Reasoning behind proposed approach

Comms Protocols not being specified:

� No compelling reason to adopt one technology – mix required Urban / Rural?

� Will allow for greater variety of offers … but will make selection more complex

Comms Module to be supplied as part of Comms Contract:

� Split Meters <> Comms / facilitates Comms E-2-E management contract.

Meters to be procured separately:

� ESBN has choice of meter vendors for rollout + future … but integration risks

Project Status

• Market-based workshops almost concluded

• Billing Data transfer / Change of Supplier or Tennant / Meter Works etc

• New consultations around ToU and PayG currently on-going

• Will further engage with Networks Business - Operational items

• Process to procure Consultant assistance in progress at present

• Finalise detailed designs / specs later this year > OJEU Notices

• Expect to go to tender for Comms / Meters early 2015

• Having Shortlisted vendors, Comms selection will proceed before Meters

Final Comments … with a Metering bias

• Ensure the installed Smart Meter population is specified to be fully

manageable from the central computer system

• Not enough to be able to collect metering & event data and operate the Switch

• Requires full integration between meters and Head-End / MDMS

• Don’t miss the opportunity to enhance a Utility’s Operational Capability

• Initial Focus getting the billing / market facing functions right,

• Attention will probably shift to more operational issues - (data collection stabilised)

• Certain features if not included in meters, will not be Firmware upgradeable

• There IS a Meter in Smart Metering

• Contrary to popular belief, not just an IT, or a Comms, or even a Customer Project
