President’s Message Dear Fellow Rural Carriers, Greetings everyone! Hope you all are doing well. We just had our Fall Booster in Hickory, and it was a productive day. Please consider coming in the future. This article will be short and to the point.

GRASSTOPS: What is it? To boil it down, it is an effort by our legislative department to be more

effective in lobbying legislators. Please refer to the “Grasstops Connections” segment in this issue. Vicki Gray is our coordinator. Please continue your “Grassroots” efforts as well by contacting your congressmen/women and senators about pending bills via e-mails, calls and letters (to their local offices). Brenda Gibbs (our new Auto-Home insurance person) did a great summary of the National Convention in St. Louis, for her district meeting. She has given me permission to share that with you in print and at other district meetings. Please read her article in this issue of our newsletter. Folks, please be careful in these coming winter months. As you know, weather hazards can be more common, and we want you to get home safely to your families.

Obituaries Mrs. Lorie Marie Crouse Reavis, age 41, of Traphill died Friday, November 22, 2013. Lori is the daughter-in-law of Auxiliary President, Susanne Reavis. She was a Registered Medical Assistant at Medical Associates of Wilkes. Mrs. Reavis was a member of Round Hill Baptist Church. She is survived by: her husband, Jason Lee Reavis; two sons, Justin Lee Reavis, Justin is the President of the NCRLCA Junior Auxiliary, Jonah Kyle Reavis; her mother, Anna Billings Crouse; two sisters, Louise Andrews, Linda Carpenter; two brothers, Harold Crouse, Randy Crouse; and several nieces and nephews.

Mrs. Oma Lou Harrell Sasser 81 of Nakina, passed away on November 22, 2013. Oma Lou was born on September 23, 1932 in Ashford, AL. Oma is the wife of Ralph Sasser a retired rural carrier from the Nakina office. They were members of Nakina Baptist Church. Oma Lou served her church and community faithfully. Her generosity has impacted many lives of people in that area and beyond.

Oma Lou graduated from Campbell Business College in Dothan, AL. She retired from BB&T as a Vice President and accounting officer after 33 years. She was a member of the National Association of Bank Women, named Member of the Year for 1989-1990 by Southeastern Group of Financial International Women; she was cited for dedication to her professional development and inspiration to other women in banking in their quest of professional goals.

Oma Lou is survived by her husband, Ralph Sasser. She has five sisters, one brother, Harvey Rae Harrell. She is also survived by several nieces and nephews.

Mr. David Branson Edwards, 50, passed away on Sunday, November 3, 2013.

David was born in Guilford County on November 13, 1962. He was a rural letter carrier with the U.S. Postal Service in the Pleasant Garden Post Office. He received a lot of pleasure in decorating his house for Christmas. David loved the beach, yard work, working on cars and listening to bluegrass music.

He is survived by his wife, Cynthia Snow Edwards; daughter, Ashley E. Lamberson; son, Paul Edwards; sisters, Shirley E. Smith, and Judy E. Curry; step grandchildren, Jakub and Rachel Lamberson; numerous nieces and nephews; and canine companion, Missy.

Years ago, I heard someone say that Jesus is the window through which we see God. Even though Jesus came to live among us as a person and was in some ways just like us, he also embodied all the qualities of God.

During Advent, we reflect on what Jesus has meant to the world since the time of his birth. The more we learn of Jesus, the more we learn of God. God loved the world and sent Jesus so that we would experience new life through him.

On Christmas Day, when I was a child, we set an extra place at the table for Jesus. My mom baked a cake in honor of his birth. Santa Claus, Christmas trees, and gifts were part of our Christmas tradition; but we had no doubt that Christmas was about Jesus.

This Christmas season; let us stop to consider the difference Jesus has made in history and in the lives of people everywhere. Thinking of him as the window through which we see God may make a huge difference in the way we celebrate Christmas.

Prayer: Dear God, thank you for the gift of Jesus Christ, for all he has done for us and all he has enabled us to do through his love and grace. May we believe with heart and mind that Jesus shows us the way to you. Amen. Thought for the Day: Jesus is the window through which we see God.

By the time you get this newsletter open season will be over. I hope everyone that came to the Fall Booster enjoyed it and learned a lot. Ali Sherrill was the guest speaker for RCHBP and gave us a lot of info on what to expect in the coming year.

So now what do we do? We have our insurance in place so now we need to, if we haven’t already; do what we can to stay healthy so we don’t have to go to the doctor or hospital this coming year.

I would like to talk about Diabetes at this time. It sneaks up on you even if you take care of yourself. How can we prevent or delay type 2 diabetes?

One way is to lose small amounts of weight at a time. Yes I know we just had Thanksgiving and have Christmas coming up but you still need to pay attention to what you eat and the amount. Here are some tips to help you reach that goal: Reduce Portion Sizes. – One way is to put less

on your plate. Keep meat, chicken, turkey and fish portions to about 3 ounces. Drink a large glass of water 10 minutes before your meal. Share one desert. Use a smaller plate so you don’t feel you’re not getting enough. Eat slowly; it takes 20 minutes for your stomach to send a signal to your brain saying that you are full.

Move more each day. – Try to be active for at least 30 minutes, 5 days a week. Dance is a good way. Turn up the music and get moving show your kids or grandchildren the dances that you did when you were there age. Walk to a friend’s house to tell them something instead of e-mail or phone call. Ask friends to walk with you so you can catch up on old times. Instead of sitting to watch TV walk in place or do sit up’s or push up’s if you’re able.

Make healthy choices. – Snack on veggies. Buy frozen and low-salt canned veggies. Cut back on high-fat foods like whole milk, cheese and fried food. Cook with care stir fry, broil or bake. Use spices instead of salt. Choose foods with little or no added sugar. Keep track of all the foods you eat to help you see what area of

your foods you need to work on. Choose foods lower in saturated fats, trans fats, cholesterol, calories, salt and added sugar.

Take care of your mind, body, and soul. – Find time to relax. Try deep breathing, taking long walks. Think before you eat. Take time to change the way you eat and get active.

Most important talk to your doctor about your health and what you need to be doing to prevent this from happening to you. There are all kinds of web sites to help with more information on diabetes.

The American Diabetes Association at www.diabetes.org or www.YourDiabetesinfo.org is just two sites that are loaded with information on symptoms, food, how to cook and what to eat and much more.

Check them out so you will be informed on diabetes.

Do you park and exit your vehicle properly? It has come to my attention that some of you are

not following the proper procedure for stopping and dismounting your automobile when making a delivery on your route. The instructions from the USPS are very clear on this subject. Please do not jeopardize your safety and your job by disregarding the rules.

The instructions below come directly from a Driver’s Safety Manual from our employer.

All USPS employees are required to follow these instructions when parking any Postal and/or Government vehicle. These procedures must also be followed when using any vehicle to conduct postal business.

When exiting a vehicle, the following steps must be taken to prevent a rollaway/runaway incident. These are the mandatory procedures for parking and dismounting a postal vehicle.

1. Place the gear shift lever in park. 2. Set the parking brake. 3. Curb the wheels:

Uphill slope: turn AWAY from the curb. Downhill slope: turn TOWARDS the curb.

Level ground without curb: turn TOWARDS edge of the road.

4. Turn off the engine and remove the keys. 5. Lock and secure vehicle. Employees who do not properly park vehicles

make a firm choice to violate USPS Policy. Operating a motor vehicle in a safe manner is

a condition of employment for every Employee of the USPS.

That says it all folks. If you do not follow these rules you could lose your job. The USPS did not make these rules just to harass you. They are in place to help keep you and others safe. They do help prevent rollaway/runaways. I want all of you to form the SAFE HABIT of dismounting properly. Habits are formed through repetition. Bad habits can be replaced with good habits. By always doing things the correct way, in the same order every time, a safe and proper habit will be formed.

This one is just 5 simple steps. Do them every time you stop and dismount. It will become a good driving habit in no time. Your hands will automatically curb those wheels. You will reach for that parking brake without really even thinking about it. This good habit will become so ingrained in you that you will be curbing your wheels in your own driveway at night when you get home.

Another thing I would like to mention is the upcoming holiday season. We need to be extra careful on our jobs. We will have extra packages to deliver. Driving conditions may be more hazardous than usual. We may be out there in adverse weather or in the dark. Holiday shoppers may be rushing to get somewhere or driving distracted. Children will be home on vacation from schools. Make sure you are aware of your surroundings and driving defensively. Be careful and do your job in a safe manner.

FERS Annuity Supplement

What is the FERS Annuity Supplement? Many of you have heard this term, yet do not fully understand how it works. You may be eligible for the supplement if you retire: → At your Minimum Retirement Age (MRA)

with 30 years of service. MRA is from age 55 to 57 based on your year of birth.

→ At age 60 with 20 years of service → If you retire under a Voluntary Early

Retirement (VER) before reaching your MRA (age 55 to 57), this supplement begins upon reaching your MRA

→ If you are age 62 or older at retirement, the FERS supplement does not apply to you.

If you qualify, the FERS Annuity Supplement is paid each month, until you reach age 62, and is in addition to your FERS monthly annuity. This supplement is calculated using the Social Security benefit earned while you were under FERS with the Postal Service and other Federal agencies. It is prorated based on your years of FERS service divided by 40 years, which OPM defines as a “full career”.

Here is an example of how to estimate the FERS Supplement Amount: Estimate full SSA benefit at age 62 (from

page 2 of the Social Security Statement that is mailed to you by SSA). For example, the benefit is $1,000/month.

Determine total civilian years under FERS (rounded to nearest full year). Example: 30 years

Divide years of service (30) by a factor of 40. This equals 75%.

Multiply the SSA benefit (step 1) by factor (step 3). This would amount to $750/month.

You would receive this amount in addition to your FERS annuity until age 62. There are some caveats, though. You can earn wages and continue to receive your FERS supplement if you do not exceed the earnings limit established by the Social

Security Administration. The earnings limit amount for the current year is $15,120. If you exceed the earnings limit, the FERS supplement will be reduced by $1.00 for every $2.00 over the limit. Your monthly FERS annuity and any USPS incentive payments, if applicable, are excluded from the earnings limit. All other earnings, including self-employment earnings are subject to the limit.

There are some myths about the supplement that also need to be addressed. The supplement has no effect on your Social Security benefit. The FERS annuity supplement is paid by the Office of Personnel Management (OPM). Also, you do not have to draw your Social Security Benefit at age 62 when the supplement ends.

The South Atlantic Conference will be held January 25-27, 2014 at the Crowne Plaza Airport, Atlanta, Georgia. This is an informative mini-convention. Room rates are $94.00. The phone number to make reservations is 888-233-9527. The cutoff date is January 9, 2014; please refer to the SAC Conference to get the appropriate room rate. Parking is FREE for all those staying at the hotel. All others will be charged $4.50 per day. We have lined up Joni Montroy as speaker for Sunday evening with the topic of retirement. She is a well-informed speaker on this topic. You can get lots of answers to your questions. Ronnie Stutts, Vice President of the NRLCA will also visit with us and provide the latest information. Saturday afternoon, January 25th will also be the annual meeting of the Atlanta Postal Credit Union, (APCU). Transportation will be provided both ways for this meeting. You could possibly win some money and be entertained by a speaker-comedian. There will be seminars on Saturday evening at 6:30 pm. Topics will include; mail count and other information that rural carriers need to know, presented by Joey Johnson, NRLCA Director of Labor Relations. Also, there will be a seminar on Sunday afternoon about health insurance for

retirees. Larry Waligora will be speaking and answer some questions concerning that subject. Sunday morning worship begins at 8:30 am with Doug Byrum, North Carolina Chaplain speaking and then he will be joined by Don McAdams of Alabama and Ric Vickery of Oklahoma for special music. “COME ON DOWN to HOT-LANTA” Atlanta, Georgia and learn something new. We will dismiss on Monday the 27th at 12:00 noon.

RECRUIT A FRIEND TODAY (RAFT) For various reasons, most specifically the lack of hiring new substitutes for our routes, our membership has been declining over the last couple of years. Even with both districts stepping up their hiring, we are still well below our high number of members that we had two years ago. We need every member to take on the task of recruiting new members. There are a lot of non-members in this state that are getting a free ride on our behalf. We can all do our part to recruit and the National Office has started a new program that may be of interest to each of us to do more to recruit members.

We are initiating a new recruitment program to increase our membership. The RAFT program began December 1, 2013. As an incentive for recruiters and new members, the RAFT program offers the following benefits:

1. Individual recruiters will receive an incentive payment of $25.00 for each Relief Carrier recruited and $50.00 for each Regular/PTF Carrier recruited. The only stipulation to receive this payment is that the recruited individual must sign an 1187 Dues Withholding Authorization form and stay on the USPS employment roles for a period of 3 months after the State Secretary or National Office processes the Form 1187.

2. The newly recruited member will receive 3

free months of membership before his/her Form 1187 is sent to the USPS for processing.

50,000 Layoffs

Do I still not have your attention? Last month when I wrote the article titled “40,000 Layoffs,” I worried that no one would take me seriously. Then I received the October issue of The National Rural Letter Carrier with the transcript of National President Jeanette Dwyer’s testimony before the Senate Homeland Security and Governmental Affairs Committee. She stated: “And then there are jobs. At a time when unemployment hovers at 7.3 percent, this is no time for massive layoffs that will inevitably occur with the elimination of 6-day mail delivery. The pending legislation will result in the significant loss of good, middle-class jobs. Job losses in the rural craft alone could reach upwards of 50,000 depending on the availability of work and the number of days the Postal Service delivers mail. The jobs that the Postal Service is planning to eliminate are good middle-class jobs that will affect mainly minorities, women, and veterans.” There are currently three bills in the Congress that we are working on. All the information that you need is on the NRLCA.ORG website on the Grassroots page. There you will find instructions on how to send a letter to your member of Congress as well as our Senators. There are three form letters to send to your member of Congress and two for our Senators. There are also three letters for Auxiliary members to send to help us. There is also a link to find the addresses of your member of Congress as well as the Senators. With all of that information, all you need to do is to go to the NRCLA.ORG website, go to the Legislative Grassroots page, address the letter to the appropriate district office, sign and include your name and address and print. It is easy. It is simple and if you are not comfortable with a computer or navigating the internet, ask your child or grandchild or a niece or nephew. I’d bet they will be glad to help and maybe show off how smart they are. That will be a win-win for you and them.

I know that I always ask for money and we still need that; but, these letters are also very important. We desperately need your financial support to keep our lobbyists working on Capitol Hill and ---- if you have not called your member of Congress and both Senators to voice your support of six day delivery; WHY NOT? Next year IS an election year and Senator Hagan’s (54%) seat is up for our vote as well as every member of the House. Call them. Write letters to their in-state offices. Make your voice heard and protect your job and benefits and the future of the United State Postal Service.

Mail Count Mail Count is coming our way. The 2014 National

Mail Count will begin Saturday, February 22 and will end Friday, March 7. All routes will be counted except those routes which both the regular carrier and management agree in writing not to count (Art. 9.2.C.3.a.2). The count will become effective April 19, 2014-- PP 10/2014. If your route received an LLV and your route has not been counted since the LLV was assigned to your route, you will be counted. If your route went on DPS for the first time and the route has not been counted under the DPS standard, you will be counted.

Mail Count Training will be scheduled based on how many routes are to be counted. Postcards will be mailed with dates, places, and times as soon as possible after determining how many training sites are needed. If you are to be counted, please come to the training. You need to be informed and understand how you are receiving credit for the mail pieces that you handle daily. Part-Time Assistant District Representative

One of the major changes to our steward system in Mid-Carolinas is the appointment of Bethany Small as a new ADR. Bethany lives in Southport and works as a

PTF in Shallotte. She worked as an Area Steward until she was appointed to this new position. Bethany joins Tracy Davidson and Barbara Smith as Assistant District Representatives in Mid-Carolinas.

Area Stewards The new office listing for the District

Representatives and Area Stewards are listed in this issue of the North Carolina Rural Carrier. There is a new Area Steward in Mid-Carolinas: Stacey Harris. She will be covering some of the 297 offices in South Carolina. Stacey is joining the two Area Stewards who have been working for the past year-- Brenda Prevatte and Kelly Kenny-Futch. These Area Stewards are doing a great job.

Seniority Over the past several months there have been several

route postings across the District. Issues have arisen because seniority lists are not accurate and awarding of the routes has been delayed. RCAs should ask management for a seniority list to be posted in the office. Hire dates should be checked for accuracy and if there is a question, refer to Article 12.2 (Rural Carrier Seniority). If Article 12 does not answer your questions, please call me or one of the assistant district representatives for assistance.

Who do you know?

The NCRLCA is looking for anyone with contacts to political representatives, big business, or any other influential people in your community that could be helpful in contacting Washington's Senators and Representatives for support in our fight to retain 6-day delivery. Perhaps your neighbor has a sister that works for Amazon or Netflix. Maybe your best friend has an uncle that is the mayor of a town with lots of constituents that will be voting in upcoming elections. If you think about it, I'll bet you know someone whose business could be seriously affected by the loss of 6-day delivery. These are potential Grasstop Connections and we need your help in reaching out to these people.

What can I do?

In the upcoming months, the NCRLCA will be soliciting Grasstop Connections information from you. We want to make contact with anyone that has the potential to help us save our future. Auxiliary News It is a very special time of the year for rural

mail carriers spouses. It is at this time of the year when friends remember friends with cards, gifts and thoughtful expressions of love. For our mail carriers it is a very busy time for volume on each route increases with cards and packages. As for me, I look forward daily to visiting my mailbox to check for cards and notes from friends.

Last year the “Program of Love” was very special and nationwide raising $82,029.49 was just great for DEBRA. Everyone helped and I again thank my many friends in North Carolina for their ways of contribution to make this project successful.

This year, National President Sheila Reardon-Gilman has chosen Juvenile Diabetes Research Foundation - JDRF CURING TYPE 1 DIABETES as her Humanitarian Project. Let’s again support the Auxiliary of the.

National Rural Letter Carriers’ Association through the purchase of the items that are for sale or support this program in whatever way we can.

The holiday season reminds us to take just a few moments to remember our thankfulness and show our friends we remember them. Don’t forget to mail Christmas Cards to your many friends for it may be a very special gift they this year.

As the calendar year will soon be winding down, another year with new adventures will begin. It is time to focus attention to the future plans of your graduating “RLC Juniors.” Each year, the national auxiliary of the National Rural Letter Carriers Association has several scholarships to award to well deserving “Juniors”. If your child is graduating from high school or is already attending a college, then he or she is eligible to fill out applications for these scholarships. The student must be under the age of 21 (as of August 1, 2014) and not married. The scholarship forms are on the National Rural Carriers Association Website NRLCA.org. The RLCA member will have to sign on to the national website for you to obtain these forms. If you have questions about any of the scholarship forms, please call the appropriate National Auxiliary officer who is listed at the bottom of the scholarship form. See a national magazine to obtain the appropriate auxiliary officer phone number. State Auxiliary Officers have the forms as well.

The North Carolina Auxiliary along with several districts will also have scholarships to award. Contact Sue Kelly at 910-488-5424 for this form. Only Juniors from North Carolina can apply for these.

All National Scholarship applications must be postmarked no later than March 1, 2014. NC Scholarship applications must be mailed to Sue Kelly prior to the State Convention.

On a personal note, sympathy is extended to Susanne and Jimmie Reavis in the loss of their daughter in law, Lorie Reavis, who lost her battle with cancer on November 22, 2013. Lorie’s son, Justin is the president of the North Carolina Junior Auxiliary.
