Afterwhat has seemed like amoistspringinmanypartsofthestate,summerisuponus.Itcertainlyhasn’tfeltlikeit,with lows in the 40s this week! The fact that the legislature is still in town as I typealsomakesmequestionhowsummercould be so close.
We have just wrapped up the Governing Body Institute (GBI). This wasmy first time attending theconference.Wehad an extraordinary turnout of over 200 localpublicofficials,closeto75%ofthembrandnew.Adeepappetitefor learningwas apparent,with questions pepperingpresentersin every session. I believe thesemayors, councilmembers andcommissionersareofftoagreatstart.Iencouragethem,andallmembers,touseyourLeaguestafftohelpwiththequestionswhoseanswersmaynotbereadilyapparent.That’swhywe’rehere!
WewelcomedJimMathistotheKansasMayorsAssociation’sportionof theGBIweekend. Jimengagedmayorswith severalprovocativequestionsabouttheircitiesandtheirrolesascommunityleaders.IwouldboilJim’spresentationdowntothreequestions:
•What is the most significant change in yourcommunity in thepast twoyears, andhowareyoureacting to that?
•What is the one thing your citizenswould say ismissingfromyourcommunity?
•What is it about your community that makes it special?
Howdoyou arrive at the answers to these questions?ASK!Whodoyouask?Mathisstressedthatyoucan’tunderestimatethebenefitsofbeingvisibleinyourcommunityandtalkingtoresidentsandbusinessowners.Youwouldbehardpressedtofindresourcesbetterthanthem.
Withrespecttothat“onething”thatresidentssayismissingfromyourcommunity,Jimsharedsomeguidance.Ifyourconversationsandotherinformationgatheringprovideyouthesensethat60%ormoreofyourcommunitywantssomething–giveit tothem!And if you cannot give it to them, Jim strongly recommendedthat city leaders have a conversation with residents about why that “one thing” is not possible at this time.My takeaway isthat ignoring the elephant in the roomcankillmomentumand causecitizenstoquestioncredibilityinacity.
Eventhough(asthisgoestoprint)the2015legislativesessionis not yet in the books, please begin thinking about 2016.
Yes,2016!TheLeague’spolicycommitteesareformingnowforAugustmeetings.Thesecommitteesareakeyvehicle tosurfaceemerging legislative issues, aswell as review existingLeaguelegislative policies. They are also your best opportunity to weigh in onissuesimportanttoyourcommunityandallcities,andhelpchartthecourseasthe2016StatementofMunicipalPolicyisdeveloped.
Therearefourcommittees:Finance&Taxation,PublicOfficers&Employees,Energy&Environment,andtheoverallPublicPolicyCommittee. Increasingmember participation, particularlywithrespecttolegislativeissues,isoneelementoftheLeague’sstrategicplan.Pleasereviewtheinformationonpage159,whichprovidesadditionaldetailsaboutthecommittees.Datesforthesemeetingswill be available shortly.
Wevaluethediversityofdifferentregionsofthestateandsizesof cities, so that the policy that guides theLeague’s advocacyefforts reflects the priorities of all cities inKansas. If you areunabletobeamemberofacommitteethisyear,pleasesharewithusanyissuesyoubelievewillcomebeforethelegislaturenextyear andrequireourattention.
ThemonthofJunenotonlybringssummer,butitistheunofficialbeginningtothatunofficialperiodknownas“budgetseason.”Iknowappointedofficialsandstaffarehardatworkcrunchingnumbersandpreparingvarious scenarios tomatchavailable revenuewithprogrampriorities.
For younewly-electedofficials, these next fewmonths likelywillbeyourfirstsignificant,policy-makingopportunity.WehaverecentlymailedcopiesoftheGoverningBodyHandbooktoeachcity,andthoseofficialsthatattendedtheGoverningBodyInstitutereceived their own copies while in attendance. I encourage you to utilizetheknowledgeyougainedattheGBIandtheinformationinthe handbook to assist your deliberations.

A saformercitycouncilwomanandmayorofRoelandPark,asmallcityinnortheastJohnsonCounty,Kansas,Ireflectonwhatourcitycouldhavedonedifferentlytobetter engage with local businesses. While the Hispanic
populationinthe“bestlittletownintown”wasonly10%atthetime,thosewhoconductedbusinessinourcitywereprimarilyHispanic.RoelandParkishometowhatresidentscall the“MexicanPriceChopper”duetothewidevarietyofHispanicfoodsthatareoffered.Ball’s Price Chopper knew what products to have on hand for their marketandcustomers.Likeanygoodbusiness,theyengagedtheiremployees, considered the customers’ requests and consistentlyevaluatedinventorytomeetconsumerneeds.Ball’sPriceChopper
isjustoneofRoelandPark’ssuccessfulbusinesses,andcityofficialsmust understandwho these owners are and the people they areserving.Withthisinmind,KansasHispanicandLatinoAmericanAffairsCommission(KHLAAC)beganaprojectinthespringof2014 togather informationon the challenges, opportunities andneeds of Hispanic businesses across Kansas.

JohnsonCounty,KansasCity,Topeka,andWichita.Inadditiontounderstandingtheneedsofthesebusinesses,KHLAACwantedtolearnmoreabouttheuniquechallenges,opportunitiesandneedsofHispanicbusinessowners,speakwithcommunityinfluencersabouthowtheyengagewiththeHispanicbusinesscommunityandidentifyopportunities to assist in growth. These 50 interviews were just a smallsamplingofthemorethan5,770Hispanic-ownedbusinessesthat currently operate in the state of Kansas.
ThetotalLatinopopulationintheU.S.is56.5million,representing18%ofthepopulation.By2019,theHispanicpopulationisexpectedtoreach64.4million,or19%ofthetotalU.S.population.Muchhas been said and written about Hispanic purchasing power andwhat it represents to theU.S.marketplace – an estimated $1.5 trillion annually.
Increasingly,Hispanics are a coveted consumer group, andtheir impact is not limited to product consumption.Hispanicbusinesses contributed nearly $490 billion through the end of2014,andat3.2millionandcounting,theireconomicimpactandcontributionwillcontinuetoincreaseandmakeournationaland localeconomiesstronger.
The Hispanic population has continued fueling growth all over theU.S.–notjustinthetraditionalHispanicdemographicareassuchasthesouthwest,southandsoutheast–butinalmostevery
cornerofthecountry.It’sademographicshiftthattouchesnearlyeverystateandisdrivenmorebynativebirthsthanimmigration.Kansas isnodifferent. It reflects thegrowthandcompositionoftheHispanicmarketplace.Asseeninthegraph,theU.S.CensusBureauProjectionsshowtheHispanicpopulationisestimatedtobe412,063inthestateofKansasby2019.
Hispanicsarenotjustpowerfulinnumbers-theirlanguagealsosetsthemapart.Morethan53%ofallHispanicsagesfiveandolderinKansasarefullybilingualinEnglishandSpanish.Asidefromthepositivecognitiveeffectsofmultilingualismsuchasimprovementinmemory,problemsolvingandtaskswitching,speakingmorethanone language has its advantages in the business world.
Bilingualemployeescanbeespeciallyadvantageousintheglobalmarket,providingtheabilitytoserveawidercustomerbaseandbridgethegapbetweenbusinessrelationshipsthatmayotherwisegooverlooked.Infact,theemploymentoftranslatorsandinterpretersisprojectedtoincreaseby22%between2008and2018.Additionally,research by Rosetta Stone found that those who speak a foreign languagehaveanaveragehouseholdincomenearly$10,000morethan those who don’t.
JustastheHispanicpopulationandbilingualismcontinuestogrowthroughout theUnitedStates, sodoHispanic-ownedbusinesses.Thosebusinessesincluderestaurants,beautysalons,grocerystores,

professional services, constructioncompanies, automotive, retailstores,largemanufacturingfacilities,andsomanymorespecialtyniches.Hispanicownershipcanbefoundinmorethan340nationalclassificationsofbusinesses throughout theUnitedStatesand inKansas. There is a direct correlation between Hispanic population growth and Hispanic-owned businesses.
“Hispanics are a critical componentof theU.S. economydueto their greater propensity for starting andgrowingbusinesses,”said JavierPalomarez,President andCEOof theU.S.Hispanic ChamberofCommerce.
OnApril22,2013,FoxNewsLatinodidafeaturearticletitled,“Latinos,ImmigrantsFueledEntrepreneurshipin2012.”Nearly20percentofthesixmillionpeoplewhostartedbusinessesin2012wereLatino,whilenationally,entrepreneurshipactuallydippedoverallduetomorejobsbeingcreatedbyestablishedfirmsandcorporations.Thestudy,annuallyconductedbytheKauffmanFoundation,alsostatedthatin2012thenumberofLatinoentrepreneursgrewmorethanwhite,blackandAsianentrepreneurs.
Among KHLAAC’s key research findings was that theentrepreneurial spirit appears to be part of the Hispanic-business owner’sDNA.Theresearchalsoshowedaprevailingattitudeofingenuityandfortitudethatexistsinsomanyentrepreneurswhohavemadeourcountrygreat.Tobetold,“no,”or“you’llnevermakeit,”or“thisisn’tforyou,”onlyignitestheentrepreneurialpassionthatexistsinsidethem.ShowLatinoswherethere’sopportunity,andyou’llfindthemmakingthemostofit.Aversiontoriskdoesn’tseemtobeaqualitytheypossess.Yet,itdoesn’tmeantheythrowcautiontothewind.Decisionsaremadewiththeirfamiliesandclosefriendsinmind.Businessownerswhoparticipatedintheresearchalsosaidtheyplaceahighvalueontheirculturethatmakesthemwhotheyareanddefineshowtheyengagewithothers.Theyseetrustasafundamentalcomponentofforgingrelationships.Theyrespectthevaluesandculturesofthecommunityinwhichtheyliveandhopefor reciprocity of respect for their culture as well. Their survival mentalitysuits themwell tomake thebestofanysituation,andthey’re willing to do whatever it takes to succeed. Latinos are open inexpressingtheirspiritualityandfaithintheirplaceofbusiness.
It’softenanexpressionoftheirbeliefsandisusedasguidanceattheir places of business.
ThisresearchisjustonepieceofthebroadereffortstheKHLAAChas initiated.Since2011,KHLAAChasheldHispanicBusinessForumsthroughoutthestate,engaginglocalHispanicenterprisesto better understand their needs and successes.Ourmost recenteventonMay5,2015,washeldattheNationalCenterforAviationTraininginWichita,wherewehostedsevenworkshopsonavarietyof topics for Hispanic business owners. Workshop topics included usingQuickBooks, establishing an online presence, accessingcapital, andmore.Our hope is to continue providing concreteresourcesandcreatingstrongconnectionsamongourstate’sLatinoentrepreneurs.Ifyouorsomeoneyouknowisinterestedinattendingfutureevents,pleasegotohttps://www.khlaac.ks.gov/home.

Kansas Hispanic & Latino American Affairs Commission is a seven member body appointed by the Governor. The Commission serves as a liaison for the Kansas Hispanic & Latino Community and the Office of the Governor. The Commission addresses public policy concerns primarily in the areas related to education, health and business.

Communicationwasnotwhatitneededtobe.Thesolution?Gettherightpeopleintheroom,onaregularbasis,totalkabouttrafficsafety,withtherightdataandtools,anddevelopsolutionstogether.Andover, inButlerCounty nearWichita, hasmulti-disciplinarytrafficsafetymeetings,whichincludelunch,threetimesperyear.Inthisarticle,we’lldescribethosemeetingsandhowtheyarehelpingwithtrafficsafety.
TheAndover Police Department started the city’s TrafficSafetyCommitteemeetings in January 2012.Andover’sPoliceTrafficSafetyCoordinatorofthedepartmentatthetime,SergeantBrandon“Hoss”Stewart,startedthemwiththehelpofPoliceChiefMichaelKeller.LieutenantLanceParkerbecametheTrafficSafetyCoordinator(andtookoverthemeetings)inthemiddleof2013.

Thecommitteehas10memberswithrepresentativesfromtrafficengineering,publicworks,thestreetdepartment,theareaschooldistrict, business owners, communitymembers, and the police.“Eachofthosearestakeholdersinourcommunityandplayaroleinmakingourcitysafe,”Parkersaid.“Theschoolseducateouryouth,engineering/publicworksdevelopsourroadsandstreets,andthepoliceenforcethetrafficlawsofourstateandcity.”

What does the committee do?
ThecommitteemeetsthreetimesperyearinJanuary,May,andSeptemberto:
1) Goovertrafficcrashinformationtoidentifyproblemareas.Theylookatinjuryandnon-injurycrashesperfour-monthperiodandbyyear,andcomparedatawiththepreviousyear. They also break down the incidents into categories likespeeding,age,gender,recklessdriving,andweatherconditions.“It’srealgoodinformationforeveryone,”saidcommitteememberBillBraitsch, street superintendent.He said the police department has a relatively newcrash-mappingtoolthathelpswithvisualization.Trafficproblemsareusuallyatmajorintersections,hesaid.
2) Review traffic complaints and develop suggestions forimprovement. Complaints are broken down into twogroups:driverandroadhazard.
3) Learnaboutpoliceenforcementeffortssuchasnumberofcitations,locationsofthespeedtrailerandspeedsrecorded,locationofsigns,dronevehicle,etc.;and
4) Review anddiscuss traffic engineering studies plannedandunderway,roadconstruction,andcurrentandfutureimprovement plans—and discuss any adjustments toconsider.
Theoverallobjectiveistolowerboththenumberofcrashesandthenumberoftrafficcomplaints.
What have been some notable benefits and outcomes of the traffic safety meetings?
Better communication.“Ibelievethatcommunicationbetweenpublicworks,schools,localbusinessowners,thepolice,andthecommunityhasbeenimproved.Thecommitteemembersallhavedifferentperspectivesontrafficsafetyandwealllearnfromeachother,”Parkersaid.
Greater awareness of safety issues. Parker said that, ”I havelearned to lookat computerizedcrashdataandprovide targetedenforcementsitesforouragency.”Inaddition,Parkersaidhehasbeen able toprovidebetter useof the city’spolice radar trailer,radar sign, and additional traffic safetyprogramsofferedby thepolicedepartment.
Parker also attends and participates in bi-monthlyOperationImpactmeetings in the SedgwickCounty/Wichita area.Thesemeetings focus on the law enforcement side of traffic safety.
SedgwickCounty’ssheriffdepartment,Wichita’spolicedepartment,andsurroundinglawenforcementagenciesgettogethertodiscusstrafficlawenforcementtrendsandissuesthroughouttheWichitametroarea.
Braitsch said that looking at crash data and talking about the crashesgetsthetrafficsafetycommitteetothinkaboutwhyacrashhappenedataparticularlocationandwhethertrafficcontroldevicesatthesiteareworkingastheyshould.“Wemightseeifatrafficsignalismalfunctioning.Maybeacameraneedstobeadjustedbecauseit’s not pointed just right. Maybe it wasn’t entirely the driver’s fault. We’remoreaware,”hesaid.
Targeted engineering.Braitsch said improvement plansmightbeadjustedasaresultofadiscussion.Anexampleisat13thStreetand Andover Road. A new junior college facility opened its doors ½mileeastofthat intersection,andtrafficskyrocketed.Crashesincreasedaswell,andthetrafficsafetycommitteediscussedthem.
Briatsch said thepublicworksdepartment changed the signaltimingbeforetheyhadthemoneytoreconstructtheintersection.Thathelpedsome.Latertheyaddeddedicatedturnlanes.Theresult?In2012,therewere19crashes,goingupto26in2013,probablyduetoconstructionandconfusion,saidParker(improvementswerecompletedinSummer2013).Crashesin2014,asofDecember18,numberedjustsix.“It’sapproaching80percentbetter,”Braitschsaid. The crash severity has decreased as well. “We used to have T-bonesatthatintersection.Nowweseejustfenderbenders.Iwon’tsaytheproblemhasgoneaway-it’scollegekidsandtheyarenotalwaysgoingtowait-butit’salotbetter,”Braitschsaid.
Areas arounddistrict schools are particularly problematic fortrafficsafety,withlotsofbusesinthearea.Braitschsaidthedistrictisalwaysveryinvolvedinsafetydiscussions.Thecommitteehasrecently discussed the possibility of installing a pedestrian- activated beacon at crosswalk on a school route in the near future.
Targeted enforcement at trouble spots.Thecommitteereviewstroublespots-placeswheretheyareseeingmorecrashesand/orcomplaints-andthepolicedepartmentwillincreaseenforcementat those locations.
Community approval. Braitsch said Andover residents appreciate thecity’sfocusontrafficsafety.Hegaveanexampleofthestreetdepartment’spracticeofinstalling“KeepKidsAlive—Drive25”signsatentrancestoresidentialareasoffofarterialswithahigherspeedlimit.Thespeedlimitonresidentialstreetscity-wideis25mph,andthesesignsreinforcethechangeinspeedlimit.
“Policelikethesignsandsodoresidents,”Braitschsaid.“We’re

looking out for their kids. They are colorful. We’re replacing our regular25mphsignswiththese.”Braitschnotedthatthesignsaremoreexpensivebecausetheyarebiggerthanaspeedlimitsignandtheyhavemorethanonecolor,buttheyareconsideredworththeinvestmentinAndover.
Statewide recognition. Parker noted that the City of Andover hasbeenawardedKansasAAATrafficSafetyAwardssince2011,inpartbecauseoftheworkoftheirtrafficsafetycommittee.TheCityreceivedtheSilverawardin2011,Goldawardinboth2012and2013,andisinlinetoreceivethePlatinumawardthisyear.Tobeeligible for theannualaward,acommunitymustconducttrafficsafetypromotionsandeducatethepubliconsafetytopics.DavidHanni,AAAKansasRegionExecutiveVicePresident,saidtheawards“recognizethegreateffortsoftheselawenforcementagencies,andencourageotherlawenforcementagenciestoactivelyengageinsimilartypeefforts.”
It’s certainly workingwell forAndover, and their wholecommunitybenefits.
Note from the author: While these signs are welcomed in Andover, not everyone is a fan of “Children at Play” type signs. Some studies have shown that they are ineffective, and some traffic engineers are opposed to using them. As Andover did, consult your city or or county engineer before placing these or similar advisory signs — and it would not hurt to consult your city or county attorney as well.

Editors Note: Terry Somers, Mayor of Mount Hope, and League President said, “The League of Kansas Municipalities created the Hometown Showdown in order to show off the beauty of Kansas communities and inspire friendly competition.”
The cities that entered were placed into a bracket to see who could gather the most “likes,” with winners progressing to the next rounds. Aside from bragging rights, the prize for this contest was the winning photo being used for a future cover of the League’s magazine, the KansasGovernmentJournal.
The City of Haysville edged out the City of Independence in the inaugural Kansas Hometown Showdown.
The City ofHaysville takes competition seriously. So,when the League of Kansas Municipalities announced the HometownShowdown,itwasgame-on.Findingtheperfectpicture to represent Haysville was the least challenging part
ofthecompetition.TheHaysvillePRIDEParkFountainisasymbolofnotonlypride,butdeterminationandcooperation.ItrepresentsHaysville perfectly.
With snapshot in-hand, City staff launched an awarenesscampaign to garner the support of the community.HaysvilleresidentsandsupportersutilizedmanytypesofmediatoadvertisetheHometown Showdown including: local cableTV, digitalbillboards, flyerswithQR codes,word-of-mouth, email blaststoHaysville civic organizations, and socialmedia of course.GingerCullen,AdministrativeSecretary,hasworkeddiligentlytoincreaseawarenessofHaysville’ssocialmediaoutlets.Over thelast18months,Ginger’seffortshavedoubledtheCity’sFacebookfollowershipfrom611tothecurrentamountof1,236.
The PRIDE Park Fountain is a stunning site to behold in an area thatwaslittlemorethandebrisandrubbleaftersustainingadirecthitbytheMay3,1999,tornado.“Haysville’scityscapehasundergonequite a few changes since that time,”MayorBruceArmstrongcommented.“Thefountainservesasastatementpiecefornotonlythearea,buttheentireCity.”
ThePRIDEParkFountainsitsmajesticallyatthecornerofNorthMainandGrandAvenue,thelong-time,locationoftheHartman/WheelerLiquorStore.WhentheStorewasdestroyedin1999,thepossibilityofrebuildingwasslimifnotimpossibleduetoright-of-way changes over the years. Eventually the odd-shaped lot was acquiredbyHaysville“forlandscaping,signage,recreationaluses,andutilityeasement,”accordingtothefiledplat.
In1999, formerMayorTimNorton,nowaSedgwickCountyCommissioner,envisionedtheNorthMainareaasaparkanddrewasimplesketchonanapkin.Theconceptincludedtwolandscapecircles - one with a water feature and one with a statue or artwork. The‘masterpiece’wasunceremoniouslyhandedtoPublicWorksDirectorRandyDornerwhoworkedhismagicandturnedthenapkinsketch into a full-scale,digitizeddrawing. “I couldn’tbelieve itwhenMayorhandedmethenapkinandaskedmetohelpmakeitareality,”Dornerrecalled.
With aworking drawing in-hand, theHaysvilleCommunityraised$10,000 to pay formaterials such as stone, plants, and asprinklersystem.Areabusinessesgenerouslydonatedandheavilydiscountedmaterials in support of the project.A host of areavolunteers,includingtheHaysville-Campusbaseballteam,cametogetherin2006toclean-upthelot,pourconcrete,planttrees,and

laylandscapingbricks.Thiscommunityeffortresultedinabeautifulparkwithtwolarge,circularplanters.
Decidingwhat toname thenewparkonceagain involved theentireHaysvilleCommunity.Duringthe2008annualW.W.HaysHistoricVillageChristmasCelebration, residents came togetherandvotedtonamethepark‘PridePark’inacknowledgementoftheprideHaysvilleresidentshavealwaystakenintheircommunity.OvertimethespellingofthewordPridebecamePRIDE,asubtlenodtotheHaysvillePRIDECommittee’scontributionstoHaysville.
FormanyyearsParkBoardandadvisorymembersdesired toaddafountainto thepark,andpastandcurrentboardsreservedfundseachyearaccordingly.Whenitbecameapparentthefundinggoalwould soon bemet, the ParkBoard sought a design thatwould be both functional and attractive. Thanks to the pro bono
services ofRegisteredLandscapeArchitectTeriAndreas-Farha,an artist’s rendering of the proposed fountain was crafted. With thedrawing inhand,Dornersetabout to the taskof turning the rendering into reality.
FromthemomentconstructionbeganinApril2014,HaysvillePublicWorks employees served an integral role in bringing thefountaintolife.Fromclearingthelandscapingbricksandperformingothersiteprepintheearlystagesoftheproject,tothefine-tuningof17lightsand12waterjetsinthedaysleadinguptothedebut,PublicWorksemployeespouredtheirheartsintothefountain.Onceconstructionwascomplete,itwasobviousthenewlyconstructedfountainwouldbecomethefocalpointofPRIDEPark.
OnSeptember8,2014,Haysvilleheldaribbon-cuttingceremonyforthePRIDEParkFountain.Publicofficials,communityleaders,andParkBoardmembersRussKessler,KenBell,TomColeman,Kelly Sullivan, andLuettaYoder lined up to cut the ribbon toofficiallymarkcompletionoftheproject.Asscissorssnappedshut,waterburstforthfrom12individualjetswhileclustersofLEDlightscametolifeprojectingarainbowofcolorthroughtheair.Justwhenthe crowd thought the showcouldn’t get anybetter,Haysville’sthemesongbegantoplayonthefountain’sspeakers:
“So much to see, so much to do.
Such a welcoming place, friendly people too.
Welcome to our town!
We’re on our way, great things are happening every day.
We’ll show you around.
Say Hello to Haysville now!”
Thecrowdlookedon,mesmerizedaswaterstreameddownthesidesofthefountainandrippledbehindhugemetalcutoutsignsproudly proclaiming ‘Haysville.’ Flagpoles donated byVFWKeever-WirePostNo.6957flanktherearofthefountainandproudlydisplaytheAmericanandKansasflags.
Sinceitsunveiling,thePRIDEParkFountaindrawsvisitorsbothdayandnight.ManyafamilyphototakeninfrontofthefountainhasfounditswaytoFacebook.TheHaysvillethemesongcanbeheardhourlyuntil11:00p.m.whenthemusicisturnedoffforthenight.The fountain serves as a reminder that even an odd-sized,
lackluster plot of land can be transformed into somethingamazingwhen awilling and imaginative community comestogether.TheLeague’sHometownShowdownwas a chance toshowcase the fruits of that effort, and defineMarchMadness fortheHaysvillecommunity.

In the recent case Rodriguez v. United States,theUnitedStatesSupremeCourtattemptedto“resolveadivisionamonglowercourtsonthequestionwhetherpoliceroutinelymayextendanotherwise-completed traffic stop, absent reasonable suspicion, in order toconductadogsniff.”1TheCourtheldthatlawenforcementcannotextendthestop.ThisarticleattemptstoexplaintheCourt’sdecision2
sothatcitiescaninformtheirofficershowtoremaincompliantwiththe4thAmendmentinlightofthisopinion.
In Rodriguez,DennysRodriguezandapassengerwerepulledoverbyPoliceOfficerMorganStrubleonaNebraskahighwayfordriving on the shoulder.3AftertheofficerscoldedRodriguezwithawrittenwarningandhadotherwisecompletedthe“justificationforthetrafficstop,”StrubleaskedifhecouldwalkFloyd,hisdog,aroundRodriguez’s vehicle.4WhenRodriguez refused, Strubleorderedhimtogetoutofhisvehicleandwaitforanotherofficer.Whentheotherofficerarrived,“Strubleretrievedhisdogandledhimtwicearound”thevehicle,and“[t]hedogalertedtothepresenceofdrugshalfwaythroughStruble’ssecondpass.”5 According to the SupremeCourt’sopinion,thealertwasseventoeightminutesafterStruble issued the warning.6
TheSupremeCourtremandedthecasebacktotheEighthCircuitto determine “whether reasonable suspicionof criminal activityjustified detainingRodriguez beyond completion of the trafficinfractioninvestigation,”becausethecircuitcourthadnotreviewedthedistrictcourt’sfindingthatthe“detentionforthedogsniffinthiscasewasnotindependentlysupportedbyindividualizedsuspicion.”7 Therefore,iftherewasreasonablesuspicion,thenStrublewaslikelyjustifiedinsubjectingRodriguez’svehicletoasniffsearch.
However,intheopinionwrittenbyJusticeGinsburg,theSupremeCourt held that, absent reasonable suspicion, the officerwasprohibitedfromkeepingRodriguezlongerthanthe“mission”ofthetrafficstop.8Ginsburgwrotethatthe“missionincludes‘ordinaryinquiries incident to [the traffic] stop,’”9 such as “checking the driver’slicense,determiningwhetherthereareoutstandingwarrantsagainst the driver, and inspecting the automobile’s registrationandproofofinsurance.”10Thesearepartofthemissionbecausethey help to ensure “that vehicles on the road are operated safely andresponsibly.”11Becauseadogsniff,normallyusedforfinding“ordinarycriminalwrongdoing,”doesnothavea“closeconnectiontoroadwaysafety,”itisnotconsideredpartofthemission.
Thismeans that ifa trafficstop lasts longer than themission,absentreasonablesuspicionofotherwrongdoing,itviolatesthe4thAmendmentprotectionfromanunlawfulseizure:“Authorityforthe
seizurethusendswhentaskstiedtothetrafficinfractionare—orreasonablyshouldhavebeen—completed.”12 The opinion suggests thatthedurationofatrafficstopmaybecomeunreasonableintwocircumstanceswhenreasonablesuspicionislacking:(1)ifthestopcontinuespastthecompletionofthemission;or(2)thestoplastslongerthantheamountoftimeinwhichthemissionreasonablyshouldhavebeencompleted.
According to JusticeThomas in his dissent, thismeans thatstopscompletedby“aparticularlyefficientofficer”requirereleasesoonerthananofficerwhoisslower.13Inhisdissent,JusticeAlitopointsoutthatiftheofficerinRodriguez hadmulti-taskedandranthe dog along the vehicle while he was “waiting for the results of arecordscheck,”thentherewouldbenoviolation.14 He believes constitutionalitydependsonthesequenceofeventsandinactualitytheopinionwillnotneuterpoliceefforts,claimingit“isunlikelytohaveanyappreciableeffectonthelengthoffuturetrafficstops.”15
Also,itseemsthatofficerswhotaketheirtimetowriteaticketwhiletheywaitforanotherofficertoarrivemaynotviolatethisstandard.However,whileitmayseemliketheSupremeCourtisprovidingpoliceofficersawayoutof thisrule, these trickswillonlybehelpfulwithinlimits.Officersshouldbeinstructednottokeepthosedetainedinatrafficstopafterthemissionofthestopiscompleteandshouldcontinuetobecarefulnottodetainanyoneforanunreasonableamountoftime.

The City of Olathe has continuously strived to involve thecommunityinthelocalbudgetprocess.Oneareaof focus has been in communicating the adoptedbudget to the community through an annual budget
book.TheCity’sbudgetbookincludesmissionstatements,goalsand objectives, budgetmessages, budget strategies, overviewsof revenues and expenditures, position summaries, performancemeasures,andmuchmore!
Theannualbudgetbookisapproximately200pages,whichisalottoreadandprocess.Thebudgetofficewantedtoprovideaquickandeasybudgetdocumentthatcouldbereadandunderstoodquicklyandeffectively.Forseveralyears,theCitydistributedabudgetinbriefintheformofabrochure.Theintentwastosummarizethe200pagesintoahighleveloverviewoftheadoptedbudget.In2014,
thebudgetofficewantedtorevampthebrochureandfindanewideatosharethehighlightsofthecurrentbudget.Thebudgetofficewas looking for an innovative way to highlight key aspects of the budgetinaneasilyunderstandableandvisuallyappealingmanner.The idea to use an infographic was born.
Aninfographic isa funandquickway to learnabouta topic.Ithelpsmakeinformationeasilyunderstandableataglance.Thegoal for an infographic is to focus on a topic,make it visuallyengaging,andsupportitwithothercontent.FortheCityofOlathe,aninfographicwastheperfectsolutionforhelpingcitizensbetterunderstandthekeyhighlightsoftheadoptedbudget.Staffwantedto simplify the budget into something visually captivating andengaging,whichisexactlywhataninfographicdoes.

Thefirst step in creating the infographicwas to develop thecontent.The budget office partneredwith theCommunicationsDepartmentandwentthroughthebudgetdocument,presentations,andstudysessionquestionandanswerdocumentstodevelopalistofthekeytopicstobesharedonatwopageflyer.Thenextstepwas to research ideas on how to create a layout for the infographic. Afterresearchingandfindingseveralexamples,staffthenmetwithagraphicdesignertotalkthroughthevisionforthedocumentandcreatearoughoutlinefortheinfographic.Adraftwascreated,andafterseveralreiterations,abudgetinfographicwascreated.
Theinfographicwasprintedasatwopageflyerandusedasautilitybillinsert.Inaddition,itwasdistributedaroundcityhallandotherlocationsthroughoutthecommunity.Itwasusedasahandoutforvariouscityevents,andcopiesweregiventocouncilmemberssotheycoulddistributethemtocitizens.Thedocumentwasalsoplaced on the city budget web page.
The final product far exceeded theCity’s expectations.TheinfographicaccomplishedtheCity’sgoalbyprovidingasimple,effective,andvisuallyappealingmediumtodeliverkeyaspectsoftheCity’sbudget.Thecitycontinuedutilizingtheinfographicforthe 2015 budget and worked again with a graphic designer to update the content and refresh the design.
Another unanticipated result of the infographic is the City decided tonolongerprintcopiesofthe200pagebudgetdocument.ItisavailableinanelectronicformatontheCitywebsite.Now,theonlydocumentthatisprintedisthebudgetinfographic.

Severalcommunityorganizationsdescribecommunity policing asastrategytoinvolvepoliceincommunityaffairsbeyondtheirnormalcrimefightingduties.1Thegoalistostrengthencommunitiesbybuildingtrustinandlegitimizingthecity’spoliceforce.
Community policing shouldnot be thought of as a program. Instead,communitypolicingisavaluesystem,whichpermeatesa police department to uphold their primary goal.This systemstressesworking cooperativelywith individual citizens, groupsof citizens, andpublic andprivate organizations to identify andresolveissuesthatpotentiallyaffectthelivabilityofspecificareas,or thecityasawhole.The ideaofcommunitypolicingstresses
prevention and early identification of concerns so they do notdevelop into future problems.2Community policing should notbe confusedwithNeighborhoodWatch - awell-known crimeprevention programdeveloped in the late 1960s in response toan increasing burglary rates.3Unlike theNeighborhoodWatchpreventionprogram,community-orientedpolicepracticesinvolveindividual officers acting as general-purpose specialists who unite government and private resources to produce resolutions.“Officersareencouragedtospendtimeandeffortindevelopingandmaintainingpersonalrelationshipswithcitizens,businesses,schools, andcommunityorganizations.”4
Commonfeaturesofcommunitypolicingincludethefollowing:
• Focus on Livability - several studies reveal that policeworkloads involve very little time focusedon crime-related concerns. Garden City to Undertake Energy Efficiency Project
Garden City is contracting with Siemens for aproject designed to improve energy efficiency andsavethecitymillionsofdollarsoverthenextdecade.Mike Muirhead, public utilities director, said
during a Garden City Commission meeting thatthe city has looked into developing an energy conservationprogrammanytimesoverthepastfouryears that would save money on operational costsoffacilitiesandstreetlights.Lastsummer,Siemenswas selected over four other firms to perform an investmentgradeaudit.

noelevator,atleastnotonethatwassafetoridein,itwasonlyfordeliveriesofpaper,furniture,etc.Soifyouwantedtogoonbreakorhavelunchinthekitchen,youhadtowalkallthewaytothethirdfloor.
Some of the significant changes that I have witnessed would be: How far we have come withtechnology,whenIstartedwiththeLeagueweusedmanualtypewriters.Youwouldmakeacopyofeverythingyoutyped,letters,codes,etc.,butyouwouldusecarbonpaper,betweentwosheetsoftypingpaper,andifyoumadeamistakeyoucouldnotjustbackspacetomakeitgoaway,youbackspacedandgotoutthewhiteout,letitdryandthenretypedoverit,thatwasonboththeoriginalandthecopy.Eventuallywemoveduptowordprocessorswhichusedbigfloppydiscs,whichwereusedtostorethecodeson.Laterweupgradedfromfloppydiscstosmallerdiscs.Nowwehavecomputers,laptopsthatallowyoutosaveyourworkeithertoadiscorthumbdrive.
TheDirectoryofPublicOfficialschangesweremadeonbigboards,afterchangeswerecompletedapicturewastakenofeachboard,whichwentontoametalplateandthenputonabigprintingmachinethatwouldproduceyourcopies.AfterallpagesoftheDirectorywereprinted,wewouldthencollatetheDirectorytobesentouttobeboundanddeliveredbacktotheLeaguetobemailedout.
The Kansas Government Journalwastypedupandthensentoutforprinting,itwasthendeliveredbacktotheLeague,whereweusedamachinethatstampedtheaddressesoneachJournal. Policy Committees meet three times annually; August, October in conjunction with the Annual Conference, and February as part of City Hall Day.

This committee reviews and recommends League positions dealing with a range of employment matters, including wage and hour laws, unions, workers’ compensation, unemployment insurance, etc. This committee also handles League positions relating to public officials, including ethics, elections, and other requirements of holding public office.
