Editor’s NoteThe Philippines’ location in the Pacifi c ring of fi re makes the country prone to earthquakes, tsunamis and other geologic hazards. Besides the death toll, injuries and damaged structures, Filipinos also lose livelihood and opportunities as disasters may hold back or delay social and economic development.

The Offi ce of Civil Defense views these hazards along this line as it continues to serve the nation and protect the people through its various programs, actions and projects. Tasked with administering the country’s civil defense and disaster risk reduction and management program, OCD continues to lead in the development of strategies and measures to reduce people’s vulnerabilities and lessen the impacts of these hazards to the communities.

The government also engages in community-based DRRM programs to increase people’s capacity to reduce risks and manage disasters and emergencies. Through these programs, specifi c dangers are identifi ed, enabling communities to mitigate and prepare by establishing early warning systems, evacuation plans and response mechanisms.

OCD also takes eff ort in educating the public to ensure full and accurate understanding of these hazards so that appropriate actions are taken to protect lives and properties.

NDRRMC Leads 1st Quarter 2017Nationwide Simultaneous Earthquake Drill

The National Disaster Risk Reduction and Management Council (NDRRMC) through the Regional DRRM Councils lead the 1st Quarter Nationwide Simultaneous Earthquake Drill (NSED) on 31 March 2017 with the ceremonial venue at the AFP Central Command, Camp Lapulapu, Lahug, Cebu City.

At exactly 2PM, NDRRMC Executive Director and Civil Defense Administrator Usec Ricardo B Jalad, DOST DRR and Climate Change Usec Renato U Solidum Jr, Province of Cebu Board Member Miguel Magpale, Civil Defense Deputy Administrator Asec Rodolfo Demosthenes C Santillan, OCD VII Regional Director Concepcion R Ornopia and BGen Alan R Arrojado AFP joined the ceremonial pressing of the button as a signal to start the nationwide conduct of the earthquake drill.

More than one thousand (1000) local government offi cials, government

scenarios namely, collapsed structure and high angle search and rescue, fi re suppression, vehicular extrication and mass casualty incident were performed.

In line with the conduct of the nationwide earthquake drill, the Offi ce of Civil Defense (OCD) launched the Bida Ang Handa Campaign which seeks to promote disaster preparedness through the public’s participation in the NSED. The goal of the campaign is to gather the maximum number of commitments via social media.

During the campaign period, millions of DRR stakeholders from various sectors as well as families and private individuals joined the campaign by posting in social media a photo and/or video with the fan sign or spoken statement: “Mag-da-Duck, Cover and Hold kami sa March 31, 2017! Dahil bida

ang handa!” #BidaAngHanda is the offi cial hashtag for this year’s NSED.#BidaAngHanda gained more than 17.7 million impressions during the campaign period including the NSED-day. It has also become a top trending topic in Twitter Philippines on 31 March 2017.

The conduct of the 1st quarter NSED aims to test the effi ciency and usefulness of the preparedness, response and recovery plans, systems and policies developed in various localities and offi ces. Specifi cally, it aims to showcase the interoperability of plans among concerned agencies including the LGUs, Civil Society Organizations (CSOs) and even the communities.

“Through this activity we can see the best practices and even the gaps to further improve our preparedness measures for a strong earthquake,” said Usec Ricardo B Jalad.

“This exercise could encourage the entire Philippine citizenry and the whole of government to further strengthen disaster preparedness initiatives and join the NDRRMC in its continuous eff ort to build a culture of disaster resilience,” he added.

““An earthquake can happen here simply because Negros and Bohol already moved and the fact that these two islands already squeezed or pushed towards Cebu,” Solidum said. “Eventually, there will be some sort of pressure on Cebu that would probably be stored as energy and can be released as a strong earthquake later,” he added.

Local drills were conducted in various areas nationwide through the OCD Regional Offi ces. Several schools, hospitals, malls and government centers served as the ceremonial area for the Regional Drills.

Other presentations made during the meeting were updates on the DRRM thematic areas from the Vice-Chairpersons of the Council, updates on the initiatives of the country’s earthquake preparations, guidelines on mental health and psychosocial support, policy guidelines on the Philippine International Humanitarian Assistance (PIHA) and the highlights of the draft amendatory bill for RA10121.

As way forward, NDRRMC Executive Director and Civil Defense Administrator Usec Ricardo B Jalad encouraged collaboration among member agencies to hasten the rehabilitation and recovery eff orts for the stricken-communities of TY Ferdie, STY Lawin and TY Nina in 2016.

Meanwhile, the 2nd Full Council Meeting was presided by Vice Chairperson for Response and Social Welfare and Development

NDRRMC Chairperson and National Defense Secretary Delfi n N Lorenza chaired the 1st Council Meeting attended by several heads and representatives of member agencies. During this assembly, the National Disaster Response Plans for Hydrometeorological Hazards, Earthquakes and Tsunamis, and Consequence Management related to Terrorism were approved by the members of the Council. Cascading of these plans to the regional level has been conducted for Luzon, Visayas and Mindanao through the OCD Operations Service.

Secretary Judy M Taguiwalo. The meeting delved on brief discussions on the results of the Post Disaster Needs Assessment (PDNA) for Typhoons Nona, Ferdie, Nina and Super Typhoon Lawin.

Updates on the amendatory bill for RA 10121 and the NDRRM Fund guidelines were discussed. The resolution to endorse to Congress the request for supplemental appropriation for the NDRRM Fund was approved by the members of the Council. The revised guidelines streamline the process and reduce the processing time of funding requests from a maximum of two (2) years to a maximum of three (3) months for Local Government Units (LGUs) and one (1) year to one (1) month for National Government Agencies (NGAs).

Likewise, the proposed change of the National Disaster Consciousness Month (NDCM) nomenclature to National Disaster Resilience Month (NDRM) was ratifi ed. The renaming seeks to highlight the progression of the campaign from raising

In a special ceremony following the 2nd Full Council meeting, the National Disaster Risk Reduction and Management Council (NDRRMC) and SMART Communications Inc. launched the newly developed Emergency Cellular Broadcast System (ECBS) at the AFP Commissioned Offi cers’ Club in Camp General Emilio Aguinaldo, 14 March 2017.

NDRRMC Chairperson and National Defense Secretary Delfi n N Lorenzana led the ceremonial pressing of the button that sent the test ECBS message, with the proponents of the Mobile Disaster Alerts Act or RA 10639: Atty Neri J Colmenares, former Bayan Muna Party list representative and Senator Grace Poe-Llamanzares, represented by Mr Brian Poe-Llamanzares; SMART Communications Public Aff airs Head Ramon R Isberto and NDRRMC Executive Director and Civil Defense Administrator Usec Ricardo B Jalad.

The ECBS is an initiative of SMART Communications Inc. in cooperation with NDRRMC which enables the quick transmission of messages to a large number of mobile devices within a designated area, making it an eff ective system of issuing warnings to the public in times of calamities. It also allows telecommunication providers to send out alert messages with minimal use of network resources.

“Ang ginusto naming mga nag-author ng batas na ito ay upang magkaroon ng tamang babala ang mga kababayan natin sa mga sakuna upang mapangalagaan ang kanilang kaligtasan,” said Atty. Colmenares.

Mr. Bryan Poe-Llamanzares congratulated SMART Communications Inc. for taking its RA 10639 compliance one-step further to be able to provide adequate warnings and give enough time for the to the public to prepare and evacuate if necessary.

Mr Ramon Isberto of SMART Communications Inc reminded the public that mobile phones can only receive ECBS alerts when the cell broadcast feature is activated as he showed the steps to activate cell broadcast in their phones.

NDRRMC and SMART are set to conduct a test run of the ECBS technology in Luzon to further boost the early warning system initiatives of the country. The partnership will also conduct orientation workshops for NDRRMC Member Agencies and advocacy partners have also been scheduled to improve process effi ciency, protocols and crafting of eff ective emergency messages.

“The emergence of this technology gives us confi dence that we would be able to provide timely, hazard-specifi c and location specifi c warnings to our people so that they can do what needs to be done to face the challenge of hazards and disasters,” said Secretary Delfi n N Lorenzana.

Members of the National Disaster Risk Reduction and Management Council (NDRRMC) leads the deployment of personnel and assets for the Joint Task Group Emergency Preparedness and Response (JTGEPR) in line with the Philippines’ hosting of the Association of Southeast Asian Nations (ASEAN) 2017.

In the duration of the ASEAN, NDRRMC through Offi ce of Civil Defense (OCD) has supervised the JTGEPR for sixty-fi ve (65) events and meetings. The JTGEPR activation includes several ASEAN major events namely; the launching of Philippines’ Chairmanship of ASEAN on 15 January 2017, 30th ASEAN Summit and Related Meetings on 26-29 April 2017; Grand Commemorative Celebration of ASEAN’s 50th Anniversary on 08 August 2017, 31st ASEAN Summit

NDRRMC Activates JTGEPR for ASEAN 2017 Meetby Mary Ann Sarah C Ulat

OCD Cascades National Disaster Response PlansOffi ce of Civil Defense (OCD) rolls-out the approved National Disaster Response Plans (NDRP) to Regional and Provincial DRRM Offi ces in Luzon, Visayas and Mindanao.

After the NDRRMC’s approval of the NDRPs for Hydro Meteorological Hazards, Earthquakes and Tsunamis, and Consequence Management for Terrorism-Related Incidents during the 1st Full Council Meeting on 12 January 2017, OCD in partnership with DSWD facilitated the cascading of the plans at the local level.

The cascading for Luzon was conducted on 21-23 February

2017 at Subic Bay Freeport Zone, Zambales followed by a second batch for Luzon and Visayas Cluster on 28-30 March 2017 in Palmas del Mar Conference Hotel, Bacolod City. Cascading for the Mindanao cluster is tentatively scheduled on 16-18 May 2017 in Davao City.

The cascading workshop is an eff ort to align all plans, projects and programs of the diff erent planning levels in relation to disaster response operations. After the workshop, the Local DRRM Councils are expected to formulate their respective disaster response plans and ensure the commitment and active participation of all member agencies in disaster response operations.

LTC Edwin C Sadang PA of OCD together with Director Felino O Castro V of DSWD and Mr Christopher “Bong” Grajo of Emergency Response Integration Center (ERIC) served as speakers during the series of activities. Topics discussed included the three NDRPs with an emphasis on Emargency Response-Preparedness (ERP), Philippine Response Cluster Approach System, the Co-Location Strategy, Interoperability of Response Cluster Approach and Incident Command System (ICS), Disaster Response Management Spectrum as compared to STY Lawin Disaster Response Operations and a simulation exercise.

As the Philippines assumed its chairmanship of the ASEAN 2017, the National Organizing Council (NOC) was created by virtue of Administrative Order No. 48, s 2016 issued on 04 February 2016 by the Offi ce of the President.

One of the Committees under the NOC is the Committee on Security, Peace and Order, Emergency Preparedness and Response (CSPOEPR), headed by the DILG. The CSPOEPR has three (3) Joint Task Groups. One of which is the JTGEPR which is tasked to oversee the overall emergency preparedness, response and consequence management of

all natural and human induced hazards which may occur during the Philippines’ hosting of the ASEAN.

The JTGEPR is composed of Task Group Search, Rescue and Retrieval - led by the AFP, Task Group Medical Emergency Management – DOH, Task Group Fire – BFP, Task Group Chemical, Biological, Radiological and Nuclear – BFP, and Task Group Disaster Risk Reduction and Management – OCD, which has two (2) sub task groups namely; STG Camp Management – DSWD, and Sub Task Group Logistics and Emergency Telecommunications – OCD.

In addition to the activation and deployment of the JTGEPR, the Incident Management Teams (IMTs) were formed and deployed.

OCD Welcomes Bangladesh Delegates

OCD in collaboration with the United States Forest Service (USFS) hosted a week-long Incident Command System (ICS) study visit for Bangladesh Delegates on 06 – 10 March 2017.

The delegates attended the opening ceremony at the NDRRMC Conference Room, Camp General Emilio Aguinaldo, Quezon City on 06 March 2017. OCD Offi cials and the ICS Master Trainers also known as “Cadres” welcomed the Bangladesh Delegates composed of offi cials from the Bangladesh Fire Service and Civil Defense (FSCD) and Bangladesh Ministry of Disaster Management and Relief (MoDMR). Brigadier General Ali Ahmed Khan, PSC, Director General of the FSCD led the delegation.

The study visit coincided with the activation of ICS as part of the response operations for the Association of Southeast Asian Nations (ASEAN) 2017 Meetings the country is hosting this year.

During the second day on 07 March 2017, OCD and USFS arranged for a tour at the Incident Command Post (ICP) setup by the NCR Regional Incident Management Team (RIMT) near Microtel, Pasay.

The RIMT demonstrated the conduct of an Operational Period Briefi ng, which allowed the Bangladesh delegates to observe how tactical directions are disseminated to disaster responders. Moreover, they also visited the diff erent staging areas setup by the RIMT.

On the succeeding days of the study visit, the Bangladesh delegates observed how operations centers work at diff erent levels. First, they visited the NDRRMC Operations Center at Camp General Emilio Aguinaldo, Quezon City. Their next stop was at the Metro Manila Development Authority Operations Center in Mandaluyong City, followed by a visit at the DRRM Operations Center of the local government of Quezon City.

Dr Joseph Bacareza, Incident Commander of the Regional IMT briefs the Bangladesh delegates on the tactical directions during disaster response at the Incident Command Post set by the NCR RIMT near Microtel, Pasay City.

They also visited the Incident Command Post (ICP) at the Orchid Garden Suites Hotel, Manila setup by the NDRRMC National Incident Management Team (NIMT). The NIMT provided a briefi ng on the provision of tactical support to the RIMT. Moreover, representatives from the DILG, DOH, AFP and BFP shared their ICS success stories to the delegates.

On the last day of the study visit, the RIMT showcased to the Bangladesh delegates a simulation of the Transfer of Command to the Local IMT in the event of downgrading alert. The closing programme of the study visit was held at the ICP of the RIMT and was graced by NDRRMC Executive Director and Civil Defense Administrator Undersecretary Ricardo B Jalad.

With the increasing interests of other countries in ICS, the Government of Bangladesh is now considering to adopt ICS and learn from the Philippines best practices.

PH Joins 5th ACDM Working Group on Risk Assessment and Awareness Meet

The working group members has agreed to futher review the AADMER monitoring and evaluation tools particularly the Risk and Vulnerability Assessment (RVA) guidelines. This serves as a guide for National Disaster Management Authorities in data collection and analysis on national level risks in support to national-level decision making. The revised framework shall be endorsed to the ACDM for adoption.

Further, the members recognized the need to improve on information sharing among regions to better explore interventions on RAA. Discussions on the formulation of reporting mechanisms with other

In his message, he emphasized the importance of working with the ASEAN member states on Risk Assessment and Awareness initiatives as outlined in the ASEAN Agreement on Disaster Management and Emergency Response (AADMER).

“This Working Group meeting is an opportune time to strengthen the mechanisms and our collaboration with ASEAN Member States on Risk Assessment and Awareness”, said Usec Ricardo B Jalad.

The meeting focused on the review of the relevant decisions made from the previous meeting of the ACDM Working Group on RAA in Manado, Indonesia on 11 October 2016. Updates on the AADMER Monitoring and Evaluation framework and tools as well as updates from the ACDM Work Plan 2016-2020 and updates of other partners were presented.

OCD II Conducts Two Batches of Basic ICS Training

OCD III Holds DRRM Training for Private Sector, CSOs and NGOs

OCD III’s Capacity Building and Training Service Chief, Ms Glenn C Diwa, presents the Philippine DRRM System during the Training for Private, Civil Society and Non-Government Organizations in Central Luzon on 16 March 2017. OCD V Deploys 7 PDNA Teams for TY Nina

Seven (7) Post Disaster Needs Assessment (PDNA) Teams take a group photo during the pre-deployment briefi ng held on 10 January 2017 prior to sending them to Albay, Camarines Sur and Catanduanes. OCD X Leads Basic ICS for Region X LGUs

OCD X Regional Director Liza R Mazo lectures on the Introduction of Incident Command System (ICS) during one of the Basic ICS Training Course held for six (6) LGUs of Region 10 namely; Oroquieta, Misamis Occidental, El Salvador, Misamis Oriental, Iligan, Pangantucan, Sumilao and Libona, Bukidnon. OCD CARAGA Leads IMT Operations for Surigao Earthquake

Incident Management Team of Surigao City DRRM Council activates after a magnitude 6.7 earthquake hit the Province of Surigao Del Norte. The iMT convened on 16 February 2017 for an operations briefi ng. Awareness and Preparedness on Road Traffi c Safety

• Obey the rules of the road and carry your driver’s license with you all the time.

• Plan the route to your destination and give yourself enough time to reach the destination.

• Make sure that your vehicle is in a roadworthy condition before departure.

• All lights and indicators, windscreen wipers, brakes, steering, exhaust system and tires should be carefully examined for faults.

• Take your vehicle for a full check before travels!

• Do not drink and drive.

• Remain alert at all times and avoid distractions such as cellular conversations, texting etc.

• Always wear your seat belt and see that everyone in the car is wearing theirs.

• Drive defensively, risk takers are collision makers!

• Keep both eyes on the road and hands on the steering wheel!

• Be visible – drive with your lights on!

• Stay within the speed limit at all times.

• Be courteous towards fellow road users - keep your temper and resist the temptation to retaliate.

• Keep essential roadside equipment with you as many breakdowns are caused by relatively minor problems. Items include a fi rst aid kit, tow rope, warning triangles, fl ashlight and fi re extinguisher.

• In the event of an accident, determine the extent of the damage or injuries and assess whether or not medical attention is required.

• Take a picture with a camera or mobile phone and fi le an accident report with the police to fi le a claim. Remember to get names, addresses, telephone numbers and ID numbers of everyone involved in the accident

A road accident involves at least one road vehicle, occurring on a road open to public circulation, and in which at least one person is injured or killed. Intentional acts (murder, suicide) and natural disasters are excluded. The Metropolitan Manila Development Authority (MMDA) said that in 2016, there are 109,322 recorded vehicular accidents in the National Capital Region causing destructive loss of properties and lives.

Road traffi c safety refers to the methods and measures used to prevent road users from being killed or seriously injured. Typical road users include pedestrians, cyclists, motorists, vehicle passengers, and passengers of on-road public transport. Follow these tips on safety on the road:
