This session will:

• give legal context to the assurance process

• provide an overview of early engagement activities

• outline the pre-consultation approach and local activities

As part of the NHS England assurance for major change, CCGs will need to consider whether the four tests below have been met:

– Strong public and patient engagement;

– Consistency with current and prospective need for patient choice;

– A clear clinical evidence base; and

– Support for proposals from clinical commissioners.

• The tests will need to be completed once consultation proposals have been finalised

• The relevant CCG committee will need to consider the evidence of local compliance, confirm it is assured around proposed activity and make recommendations to the Stakeholder Reference Group (SRG) and the Committee in Common (CiC).

• A consistent approach to application of the four tests has been developed and agreed by CCG Chief Officers

During our early engagement phase, the programme reached over 3,000 people, with direct feedback from more than 1,700, through a number of different approaches:

• Six large scale events (one in each borough) in July 2015 – which reached over 440 individuals

• Outreach engagement - running focus groups; holding stalls at local fairs and festivals; running surveys; having an online feedback form; attending meetings; and working with local Health watch organisations to extend our reach into local communities

• Workshops with Healthwatch to discuss recommendations and learning from their local research and how to incorporate this into programme thinking

Of note, prior to our early engagement phase, significant engagement activity was also undertaken during the development of the strategy.

Analysis

All feedback was collated and analysed. The impact that it had to our plans has been detailed and published in our ‘You Said, We Did’ report:

• The planned care orthopaedic workstream is the only area in which we are developing proposals which may require public consultation

• The purpose of pre-consultation is to inform and prepare for full public consultation (if required) by gathering information from key stakeholders to inform the development of the final options

• The pre-consultation plan has been developed through discussions with the Communications and Engagement Steering Group, Stakeholder Reference Group, Equalities Steering Group, Joint Health Overview and Scrutiny Committee and the Planned Care Reference Group. The plan has also been externally assured by best practice engagement experts the Consultation Institute (tCI).

• Although our engagement is on-going, to make a meaningful contribution to decision making processes, feedback is encouraged by the end of September

• informally discuss the proposals with local stakeholders, tailoring our engagement approach to the needs of each audience

• build on information gathered during the early engagement phase and from the equalities analysis – ensuring that we are reaching those communities most affected by possible changes to planned care

• ensure that proposals are discussed in the context of the wider health and care system – and not developed in isolation

• build on the case for change and raise awareness of the issues being discussed

• strengthen our relationships with local communities and stakeholders in order to ensure an effective consultation

• demonstrate how the proposals have been reached and that all proposals, benefits and impact on service users have been considered

• demonstrate that we have listened to, and responded to what we have heard so far

• We are targeting engagement with groups most impacted by any potential changes to planned care orthopaedic services, building on intelligence gathered during early engagement

• This approach has been informed by two independent Equalities Analyses (Aug 2015 and July 2016) and recommendations made by the south east London Stakeholder Reference Group. These identified groups who would be most affected by changes to planned care services, including: older people; carers; people who live in areas of socioeconomic deprivation; race/BME communities; people with physical disabilities; people with learning disabilities and people who have or are undergoing gender reassignment.

• During full public consultation, we would broaden our approach

• Response forms have been developed to capture feedback from local patients, public and staff, in a consistent way (hard copy and online versions)

• All responses will be compiled, independently analysed and brought together in one document which will be considered by CCGs and then the Committee in Common

• A full report will be published, detailing feedback and a programme response
