence grows, economic growth will reach 1% (according to Istat), the amount predicted by the government". If instead the international economic scenario sours, however, Istat predicted slower growth for Italy of 0.4%-0.7%.

Baked fish Calabrian style If you don't feel like doing the Calabrian mother thing with salted cod,
buy fresh white-fleshed fish fillets such as blue eye or harpuka.
Preheat oven to 180C.Lightly coat the fish with flour and season with
salt. Heat the olive oil in a pan and fry for a minute on each side to
seal. Set aside.
Place the onions, garlic, tomatoes, fennel, olives, wine, saffron and wa-
ter in a baking dish.
Top with the fish, douse with olive oil and sprinkle with salt and parsley.
Cover and bake for about 15 minutes (depending on the thickness of
the fish).
To serve
Serve on soft polenta and spoon the olive, tomato and saffron salsa
over the top.

1 side of salted cod, soaked in
fresh water for 48 hours or
5 fillets of a white-fleshed fish
½ cup unbleached white flour
sea salt
2 red onions, cut into 1cm wedges
3 cloves garlic, halved
3 tomatoes, cut into wedges
¼ fennel bulb, sliced finely
¼ cup Ligurian olives
100ml white wine
5 strands saffron (soaked in 2 tbsp
warm water)
½ cup virgin olive oil

Young entrepreneurs lead fight back against recession
Italians under 35 take a chance on establishing businesses (By Sandra Cordon) (ANSA) - Rome, October 28 - More young Italians are choosing to remain in Italy and create their own jobs by becoming entrepreneurs, according to research released Monday. New data show that the rise in entrepreneurs aged 35 and under is keeping pace with an overall national increase in new businesses - although many more companies are failing, according to Unioncamere, which represents chambers of commerce across Italy. As it released a snapshot of entrepreneurs in Italy, the organization also called on government to do more to help businesses grow. The data suggest that many Italians do not want to leave their homeland to find work abroad, but want to invest in their country's future. "There is a generation of young people who do not resign themselves to leave Italy (in order) to build a future," said Unioncamere head Ferruccio Dardanello. "(They) roll up their sleeves and look with courage to tomorrow". According to Unioncamere, almost 100,000 new companies were established by Italians aged 35 and younger in the first nine months of this year. Between January and September 2013, almost 300,000 companies were set up in Italy and 33.9% of those - 100,321 firms - were
established by one or more young adults, according to the numbers released during the Assembly of Unioncamere in Genoa. But to survive, entrepreneurs need governments to create the conditions for business to expand and thrive, said Dardanello. "Above all, to support them, we must give them a more modern country...more digitized, more efficient and therefore more credible and capable of attracting intelligence and investment". Much of the new growth in business driven by younger Italians has been recorded in the southern part of the country, home to about 38.5% of these new firms. Almost 40,000 businesses opened there in the first nine months of this year, with about 20.5% of those related to marketing, the research showed. About 9.4% were in construction and 5.6% in food services, the data said.
Despite the plague of organized crime in the region, many of the new busi-nesses are found in Calabria, including the cities of Vibo Valentia, Crotone, and Reggio Calabria. The next most vibrant area in terms of business creation by younger adults is in central Italy, according to Unioncamere. The part of Italy where the fewest businesses are now being started by young adults is in the far northern areas around Trieste, followed by Bolzano and Pordenone. At the same time, Unioncamere warned that although the number of busi-nesses that opened in the third quarter in Italy outnumbered total clo-sures, it was the narrowest margin in a decade. Between July and September, 76,942 new businesses opened in Italy, more than offsetting the 64,008 closures recorded, meaning a net gain of 12,934 new operations across the country, said Unioncamere. However, that margin is the worst reported in 10 years as Italy struggles through its worst recession in more than two decades, the group added. Slightly more new businesses opened in the third quarter of this year com-pared with 2012, when 75,019 openings were recorded, the statistics showed. But closures between July and September 2013 hit the second-highest level in ten years, the numbers showed. The worst period for closures was in 2007 when 68,524 shut down. Artisans have been the worst hit in 2013, with 1,845 fewer craftspeople in businesses.
