he ran for the presidency in the May 2010 national elections.

The volunteer organization is also a

partner of the government in realizing the President’s campaign slogan: “Kung Walang Corrupt, Walang Mahirap.”

President Benigno S. Aquino III led the book launching of the People Power Volunteers for Reform (PPVR) and asked the volunteers to continue advocating reforms in society even after his assumption to power.

The President, who was supposed

to deliver a prepared speech, opted to have a question and answer with his supporters asking them to air their views and concerns.

Asked about his thrusts on reforming the justice system, the President said the people can help his government in many ways. For instance, he said, the public can give information to the government and serve as watchdogs against corruption.

Volunteers can assist government agencies in maintaining public order, peace, and environmental protection, he added.

One volunteer asked

the President how he will sustain the momentum of fighting corruption even after he steps down from power.

“Ang ambisyon ko kasi... ang laki na ng ipinagbago, na ito na yung normal. Kung boses ko mag-isa, anong magagawa? Kung boses ng marami na ang magsasabi dun sa mga papalit sa atin -- ‘Hoy ito yung minimum standard, itong iniwan natin.’ Siyempre ambisyon ko naman na hindi na masyadong nakasentro sa atin,” the President stressed.

“Siyempre inaambisyon natin… yung maayos na lipunan, progresibo, mapayapa, normal na sa Pilipino. Magagawa ho yan

kung yung hahalili sa atin ay hindi nag-aambisyon na baka back to before at doon tayo magtulungan nang husto,” he said.

During the event held at Xavier School in Greenhills, San Juan, Social Welfare Secretary Dinky Soliman presented the President the book entitled: “People Power Volunteer for Reform.”

Prior to its publication, the PPVR undertook a coalition-wide mapping in the latter part of 2011 to determine the composition, activities and capabilities of its members. The mapping led to the publication of the PPVR’s book that was launched Tuesday. (AS)

Government has to come up with best solution to the country’s energy needs – Aquino

President Benigno S. Aquino III vowed to address the country’s growing energy needs but stressed the need to come up with the best solution after extensive consultations with different stakeholders.

During the book launch of the People Power Volunteers for Reform (PPVR), one volunteer appealed to the President not to allow the putting up of a coal-powered plant in Subic Bay in Zambales because of its effects on the environment.

The President said an all-inclusive consultation with stakeholders will be done before the government decides on the best solution to the country’s power problems and the best means to produce more energy.

There has been strong opposition against coal-

powered plants as well as gas plants in the country. Newer and cleaner means of energy production on the other hand, are costly, according to the President, citing solar energy and ocean tidal wave. Lack of water due to changing weather patterns is also becoming a concern in operating hydro-powered plants, he said.

“I won’t comment specifically on the Subic coal plant. Pero, at the end of the day, we really have a growing population. We have a growing base. Yung manufacturers nagbabalikan na—everybody needs electricity

and we have to produce it somehow. We will always do it in consultation with the people,” the President said.

The President explained that Subic is not just a tourist site but it’s also a locator site for manufacturing companies.

He pointed out that setting up a power plant whether in Pampanga, Tarlac or Bataan should be done after knowing the pulse of the people.

“We will try to come up with a best solution. But at the end of the day, we are forced to come up with a solution,” he said. (AS)

Mindanawons urged to share responsibility on environment

Speaking to delegates of the 1st Mindanaonon

Environment Summit last Friday, Secretary Luwalhati R. Antonino, Chairperson of the Mindanao Development Authority (MinDA), called on Mindanawons to convene and harmonize all environmental advocacies for Mindanao.

“In the same way that we successfully held the power summit last April 13, I hope we can once more gather our collective stand and unite to resolve issues on the environment,”

Antonino said. Antonino pointed out the need for shared responsibility and accountability in undertaking development initiatives to protect and

rehabilitate watershed areas across Mindanao to ensure environmental sustainability and food security in the island region. She also underscored the

significant role of LGUs in advancing key strategies on public-private partnership to promote harmonized efforts for sustainable development, citing opportunities for grassroots collaboration in organic farming, eco-friendly production processes, and reforestation efforts pursuant to the National Greening Program (NGP) of the Department of Environment and Natural Resources (DENR). The summit aimed to shed light on climate change impacts on food security and the environment of Mindanao and to elicit recommendations from various sectors. It also shared best practices on organic farming,

reforestation, and waste management that could serve as benchmark for LGUs and multi-sector civic groups. “We need to re-evaluate our current agriculture development approaches where ‘going back to the basics’ is among the workable solutions to sustainable agriculture and food security,” she said.Antonino also pitched MinDA’s banner program, MindaNOW: Nurturing Our Waters, that anchors on river basins and watersheds as key platforms for planning for sustainable development in Mindanao. As a testament to national support to local efforts , Sec. Antonino stated that the

national government is allocating close to Php 1.93 billion for the rehabilitation of the watersheds and river basins of the headwater province Bukidnon which also hosts the Pulangi hydropower plants. Some Php 900

million is allocated for rehabilitation of Lake Lanao. The 1st M i n d a n a o n o n Environment Summit was spearheaded by Andry Lim, Environment Zone Director for Zone 4 (Davao Provinces, Compostela Valley, and Davao City) and Board Secretary Ed Cejar of EarthSoul Solutions, a non-government organization based in Mindanao that promotes environmental advocacies, in collaboration with DENR, Department of Agriculture, Deparment of Agrarian Reform, Department of Interior and Local Government, Autonomous Region in Muslim Mindanao, and the City of Davao.

The Citizen’s Satisfaction Center Seal of Excellence is an award given by the Civil Service Commission for agencies’ adherence to the requirements of the Anti-Red Tape Act of 2007, which include the drawing up of a citizen’s charter and the posting of information of their frontline services in billboards at the main entrance and other conspicuous places. Limare said ‘‘the award is conferred annually to government agencies which were subjected to the Report Card Survey and which have demonstrated public service excellence.’’ He also disclosed that at least 14 Local Government Units in the country, including

government line agencies have been chosen to receive the award. In his acceptance speech, Mayor Furigay said that “the vision for Lamitan as a hub for agri-industry and trading with sustainable basic services, better governance, and empowered citizenry is slowly being realized.” “Today, it is an honor not only for the local government of Lamitan to be a recipient of this prestigious award but all Lamiteños regardless of tribe and religious beliefs,” he said. Furigay also announced that

OIC ARMM Regional Governor Mujiv Hataman said during his “Ulat sa Bayan” in Cotabato city that Lamitan will get some P5 million-worth of projects from the regional government as a reward for the city’s exemplary performance. Caraga Watch, concluded peacefully although the dialogue by the leaders and MGB-13 management stretched until 6:00 p.m. MGB-13 committed to relay their concerns to the head office of MGB and other DENR offices. Under the present administration of President Benigno Aquino III, mining continues to be one of the economic drivers of

the government which Caraga Region stands to be the capital of the mining industry. Butuan pushes conversion of local to nat’l roads by Eldie N. David

The resolution stemmed from a letter of City Mayor Ferdinand M. Amante, Jr. dated Feburary 1, 2012 to Vice Mayor Lawrence Fortun favorably endorsing the letter of Engr. Nicolas O. Alameda, District Engineer of the Butuan City District Engineering Office – DPWH requesting for the passage of a resolution endorsing the conversion of the same. The Sangguniang Panlungsod Committee on Human Settlements and Land Use chaired by Councilor Jaime M. Cembrano, Jr., in its hearing last March 9, believed that the

conversion of such local roads to national roads is very much beneficial to the city of Butuan and its people. The following local roads endorsed for conversion are from Tiniwisan-Maguinda-Las Nieves Road to NRJ-Butuan City-Cagayan de Oro-Iligan Road (from the national primary road junction along Butuan City-Cagayan de Oro-Iligan road, starting Station 1235 + 175, passing Barangay Tiniwisan, Lemon, Pigdaulan, Mandamo, Municipality of Las Nieves Barangay Malicato and Marcos Calo, ending Station 1282 + 300

boundary of the Province of Agusan del Sur, with a total length of 47.125 kilometers). DSWD urges students, OSYs to apply for summer jobs By Claro A. Lanipa

The Department of Social Welfare and Development (DSWD) is calling on students, college graduates and graduates of vocational courses who are unemployed, to apply for summer

jobs under the Expanded Government Internship Program (GIP).

The GIP is also open for out-of-school youths who would want to take part in nation-building. The DSWD said that the Expanded Government Internship Program is part of the Aquino administration’s efforts to strengthen youth participation in nation-building, expose them to government service, train them on life skills, and contribute to their economic well-being. Interested applicants, aged 18 to 30 years old, can go to the nearest DSWD office nationwide to submit their applications together with a photocopy of their birth certificates. Under the program, qualified applicants may start work immediately and has to complete 52 days of work. This means that applicants may not start at the same time as long as they can complete the 52 days. The qualified applicants can be assigned in the central office, or in the various field offices including centers/institutions. Interns will be

asked to perform not only actual office work but also assist in the implementation of the numerous DSWD programs and projects. They may also do direct service through field work in communities where DSWD programs and projects are implemented in partnership with local government units. The interns admitted into the program shall be provided with stipend commensurate to the applicable minimum wage in the region. The DSWD will be hiring 90,865 youths nationwide with a budget allocation of more than P1.3 billion. The DSWD still continues to implement the regular Government Internship Program for 2012 with a budget allocation of P1.8 million for the stipend of 340 youths nationwide. The executive budget of city includes allotment for the purchase of 83 high powered rifle Sam Trailblazer M4 rifles valued at P4.9 million. Each unit costs P60,000. Delivery of the purchased rifles is set as soon as all documents are processed. In 2010, the city purchased a total of 116 armalite rifles in three batches which were turned over to the police on two separate occasions. The first 50 rifles were turned over to the ZCPO on March 25, 2010 and the second set of 66 units was turned over last January 11, 2011 in simple ceremonies at the ZCPO headquarters with Local Government Secretary Jesse Robredo as guest. Lobregat has emphasized that peace and order has always been and will always be the priority of his

administration and that the support and assistance to the local police and other law enforcement agencies will not stop for as long as he is the chief executive. “The authorities with the support of the local government are doing everything they can to sustain peace and security in the city,” he said. He said the local government will continue to use its resources to help improve the capability and equipment of the police and other law enforcement agencies. Aside from firearms, the city government also constructs police action centers, fire stations and detention cells, provides vehicles and fuel and even allowances to law enforcers. DIPOLOG CITY - A consultation with civil society organizations (CSOs) has recently been conducted here by the Department of Agrarian Reform (DAR)-Zamboanga del Norte to draft the 2013 budget plan.

Pursuant to National Budget Circular (NBC) No. 536 on the guidelines relating to partnership with CSOs and other stakeholders in the preparation of the agency’s proposals/programs, DAR-ZN met last week with CSO representatives and other stakeholders of the Comprehensive Agrarian Reform Program with Extension and Reform (CARPER) to come up with next year’s budget plan. DAR regional chief for planning Engr. Alfonso Tan discussed the specific guidelines on partnership CSOs in preparing budget proposals with emphasis on institutionalizing participatory budgeting in the agency and progressively broadening the constructive partnership with CSOs and other stakeholders consistent with the principles of engagement as stipulated in the Department of Budget and Management’s (DBM) circular issued in September 2010. Said DBM circular also provided guidelines on citizen participation as a component of the national government’s budget process more especially in the preparation and submission of budget proposals. Engr. Tan said the DBM-CSO engagement centers on transparency, accountability, integrity, partnership, consultation and mutual empowerment, respect for internal processes, sustainability and national interest. CSOs comprise non-government organizations (NGOs), people’s organizations (POs), cooperatives, trade unions, professional associations, faith-

based organizations, media groups, indigenous peoples (IPs) movements, foundations and other citizen groups formed primarily to engender social and economic development by helping monitor government programs and projects, engage in policy discussions and actively participate in any collaborative activities. Present during the said consultation were DAR-ZN Provincial Agrarian Reform Officer (PARO) I Moh. Dassan Adju, the different division chiefs as well as the representatives from the various CSOs operating in the province. Issues and concerns concerning the implementation of the program were also threshed out in the said gathering. In his message before the participants, PARO Adju said:”There is really a need to institutionalize our partnership with the CSOs and for them to take an active part in the implementation of CARPER.” He also hoped to forge a more fruitful collaboration with them. PNoy to turn-over 700 permanent shelters in Oroby Jorie C. ValcorzaPresident Benigno S. Aguino will lead tomorrow the ceremonial

distribution of the permanent shelters to some 700 family-beneficiaries in Cagayan de Oro City displaced by typhoon

Sendong.

The first batch of relocatees consists to about 500 families that will be transferred to the Calaanan Resettlement, Phase 3 of Canitioan Village and another 200 beneficiary-families will also occupy the permanent shelter site in Indahag Phase I. Department of Social Welfare and Development Office 10 (DSWD 10) Regional Director, Atty. Araceli F. Solamillo said the transfer bona fide

beneficiaries from Tent City 1 to their assigned permanent houses in the Calaanan Relocation site has already started yesterday, April 25. The core shelters are in quadruplex design (four units per quadruplex). Each unit measures 40 square meters and costs to about Php70,000, with an additional funding of Php40,000 from the National Housing Association.

The DSWD provided for the funding of these houses, while the local government unit supplied the land to hold the permanent shelter sites. A total of 1,062 houses were targeted to be built in Calaanan and Indahag areas, Solamillo noted that the remaining houses are due for completion next month.

CAGAYAN DE ORO CITY - The Department of Social Welfare and Development (DSWD) has forged ties with new 11 local chief executives (LCEs) in Northern Mindanao to ensure and intensify the implementation of the Pantawid Pamilyang Pilipino program in the region.

The signing of the memorandum of agreement between the DSWD Regional Office 10 and the LCEs of the new areas under the Set 5 implementation of the program was held last April 18 at Pryce Plaza, here. These new areas are Catarman, Guinsiliban and Mambajao in Camiguin province; Jasaan, Opol, Tagoloan, and Villanueva in the province of Misamis Oriental; and

Malaybalay and Valencia cities, Maramag and Manolo Fortich towns in Bukidnon province. Lawyer Araceli F. activities at the municipal levels to better execute the program’s objectives and functions. Under the agreement, the DSWD-10 shall conduct assessment of supply for health and education; identify target areas based on the existing data on poverty incidence and select the potential household beneficiaries in target areas; provide cash transfer to the identified poor household of the municipality who met the criteria; and guarantee the proper and timely information about the programs for all municipal service provider, beneficiaries and others. It shall also provide technical assistance to the local government unit (LGU) on the implementation of the program; conduct regular monitoring of the program implementation; conduct regular consultations and dialogues with other stakeholders to facilitate feedback for policy and resource development, as well as, review and recommend policy development and e n h a n c e m e n t to further improve the implementation of the program. The LGU, on the other hand, shall ensure

that education and health services required by the program are available and adequate for beneficiaries within the duration of the program, and work for the accreditation of its rural health units (RHUs) to PhilHealth within the first year of program implementation. It shall also designate permanent counterpart LGU Links to assist the DSWD hired Municipal Links; provide the beneficiaries with transportation assistance to enable them to claim their cash grants from the designated Land Bank branches and other conduit institutions; and establish an efficient recording system in all health facilities that will allow faster retrieval of compliance data and the timely submission of compliance reports, among others.

CAGAYAN DE ORO CITY – The Department of Labor and Employment (DoLE) Regional Office 10, led by Atty. Johnson G. Cañete in partnership with the National Youth Commission (NYC) Northeastern Mindanao Cluster joined the observance of the Earth Day through a tree-planting event held ON April 22, in Sitio Cabula, Barangay Lumbia, this city.

Barangay Lumbia is DOLE’s adopt-a-barangay recipient under its Green Our DOLE Program (GODP). During the ceremony, Eddie C. Cuaresma, NYC Northeastern Mindanao Cluster Head recalled how Tropical Storm Sendong has left a deep scar in the city particularly in sitio Cabula where the tree-growing site was located. “It was the worst tropical storm that hit Cagayan de Oro City which claimed many lives and some hundreds missing. We hope that by planting these 1,000 Narra and Mahogany seedlings, flooding will stop in the future,” he said. New minimum wage hike in R-XI effective May 1

Minimum wage earners in the Davao Region will get

a P10 increase in the Cost of Living Allowance which will be effective this coming May 1.

The additional P10.00 in the worker’s COLA will up the minimum wage of the region from P260- P291 to a range of P270.00- P301.00. This is the

second tranche of the P15.00 COLA increase set under Wage Order No. RB XI-17 issued last December 2011. The first tranche of P5.00 was implemented in January 1 of this year. The Regional Tripartite Wages and Productivity Board (RTWPB-XI) issued the Wage Order No. RB XI-17 which sets the pay of non-agricultural workers and those employed in the retail and service establishment with more than ten workers to P301.00 per day. This consists of a basic minimum wage pay of P286.00 and aggregate COLA of P15.00. While those in the agricultural sector will get P276.00 and those working in retail and service establishments with less than ten workers will receive P275.00. According to Department of Labor and Employment –XI regional director Joffrey Suyao, the RTWPB last September of

2011 on its own (motu propio) initiated a hearing to determine the necessity of a wage increase in the region. The findings prompted the board to issue such COLA adjustment. Suyao said that numerous hearings and deliberations were conducted, the tripartite board members armed with current data of regional economic indicators to ascertain the levels of adjustment. Suyao said that the wage order will help get reprieve for minimum wage earners constantly dealing with increasing prices of basic commodities. Aside from the new minimum wage hikes, DOLE-XI will be conducting massive job fairs in two large malls in Davao City; the SM City Mall and the Gaisano Mall of Davao. They have also invited established department stores, food chains and restaurants, and other businesses for the market matching.

“In case, they are interested on buying products for regular supply from the region, they will be able to meet with the producers,” she said.

Entrance to the activity and events is free, she said.

KORONADAL CITY, South Cotabato -- Eight scholars of the Department of Agrarian Reform (DAR) in South Cotabato under the Programang Agraryo Iskolar yesterday graduated their course at the Surallah National Agri-cultural School (SUNAS), in nearby Surallah town.

Ma. Theresa Quimsing, information officer of DAR-South Cotabato said, the scholars completed all requirements for a Diploma in Agricultural Technology.
