2018 version 9 Dear OMC Official Jurors, This Jury Guidebook has been created to assist OMC’s jurors in maintaining the highest standard when judging OMC international competitions worldwide. For fair judging results, OMC has set up a new jury grouping system. Only country jurors whose record is excellent with no red card in the previous championship will be selected to judge in OMC World Championships. OMC will determine which tests they will be judging. A Jury Briefing takes place the day before each World Championship. OMC will inform the jurors in advance of the date, place and time. Jury members can represent the country they live in, but judge only in the section for which they have taken their juror examination (Ladies, Gents, Aesthetics or Nails Section). All OMC jurors and trainers can be elected by OMC to present demonstrations for country organizations within the OMC Look & Learn educational program. OMC Professional and Supranational Jurors 1. Juror Qualification

All OMC jurors must hold an OMC Juror Certification, which will be obtained by passing the compulsory juror examination during an OMC World Jury Seminar or online juror examination.

2. Professional Jurors are appointed by OMC World

OMC Competition Directors are considered professional jurors representing the world. OMC may add 2 of these professional jurors to each test to compose the jury group.

3. OMC Supranational Jurors

Each member country organization will be asked to send one Gents juror, one Ladies juror, one Aesthetic juror and one Nails juror. None of these jurors must have received a red card in their last competition. Regarding countries that have multiple organizations, OMC will decide which jurors will judge in the concerned tests, representing their countries.

4. Juror Grouping The jury groups will be composed of a minimum of 5 and a maximum of 11 jurors, including the 2 OMC professional jurors.

5. Fair Judging To establish fair judging, the jurors may not judge in tests where their own competitors are participating.

6. New Jurors

The Competition Committee will decide if the scores of a new juror will count or not.

7. Jury Briefing

At the jury briefing the day before the championship, only selected jurors will receive an envelope showing which tests they will be judging. The juror’s selection is based on their last competition scores.

8. Jurors dress code

In order to establish a unifying dress code, it is essential that all Gents jurors wear dark colours, preferably dark blue or black. The outfit can be trendy or classic. Shirts and scarfs can be of any colour. The Ladies jurors’ dress code is white and blue or white and black with other accent colours.

Jurors Disqualification is 1 year, from one world cup to the next.

OMC Scoring System Example

Scores given by jurors 28 – 26 – 30 – 27 – 28 – 25 – 25 First rectification Scores given by jurors to competitors of their own country are omitted (27 in this case) Calculation of first average omitting score 27 28 + 26 + 30 + 28 + 25 + 25 = 162: 6 = 27 Second rectification Scores that are 3 points away from the average (27+3=30) are omitted New average based on the remaining jurors’ scores: 28 + 26 + 28 + 25 + 25 = 132: 5 = 26.4 Final score: 26.4 x 7 = 184.8 Jurors' country scores, as well as yellow and red cards, are removed and replaced by the average of all other jurors, basing on the first rectification of the juror concerned.

Attribution of Yellow and Red Cards Yellow and red cards are attributed basing on the first scores / rectifications of the jurors concerned. Individual red card -If any of the scores 30, 29, 28 is found on the 11th place or higher 1 time in a test. -If the score 27 is found on the 21st place or higher 1 time in a test. Yellow Card - If the score 27 is found from the 16th to the 20th place 1 time in a test. - If the score 25 is found in the first positions 1 time in a test - If scores given by a juror are 4 points or more away from the average 2 times in a test. - If scores given by a juror are 5 points away from the average 1 time in a test. Four (4) yellow cards = one red card A juror who receives 4 yellow cards in one or multiple tests in one OMC championship will get one red card. Juror Disqualification Juror receiving a red card will be disqualified for (1) year, from 1 world cup to the next. The scores of jurors who receive yellow or red cards after the first ratification will be omitted. After recalculation, these jurors’ scores will be replaced by the average of the other jurors. Lenience Committee A Lenience Committee will analyze the scores given by jurors who received yellow and red cards. The Lenience Committee can remove yellow or red cards if they feel they were received despite objective judging. In addition to the yellow and red cards given automatically by the computer, the Lenience Committee may disqualify jurors whose judging is found to be incompetent or unfair.

Selection of the winning hairstyles (10 or more competitors) To ensure fairness in all OMC competitions, jurors must be clear, unbiased, systematic and efficient. In order to accomplish these tasks in a relatively short time, below are the recommended judging guidelines and criteria. The OMC scoring system allows to focus only on the top scores indicated in the boxes. Follow the 4 steps below. 1. First walk-through: The jurors look at the general work of all competitors without assessing any

scores, but taking notes with the plus + and minus – signs. 2. Six top scores: The jurors can start selecting the six top scores 30, 29, 28 and a maximum of three

(3) 27 (check the score chart). 3. Score 26: The jurors review the list created in the first and second walk-throughs and start

attributing the score 26. According to the number of competitors, it can be given a maximum of 10 -26`s according to the number of competitors.

4. Score 25 being out from the box, it is no longer needed to be assessed. All competitors automatically

receive the score 25. By following these 4 steps, you have completed your professional task and may qualify to be awarded the OMC's Best Juror Award if you have achieved 114 point. This can be achieved if you’re the top 4 scores are in the top 4 positions of the general classification of the concerned test.

Suspension / Disqualification / Penalty Rules 1. General rules to be observed

a. If a juror arrives late at the Jury Room, the Competition Global Director or the General Commissioner will decide if he/she will be admitted in the Jury Room and to judge the test.

b. Jurors are not allowed to leave the Jury Room while waiting to judge, except for going to the restroom.

c. Once a juror has turned in his scorecard, he must leave the Championship Arena and directly go back to the Jury Room if he/she is selected to judge other tests.

2. Immediate disqualification of jurors

a. Jurors directing other jurors to see a particular mirror number. b. Jurors talking to each other on the competition floor. c. Jurors using mobile phones in the Jury Room or on the Competition Floor. d. Jurors taking pictures while judging on the Competition Floor.

3. Voiding of Scorecards

If a juror shows inexperience during a competition (skipping a score, illegible scorecard, not completing judging in time), the General Commissioner may disregard his/her scorecard at any time.

4. Consequences of yellow and red card attribution The official notification concerning the yellow or red cards will be sent to the jurors’ organizations and to the jurors concerned. Juror Disqualification Jurors who has received one or more red cards will be disqualified for 1 year.

Lenience Committee A Lenience Committee will analyze the scores given by jurors who received yellow and red cards. The Lenience Committee can remove yellow or red cards if they feel they were received despite objective judging.

Equal Results

Individual tests 1. The President of the Jury is appointed by OMC according to best judging record. 2. In case of equal scores, the scores of the Jury President determine the first place in each test

(Ladies and Gents). 3. In case the tie is not broken, the computer will continue using the sequence of the jury list down

to the last juror. General Classification in combination or team competitions If two teams have equal scores, ties will be broken by comparing the scores of the competitors of each team, combination or individual, starting from top downward. The advantage will be given to the competitors/teams that have the higher scores in the following tests: 1. Ladies' Technical it is the "Hair by Night" 2. Ladies' Technical Evening it is the "Evening Style

3. Ladies' Progressive it is the "Progressive Cut"

4. Ladies Prestige is the “Prestige Bridal”

5. Ladies Bridal make-up it is the “Creative Bridal” 6. Gents Commercial it is the “Commercial Cut”.

7. Gents Technical it is the "Classic Cut"

8. Gents Progressive it is the” Progressive Style”

9. Junior’s team tests, the same principle as for the Sr. Ladies and Gents will apply.

Best Juror Award The Best Juror Award will be presented every years to the jurors who have obtained the highest points in any of the tests. The number of competitors must be more than 15 in a single test. According to the number of tests judged and yellow cards received, the OMC Board of Directors will decide if the jurors will be considered for the Best Juror Award.

Judging Example - Evaluation The evaluation is made by adding up the top four (4) competitors' scores of each test. Only jurors reaching 114 points in the tests concerned will receive the “Best Juror Award“.
