The city of Dayton Safety Building is a 5-story rectangular building, clad in cast stone, which lines the north side of W 3rd Street. The main entrance, located on the southern faτade, is defined by a projecting flat entry portico with individual letters spelling out 'CITY OF DAYTON SAFETY BUILDING' in 2 lines of text on the flat panel above the entrance. Maroon-colored granite is used to define the base of the plinth in front of the central entrance. The projecting cast stone walls which flank the central entrance have recessed panels with fluted relief at the tops, and are capped by simple cornice bands. The fenestration on the facade is arranged in vertical panels of aluminum spandrels and windows that are two units in width, and extend vertically from the 2nd floor level to the 4th floor level. The window system, which consists of fixed units, appears to have been replaced. At the 5th floor level, the fenestration consists of individual openings with 2-light windows that are vertical in proportion and are centered above the vertical panels of the spandrels and windows below. The Dayton Safety Building was constructed in 1955 at a cost of $1.9 million. It first appears in the 1957 City Directory and housed the city's municipal, criminal and civil courts, the police department and the city prosecutor's office. Previously the police department and courts were housed in the City Building at 22 S. Main Street. For the first 36 years of its existence, Dayton had a police force of one marshal. In 1841, it grew to two and then gradually increased over the next 30 years. The city had grown enough by 1873 to require a larger and more permanent force, which was established by an act of the General Assembly. Along the primary faτade on W 3rd Street, the site is defined by a manicured lawn with mature deciduous trees which flank the entrance to the building. A continuous sidewalk lines W 3rd Street. Vehicular access to the site is located at the western end of the parcel, which leads to a surface parking lot to the rear of the building.

The Safety Building is linked to the Dayton Municipal Court Building to the east by a 2-story enclosed skywalk that intersects at the 4th and 5th floor levels. The rear is clad in brick with square fenestration openings with paired aluminum windows from the 2nd to the 4th floor levels, and fenestration at the 5th floor level which is identical to that on all other sides. At the top level of the northern elevation there is a connecting bridge that links the Safety Building to the County Jail to the north.
