OIL SPILL CO-OPERATIVE WINTER DEPLOYMENT EXERCISE REPORT Oil Spill Co-Operative: Area C Oil Spill Co-Op Chairman: Carl Reimer, North River Midstream Exercise Date: March 5, 2019 Location of Exercise: Charlie Lake Community Club - Charlie Lake, BC OUTCOME GOAL The goal of Coop exercises in water bodies with an ice sheet is to enable attendees to assist the Operations Chief or designate with the deployment of specialized and conventional response equipment, in an effort to contain and recover the spilled material in winter conditions. WCSS COOP WINTER EXERCISE LEARNING OBJECTIVES 1. After the instructor delivers the classroom theory attendees will be able to: a. Identify spill reporting requirements. b. Describe the general behavior of oil under an ice sheet. c. Describe typical containment and recovery tactics. d. Locate WCSS’ winter spill response units (and other types), and process to obtain and equipment from WCSS. e. Carry out a hazard assessment and Identify a safety program to protect workers. f. Determine the weight-bearing capacity of an ice sheet. g. Describe how to locate ice slotting area(s). h. Determine ice slotting tactics based on the weight-bearing capacity of the ice sheet. i. Recognize the WCSS Oil Spill Contingency Manual. j. Recognize a basic ICS structure. 2. After reviewing the equipment used to contain and recover oil under an ice sheet, attendees will be able to: a. Identify typical equipment required to respond to a spill on a water body with an ice sheet. b. Determine the amount of white ice and blue ice in an ice block and calculate the weight-bearing capacity. 3. After participating in the 3 hands-on activities in the Coop Winter Exercise, attendees will be able to: a. Participate on a response team to an oil spill under an ice sheet. b. Identify tactics to locate and recover accumulations of oil under ice upstream of the containment and recovery site. c. Provide exercise evaluation feedback.
