Foreword

Members of Epynt Motor Club Ltd. are delighted to welcome you to the 2015 “Old Forge Garage

Mewla”. Our Sponsors Brian Dennis and his son Tim, of the Old Forge Garage are well known to

everyone in the sport, and have been great supporters of Epynt Motor Club for many years.

We are also delighted that Robin Stark and his company FIELD FARE CATERING are once again

involved with the Mewla continuing his long association with Epynt Motor Club.

This year we will be a qualifying round of the REIS MSA Asphalt Rally Championship, the new

BTRDA Mixed Surface Rally Challenge, the J.D. Competition Tyres Welsh National Tarmacadam

Championship, the King of Epynt supported by Quantum Tuning, the AWMMC Heart of England

Championship in association with DMack Tyres, as well as the ANWCC Stage Rally

Championship. In recognition of the increasing number of competitors running Historic Cars we

will again be running classes for these cars.

The rally will once again be based on the Royal Welsh Showground, Builth Wells where the

excellent facilities will be used for our Rally Headquarters and scrutineering. There will be the

option of scrutineering and sign-on on the Sunday, for a maximum of five cars, for those

competitors not wishing to stay overnight. There will be eleven stages, providing over 80 stage

miles, and a recce the previous day.

We look forward to welcoming you, be it as a competitor, marshal or spectator.

Article 1 Announcement

Epynt Motor Club Ltd will organise a National B permit stage rally on 30th August 2015.

The event is a qualifying round of the following Championships:

Article 2 Jurisdiction

The event will be held under:

2.1 The 2015 General Regulations of the Motor Sports Association Ltd (incorporating the provisions of

the International Sporting Code of the FIA).

2.2 The various regulations issued by the championships of which this event forms a part.

2.3 These supplementary regulations.

2.4 Any written instructions the organisers may issue.

Article 4 Eligibility

4.1 All competitors must hold a valid competition licence issued by MSA or by Motorsport Ireland

(H.26.1). Competitors unable to comply with this should contact the organisers.

4.2 In addition they must either be:

a member of the promoting club.

OR belong to a Member Club of the following Associations:

a) Welsh Association of Motor Clubs

b) Association of North Western Car Clubs

c) Association of West Midland Motor Clubs

d) Elected members of the BTRDA

OR Registered competitors of Championships as listed in Article 1.

4.3 Competitors are reminded of the MSA’s requirement for entrant licences as laid down on the licence

declaration form and in the 2015 MSA yearbook. Club membership cards, MSA competition

licences and championship cards will be inspected at signing-on.

Article 5 Start and Finish

5.1 The event will start and finish at the Royal Welsh Showground, Builth Wells on Sunday 30th

August.

5.2 The Rally HQ for the event will be the International Pavilion on the Royal Welsh Showground,

Builth Wells and the Drovers, Epynt Map Ref 147/986457 during the running of the stages.

Article 6 Scrutineering and Signing-on

6.1 Scrutineering will open at 14.30 hours on Saturday 29th August and close at 18.30 hours, with

documentation between 14.30 and 18.30. Sunday scrutineering will only be available by prior

arrangement with the organisers.

6.2 Each entrant will be assumed to have full knowledge of the car and its eligibility for the class

entered.

6.3 The competing vehicle will be subject to noise test with a maximum of 100 dba at 0.5 metres, at

4,500 rpm. (R.4) Noise will be conducted prior to scrutineering with the time and location being

given in Final Instructions..

6.4 Fuel. The use of FIA specification fuel (FIA appendix J article 252, article 9) will be permitted for

all competitors, subject to M.S.A. authorisation. (J.5.13.4).

6.5 Signing-on will take place at Rally HQ, the International Pavilion.

6.6 Competitors are reminded that all vehicles must carry a small oil spill kit. (R46.1.5), and belt cutters

(R49.9.7)

Article 7 Route

7.1 The total event mileage will be approximately 170 miles on public and private roads, of which,

approximately 80 miles will form special stages.

7.2 The Rally Route will be contained on the following OS maps sheets:- Landranger 1:50,000 sheet

numbers 147 & 160.

7.3 The event will contain 11 special stages on private property, which will be timed to an accuracy of

less than 1 minute, by marshals under the supervision of an MSA appointed timekeeper.

7.4 Cars will start certain stages at 30 second intervals, subject to authorisation by MSA.

7.5 The route will be defined by six figure map references and by Tulip-Type Road Book.

7.6 Full details of the route and special stages will be given in the road book issued to competitors either

at the start of the recce or, at the latest, signing-on. This document will contain all the necessary

information to enable competitors to comply with R33.1 – R33.1.9

Article 8 Identification

8.1 Cars will be identified by Rally Plates supplied by the organisers to be fixed to the bonnet and boot.

High visibility numbers, to be fitted to the rear side windows, will be provided by the organisers.

Regulation sized competition numbers, which must be supplied by competitors, will be available for

purchase at scrutineering from Rally Marketing, who will be the official supplier. (J.4 & R.6.1.3.a)

8.2 Competitors must provide a clear space above and below the competition numbers for event and

sponsors advertising material. (H.29.1.1)

8.3 Each service vehicle must display an official plate, on the front, provided by the organisers. (R38.3)

Article 9 Classes

9.1 The event is open to cars complying with the following classes: -

Group N - cars conforming to FIA International Group N Regulations

Class N1 - up to and including 1400cc

Class N2 - over 1400cc, up to and including 1600cc

Class N3 - over 1600cc, up to and including 2000cc

Class N4 - over 2000cc

Group A - cars conforming to FIA International Group A Regulations

Class A5 - up to and including 1400cc

Class A6 - over 1400cc, up to and including 1600cc

Class A7 - over 1600cc, up to and including 2000cc

Class A8 - over 2000cc, including homologated WRC cars.

Category ‘B’ - cars complying with 2015 MSA Technical Regulations

Class B9 - up to and including 1400cc + all FIA R1 cars

Class B10 - over 1400cc, up to and including 1600cc +all FIA R2 cars

Class B11 (A) - over 1600 cc, up to and including 2000cc (4cylinders, 8 valves)

Class B11 (B) - over 1600 cc, up to and including 2000cc (4 cylinders, 16 valves)

Class B12 - over 2000cc two-wheel drive + all FIA R3 cars

Class B13 - over 2000cc four-wheel drive + all FIA R4 cars

Class B14 – Non-homologated current or forma WRC cars, or one derived from one + current, and

former S2000 cars, and all FIA R5 cars

Class R15 - Road Rally Class - cars must conform to the MSA Road Rally Regulations and also

conform to Stage Rally Specifications. With reference to R.18.6.1, advertising will be permitted.

Historic. - cars complying with, 2015 MSA regulations R49.

Class H1 - All Historic category 1 cars, and category 2 and 3 cars up to 1600cc

Class H2 - Historic category 2 and 3 cars with single cam engines over 1600cc

Class H3 - Historic category 2 and 3 cars with multi-cam engines over 1600cc

9.2 Cars with forced induction will have their capacity increased by 70% to establish their class. (Does

not apply to diesel engine vehicles)

9.3 Metro 6R4 cars may compete provided they comply with the MSA requirements.

9.4 All cars and competitors must comply with MSA Technical Regulations J.5, R.46 to 49, K and L.

9.5 All cars must be taxed, tested and insured for the public highway (R.46.1.1).

10.4 A competitor may win only 1 award, other than a special award.

10.5 Epynt Motor Club Ltd. will not be responsible for posting any trophies not collected at the prize

giving after the event. They can be collected from awards secretary Sophie Harper (tel. No.

0781384715), by prior arrangement.

Article 11 Entries

11.1 The maximum number of entries for the event is 120 plus 20 reserves. The minimum is 75.

The minimum number of entries for each class is 5. Should either of these minimum figures not be

reached, the organisers reserve the right to cancel the event or amalgamate the classes where

necessary.

11.2 The standard entry fee, which includes one service pack, is £350.00.

11.3 The entries open on publication of the ASR and close for seeding on 16th August 2015, unseeded

entries may be taken at the organisers discretion until 28th August 2015.

11.4 Confirmation of entries will be made as soon as possible. Entries are at the discretion of the

organisers and entries may be refused without any reason given.

11.5 Once the entry list has been published, no communication will be entered into regarding it. NB.

Entries received after the 16th August 2015 will not appear on the seeded entry list prior to the event.

11.6 In event of withdrawal of an entry less than 14 days before the event, refund of entry is dependent

upon the place being filled by a reserve, and at other times, at the discretion of the organisers. In any

case an administration charge of £30 will be made. A full refund of entry will be given in the event

of cancellation due to lack of entries.

Article 13 Results

13.1 Provisional results will be published as soon as possible after the event. Protests must be made in

accordance with (C.5.1 to 5.3)

Article 14 Controls and Timing

14.1 Timing on special stages will be to the second and controlled by the target timing regulations R.31,

using digital clocks operated by officials under control of an MSA appointed Timekeeper.

14.2 All clocks will be set to British Summer Time (BST) using BBC or Telecom time signals.

14.3 All controls will open 15 minutes before the due time of car 0 and close 15 minutes after the due

time of the last competitor still running, having taken into account any delays R.30.1.

14.4 Lateness in excess of target time on road sections and special stages is cumulative. Once cumulative

lateness calculated between two Main Time Controls exceeds the maximum of 15 minutes, a

competitor will be deemed to have retired and will be excluded from results. (R.31.2.4 and

R.31.2.5.)

14.5 To be classified as finishers, crews must present themselves with their car at all controls within their

permitted maximum lateness.

14.6 It is the competitors responsibility to ensure that their times are correctly recorded and handed in

when and where instructed. Should any recorded time not be legible or not appear authentic, the

organisers may use any means at their disposal to calculate a time.

14.7 Control and stage signs and arrowing will be as R.29, except in the case of minor tracks, private

road junctions, which will not (in most cases), be marked.

14.8.1 All special stages will have a bogey time set at 75 mph (R.28.2.1), the target time for all special

stages will be set at approximately 30 mph (or less on short stages).

14.8.2 Competitors will receive penalties on special stages as follows:

(i) Under bogey time - Bogey time

(ii) Over bogey under target - Actual time taken

(iii) Over target - Target time

Time in excess of Target time on a special stage will count towards the competitor’s cumulative

lateness.

14.8.3 Competitors must be ready to start a special stage when required to do so by a marshal. (R.25.8.2)

14.8.4 On sections of the rally run at 30 second intervals, road timing will be to the previous whole minute.

14.9.1 Each road section will be allotted a target time based on approximately 28 mph average or less and a

competitor can calculate his due time of arrival at any Time Control (TC) by adding his target time

to his actual time of departure from the preceding TC. On road sections following a special stage,

extra time may be included to account for any delays at the special stage finish.

14.9.2 At all TC’s on road sections competitors who are early may wait for their due time outside the

control (R.12.3, R.12.4, R.30.1.2 and R.30.2). The time recorded at these TC’s shall be the time on

the official clock when the crew submits the time card to the official, provided that the car and both

crew members are within the control area. Once a competitor’s car enters the control area the crew

must submit their time card to the official within one minute: (i.e. a competitors Car may enter the

control area up to 59 seconds before their due time, without incurring a penalty for early arrival.

14.10 Time Controls

All controls, other than Passage Controls (PC’s) will be Time Controls (TC’s). The following titles

shall describe the various types of controls:

14.10.1 Main Time Control (MTC)

Main Controls will be situated at the Start and Finish of the Rally and at the lunch rest halts.

Competitors will start at two cars per minute. Each competitor will be given a due starting time from

any MTC (OUT) and the difference between this time and the actual starting time will be counted

towards exclusion for overall lateness.

Competitors will restart from any MTC (OUT) with zero lateness subject to ASR14.4).

14.10.2 Special Stage Arrival Controls (SSA).

On arrival at a SSA a competitor will receive an arrival time and a provisional start time. This will

be a minimum of 3 minutes after your arrival time (R.31.2.11) A start time for the stage will be in

hours, minutes and, (if competitors are to start at 30 second intervals) seconds. The competitor,

when instructed to do so, must then proceed immediately to the start control.

14.10.3 Special Stage Start Control (SSS).

At the SSS a competitor will be given a start time (normally the provisional start time given at the

arrival) for the stage in hours, minutes and seconds (subject to 30 second approval).

The starting procedure will be by traffic lights, which will operate as follows:

A verbal warning will be given to the competitor with 15 seconds to go. No other verbal warning

will be given.

At 10 seconds to go the red light will come on.

At 5 seconds to go the amber light (which consists of 5 segments) will come on.

At each subsequent second a segment of the amber light will go out.

The green light will come on at zero seconds, which will be the signal to start the stage.

In the unlikely event of a traffic light failure, the organisers will revert to a manual start system as

follows:

The marshal will count the competitor down in accordance with R.25.7.1 and will raise the flag, or

similar signal, at zero, which will be the signal to start. The 30-second warning will not be given on

stages run at thirty second intervals.

As each section is timed separately, the time taken from SSA to SSS is “dead time” and delays are

automatically allowed for. The area between the SSA and SSS is Parc Ferme (R.38.1.6, R.38.2,

R.38.2.1).

14.10.4 Special Stage Finish Control (SSF).

At SSF a competitor will be given their finish time in hours, minutes and seconds, this time will be

the start time for the next section. Any competitor who fails to stop at the stop line must return on

foot. Reversing the car is prohibited and subject to the penalty of exclusion (R.25.6.1 and R.32.2.p).

14.11 Other Controls.

The following titles shall describe the types of control other than time controls.

14.11.1 Passage Control (PC).

At certain points indicated in the road book, the organisers will establish a PC to collect time cards

(but not record a time) from competitors or for other purposes. A competitor failing to provide the

necessary documents at any PC will be deemed not to have reported there and will be considered to

have retired (R.32.2.a), (ASR.15.e).

14.11.2 Service Areas (SA).

All Service Areas will have IN and OUT time controls and will be marked as a Road Section. They

will also act as regroup controls. At the IN control competitors will be issued with a due OUT time.

Due to the nature of the Rally, the organisers may alter the amount of service available. The

minimum time will always be no less than 15 minutes.

Article 15 Penalties

G.R. Modifications

Classification for the order of merit will be by reference to total penalties. The winner will be the

competitor who has completed the greatest distance from the start with the least penalties.

Penalties will be applied as printed in the MSA General Regulations, R.32.2, except as modified

below:

Causing decibel meter reading greater than 100 dba will be deemed excessive noise. At the

discretion of a Judge of Fact, or in other cases the Organisers, a car causing excessive noise may be

refused permission to proceed at any time. In any case, the penalty for a second offence shall be

exclusion.

a) Not complying with a requirement of the Road Book or these ASR’s for which no other penalty is

specified 10 minutes

b) Not arming compulsory fire extinguisher 1st offence verbal warning

c) Chicanes and tightened junctions. Not performing a chicane or tightened junction correctly

The following offences carry a PENALTY OF EXCLUSION:

e) Not reporting at or providing proof of visiting a control or check.

f) Servicing contrary to ASR 16.

g) Driving in the reverse direction on a Special Stage or reversing to a “STOP” line.

h) Smoking on a Special Stage.

i) Failure to wear properly fastened seat belts and/or crash helmets on a Special Stage.

j) Excess speed on any 'Road Section'.

k) Causing an obstruction on an access road to a Special Stage or on a Special Stage.

l) Accumulated lateness (in excess of Target Time) between any two adjacent Main Controls in

excess of the permitted lateness of 15 minutes.

m) See ASR 17.

n) See ASR 18.

o) ASR 16.2.

p) Not arming compulsory fire extinguisher, second offence.

q) Contravention of R.5.4, R.5.4.1, R.5.4.2.

r) Contravention of D.35, and H.39 misuse of drugs and alcohol.

s)Failure to notify damage to property or injury to persons or animals (ASR22)

To be classified as a finisher, a car with its crew must complete the course without incurring the

penalty of Exclusion.

Article 16 Servicing

16.1 Competitors may only receive mechanical assistance from registered service/management vehicle.

One service vehicle will be permitted per competing car. One service plate is to be included in the

entry fee.

16.2 The service vehicle must be registered with the organisers, giving the vehicle registration number

before an official plate is issued. The use of a service plate on a vehicle not previously registered

with the organisers is an offence for which a penalty of exclusion will apply.

16.3 Service vehicles are required to follow a prescribed route to the service area. All other areas will be

out of bounds to service crews and vehicles.

16.4 Crews may work unassisted, using parts and tools carried in the competing car, on their own cars in

“no service areas”. Must comply with R.38.2, R38.2.1

16.5 Service crews are subject to the same regulations as competitors regarding noise, bad driving

manners etc. Officials and marshals have been instructed to report any infringements of these rules.

16.6 All service work must be carried out over a suitable ground sheet/tarpaulin. All spillages must be

contained and removed from the Service Area.

16.7 Any vehicles when raised off the ground observed running without a competent member of the crew

or service personnel at the controls will be deemed an offence for which the penalty of Exclusion

will apply.

16.8 Competitors are responsible for ensuring that their service crews work in a safe and suitable manner

and understand and comply with these regulations and that their service vehicle bears official plates

showing the competitors rally number. This plate must be fixed to the front of the service vehicle

(ASR 8.3) and be clearly visible at all times.

Article 17 Subjective Route Notes

Subjective route notes are allowed. However, local bye-laws exclude private vehicles on military

roads. There will a “RECCE” day. This will take place on Saturday 29th August from 11.00 a.m.

until 16.00. Meet at 147/987451 (Drovers). Any competitor found making a reconnaissance of the

Range at any other time will be excluded, and will also be reported to the MSA and WAMC. Only

the driver and Co-driver may take part.

Article 18 Out of Bounds

Any competitor will be deemed out of bounds if more than 200 yards from the defined route of the

event.

Article 19 Final Instructions

Final Instructions will be emailed on August 24th 2015. If you require finals to be posted, you must

inform the Entries Secretaries before 16th August 2015.

Article 20 Insurance

Vehicles must have insurance in place which provides Third Party Liability cover that complies with

the Road Traffic Act. This can be either, by extending an existing motor policy to cover the event

or, by purchasing additional cover as an adjunct to an existing motor policy.

If a competitor uses an extension to an existing policy, they will be required to sign a declaration

that the cover complies with the requirements of the Road Traffic Act. Any responsibility for a

fraudulent or misleading declaration about existing cover lies with the competitor.

If a competitor wishes to purchase additional cover via the organisers then they can do so prior to

the event providing they comply with the following.

1. Age 19 years of age or over

2. Has held a full licence for a minimum of 6 months

3. Has no more than 6 points on their licence

4. Has had no more 1 fault claims in the last 3 years

5. The vehicle has valid Tax, MOT and is currently insured for road use

Anyone aged less than 19 years old will also be accepted at the same price should their co-driver be

a more senior member of their family or over 25.

Any competitor, who falls outside these parameters, may be offered cover at equivalent terms or an

agreed price, if approval from REIS has been obtained by the event organisers, prior to the event.

Additional cover provided by this scheme is only effective whilst the vehicle is actively competing

in the event, and remains under the control or direction of the event organiser(s). Cover will cease

immediately if you are precluded or retire from the event.

The event organiser’s RTA scheme is provided by REIS and underwritten by Chaucer Insurance.

Article 21 Interpretations of Regulations

It is not the duty of any marshal to interpret regulations or any other written instructions to a

competitor, or to explain the meaning and/or effect thereof. It is the responsibility of the competitor

to read and understand the regulations and other written instructions.

Article 22 Damage Declaration

Competitors will be required to complete and sign a report declaring that they have not been

involved in any accident resulting in damage to private property or injury to persons or animal, or

alternatively given details of such an incident where damage or injury has occurred. Any

information given will not incur a penalty, but failure to hand in a duly completed form will be

penalised by exclusion.

N.B. Due to the ever increasing cost of running events and our own commitments to keeping the

entry fee down, competitors who cause damage, i.e. to property or livestock on stage, not covered by

their own insurance, will be expected to pay for or put right any such damage up to a maximum of

£150.

Competitors who do not report to the Finish are required to forward the Declaration to the Secretary

within 72 hours of the event, unless they have been involved in any accident, in which case details

must be given to the Organisers the same day. Competitors who fail to reply will be reported to the

MSA. (R.40.1.3 and R.40.1.4)

Article 23 Judges of Fact

Judges of Fact appointed by the organisers will be on duty throughout the Rally to observe and

report on any competitor considered to be making excessive noise or to be in contravention of the

Service Regulations. Additional Judges of Facts will be appointed to observe chicanes and tightened

junctions. A complete list of Judges of Facts will be posted at Signing On.

The start officials on all Special Stages will be empowered to judge whether or not a competitor has

made a false start.

Article 24 SOS and OK Boards

Competitors are reminded that SOS/OK Boards are compulsory and that it is the competitor’s

responsibility to supply them at Scrutineering if requested. Your attention is drawn to R.25.4, use of

SOS/OK Boards.

Article 25 Filming/Video Photography.

The event is run entirely on Ministry of Defence property that have strict licensing rules on the use of

filming/video footage for commercial purposes. It is therefore a condition of entry that all competitors

are bound by the following conditions unless a filming license agreement is held.

It is a condition of entry on the event that the copyright in any film or other form of moving picture

shall be the property of the promoters and shall not be used for any form of public advertisement or

display or for any other purpose, except the private enjoyment of the person who has made the film,

without written consent of the promoters. All infringements will be the subject of legal proceedings.

Competitors are reminded that should they wish to film/video from their car then a letter of agreement

must be obtained from the Clerk of Course and all equipment required be fitted for inspection by the

scrutineer at scrutineering. (J.5.20.5).

NB. Filming/video is not permitted on the recce.

Article 26 Mewla Trophy Rally

1 Epynt Motor Club Ltd. will organise a Trophy Rally.

2 To qualify a competitor must have retired from the main event on Stages 1-7.

3 Competitors who are excluded from the rally, other than those excluded for exceeding maximum

lateness, will not be eligible to enter the Trophy Rally.

4 Following satisfactory technical re-scrutineering and signing-on competitors will commence the

Trophy Rally from MTC3 (Stage 8)

5 Competitors wishing to compete in the Trophy Rally will run in the order of their original number.

6 Competitors in the Trophy Rally must be in the same car, with the same driver and co-driver as

originally entered in the main event.

7 There will be one overall award in the Trophy Rally.

8 Cars will be re-scrutinised on Sunday 30th August between 13.00 –13.15 hours at the Drovers. Ref.

147/987451.

9 Cars will restart from MTC3.

10 It is not the organiser’s duty to remove vehicles from a stage to enable the competitors to take part in

the Trophy Rally.
