She has excelled in music ever since, singing with Andrea Bocelli’s orchestra in Italy, touring with Delta Goodrem and performing on stages around Australia. With this announcement and the showcasing of some of the best 2 and 3 year old horses in SA and Victoria, the Southern Cross Finals are shaping up as a great night. Update on David Harding On behalf of everyone in the harness racing industry, we extend our best wishes to David Harding who is recovering after sustaining a serious injury in a fall at Globe Derby Park on Monday, June 8. Not only a champion reinsman in South Australia, David is widely regarded as one of Australia’s best reinsmen. At the time of the fall, David had driven the first two winners at the race meeting, which was the Strathalbyn Cup day. It took his season tally to 164 winners, and he was a clear leader in the South Australian driver’s premiership. Again on behalf of everyone in harness racing , we extend our best wishes to David during his recuperation. New changes to the Trotsguide Website As part of the code’s commitment to promote wagering growth, there has been a significant investment in the wagering website, trotsguide.com.au. Races Dates and Coverage FY 2015/16With the current Sky Racing Broadcasting Agreement with HRSA expiring on 30 June 2015 HRSA have been involved in detailed negotiations with Sky Racing and Tabcorp in relation to a new broadcasting agreement.

Therefore HRSA wishes to confirm that the race dates and coverage for FY 15/16 have now been finalised.

Firstly HRSA will conduct race meetings at five venues across South Australia:

• GlobeDerbyPark,• PortPirie,• MtGambier,• Kapunda,and• VictorHarbor.

Additionally commencing from 1 July 2015, Saturday night racing will resume at Globe Derby Park on a weekly basis, and Friday night racing will resume fortnightly at Port Pirie. GlobeDerbyParkandMtGambierwillhosttheremainingFridaynightmeetings.PortPirieandMtGambierwillalsohost their Cups on Saturday Nights.

Victor Harbor and Kapunda will host a number of racemeetings on Mondays including public holidays. Therewill also be a number of Tuesday night race meetings programmed throughout the year.

Rule AmendmentsThere are several Australian Harness Racing Rule amendments that relate to Stewards Powers, Prohibited substances and Disqualified persons.

While attention is drawn to all of the amendments, the introduction of a new rule at Part 12, relating to administering substances by injection is particularly highlighted given its obvious impact on trainers, owners and veterinarians.The new rule, AHRR 196B states:(1) A person shall not within one (1) clear day of the

commencement of a race administer or cause to be administered an injection to a horse nominated for that race.

(2) For the purposes of this Rule, one (1) clear day means the twenty four (24) hour period from 12.01 a.m. to 12 midnight.

(3) A person who fails to comply with sub-rule (1) is guilty of an offence.

For the sake of clarity, one clear day means if a horse is racing on Friday, the last time it can have an injection is Wednesday. Giving a horse an injection anytime of the morning, day or night on Thursday (if racing Friday) is an offence.

Details on these rules can be found under ‘rule amendments’ in the Australian Harness Racing Rules.

Horses Breaking GaitDrivers are reminded that Rule 154. (1) places an obligation on a driver when their horse breaks gait, to avoid causing interference to other horses/drivers. This means drivers should move their galloping horse either up the track or inside marker pegs until they return to their correct gait. Rule 154(1) states; If a horse breaks gait during a race, its driver shall take immediate action to avoid interference with other runners and without gaining an unfair advantage restrain the horse to its correct gait before rejoining the race without interference to another runner.

The relevant parts of this rule are:• Driver shall take immediate action• Without gaining an unfair advantage• Rejoin the race without interference to another runner

Therefore, the stewards require a driver to immediately move their horse out of the race to avoid interference to others and restrain (to ensure there is no advantage gained) and rejoin the race without causing interference to others.

It should be noted that when rejoining the race, a driver does not have to restrain to the rear of the field. A driver can rejoin the race in any position, as long as they do so without causing interference.

Penalties will be applied to drivers who fail to comply with this rule.

Freeze BrandsTrainers and/or owners must ensure their horses’ freeze brand is clipped to ensure the correct identification of horses. Rule 94(3) states; The connections shall keep clipped that area of a horse’s body adjacent to or

surrounding its brand. If a freeze brand cannot be read and therefore stewards are unable to correctly identify the horse, it may be scratched from the race and the trainer fined.

Stable inspections Stewards will continue to routinely inspect stables. These inspections will focus on a number of matters such as animal welfare, identification of horses, examination of gear and equipment being used for training purposes, licenced personnel and log books.

Trainers are reminded of their responsibilities under Rule 190B to keep a log book.

Rule 190B(1)states: A trainer shall at all times keep and maintain a log book:-

(a) listing all therapeutic substances in his or her possession;

(b) recording all details of treatment administered to any horse in his or her care and including as a minimum requirement: (i) the name of the horse(ii) the date of administration of the treatment(iii) the name of the treatment (brand name of

active constituent)(iv) the route of administration(v) the amount given(vi) the name and signature of the person or persons

administering and/or authorising treatment. (2) For the purposes of this rule treatment includes:

(i) all Controlled Drugs (Schedule 8) administered by a veterinarian

(ii) all Prescription Animal Remedies (Schedule 4)(iii) all Prescription Only Medicines (Schedule 4)

prescribed and/or dispensed by a veterinarian for off label use

(iv) all injectable veterinary medicines (intravenous, intramuscular, subcutaneous, intra-articular) not already included above

(v) all Pharmacist only (Schedule 3) and Pharmacy Only (Schedule 2) medicines

(vi) all veterinary and other medicines containing other scheduled and unscheduled prohibited substances

(vii) all alkalinising agents(viii) all herbal preparations.

(3) A trainer shall upon request produce such log book or register for inspection by the Stewards.

(4) A trainer who fails to comply with the provisions of sub-rule (1) or (3) is guilty of an offence.

Recent DecisionsThere have been several decisions lately in NSW against trainers for acting in a manner which is fraudulent or corrupt.

In June 2015, trainer R. Roots was found guilty of accepting funds from the owners of a horse he trained on the pretence that the horse required veterinary procedures, that did not occur. R. Roots acted in a fraudulent manner by obtaining payments totalling $5,800 by deception. R. Roots was disqualified for 15 months.

CHAIR OF STEWARDS REPORT

INDUSTRY FEEDBACK: SAMOS SCHEME The SAMOS scheme was established to support SAbroodmare owners and to assist in increasing the number of Standardbred foals being bred. Another objective of the scheme is to encourage more mares to race in South Australia.

The HRSA Board is currently reviewing the future of the SAMOS scheme, and as part of its review will consider arange of issues including the terms and conditions of the scheme, the cost of the scheme and the nett benefits.

As part of its deliberations, the Board will consider submissions from industry participants.

Tuesday 21 July. As part of an interim measure, SAMOS certificates willcontinue to be issued up to 31 August 2015 and all current certificates and new certificates issued until that date will expire on 31 August 2025.

InJuly2015,trainerM.Day(Snr)pleadedguiltytoactingin a manner which is fraudulent or corrupt when he received money for training fees and other expenses fromanownerofahorsethatdidnotexist. FurtherM.Day pleaded guilty to behaving in a manner which is detrimental totheharnessracing industry. M.Daywasdisqualified for 10 years. In considering penalty, stewards took into account that the dishonesty and deceit took place over a 5 year period and that his actions had a negative effect on the image, reputation and integrity of harness racing.

Licenced persons are reminded that the Australian Harness Racing Rules relate to any part of the harness racing industry, not just what occurs in a race. Conduct that is deemed to be prejudicial or detrimental to the industry or conduct that brings harness racing into disrepute falls under the rules and will be investigated by the stewards.

BettingDrivers are reminded that it is a breach of the rules to place a bet in any race in which they participate.

Rule 173. (1) states:A driver shall not bet in a race in which the driver participates.

Further part (2) of that rules states:a driver engaged to drive at a meeting shall not enter the betting area of the racecourse during the period commencing 60 minutes before the time fixed for the first race and finishing at the completion of the driver’s engagements at the meeting.

In determining the betting area – it is those areas of a racecourse where betting with an approved wagering operator is conducted.

A bet is not only wagering on a horse to win or place but is considered the offering or the placing of a bet on a horse to:

(a) to lose a race; (b) to be beaten by any other runner or runners; (c) to be beaten by any margin or range of margins;

Betting accounts of drivers are regularly reviewed by stewards and penalties will be imposed for breaches of these rules.

C GRADE DRIVERSTrainers who engage a C Grade Driver in a registered trial who is in the process of attempting to upgrade to a B Grade Driver, will have the trial nomination fee waived for that particular horse.

This decision has been made by the Board of HRSA following consultation with the IAC & the Racing Committee.

This Policy which takes effect immediately, has been introduced in an attempt to encourage trainers to assist C Grade Drivers to obtain their B Grade Driver status.

RACE PROGRAMMINGFurther to the recent announcements regarding the new broadcasting agreement, race dates and coverage for FY 15/16, HRSA wishes to confirm changes to race programming.

As part of the new Sky Racing agreement, we have a number of conditions regarding minimum race numbers and race field sizes for Friday and Saturday nights. Therefore we will be programming races on the Friday and Saturday night which are anticipated to attract the largest fields. It is also important to note that if we exceed these conditions, we may obtain more race meetings on Sky 1 on Saturday nights.

Therefore the previous practice of having our races with the largest prizemoney on one particular night becomes less relevant – depending on the expected field size, these races couldbeprogrammedoneitherMonday, FridayorSaturday.

These changes to programming will come into full effect as from the new Racing Season, commencing September 1 2015.

The changes to July & August are available on the website or at the offices of HRSA.

FIELD SELECTION FOR SOUTHERN CROSS SERIESBelow is a reminder of the conditions of field selection for the Heats, Semi Finals & Finals of the 2015 Southern Cross Series:

FIELD SELECTION FOR RACING SERIESQualifying HeatsAll eligible horses nominated for the Southern Cross Heats will be guaranteed a start in at least one Qualifying Heat.

A horse that wins a Heat will automatically progress to the Semi-Final and cannot contest a further Heat. Horses can contest more than one heat, but preference will be given to horses that have not previously contested a Heat. The minimum number of horses required for a Heat to be run is eight; HRSA will only run less than this if required to give a horse/s their guaranteed Heat start. (Horses are automatically nominated for Semi-Finals once qualified unless withdrawn prior to acceptance time with HRSA Ltd).

Semi-FinalsThere will be two Semi-Finals in each age group and sex; only horses that have started in at least one Heat are eligible to contest a Semi-Final. Qualification for the Semi-Finals will be determined as follows:

1. All Heat winners automatically qualify for the Semi-Finals.

2. Remaining positions in the Semi-Finals will be determined by other positions in Heats:a. All horses that run second in a Heat (In the event of

there being more qualified seconds than positions available, the second placed horse/s with the fastest Heat time/s will get preference).

b. Then, all horses that run third in a Heat (In the event of there being more qualified thirds than positions available, the third placed horse/s with the fastest Heat time/s will get preference).

c. Then each placing in turn will be used, with the fastest time/s used if a preference is required, until a maximum of twenty two plus a common emergency is reached.

The minimum number of horses required for a Semi-Final to be run is eight; should there be less than 16 runners available at acceptance time, HRSA may determine to run only one Semi-Final, with all runners in the race automatically eligible for the Final, including any emergencies.

FinalsQualification for Finals will be determined as per normal Heat & Final Conditions, ie The first 5 horses to finish in each Semi-Final & the fastest 6th horse to qualify, plus the slowest 6th horse to be declared as the emergency. Should there be a scratching prior to the fields being drawn, the next eligible horse will be drawn into the Final. If only one Semi-Final is run, then all runners are automatically eligible for the Final, including any emergencies.
