Fulfilling its commitment tothe agriculture sector, SecretaryProcesoJ.AlcalaoftheDepartmentof Agriculture (DA) once againturnedovervariousagri supportto Caraga Region amountingP216 Million as he graced thefarmers forum and techno clinicattendedbymorethanathousandparticipants held in one of theUniversity Gyms in Butuan CityonMonday,November23.

TheseincludetheP208Millionworth of Farm to Market RoadSubprojects under the PhilippineRural Development Project(PRDP).ThefiveFMRswithNoticeto Proceed from the project isaimedatprovidinginfrastructuresupport to the development ofagrienterprisesuchasAbacaforSantiagoandKitcharaoinAgusandelNorteandRubberProductionandMarketinginAgusandelSur.

“The DA is committed toprovideresilientandqualityroadsfor our farmers by providingconcretedFMRthatcanwithstandanyweather conditions ensuringtheflowofgoodsfromfarmtothemarket,”SecretaryAlcalasaid.

The UN FrameworkConvention on Climate Change2007 report on “Investmentand Financial Flows to AddressClimate Change” projected thatdevelopingcountrieswouldneedUSD28billiontoUSD67billionannuallyby2030foradaptation.

The maximum projectionof USD 67 billion is more than

half of the USD 100 billion tobe provided under the GreenClimateFund, themain fundingmechanism for mitigationand adaptation initiatives indevelopingcountries.

Aside from fund sourcing,there is also an issue on howthe funds would be allocated.Finance for adaptation shouldnot come in the form of loansas this will make it harder fordevelopingcountries–whicharealso themost vulnerable to theeffects of climate change – toaccess funds. Loans should berepaidandincurinterest.Grants,ontheotherhand,donotcarrysuchconditions.

These could best supportadaptive measures that wouldstrengthen livelihoods, foodsecurity and ecosystems, Ilagasaid, adding that this alsocomplements the country’sposition that adaptation financemust be needs-based – thismeans that the country would

seek and use funds for theirprioritiesthathavebeenidentifiedintheirnationaladaptationplans(NAPS). The country is in theprocess of completing its ownplan.

The Philippines alsowants to ensure that there isparity between mitigation andadaptation in climate finance,Ilagasaid,notingthatthecountrybelieves that adaptation hasmitigation co-benefits; hence,fundingforadaptationshouldnot

beseenasadditionalcostsbutasinvestment to make mitigationalsomoreeffective. The Climate VulnerableForum (CVF), a coalition of 43middle-sizedeconomyandsmall-island developing countriesheadedbythePhilippines,calledforstrongsupportofadaptationactions.Theysaidthatadaptationwillhelpthemmeettheirgoalofreducing their greenhouse gasemissionstobelow1.5°C.

The CVF pointed out thatdevelopingcountriesarealready“leadingthedesignofadaptationplans” as reflected in theintended nationally determinedcontributions (INDCs) in 2015.TheINDCscapturethemitigationand adaptation targets of eachcountry.

PresidentBenignoS.AquinoIII, who attended the 21stConference of the Parties (COP21)herelastNovember30,saidattheCVFthatevenifcountriesaregettingbetteratadaptation,theystillneedmorehelp.

“People still die and wholecommunities are displaced;businesses are affected, thusstuntingeconomicactivity.Fundsthatcouldotherwisebeusedforother development needs andservices are channeled towardsthe costly efforts involvingrelief, rehabilitation, andreconstruction,”headded.

ROME, Italy -- The Philippines and Italy raised the possibility of increasing trade and investment, with the Philippines becoming a possible manufacturing base for export to the European Union (EU) under the Generalized Scheme of Preferences (GSP).This was discussed during President Benigno S. Aquino III’s meeting with Italian Prime Minister Matteo Renzi on Wednesday. In December last year, theEUgrantedthePhilippinesGSP+that provides duty-free entryto theEU forsomeof themostimportantPhilippineexports.The

GSP+ preferences cover morethan6,200tarifflines,includingfruitandfoodstuffs,coconutoil,footwear,fish,andtextiles.

The greatest benefit fromGSP+ is the attraction of newindustrialinvestmentsinsectorswhere relatively high tariffs areslashed to zero under GSP+.These include Filipino exportsthat are labor-intensive, suchas pineapple juice, garments,preservedfruits,tuna,fruitjams,jellies,andfootwear.

Renzi, a former mayor ofFlorence, Italy, also praisedthe 171,000 Filipino workforcein Italy, describing them as“highly integratedworkers”.

TANDAG CITY, Surigao del Sur – The management of Tandag Wa-ter District (TWD) has made sure the delivery of better services and ample water supply to its concessionaires amid the rise of three big business establishments here. Annie Ty, TWD generalmanager,saidmeasureshadbeenput inplace inordertoaddressthe dwindling water supply vis-à-vistheincreasingactivewaterdependentsthatarenowcloseto7,000. During the latter part ofNovember, Prince and GaisanoMallshadjustopenedupbusinessin the city, thereby raising theprobability of frequent waterinterruptions due to possibleshortage of supply especiallyduring periods of less rainfall.
