23.1 UNIFORMS 23.1.1. WEARING THE UNIFORM

A. When on duty, uniformed members shall wear their uniforms according to the

provisions of this Order and as pictured in the appropriate sub-section.

B. Members shall wear the uniform of the day as directed by their bureau, office, district, or division commander.

C. Permission to deviate from the uniform of the day may be granted by the

respective bureau or office commander for specific occasions or special events such as memorial services or national conferences.

D. Commanders shall ensure that uniformed members under their command are

similarly attired when patrolling together or when assigned to the same detail.

E. The work site commander may designate the appropriate apparel for enforcement members assigned to special details or covert operations.

F. The uniform of the day shall be worn by all uniformed enlisted members en route to a

mobilization, while at the mobilization, and during the return trip.

G. Uniformed members shall not wear their uniforms off-duty, except as provided below.

(1) Enlisted members and motor carrier officers may wear their uniform to and from work and their residence.

(2) State properties security officers may only wear their uniform to and from work

when authorized by their commander.

(3) During meal periods taken during their course of duty.

(4) When authorized by the Director.

H. Optional Wear of Business Attire

(1) Command officers have the discretion to wear a suit to meetings where the environment deems it more appropriate to wear business attire.

(2) Enforcement members assigned to light duty shall wear business attire.

23.1.2. UNIFORM CLASSIFICATIONS

A. Class A Uniform

The Class A uniform is the dress uniform worn for special occasions. It consists of the uniform garrison hat, dress blouse, long-sleeve shirt, tie, winter trousers, and oxfords or shined issued boots with clean soles. The duty belt (Sam Browne) is worn with the shoulder strap.

(1) From the second Sunday in November until the third Sunday in March, the Class

A uniform shall be worn by an enlisted member, motor carrier officer, or state properties security officer only under the following circumstances:

a. When giving a formal presentation or speech;

b. When representing the department at a funeral or memorial service;

c. When attending a departmental ceremony;

d. When attending a formal event as determined by the district/division or bureau/office commander;

e. At other times when directed by the respective bureau or office commander.

(2) If the occasion to wear the Class A uniform as specified above is for a duration

less than an entire shift, the enforcement member shall wear the uniform of the day for the balance of their shift.

(3) The wearing of the Class A uniform outside of the dates specified above shall

require approval of the Director or Director’s designee.

B. Class B Uniform

The Class B uniform is the winter uniform typically worn by enforcement personnel for general patrol, administrative, and other duties. It consists of the uniform garrison hat or winter hat, long-sleeve shirt, tie, winter trousers, car-duty jacket, parka or overcoat. Oxfords or boots may be worn, but if boots are chosen they shall be worn under the pant leg. The duty belt (Sam Browne) is worn without the shoulder strap.

The Class B uniform shall be the uniform of the day from the first Sunday in October through the first Sunday in May.

C. Class C Uniform

The Class C uniform is the summer uniform typically worn by enforcement personnel for general patrol, administrative, and other duties. It consists of the uniform garrison hat, short-sleeve shirt, tie, and summer or winter trousers, and car-duty jacket. Oxfords or boots may be worn, but if boots are chosen they shall be worn under the pant leg. The duty belt is worn without the shoulder strap.

The Class C uniform shall be the uniform of the day from the first Sunday in May through the first Sunday in October.

D. Class D Uniform

(1) The Class D Uniform is the fatigue uniform. It is worn by specialists such as

Emergency Support Team members, canine handlers, Office of Behavioral Science members, some crime lab personnel, other specialty team members, and by all enlisted members for training and other special duty. It consists of the fatigue cap, fatigue pants and shirt, and field duty boots. The duty belt (Sam Browne) is worn without the shoulder strap.

(2) The Class D uniform is to be worn only under the following circumstances:

a. The Class D uniform shall be worn by motor carrier officers during all

enforcement activities.

b. The wearing of the issued knit stocking cap is authorized for motor carrier officers, while on patrol.

c. The Class D uniform shall be worn by enlisted and state properties security officers only for non-patrol activities, and when details and assignments make it necessary, and then only with permission of the work site commander or higher authority.

d. Specialty team members shall not wear the Class D uniform during patrol

duties in their day-to-day assignments outside their specialty area.

e. When worn, the determination of wearing Class D long or short sleeve shirts shall be consistent with the uniform of the day for Class B or C uniforms, unless tactical, environmental, or operational concerns dictate otherwise.

f. The Class D uniform shall be taken on mobilizations, but shall only be

worn when directed by the incident commander.

g. A dark blue or black crew neck shirt shall be worn under the Class D uniform shirt.

h. A dark blue or black turtleneck shirt may be worn under the Class D

uniform shirt by specialty team members, providing all members are consistent and wear the same type of shirt when conducting a team operation or training.

i. Athletic shoes may only be worn with the Class D uniform in the following

situations:

i. When training within Training Division facilities or on Training Division property.

ii. When the training or activity is conducted primarily indoors, unless that

training or activity is for the purpose of civil disorder control, or when wearing the field duty boot is an integral part of that training.

iii. While in transit to and from such activity, field duty boots shall be worn

with the Class D uniform.

j. When worn with the field duty boots, the Class D uniform shall be worn with the pant legs tucked into the boots and bloused.

k. Designation of rank shall not be worn on the Class D fatigue hat.

l. Only commissioned officers and sergeants shall wear rank insignia on the

Class D uniform and they shall do so in accordance with Section 23.5 of this Order.

m. Canine handlers, when actually engaged in a tracking assignment, are

exempt from wearing the Class D fatigue hat.

n. See Section 23.2 for photographic representations of the proper wear of the Class D uniform, and Section 23.5 for information on the proper wear of patches and collar insignia on the Class D uniform.

o. Camouflage fatigue uniforms and related equipment worn by Emergency

Support Team members and canine handlers shall be worn in accordance with each unit’s respective policies and procedures.

p. Members of the Office of Behavioral Science may wear the Class D uniform when responding to and from, and assisting at, the scene of an incident where their services are requested. They may also wear the Class D uniform while participating in department-sanctioned training.

23.1.3. UNIFORM EQUIPMENT

A. Outer Garments

(1) Car Duty Jacket

a. Car duty jackets are intended to be worn by all uniform personnel during inclement weather, unless another outer garment is worn in accordance with the Order.

b. The only accouterment worn on the car duty jacket is the name bar as

specified in Section 23.5.

c. Length of service shall not be designated on the car duty jacket.

(2) Class A Uniform Blouse

a. The Class A uniform blouse is the dress uniform worn for special occasions as specified in Section 23.1.2.A.

b. Accouterments are to be worn as specified in Section 23.5.

(3) Overcoat

a. Commissioned enlisted and motor carrier officers at the assistant

district or division commander level and above shall be issued overcoats which may be worn over the Class A uniform blouse and Sam Browne belt.

b. Accouterments are to be worn as specified in Section 23.5.

(4) Parka

a. Parkas shall be issued upon request to all uniformed enlisted, motor carrier

officers, and state properties security officers.

b. The parka is designed to be worn when circumstances require spending an unusual length of time outdoors during extremely cold weather.

c. Uniformed enlisted and motor carrier officers wearing the Class A

uniform blouse may wear the parka over the blouse and Sam Browne belt.

d. The parka shall bear the designation of rank of noncommissioned, but not

commissioned enforcement members. Length of service shall not be designated on the parka.

B. Gloves

(1) Enforcement members in uniform may wear gloves in cold weather. If

gloves are worn, enforcement members shall wear black gloves.

(2) Enforcement members shall not wear gloves (e.g., leather driving gloves) with their Class C uniform.

(3) Leather gloves do not protect enforcement members from biohazards or other

dangerous chemicals and cannot be sufficiently cleaned without being ruined. Enforcement members should therefore wear latex gloves or chemical protective gloves as the circumstances of a situation dictate.

(4) Gloves are not an issued item for enlisted members. They are issued to motor

carrier and state properties security officers.

C. Uniform Footwear

(1) Although uniformed enforcement members are encouraged to wear department issued footwear, they may choose to wear footwear purchased at their own expense, such as field duty boots designed for extreme cold weather, as long as those boots have a plain toe and are constructed primarily of plain black leather.

Work site commanders may prohibit enforcement members from wearing non-issued footwear that does not give a professional appearance or does not appear to be suitable for their assigned duties.

(2) Motor officers assigned to the Motor Unit are exempt from the above requirement to wear their boots under the uniform pant leg when they are wearing motorcycle breeches and boots during the course of performing motorcycle duty.

D. Uniform Hat

(1) Uniformed enforcement members shall wear either their issued uniform garrison

hat or winter hat at all times when outside the patrol car. a. Wearing hats inside patrol cars is not required.

b. Uniformed enforcement members shall exercise their best judgment about

wearing their uniform garrison hat inside public buildings, but the winter hat shall not be worn in buildings. i. When carrying the uniform garrison hat, it shall always be carried in

the non-dominant hand.

(2) The issued knit stocking cap may be carried by enforcement members as a secondary winter hat and worn during cold weather.

E. Duty Belt and Holsters

(1) All uniform enforcement members shall wear the duty belt with the holster and

service weapon on their strong side. Unauthorized holsters shall not be worn on the duty belt at any time.

(2) All non-uniform and specialty enforcement members shall wear the tactical duty belt with the holster and service weapon on their strong side. Unauthorized tactical belts and holsters shall not be worn on the duty belt at any time.

(3) When on duty in uniform within a department facility, the enforcement member is

not required to wear the duty belt, but may wear an alternate holster, black in color, on the uniform belt.

F. High-Visibility Safety Vests

(1) Per the Code of Federal Regulations, Title 23, Part 634, enforcement members shall wear their issued high-visibility safety vest meeting ANSI 207 performance standard at all times when directing traffic, investigating crashes, and/or handling lane closures, obstructed roadways, and disasters while on foot within the right of way of a Federal-aid, limited-access highway.

(2) In addition to the federal regulations, members shall wear their issued high-

visibility safety vest when directing traffic, investigating crashes, and/or handling lane closures, obstructed roadways, and disasters while on foot within the right of way of any roadway.

23.1.4. DESIGNATION OF RANK AND TIME IN SERVICE

A. Collar Insignias

(1) Collar insignias shall be issued to uniformed enforcement members for wear with

the Class A, B, C, and D uniforms.

(2) Chaplain insignias are gold in color and are presently available for the following faiths:

a. Christian Faith--Latin Cross

b. Jewish Faith--Double Tablet Representing the Ten Commandments

c. Muslim Faith--Crescent Moon

(3) Chaplains of a religious affiliation other than Christian, Jewish, or Muslim shall be addressed on a case-by-case basis.

(4) Collar insignias shall be worn as specified in Section 23.5 of this Order.

B. Shoulder Insignia

Insignia of rank shall be worn as specified in Section 23.5 of this Order.

C. Time-In-Service Designators

(1) Service stars, each denoting five years of service, and service bars, each denoting

two years of service, shall be worn on the left sleeve of the Class A uniform blouse.

(2) The designation of length of service shall be kept current.

(3) The time-in-service designation for each enforcement member shall represent the total number of years served in their current position. For example, the time-in-service designation for enlisted members shall only represent the total number of years served as an enlisted member.

(4) See Section 23.5 of this Order for additional instruction on the proper wear of

time-in-service designators.

23.1.5. WEARING INDIVIDUAL AWARDS

A. Award ribbons and other uniform accouterments issued to uniformed members shall be worn as instructed in Section 23.5 of this Order.

B. Award ribbons and other accouterments which are not issued by the department shall not be worn on or with the department uniform unless authorized by the Director. See Section 23.5 of this Order.

C. Only one award ribbon of each type issued (e.g., bravery, meritorious, safe driving)

shall be worn on a member’s uniform at one time, regardless of how many awards have been earned.

D. Enforcement members shall wear all awards issued to them as designated in this Order.

23.1.6. DUPLICATE BADGES

A. Enforcement members are each issued one breast badge and one hat badge.

These are the only badges that shall be worn with the uniform, and the breast badge is the only badge that shall be used for on-duty identification purposes.

B. Enlisted members who wish to purchase a duplicate badge, including a flat wallet

badge, for off-duty identification purposes may do so using the following procedures:

(1) The enlisted member shall submit a UD-079, Duplicate Badge Authorization form, through channels to the appropriate district/division commander. By signing the form, the enlisted member agrees to abide by the requirements listed on the form.

(2) After the district/division commander approves the request, the enlisted member may purchase the duplicate badge. The enlisted member shall forward the duplicate badge and UD-079 signed by both the requester and the district/division commander to the Quartermaster.

(3) The Quartermaster shall register the duplicate badge in the member’s personal

issued property and, if no number is on the duplicate badge, etch the enlisted member's issued badge number on the back of the duplicate badge and return it to the enlisted member.

(4) The duplicate badge shall be turned over to the member’s commanding officer in any

instance when the member is required to relinquish their issued badge for any purpose other than promotion or retirement.

(5) The enlisted member shall follow the procedures listed in Section 23.1.10 of this

Order if the duplicate badge is lost or stolen. 23.1.7. INSPECTION OF UNIFORM EQUIPMENT

A. Commanders, or their designated representatives, are responsible for the appearance

of uniformed members under their command and shall make at least a cursory inspection of each uniformed member reporting for duty. Any unsatisfactory appearance issues shall be corrected at that time.

B. Issued equipment shall be inspected periodically, and any issued equipment

found to be unserviceable shall be presented without delay to the Distribution Center for repair and/or replacement.

C. If a member loses, alters without authorization, or damages any equipment through neglect or abuse, he or she shall submit a special report through channels to their district/division commander. The local work site commander shall initiate appropriate corrective measures concerning the altered, lost, or damaged equipment. A copy of the special report, endorsed through the chain of command, shall be forwarded to the Distribution Center for replacement of the lost, altered, or damaged items.

23.1.8. CARE OF UNIFORM

A. Uniforms requiring repair shall be given immediate attention to prevent further damage

and to restore them to serviceable condition. The member shall ensure that seasonal equipment is in serviceable condition when the time arrives for its use. Any piece of issued equipment in need of repair upon completion of its seasonal use shall be immediately forwarded to the Distribution Center.

B. Uniform Garrison Hats

(1) Garrison hats shall be spot cleaned with a damp cloth and air dried. The uniform

garrison hat shall never be immersed in water or dry cleaned as damage will occur.

(2) Garrison hats shall not be left in a hot patrol car for extended periods of time. Prolonged exposure to extreme heat will degrade the hat.

a. Garrison hats shall not be stored in a patrol car. Garrison hats shall be carefully

stored in the enforcement member’s wall locker when off duty.

(3) The rain cover shall be placed onto the garrison hat when there is prolonged or excessive exposure to moisture. Unnecessary exposure to rain will damage the hat.

C. Class D Uniform (Fatigue)

The Class D uniform may be dry cleaned or laundered with the machine set at the permanent-press cycle.

D. Leather

The appearance of all leather equipment shall be maintained by use of a good grade paste or liquid wax.

E. Bullet-Resistant Vests

See Section 23.8 for care instructions for issued bullet-resistant vests.

F. Issue Clothing

All other issue clothing, such as the car-duty jacket, Class A uniform blouse, trousers, and shirts, shall be dry cleaned.

23.1.9. DEPARTMENT SHOULDER PATCHES

A. Shoulder patches shall not be provided to other governmental units,

departments, or agencies. Exceptions to this policy require the approval of the Director.

B. Department members attending the FBI National Academy are approved to obtain shoulder patches from the Distribution Center to take to their session. The member may obtain up to the expected class size and shall return any undistributed patches to the Distribution Center. C. All other internal requests for shoulder patches shall be forwarded through the chain of command for bureau or office approval.

D. External requests for shoulder patches shall be forwarded to the Public Affairs Section for response.

23.1.10. LOSS OR THEFT OF BADGES AND/OR IDENTIFICATION CARDS

A. When a breast badge, hat badge, wallet badge (department or personally owned), or

identification card is lost or stolen, the enforcement member to whom the item is issued shall immediately do the following:

(1) Notify their work unit commander.

(2) Complete an incident report.

(3) Enter the item(s) into LEIN/NCIC.

a. Enter the lost or stolen item’s badge number in the “Serial Number” field.

i. If the lost or stolen item is an identification card, still enter the

member’s badge number in the “Serial Number” field.

ii. If more than one item has been lost or stolen, use the same badge number for each one.

b. If the brand of the lost or stolen item is known (i.e., a “Blackinton” badge)

enter it in the “Brand Code” field.

This field is required by LEIN/NCIC, so if the brand of the lost or stolen item is not known simply enter “Unknown” or “None” in this field.

c. Specify whether the lost or stolen item is a breast badge, hat badge, wallet

badge, or identification card in the “Miscellaneous Information” field. Also use this field to list any additional descriptive information such as the rank and color of the badge and any distinguishing marks (e.g., a small scratch or unique clasp).

(4) Notify Operations of the loss/theft of the item(s) via LEIN administrative

message and include the NIC number for each item entered.

(5) Complete a special report detailing the circumstances surrounding the loss/theft of the item(s) and submit it through channels to their bureau commander.

The name of the department or work unit taking the loss/theft report and the incident number shall be included in the special report.

B. Replacement Retiree Badge and/or Identification Card

(1) Those retirees who lose a badge and/or identification card and wish to obtain a

replacement must do the following:

a. Contact the post in the area in which the loss is believed to have occurred and have an incident report completed. If out of state, the retiree may contact any Michigan State Police post via telephone and report the loss.

i. The post receiving the report shall immediately follow the procedures

listed in Section 23.1.10.A of this Order, to include entering the badge and/or identification card in LEIN/NCIC and notifying Operations of the loss/theft of the item(s) via LEIN administrative message.

Enter the retiree’s badge number in the “Serial Number” field and specify whether the missing item is a retiree badge or retiree identification card in the “Miscellaneous Information” field.

ii. Retirees are encouraged to report the loss of their badge and/or

identification card regardless of whether they wish to obtain a replacement.

b. Send a letter to the Human Resources Division detailing the date and

circumstances of the loss and requesting approval to obtain a replacement badge and/or identification card.

(2) The Human Resources Division director shall confirm that the individual is a former member of the department who has retired in good standing.

(3) The letter shall then be forwarded from the Human Resources Division director to the current commander of the bureau from which the retiree retired for review and final approval.

(4) If the retiree’s request is approved, the bureau or office commander or their

designee shall send an email to the Human Resources Division and/or Photo Lab Unit notifying them of the approval. A letter shall also be sent via first class mail to the retiree informing them that their request has been approved and instructing them to contact the Human Resources Division and/or the Photo Lab Unit to arrange for their replacement badge and/or identification card.

a. Retirees wishing to obtain a replacement retirement badge must do

so through the Human Resources Division at their own expense.

b. Retirees wishing to obtain a replacement identification card must do so from the Photo Lab Unit and they may be charged a replacement fee.

C. Replacement Identification Card for Civilian Members

When an identification card is lost or stolen, the member to whom the item is issued shall immediately do the following:

(1) Contact the post in the area in which the loss is believed to have occurred and have an incident report completed. If out of state, the member may contact any Michigan State Police post via telephone and report the loss. a. The post receiving the report shall immediately follow the procedures listed

in Section 23.1.10.A of this Order, to include entering the identification card in LEIN/NCIC and notifying Operations of the loss/theft of the item via LEIN administrative message.

D. Issue of Replacement Badges and/or Identification Cards

(1) District or division approval is required for the issue of any replacement badges and/or identification cards.

(2) Approval shall be granted in the form of an email sent through channels from

the district or division commander to the member’s work unit commander. Copies shall also be sent to the Quartermaster and/or the Photo Lab Unit.

(3) Once approval has been granted, it shall be the member’s responsibility to

coordinate with the Quartermaster and/or the Photo Lab Unit to obtain the necessary replacement badge(s) and/or identification cards.

The Photo Lab Unit may charge a replacement fee in situations involving the loss of an identification card.

23.1.11. REPLACING LOST PERSONAL ISSUE ITEMS

The following is a list of personal issue items that do not require a special report if lost or damaged:

23.1.12. DISPOSAL OF UNIFORM EQUIPMENT

A. Department issued uniform equipment shall not be permanently provided to anyone

for collections, displays, or personal use without specific written authorization from the Director.

B. Destruction of Uniform Items

(1) Items that are not required to be returned pursuant to Section 23.1.12.C below may

be destroyed at the work site if, in the opinion of the work site commander, they are not in reusable condition:

D. Returned Uniform Items

(1) Chemical Protective Overgarment (CPO) (2) Collapsible Baton (3) Handcuffs (4) Mobilization Bag (5) Riot Baton (6) Riot/Ballistic Helmet (7) Complex Coordinated Attack Vest (CCAV) (8) Air Purifying Respirator (APR)

E. Weapons, Badges, Bullet-Resistant Vest

The following issued items shall be returned to the department Quartermaster: (1) Service Weapon (with Magazines) (2) Back-Up Weapon (with Magazines) (3) Hat and Breast Badges (4) Bullet-Resistant Vest Department policy prohibits giving breast badges to anyone, except in the case of the death of an active enforcement member.

Unless the originally assigned breast badge is lost or stolen a new breast badge will not be reissued.

With the exception of Section 23.5.10 below, the information and instructions listed in this Order apply to the Class A, B, and C uniforms.

23.5.1. ACCOUTERMENT FINISHES

Uniform accouterments are available in gold or chrome finishes and shall be issued and worn by rank as follows: A. Troopers and Sergeants All Chrome Plated B. Lieutenants All Gold Plated C. F/Lieutenants Collar Brass Chrome Plated – All Other Gold Plated D. Inspectors Collar Brass Chrome Plated – All Other Gold Plated E. Captains All Gold Plated F. Majors All Gold Plated G. 23.5.2. BADGES

A. Uniformed members shall wear their department-issued breast badge through the eyelets provided on the uniform shirt or Class A uniform blouse, whichever is the outer vestment worn at the time.

The breast badge shall not be worn on the car duty jacket or parka.

B. Uniformed members shall wear their issued hat badge through the eyelets provided on their uniform garrison hat or winter hat, whichever one is being worn at the time.

23.5.3. NAME BAR

A. The name bar shall be worn on the Class B or C uniform shirt or Class A uniform blouse, whichever is the outer vestment worn at the time.

B. Enforcement members wearing a car-duty jacket shall wear a name bar through

the eyelets provided.

C. The name bar shall be worn in plain view at all times, unless otherwise directed by the district or division commander, except that no name bar shall be worn on the overcoat, parka, or Class D uniform.

D. If there are no eyelets provided on a garment, the name bar shall be centered on the

right pocket flap one-half inch below the top of the flap.

23.5.4. TIE BAR

The tie bar shall be worn approximately one inch below the bottom edge of the pocket flap. 23.5.5. SPECIALIST IDENTIFICATION RIBBONS

Specialist identification ribbons shall be issued to members after obtaining certain specified qualifications.

A. The following specialist identification ribbons have been approved for wear:

(1) Diver (2) Emergency Support Team (ES Team) (3) Field Training Officer (FTO) (4) Forensic Artist

(5) K-9 (6) Motor Officer (7) Pilot (Aviator) (8) Community Service Trooper (CST) (9) Recruiter

(10) Traffic Crash Reconstruction Specialist (11) Bomb Squad

B. Specialist Identification ribbons shall only be worn on the dress blouse or shirt,

whichever is the outer vestment worn at the time.

(1) Specialist Identification Ribbon, Active Specialist

a. When a member is active in the specialty area assigned, the identification ribbon shall be centered above the name bar, one quarter inch above the top of the right pocket flap.

b. If a member is active in more than one specialty assignment, no more

than two specialty ribbons may be worn over the right pocket flap.

c. The two ribbons shall be worn immediately adjacent to each other so as to form a row, and shall be centered above the name bar, one quarter inch above the top of the right pocket flap.

(2) Specialist Identification Ribbon, Retired Specialist

a. If a member is no longer active in a specialty, but left the specialty in

good standing, the member may wear the Specialist Identification Ribbon.

b. When the Specialist Identification Ribbon is worn under this sub-section,

the ribbon shall be worn at the end of the rank order for department awards identified in Section 23.5.6.

(3) The following photographs provide examples of other identification ribbons and their placement on the uniform:

23.5.6. DEPARTMENT AWARD RIBBONS

A. Award ribbons shall be worn on the Class A uniform blouse or uniform shirt, whichever is the outer vestment worn at the time, in rank order from the enforcement member’s right to left, beginning with the highest honor.

B. Award ribbons are ranked from highest to lowest as follows:

(1) Valor (2) Bravery (3) Meritorious Service (4) Distinguished Service (5) Life Saving (6) Director’s Commendation (7) Trooper of the Year (8) Cpl. Samuel A. Mapes (9) Marksmanship (10) Safe Driving (11) Voluntary Fitness Assessment

C. No more than three award ribbons shall be worn in one tier. The award ribbon, or

row of award ribbons, shall be centered below the official department badge. (1) If a single tier of ribbons is worn, they shall be located one-quarter inch below

the top of the pocket flap.

(2) If a second tier is worn, they shall be located immediately below the top tier.

(3) Only one award ribbon of each type issued shall be worn regardless of how many awards have been earned.

D. Ribbon Bars

(1) Enforcement members may affix their department-issued award ribbons

and specialist identification ribbons to a ribbon bar, purchased at their own expense.

(2) The award ribbons and specialist identification ribbons shall be horizontal, even with one another, and in the order specified above. The ribbon bar itself shall not be visible.

23.5.7. WHISTLE CHAIN

A. The whistle chain shall be worn buttoned under the right epaulet of the uniform shirt or dress blouse, whichever is the outer garment worn at the time.

B. Enforcement members may affix the department-issued whistle on the pocketed end

of the whistle chain, or they may attach a single spare handcuff key in addition to, or instead of, the whistle.

For tactical reasons, this spare handcuff key shall only be used in emergency situations when other, more accessible handcuff keys are not available.

23.5.8. PENS

A. Enforcement members may wear one or two pens in the pen hole on the left pocket flap of the Class B or C uniform shirt.

(1) Only the tops of pens and their pocket clips may be exposed. The pens shall otherwise be concealed within the pocket.

(2) The color of the pens and/or their pocket clips shall be black or blue, or match

the color of the enforcement member’s badge. Pens of any other color shall not be worn exposed.

B. Pens shall not be worn exposed on the Class A uniform blouse. C. In place of one or both pens, enforcement members may wear a pen-style handcuff

key with black, gold, or silver pocket-clip.

23.5.9. COLLAR INSIGNIAS (CLASS A, B, AND C UNIFORMS)

A. Uniformed Non-Commissioned Enforcement Members

(1) The “MSP” and post number (or “HQ”) insignias shall be worn as shown in the following photograph, and as specified by the solid arrow measurement in the illustration below.

(2) The top edge of the collar insignia shall be parallel to the top of the edge of the shirt

collar.

B. Uniformed Commissioned Enforcement Members

(1) Lieutenants and above shall wear the post number, HQ insignia, or state seal, as appropriate for their assignment.

a. Department chaplains shall wear the insignia corresponding to their religious

faith in place of the state seal.

(2) The rank and state seal insignia shall be worn as shown in the following photograph, and as specified by the solid arrow measurement in the illustration below.

(3) The top edge of the collar insignia shall be parallel to the top of the edge of the shirt collar.

23.5.10. COMMISSIONED OFFICER SHOULDER INSIGNIA (CLASS A UNIFORM)

A. Enforcement members at the lieutenant rank and higher shall wear rank insignia on the shoulders of their Class A uniform blouse.

B. The rank insignia shall be pinned in the center of the stitched portion of each shoulder’s

epaulet, with the bottom of the insignia facing the sleeve seam, as shown in the following illustration:

23.5.11. CLASS D (FATIGUE) UNIFORM

A. Patches

(1) Subdued shoulder patches shall be worn on the Class D uniform.

(2) Subdued Unit Patches

a. Unit-specific subdued patches shall be issued from the Distribution Center for department members serving in specialized units.

Specialized subdued unit patches include the following:

i. Bomb Squad ii. Canine Handler iii. Emergency Support Team

iv. Commercial Vehicle Enforcement v. State Properties Security vi. Traffic Crash Reconstruction vii. Underwater Recovery Team b. Unit-specific subdued patches shall be worn centered over the left breast pocket.

c. Approval for, and instructions for wear of, additional unit-specific subdued

patches may only be granted by the Director, in cooperation with the particular unit and their respective bureau or office.

(3) Name Patches

a. Blank name patches shall be issued from the Distribution Center.

b. Name patches shall be worn centered over the right breast pocket.

B. Collar Insignia

(1) Sergeants

a. Sergeants shall wear subdued pin-on rank insignia on both collars of the Class D uniform.

b. The insignia shall be centered on the collars, with the centerline of the

insignia bisecting the points of the collar, one inch up from the collar point, as specified in the following illustration:

(2) Uniformed Commissioned Enforcement Members

a. Lieutenants shall wear subdued rank insignia on both collars of the Class D uniform. Inspectors and above are not issued subdued rank insignia.

b. The rank insignia shall be placed as specified in the illustration below.

c. The top edge of the collar insignia shall be parallel to the top of the edge of the

shirt collar.

C. Award and specialist identification ribbons, and/or metal name tags shall not be worn on the Class D uniform.

23.5.12. MOURNING BANDS AND PINS

Refer to Official Order No. 25, Section 25.1.7, for guidelines on the wearing of mourning bands and pins.

23.6 DISTRIBUTION CENTER ISSUE EQUIPMENT

This section lists individual items issued by the Distribution Center to members of the department. Classifications and ranks of department members are listed to determine eligibility for issue items.

23.6.1. UNIFORMS

A. The uniforms worn by department members are prescribed by the Director. Changes, modifications, additions, or deletions to any uniform require authorization by the Director.

B. Members shall draw all items from the Distribution Center that may be required to be

worn or carried. However, if the member has a choice in carrying/wearing an item, it is not required that they draw it.

Examples of items not required to be drawn include the detective's badge holder since carrying the holder is not required, and the summer uniform trousers because a member may choose to wear only winter uniform trousers.

C. Uniform items shall be retained by enforcement members transferred or promoted from

a uniform position to non-uniform position since many of these items may not be reissued. If the officer returns to a uniform position, the original uniforms will be altered to reflect the member’s new position.

D. The Distribution Center shall issue stocked items as provided in this Order. Additional

items or additional quantities of issue require written approval from the member's bureau commander before issuance.

E. The Tailor Shop provides tailoring services for uniformed members and recruit schools.

The Tailor Shop accepts appointments on Monday and Friday between 8 a.m. and 5 p.m. (Walk in customers are taken, however appointments take priority.) Members shall telephone the Tailor Shop at least one week in advance to schedule their appointments.

23.6.2. SPECIAL ISSUE ITEMS

A. Identification Cards

Members shall be issued a department identification card by the Biometrics and Identification Division.

B. Uniform Oxfords

(1) Crepe sole uniform oxfords shall be maintained as an inventory item,

which may be requisitioned from the Distribution Center by members who may be issued oxfords.

(2) Leather sole uniform oxfords are not an inventory item, but may be requested by uniformed enforcement members who are a Captain level or above in lieu of crepe sole oxfords.

(8) Handcuffs, Secondary Set

a. Members may carry a secondary set of handcuffs on their Sam Browne

belt under the following conditions:

i. The handcuffs are Smith and Wesson Model 1 or Model 100 chain handcuffs, nickel in color.

ii. They are carried in a leather handcuff case identical in finish and

appearance to their issued handcuff case.

iii. The secondary set of handcuffs and case must be purchased at the member’s expense.

b. Members may choose to wear two single-cuff cases or one double-cuff

case on their Sam Browne belt.

c. Members shall only wear one single-cuff case, one double-cuff case, or two single-cuff cases on their Sam Browne belt at one time.

23.8 BULLET-RESISTANT VESTS

23.8.1. GENERAL

Bullet-resistant vests are issued to enforcement members in accordance with this Order.

A. A bullet-resistant vest shall be issued to each new enforcement member during recruit

training.

B. Bullet-resistant vests shall be replaced in accordance with the current manufacturer’s warranty.

C. Bullet-resistant vests shall be replaced in the case of damage to the ballistic panels. D. If a fit issue arises after the original issue date, the Quartermaster shall be

contacted to arrange for a replacement vest.

E. Department firearms instructors shall inspect each enforcement member’s bullet-resistant vest during the annual summer shoot for condition, proper wear, and fit.

F. All enforcement members shall be issued a bullet-resistant vest and shall wear

this vest while on duty except:

(1) Enforcement members assigned to staff positions.

(2) Detective sergeants are encouraged to wear their issued bullet-resistant vest while on duty, but are not required to do so.

G. All enforcement members shall wear their department-issued bullet-resistant vests

while participating in firearms training.

23.8.2. SOFT BODY ARMOR DESCRIPTION AND CARE INSTRUCTIONS

A. Each bullet-resistant vest consists of the following components:

a. Each bullet-resistant vest consists of a front and a back ballistic panel, fitted to the wearer. The panels are certified by the National Institute of Justice, to provide Level II protection. Panels are clearly marked as to which side shall be placed against the member’s body. Members shall insure the panels are placed in the carrier correctly. By contract, manufacturers supplying bullet-resistant vests to the department must provide a minimum of ½” of overlap on the side panels of the armor.

(2) Panel Carrier

a. Each vest will be supplied with one panel carrier. In the event the carrier

is damaged or excessively worn, the member shall contact the Quartermaster to arrange replacement.

(3) Special threat plates.

Each ballistic vest will contain a hard trauma plate and two front and rear special threat plates. The plates shall be worn in accordance with the manufactures instructions.

(4) All department owned ballistic vests shall be cared for and stored in the manner specified by the manufacturer Safariland Use and Care of Body Armor.

23.8.3. CCAV (COMPLEX COORDINATED ATTACK VEST), DESCRIPTION, CARE AND STORAGE.

A. Enforcement members are issued a Complex Coordinated Attack Vest (CCAV). The

CCAV contains the following components: (1) Load bearing outer carrier with Molle attachment system. (2) Front and rear ceramic in-conjunction use special threat plates.

(3) Molle attached M-4 and Glock magazine pouches, shot gun shell carrier, cuff case, radio holder and first aid pouch.

B. The CCAV vest is an “in-conjunction” system. In order to realize any ballistic protection with the CCAV vest, members must wear it in-conjunction (over) properly worn soft body armor.

C. Department owned CCAV vests shall be cared for in accordance with the

manufacturer’s instructions.

D. CCAV vests shall be stored horizontally in a manner which makes them accessible to officers while protecting the vest shock or severe impact or exposure to water or salt.

E. Replacement carriers, ballistic plates and attachments shall be obtained through

Quartermaster. 23.9 REQUISITIONING SUPPLIES AND EQUIPMENT 23.9.1. SUPPLIES AND EQUIPMENT NOT STOCKED BY THE DEPARTMENT

23.9.2. SUPPLIES AND FORMS STOCKED IN THE DISTRIBUTION CENTER

A. Distribution Center Supplies and Printed Forms

(1) Management Services Section maintains a supply of uniforms, equipment, flares, ammo and printed forms in the Distribution Center. The Distribution Center Catalog lists the items issued by the Distribution Center.

(2) Through quantity purchasing, these items cost less than similar items

purchased locally. Items listed in the Distribution Center Catalog shall not be purchased locally except as required to meet immediate emergency needs. See Official Order No. 8 for limits on expenditures using imprest cash funds.

B. Requisitioning

(1) The Distribution Center Requisition, ADM-001, shall be used to order supplies

and forms from the Distribution Center. When completing the ADM-001 form, fill out all fields and click submit. Make sure to obtain an order number and print a copy.

(2) Telephone or fax requests for supplies will not be filled. For extreme

emergencies, contact the Distribution Center directly.

C. Unavailable Items

Items unavailable at the time of requisition will be placed on backorder. Packing slips will be forwarded to work locations with the backorder number.

D. Items Returned for Credit

(1) Items being returned to the Distribution Center for credit shall be clearly

marked, indicating the location. The returned items shall be accompanied by an ADM-070 to receive credit.

(2) Work sites returning stock shall only be credited for currently stocked items which can be reissued.

23.9.3. QUARTERMASTER

A. The Quartermaster is located at the Michigan State Police Training Academy and open during normal work hours, Monday through Friday. Members are encouraged to contact the Quartermaster prior to arrival, state the nature of their business, and insure proper supplies are available.

B. The Quartermaster issues all firearms, badges, and tasers. Additionally, the

quartermaster is responsible for the ordering and distribution of soft body armor and CCAV vests.

C. The Quartermaster is responsible for facilitating warranty claims on firearms, tasers

and body armor.

D. The Quartermaster Unit shall be contacted for information regarding repairing weapons. When these items are dropped off at the Quartermaster Unit, a completed Weapon Repair Tag, TD-008, shall be attached to the weapon listing the repair needed.

E. Weapons turned in to Quartermaster for replacement, repair, or retirement shall be

clean and unloaded. The Quartermaster shall be the sole distribution and return site for weapons assigned to members or work units.

F. Members wishing to retire shall contact the Quartermaster and schedule an

appointment to turn in all issued equipment, weapons, and badges. 23.9.4. PRINTING

Requests for printing and associated services shall be forwarded to DTMB Printing Services on a DTMB-0598 form.

23.9.5. VEHICLES

A. Requests for additional vehicles shall be submitted on interoffice memorandum through channels to the bureau commander. Final authorization requires approval of the Director according to an agreement between this department and the Motor Transport Division of the Department of Technology, Management, and Budget. Requests approved by the Director shall then be forwarded to Purchasing for processing.

B. Vehicles shall be replaced according to Official Order No. 10.

23.9.6. VEHICLE SUPPLIES

Vehicle supplies, such as tires, motor oil, headlights, etc., shall be ordered or purchased according to Official Order No. 10.

23.10 DEPARTMENT FIRE EXTINGUISHER: INSPECTION, MAINTENANCE, AND TESTING

This section establishes guidelines for the inspection, maintenance, and testing of department fire extinguishers, including those in department vehicles. Proper maintenance is of prime importance in ensuring the extinguisher will function effectively and safely. Commanders are responsible for the inspection, maintenance, and testing of all extinguishers assigned to their command.

23.10.1. INSPECTION

A. Monthly inspections shall be made of all extinguishers in buildings and vehicles.

B. An inspection is a quick check to determine that:

(1) The extinguisher is in its designated place.

(2) Access to or visibility of the extinguisher is not obstructed.

(3) Seals or tamper indicators are not broken (some extinguishers can only be checked by lifting slightly to determine that they are full).

(4) The extinguisher has not been physically damaged.

(5) The extinguisher does not have other obvious defeats (clogged

nozzle, corrosion, leakage, damaged hose, etc.).

(6) The maintenance record tag is up to date.

(7) Pressure gauge readings when not in the operable range shall be noted.

C. Extinguishers shall have a durable tag, UD-004, attached, which shall bear the name of the member making the inspection and the date.

D. MCL 29.351 requires that all State Police vehicles carry a dry chemical type

fire extinguisher containing not less than 4 pounds of extinguisher agent, which shall be inspected at least annually by the local fire department.

E. When an inspection reveals that tampering has occurred or that the

extinguisher is damaged, impaired, leaking, or has obvious corrosion, a maintenance check shall be initiated as indicated in the following paragraphs.

23.10.2. MAINTENANCE (See the National Fire Protection Association (NFPA) 10 Standard for Portable Fire Extinguishers (2010 edition)

A. Maintenance is a thorough check of the extinguisher. The local fire

department or other fire extinguisher service company shall perform this. It is intended to give maximum assurance that an extinguisher will operate effectively and safely. It includes a thorough examination and any necessary repair, recharging, or replacement. The need for hydrostatic testing shall be determined by the qualified expert in accordance with NFPA 10.

B. Maintenance shall be conducted at regular intervals, not more than one year

apart, or after any of the following acts or conditions:

(1) When found necessary by an inspection.

(2) When the extinguisher is used or otherwise emptied.

(3) Where there is evidence of tampering.

(4) When there is mechanical damage or suspected mechanical damage.

Exception: Stored pressure extinguishers with pressure indicators or gauges require maintenance as needed and at least once every six years.

23.10.3. TESTING

A. Extinguishers shall be tested hydrostatically at regular intervals, as required by National Fire Protection Association Pamphlet No. 10 (Standard for Portable Fire Extinguishers), or more frequently when inspection or maintenance indicates a specific need. Such tests are usually required on extinguisher shells, cylinders, some cartridges, and some hose assemblies. (See Section 23.11 for schedule of required hydrostatic test intervals.)

B. Hydrostatic tests shall be conducted or the extinguisher replaced immediately

after discovering mechanical injury or corrosion to the extinguisher shell. Hydrostatic testing shall be performed by persons having a practical knowledge of pressure-testing procedures and safeguards, and having suitable testing equipment and facilities.

C. Extinguishers removed from the premises or vehicle to be recharged shall be

replaced by spare extinguishers during the period they are gone. Spare extinguishers may be obtained from the service company conducting the hydrostatic testing of extinguishers.

D. Extinguisher shells of the non-compressed gas types that pass a hydrostatic

test shall have the test information recorded on a suitable metallic label or equally durable material. The label shall be affixed by a heatless process to the shell. These labels shall be self- destructive when removal from an extinguisher shell is attempted. The label shall include the following information:

(1) Month and year the test was performed, indicated by a perforation,

such as by a hand punch.

(2) Test procedure used.

(3) Name or initials of person performing the test, or the name of the agency performing the test.

E. Questions regarding inspection, maintenance, or testing of extinguishers,

which are not answered by this Order, should be referred to the local fire department or other fire extinguisher service company.

23.11 HYDROSTATIC TESTS

The following are excerpts from the National Fire Protection Association Pamphlet No. 10 (2002 EDITION):

If at any time a fire extinguisher shows evidence of dents, mechanical injury, or corrosion to the extent as to indicate weakness, it shall be condemned or hydrostatically retested

subject to the provisions of 8.4.2 and Section 8.8. Hydrostatic testing shall be performed by persons who are trained in pressure testing procedures and safeguards complying with 7.1.2 and who have testing equipment, facilities, and appropriate manufacturer's service manual(s) available.

At intervals not exceeding those specified in Table 8.3.1, fire extinguishers shall be hydrostatically retested.
