The niche for ultra-small city cars may be limited, but Toyota’s funky Scion brand believes its new iQ will expand the segment, and based on a sneak peak Tuesday , it has reason for optimism.
Positioned between Mercedes-Benz’s Smart car and the Fiat 500, Scion iQ offers a 1.3-liter four-cylinder engine capable of 94 horsepow-er. But the real draw may be the 11 airbags and a nimble 12.9-foot turning radius that will make parking in congested cities easy. The U.S. Environmental Protection Agency says it will average 37 mpg in combined city and highway driving.

The iQ’s designers carved out more interior space, especially for front-seat legroom and overall headroom, than a glance from outside the car would lead one to expect. Colo., Okla., Pa., Wyo. push for natural-gas cars
ENGLEWOOD, Colo. — The gov-ernors of Colorado, Oklahoma, Penn-sylvania and Wyoming are teaming up to encourage U.S. automakers to develop affordable vehicles that run on natural gas, a valuable resource in each of their states.
Their plan is to start replacing thousands of vehicles in their state fleets with ones that run on natural gas, in turn driving demand for more filling stations and cars that run on alternative fuel, according to a memorandum of understanding the governors signed Wednesday.
Colorado Gov. John Hickenlooper touted the idea as a market-driven way to build demand for natural gas-driven school buses, pickup
trucks and vans while also support-ing jobs, reducing U.S. reliance on foreign oil, cutting emissions, and providing fuel that is the equiv-alent of $1.25 per gallon cheaper than gasoline.
“Not only do we not send billions of dollars out of the country, it’s a cleaner-burning fuel that is signifi-cantly less expensive,” Hickenlooper said in announcing the effort at a Colorado Natural Gas Vehicle Coali-tion workshop.
Republican Gov. Mary Fallin of Oklahoma and Hickenlooper, a Dem-ocrat, led the initiative. Hicken-looper said the National Governors Association would help promote the idea to other states.
Colorado alone has about 5,800 vehicles in its fleet, plus about 2,000 more within the state Department of
Transportation, state fleet manager Art Hale said. Because of a limited state budget, Colorado now has a three-year backlog of about 1,600 vehicles that need to be replaced, Hale said.
Colorado’s budget remains tight, but some vehicles will have to be replaced soon. “Some of these vehi-cles are 10 to 12 years old. We have no choice but to start replacing them,” Hickenlooper said.
The extraction of natural gas through hydraulic fracturing, which involves injecting a mix of water, chemicals and sand into rock under-ground at high pressure, has drawn concern from some residents and environmentalists, especially as companies look to tap the Niobrara formation underlying parts of Col-orado and Wyoming and the Mar-
cellus Shale play across much of Pennsylvania.
The Environmental Protection Agency is studying the potential effects of fracking on drinking water, but results aren’t expected until next year.
Production of natural gas vehicles today remains low. Honda makes a Civic that runs on natural gas, but it’s more expensive than a stan-dard Civic.
There are about 1,200 natural gas vehicles in Colorado and an estimat-ed 120,000 in the U.S., said David Hill, vice president of operations in Encana Natural Gas Inc.’s natural gas economy division. There are about 960 fueling stations nation-wide, he said. Colorado has 29, rank-ing it seventh in the country, Hill said.

launch this summer, but the disruptions caused by the March 11 earthquake and tsunami in Japan pushed back its production launch. Now Hollis expects West Coast dealers to see their first cars in early December. Showrooms from the South-west to Southeast should receive the iQ in January and February 2012, and the marketing launch on the East Coast and Midwest is slated for next March.
The other challenge for Scion is that the 18- to 29-year-old demographic from which most iQ buy-ers will come is taking a disproportionate hit from the prolonged unemploy-ment crisis.
“The market we’re aiming at has a 20 percent unem-ployment rate, but they are moving back into cities,” Hollis said.
An electric version of the iQ is scheduled for introduc-tion next year, but Hollis said it will be sold primar-ily to corporate and govern-ment fleets.
The iQ will carry a base price of $15,995, including delivery.
“It’s definitely an interest-ing car,” said Dave Sullivan, an analyst with AutoPacific. “The problem is that Ameri-cans like to pay for cars by the pound. You have to give people a reason to want to downsize.”
The iQ expands Scion’s lineup from three to four models. Despite the earth-quake’s impact, Scion’s sales through the first nine months of 2011 are up 13.2 percent from a year earlier. Sales of the redesigned 2011 tC sport coupe, launched about a year ago, are up 76 percent from last year through September.
Last April, Scion showed a concept car called the FR-S at the New York Internation-al Auto Show. A version of that is expected to be pro-duced sometime in the next 18 months.

Ohio tax incentives to help Chrysler hire, retain workers in Toledo
DETROIT — Chrysler Group LLC plans to announce that it will hire 1,105 workers in Toledo, Ohio, just three weeks after hourly workers narrowly approved a new labor con-tract with the United Auto Work-ers union.
The Auburn Hills, Mich., auto-maker will receive tax incentives from Ohio that pave the way for a $365 million investment to create the jobs and retain 900 others at its Toledo Assembly Complex, where workers build the Dodge Nitro, Jeep Wrangler and Jeep Liberty.
U.S. Rep. Marcy Kaptur, a Dem-ocrat from Toledo, will attend Chrysler’s event in Toledo next Wednesday, a spokesman said. Ohio Gov. John Kasich is expected to be in Toledo the same day.
Chrysler pledged to invest $4.5 billion and add 2,100 jobs in U.S. fac-tories as part of a four-year labor agreement ratified Oct. 26. That is
fewer new jobs than either General Motors or Ford promised. But the UAW didn’t provide details of the Toledo jobs before workers voted on the contract.
By 2013, Chrysler plans to fill the new Toledo jobs with entry-level workers who eventually will earn $19.28 per hour.
Chrysler wanted to raise entry-level wages to $22 per hour by 2020, with no limit on the percentage of entry-level workers it can hire after 2015, said a person familiar with the negotiations. The UAW chose not to eliminate a 25 percent limit on entry-level hires.
Chrysler’s entry-level workers will easily surpass 25 percent of the com-pany’s hourly U.S. work force over the next four years, a person famil-iar with the company’s hiring plans said Tuesday.
But starting in 2015, Chrysler’s UAW contract requires the automak-er to bump some workers into a high-er tier of pay so the entry-level work force doesn’t exceed 25 percent.
That’s why Chrysler sought to eliminate that cap in its latest round of contract talks with the UAW. Now, Chrysler wants to deal with that issue in the next round of contract talks.
On Oct. 28 — just two days after UAW workers narrowly ratified the new agreement — Chrysler and Fiat CEO Sergio Marchionne shocked auto industry observers and work-ers when he said the two-tier wage system is unsustainable.
“Trying to get this whole organi-zation to work in unison when you’ve got this kind of economic disparity between people on the line is not something that can go on for a long period of time,” Marchionne said.
Chrysler currently employs about 23,000 hourly workers. About 12 percent, or 2,800, of those workers were hired at an entry-level wage of about $14.65.
That puts Chrysler on a faster course to bump into the 25 percent cap than either Ford or General Motors, which have fewer than 5
percent of their workers making the lower wage.
Under a four-year contract rati-fied by UAW workers on Oct. 26, Chrysler’s entry-level workers will earn $19.28 per hour by the end of the agreement.
That’s still about $10 per hour less than UAW production workers hired before 2007.
Within the UAW, the two-tier wage structure is controversial because the union has long believed in the concept of equal pay for equal work.
During labor negotiations, Mar-chionne proposed paying entry-level workers $22 per hour or more within eight to 10 years. But he did not ask that workers hired before 2007, who earn about $28 per hour, take a wage cut.
Chrysler and the UAW were unable to reach a long-term agree-ment for entry-level wages that removed any limit on the number of entry-level hires. A UAW spokes-woman declined to comment.

The biggest surprise of the 2011 model year is the Pygma-lion-like transformation of the Dodge Charger into a car worthy of the name.
The new 2011 Charger’s sophis-ticated muscularity channels the spirit of the 1968 to 1970 Dodge Charger. Without slavish duplica-tion, the new car adapts the old car’s most pleasing attributes: the scallops on the hood and body sides, the graceful Coke-bottle shape of its beltline, the rear roof pillar offset from the fend-er line and the rear full-width tail lamps.
These hallmarks are mixed with new elements: the prominent Dodge cross-hair grille and men-acingly aggressive head lamps; the sleek new roof line with thin-ner roof pillars and the extensive use of LED lighting. It instills the Charger with a suave muscularity, like Rambo in an Armani suit.
The design smarts contin-ue inside, though to a lesser degree.
The instrument cluster, which looks as if it was lifted from a chronograph, is set in a simple dashboard panel that is domi-nated by a gigantic touch-sen-sitive screen. Thankfully, the screen’s large icons are easy to activate, although some of the graphics, especially on the navi-gation system, seem cartoon-like and crude.
Sublime tan Nappa leather seats, with a color lifted straight from Ferrari, give the interior an ele-gant edge.
The seats are part of a $4,000 Rallye Plus package that stuffs the Charger with gobs of gear: Bluetooth streaming audio, USB port, Sirius satellite radio, security alarm, dual automatic climate con-trol, heated front and rear seats, and heated and cooled cup hold-ers, among other options.
Other options include a $575 Drivers Convenience Group, which adds such comfort essentials as a power tilt/telescopic steering wheel, heated folding outside mir-rors and power adjustable pedals. Also appreciated: the $650 Naviga-tion/Backup Camera Group.
Despite the generous comple-
ment of options, the interior comes off as more sporting than luxuri-ous. There’s plenty of soft-touch surfaces, and a dramatic reduc-tion in hard plastic and coarse edges that characterized the 2010 Charger.
Looks aside, you can feel it when you’re in the car. The seats are wide and comfortable. The interior is quiet. The storage bins are lined. The switches lack the cheap, tacky feel of previous models. Interior space is generous, but then again, this is a full-size car.
Given the car’s newfound sophis-tication, you might expect the
Charger to still drive like a big, dumb American poser. But here’s the surprising thing: it doesn’t.
There are three trim levels: Charger SE, Charger R/T and Charger R/T AWD.
The SE has a 292-horsepow-er 3.6-liter V6 and rear-wheel drive. The R/T swaps the V6 for a 340-horsepower 5.7-liter Hemi V8, and a performance-tuned sus-pension with larger disc brakes. The R/T AWD adds — surprise — all-wheel drive.
All engines are mated to a five-speed automatic transmission, although an eight-speed automat-
ic is expected by the end of the year.
Of course, just to confuse any-one outside of Dodge, the Charger can be fitted with what the com-pany calls lifestyle packages, but which sound like trim levels. They include the Rallye, Rallye Plus, R/T Plus, R/T Road & Track and R/T Max.
Time spent with a well-optioned SE proved the car to be remark-ably poised over the rough roads. Body motions were very well con-trolled, and the car had a well-bred persona. It rides comfortably, but gets down to business when it’s time to have fun. The steer-ing communicates some of what’s going on; the brakes bring the par-ty to halt with authority.
And while many enthusiasts would prefer a Hemi, the V6 acquits itself nicely while pro-viding good fuel economy.
For a car that starts at the same price as smaller sedans whose strongest flavor is vanilla, it’s an impressive feat and quite a trans-formation.
The Charger does something the previous Charger did not. It captures the essence of classic American full-size sedans: it has space, it performs well, it has bold style and it’s sold at a price mere mortals can afford.

Diagnosing lukewarm A/C system
Q: My air conditioner just went from working great to not at all. It still blows from all the vents but never gets cold. Since it’s the end of the season, it’s not that big a deal to fix now, but I’m wonder-ing how much this might set me back to fix.
—Jason Lungo A: When an air condition-
ing system fails to blow cold air, there are three general areas of concern.
First is refrig-eration. A/C sys-tems pump refrig-erant through a handful of com-ponents and con-necting hoses to
extract heat from the passenger compartment and release it out-side. Should a leak develop in one of the components and refriger-ant is lost, efficiency will go down until the system shuts itself off. A compressor or control valve fault is also possible, but rare.
Next is a control system or electrical fault. Modern vehicles employ complex strategies for A/C operation. If a vehicle condi-tion is out of limits or irregular, A/C operation may be denied. An example is a faulty power steer-ing pressure switch or switch connection. If the engine control computer thinks the vehicle is turning sharply, the A/C com-pressor clutch may be ordered to stand down, as the combina-tion of these two accessory loads at the same time can affect idle stability.
In addition, a typical vehicle has perhaps a dozen electrical connections and switches related to compressor clutch operation, and a poor connection in any of them could result in an inopera-tive compressor, and no cold air.
The final category is the HVAC (heating ventilation and air con-ditioning) network behind the instrument panel. It is possible cold air is being generated by the

refrigeration components but is being accidentally mixed with warm air, providing incorrect output. This is rare, but worth considering.
How about trying this: Open
the hood and stand to one side as a helper starts the engine and then engages and disengag-es the A/C mode switch several times, pausing a few seconds in between.
If a fairly loud click is heard each time the switch is thrown, this means the compressor clutch is engaging, which infers
adequate or better refrigeration operation.
If a click is not heard, shut off the engine and look around the engine compartment for signs of recent wetness — such as a clear, slimy residue — on or near A/C components and hoses. A sudden, large leak would likely expel a noticeable quantity of refrigerant
oil, leaving a visual clue. A slow, long term leak, which is more common, typically leaves a dirty area, as refrigerant oil attracts dirt like a magnet.
It’s difficult to put a number on repair cost. Your best hope is an easy-to-find electrical con-nection fault or hose connection leak. This might be in the $200
to $300 range. A leaking compo-nent, failed compressor or HVAC metering problem could be a lot worse.

BMW unveils electric, hybrid concept carsNEW YORK — BMW
unveiled a pair of concept cars Wednesday, one a hybrid and one electric, made of light-weight carbon fiber and a see-through glass exterior.
The cars are expected to go into production within the next two to three years.
The carbon fiber in the i3 city car and i8 sports car sig-nificantly reduces the weight of the vehicle and the size of its frame, giving designers more flexibility and creating
more interior space for pas-sengers, said Richard Kim, who designed the exteriors of both vehicles.
The material, used in the aerospace sector and also for high-end bicycles, is valued for its strength-to-weight ratio. Its uses are expanding, howev-er, and engineers are design-ing everything from camping equipment to pool cues.
For the German automak-er, it allowed for more glass where there is traditionally metal, Kim said. The doors of
both vehicles are mostly made of glass, along with much of their roofs and tail ends.
BMW said the car offers “superb safety in the event of a collision.”
The final product may not appear as dramatic, but will have the same feel as the con-cept cars, Kim said.
“You may not see as much glass, but you will be able to see the light coming through,” Kim said at a sneak peak event Wednesday in New York. The cars officially debut
next week at the Los Angeles auto show.
The i3 is expected to go into production in 2013, with production of the i8 follow-ing a year later. The cost of the car has yet to be deter-mined, though carbon fiber is not cheap.
The four-door i3 is designed for urban driving, with its wheels pushed out to the cor-ners of the frame for stability. It has coach-style doors, with rear and front doors swing-ing open at the center of the
vehicle.The added stability of car-
bon fiber allowed designers to eliminate the support pillar traditionally found between the front and back doors, which will make it making it easier to enter and exit the vehicle, Kim said.
The i3 comes in an all-elec-tric version that can go 80 to 100 miles on a single charge, but buyers have the option of adding a small gas engine that would recharge the bat-tery if needed. It takes about
six hours to fully charge the battery.
The sporty i8 has two winged doors made of glass and a sleek silhouette. The exterior is designed to help the car cut through the air more efficiently.
The all-wheel-drive car has a battery and a gas engine that work together, with the battery powering the front wheels and a gas engine pow-ering the rear wheels. With-out the gas engine, the car has a range of about 20 miles, but fully charges in less than two hours.
