I’ve been a Special Agent with the FBI in New Orleans for 6 years. In total, I’ve spent

19 years in law enforcement. I’m assigned to the Violent Crime Squad investigating

federal crimes such as bank robberies and fugitives within the Eastern District of 

Louisiana.

On January 25, 2010, individuals entered Senator Mary Landrieu’s office in the Hale

Boggs Federal Building in New Orleans, to tamper with the phone system. They did this

by pretending to be phone repairmen. Witnesses identified them as Joseph Basel and

Robert Flanagan. It was later determined James O’Keefe and San Dai were also involved.

The Hale Boggs Federal Building is owned and operated by the USA, and managed by the

US General Services Administration (GSA).

At 11 a.m. on January 25, 2010, Flanagan and Basel showed up in Landrieu’s office

dressed in blue jeans, a work shirt and fluorescent green vest, with a tool belt and

carrying a white hard hat. Basel and Flanagan went to Landrieu’s office on the

10th

floor. Witness #1, a member of the staff, said James O’Keefe was already in theoffice saying he was waiting for someone to arrive.

Witness #1 said Flanagan and Basel claimed they were technicians from the phone

company sent to work on problems with the system. O’Keefe positioned his cell phone

in his hand so he could record them.

Basel asked to use a phone, so Witness #1 let him use the main one on the reception

desk. Witness #1 saw Basel lift the handset and manipulate the phone, then call in from

his cell phone. He said his call wouldn’t go through. Flanagan then also tried to call in

using his cell phone.

They then told Witness #1 they needed to work on the main phone system and asked for

directions to the telephone closet. Witness #1 directed them there.

Flanagan and Basel told Witness #2, a GSA employee, they were employees of the phone

company and needed to get into the telephone closet to do some repairs. When

Witness #2 asked to see credentials, they claimed they left them in their vehicle.

Neither Flanagan nor Basel work for the phone company, or are repairmen.

Since this happened, Flanagan and Basel have admitted to federal agents that they lied

to get into Senator Landrieu’s office. O’Keefe and Dai also admitted to federal agents

that they schemed with Flanagan and Basel to plan, coordinate and prepare the

operation. O’Keefe also admitted to recording them on his cell phone.

For all these reasons, I believe it’s reasonable to believe Flanagan and Basel, assisted by

O’Keefe and Dai, entered a Unites States office on January 25, 2010 for the purpose of 

tampering with the phone system.
