A three-year old Mabikker was found entangled in tree-roots within the area of Sibulan Hydro Power Plant last September 7 by Bernie Apal, a Bagobo-Tagabawa farmer of Sta. Cruz.

Apal said that after he found the eagle unresponsive, scrawny, and its left eye was injured, he then ran to seek help from Barangay Sibulan and HEDCOR to save the life of the eagle.

HEDCOR, a wholly-owned subsidiary of Aboitiz Power, which operates a run-off-river hydropower plant in the area, immediately brought the eagle to wildlife veterinarian Dr. Bo Puentespina, Jr.

Puentespina directly nursed the eagle back to health and provided vitamins and medication.

According to HEDCOR, the community’s swift and appropriate response underscores their crucial role in wildlife protection and the preservation of the Sibulan watershed.

This also validates HEDCOR’s Information and Education Campaigns (IEC) for its Bagobo-

Tagabawa host communities in Sta. Cruz.

HEDCOR’s IEC includes Biodiversity Orientation, Birdshow Experience, Birds Habitat Restoration and the Wildlife Inventory and Biodiversity Assessment Project with the University of the Philippines-Mindanao which was launched on October 14.

Biodiversity Assessment

The Wildlife Inventory and Biodiversity Assessment Project between the University of Philippines Mindanao and Hedcor is expected to be completed within the first quarter of 2015. The study which covers the Mt. Apo National Park portion of the Sibulan hydroelectric plant in Sibulan, Sta. Cruz, Davao del Sur aims to protect and preserve the rich biodiversity within the impact areas identified through the research. The results of the studies will be utilized for the Biodiversity Enhancement Plan.

About 200 species of plants, 40 species of birds, 15 species of frogs and snakes; and more than 200 species of insects in Sibulan area, mostly threatened,

endangered and endemic were found in the area through the study which started last July.

Foreign Affairs Secretary highlights achievements during APEC hosting

MANILA -- Foreign Affairs Secretary Albert del Rosario on Tuesday said the Philippines’ year-long hosting of the Asia-Pacific Economic Cooperation (APEC) has two major achievements – the agreement to a services cooperation framework and the strategy for strengthening the Asia-Pacific region’s quality growth.

In a press briefing at the International Media Center at the World Trade Center, Secretary del Rosario said the APEC Services Cooperation Framework will develop a Services Competitiveness Roadmap to improve trade and investment in the services sector over the next 10 years. “This work is vital because we know that every USD 1 million of services exports generate 105 jobs; whereas goods exports

generate only 59 jobs for the same amount. Not only (does) the services trade create new jobs but it allows people from all parts of the economy to participate in the economic and social mainstream,” he said. Del Rosario noted that in the Philippines, services account for more than 50 percent of the total gross domestic product in a given year.

strengthen quality growth was borne out of the Philippines’ leadership to expand discussions on the unique relationship between trade and development, he said.

“We considered that one of the key ways to achieve quality economic growth is through good governance measures,” del Rosario said.

“The strategy focuses on institution building through governance, social cohesion and environmental impact of economic activities as key accountability areas for each

economy. It underscores how quality growth is not just about the economic well-being of every individual and of every economy but also about how growth can be sustained over the medium to long term through a whole of economy approach.”

The strategy, he said, will enable the APEC’s development agenda to come to full fruition.

Philippines, US to enhance defense alliance

MANILA -- President Benigno S. Aquino III and United States President Barack Obama on Wednesday agreed to enhance the two countries’ defense ties, during a bilateral meeting on the sidelines of the Asia-Pacific Economic Cooperation (APEC) Summit. President Aquino noted the country’s defense and security alliance with the US, “which began more than 60 years ago; to this day, it remains a cornerstone of peace and stability in the Asia Pacific.” The Philippines thanked the US for its support in the advocacy

of upholding the rule of the law in the West Philippine Sea issue and for recognizing the country’s initiation of arbitral proceedings in an open, friendly, durable and rules-based settlement mechanism.

“President Obama and I likewise had a discussion on

maritime security, including on the maritime disputes in the region, and how international law should remain the framework for behavior of all countries and for the peaceful resolution of disputes,” President Aquino said. “I take this opportunity to reiterate the Philippines’ view that the freedom of navigation and overflight in the South China Sea must be continuously upheld, consistent with international law.”

Aquino cited the United States’ Foreign Military Financing that helped the Philippines respond to security challenges,

particularly in the area of maritime security and m a r i t i m e d o m a i n awareness. He also mentioned t h e signif icant support US gave in the

completion of the National

Coast Watch Center that serves as the country’s maritime point of contact for maritime security.

He also expressed support for US efforts on countering violent extremism and promoting cyber security cooperation.

“We also exchanged views on cyber security threats and resolved to explore cooperation in this area, knowing full well that all countries have a stake in maintaining peace and order in cyberspace, so that principles of international law can be applied. This area of collaboration with

the United States can impact positively on the capacity of the Philippine Government to effectively and swiftly respond to cyber security threats and challenges,” he said. Meanwhile, President Obama affirmed that the US alliance with the Philippines remains strong. “The Philippines and the United States are great allies, so this is an occasion for me to reaffirm our unwavering commitment to the security and defense of the Philippines. We stand shoulder-to-shoulder: “balikatan.” I am grateful for my partnership with President Aquino, who has been a valuable and trusted friend to the United States,” said President Obama. “Here in the Philippines, you are pursuing reforms and good governance; together, we support a rule-based order in the region, which is critical to regional security and the global economy. Now, our rebalance to the Asia Pacific is rooted in our treaty alliances, including with

the Philippines. Our Enhanced Defense Cooperation Agreement, when implemented, will bring our militaries even closer together, and we are especially committed to ensuring maritime security in the region, including freedom of navigation,” he added. President Obama announced that the US is increasing its maritime assistance to the Philippines to record levels, including two new vessels. “We discussed the impact of China’s reclamation and construction activities on regional stability. We agreed on the need for bold steps to lower tensions, including pledging to halt further reclamation, new construction, and militarization of disputed areas in the South China Sea,” said Obama. “As President Aquino indicated, disputes need to be resolved peacefully, that’s why the United States support the Philippines’ decision to use arbitration under the UN Convention on the Law of the Sea to peacefully and lawfully address differences.”

P19.5-B in BUB projects to help develop MindanaoThe Aquino Administration’s Bottom-up Budgeting (BUB) Summit launched in Davao highlighted and tracked the progress of various BUB projects in the Mindanao Cluster, altogether amounting to P19.5 billion from 2013 to 2016.

The summit was attended by estimated 450-500 representatives from civil society organizations (CSOs), national government agencies (NGAs), and local government units (LGUs).

The Mindanao Cluster is composed of six administrative regions involved in the BuB

program since the initiative was first established in 2013. The cluster is represented by, among others, Zamboanga Peninsula, Northern Mindanao, Davao, SOCCSKSARGEN, and the CARAGA regions. To date, this cluster has received a total budget allocation of P19.5 billion for 15,539 projects. These include those proposed for in the 2016

National Expenditure Program (NEP) amounting to P5.98 billion for 3,532 BUB projects.

“The BUB program was developed to give grassroots communities a greater voice and stake in the national budget process. For Mindanao, this program is crucial in delivering much-needed government services to far-flung communities. At the same time, BUB allows us to improve governance in vulnerable and risk-prone areas,” Budget Secretary Florencio “Butch” Abad said.

“With the establishment of peace and the rule of law in Mindanao, we trust that prosperity will follow as Filipinos in Mindanao benefit from real and inclusive development,” Abad said.

Convened by the National Anti-Poverty Commission (NAPC), the workshop is supported by the departments of the Interior and Local Government (DILG), Budget and Management (DBM), Social Welfare and Development (DSWD), and the National Economic and Development Authority (NEDA).

This event is preceded by

other BUB summits recently held in Manila and Subic. The Davao workshop will focus on improving the BUB planning process and speeding up its implementation. At the same time, the workshop will provide a venue for discussions on how to enhance the partnerships between LGUs and CSOs, boost local government capacity to implement BUB programs, and consider appropriate ways to communicate the goals of BUB to the public.

“Through BUB, LGUs and CSOs can help identify poverty-reduction projects for implementation in their localities. More importantly, Filipinos in Mindanao are now part of the decision-making process for local projects that have an impact on their lives. BUB is really an exercise in citizen empowerment,” Abad said.

The BUB program in the 2015 current budget covers 1,590 municipalities and cities across the country, with a budget of P20.9 billion. For 2016, the Aquino Administration is pushing for a budget of P24.7 billion to support the implementation of more than 14,300 BUB projects nationwide.

Gov. Daisy Avance-Fuentes announced in a press confer-ence Tuesday that she has re-ceived a letter from the Dan-gerous Drugs Board (DDB) informing her regarding the matter.

“The Dangerous Drugs Board wishes to inform you that the Provincial Anti-Drug Abuse Council, South Cotabato has been adjudged best Anti-Drug Abuse Council (ADAC) at the Provincial Level,” reads the communication signed by DDB Executive Director USec. Jose Marlowe Pedregosa.

The awarding ceremony will be held on November 24 at the Occupational Safety and Health Center in Diliman, Quezon City.

Board Member Agustin De-maala, who is also the per-manent representative of the governor to the PADAC will rep-resent the provincial govern-ment at the awarding ceremo-ny.

As awardee, South Cotabato will receive a plaque of rec-ognition and PhP50,000 cash prize, which will be deposited to South Cotabato PADAC’s bank account.

Kidapawan pushes on with Oplans Padaplin, Sleepless Nights for Christmas season

From January to October, the South Cotabato Police Pro-vincial Office conducted 140 anti-illegal drugs operations.

From these, South Cotabato PNP arrested 206 persons and confiscated 217 grams of mari-juana and 1.456.12 kilograms of shabu valued at PhP11.446 million.

On June 16, the South Cota-bato LGU in cooperation with the Philippine Drug Enforce-ment Agency and other partners hosted the first regional anti-illegal drug summit in SOCC-SKSARGEN Region.

Its objective, said Gov. Avance-Fuentes noted, was to mobilize local government units in SOCCSKSARGEN Re-gion to step up their campaign to eliminate illegal drug and for the LGUs to be united in the pursuit for a drug-free region.

At the Tuesday press confer-ence Gov. Fuentes said “the summit has stirred up activ-ity” among local government units and the law enforcement agencies.

In 2016, the provincial gov-ernment has alloted PhP2.6 million for the PADAC for capa-bility buidling of Barangay Anti-Drug Abuse Councils and opera-tives, incentives for successful anti-illegal drug operations and others. (DEDoguiles-PIA 12)

KIDAPAWAN CITY, North Cotabato, Nov. 19 — The City Govern-ment of Kidapawan is carrying on with its Oplan Padaplin and Oplan Sleepless Nights in support of its Public Safety Program.

City Mayor Joseph Evange-lista ordered the continuance of Oplans Padaplin and Sleepless Nights emphasizing the impor-tance of these initiatives to en-sure peace and order especially during the Yuletide season.

In Oplan Padaplin, police forces in cooperation of the the Traffic Management Unit (TMU) flag down motorcycle riders whose vehicles do not have plate numbers. They also check documents such as official re-ceipt and certificate of registra-tion as well as license to drive of drivers.

They also check for unat-tended motorcycles.

Oplan Padaplin takes effect from midnight until 4:00 a.m.

Oplan Sleepless Nights, on the other hand, is a saturation drive of the City PNP and the City Social Welfare and Develop-ment Office to rid the streets and establishments of juveniles when curfew hours for minors are in effect from 10 p.m. to 4:00 a.m.

Minors caugth inside KTV bars, internet cafés and other establishments during curfew hours are placed under police custody and endorsed to the social welfare office that will in turn endorse these children to

their respective families. Establishments that allow chil-

dren inside their jurisdictions during curfew hours are also made liable.

The city government is also looking into the possibility of penalizing parents whose chil-dren are caught in violation of the city ordinance on curfew for minors.

Mayor Evangelista believes that enforcing Oplan Padaplin and Oplan Sleepless Nights can contain the proliferation of ille-gal drug use and other vices among the city’s youth sector. (DEDoguiles-PIA 12 with report from the Kidapawan CIO)

Dengue cases in Caraga region down by 48%

BUTUAN CITY- Dengue cases in Caraga region dropped by 48% from January 1 to October 24 this year with 3,540 cases and 25 deaths recorded compared with last year’s same time period with 6,827 cases and 44 deaths, the Department of Health (DOH) - Caraga reported.

GADCC kicks-off ’18-day campaign to end violence against women’By: Noel Najarro

BUTUAN CITY -- The Regional Development Council-Gender And Development Coordinating Committee (RDC-GADCC) 13 kicked-off on Tuesday afternoon with a press forum held at the 3rd floor, National Economic Development Authority (NEDA) 13 regional office conference room, on J. Rosales Ave., this city.

307 cases, Bayugan City with 262 cases, Surigao del Norte with 246 cases, Bislig City with 110 cases, Cabadbaran City with 105 cases. Then, Tandag City with 73 and Dinagat Islands’ 71 cases. Of these cases, 54% were males and 38% belonged to 0 to 10 years age group according to records from the Regional

Epidemiology Surveillance Unit (RESU) of the DOH 13. DOH-Caraga headed by Dr. Jose Llacuna emphasized that the best way to eradicate this problem is by searching and destroying mosquito breeding places and be updated to the dengue status of each barangay in the locality.

The campaign which revolved around the theme: “End VAW now, It Is Our Duty…Gains and Ways Forward” started with the forum attended by the leading

line agency representatives such as the regional offices of the Department of Interior and Local Government (DILG), Department of Transportation

and Communication (DOTC), Philippine National Police (PNP), Commission On Human Rights (CHR), Department of Health (DOH), Department of Justice (DOJ), RDC-GADCC, the Philippine Information Agency (PIA) 13 and the local media. The participants were welcomed by NEDA Regional Director Mylah Faye Aurora B. Carino. Each line agency representative then expressed their commitments to support the campaign which will run from November 25 until December 12, this year. The forum focused on issues of violence against women and children and how should these be addressed

followed, with queries from the participating media present ably answered by the representatives of the line agencies and the RDC-GADCC. RDC-GADCC Co-chairperson Edna Honteveros then presented the highlights of the celebration to commence with the “Walk in HER Shoes” and Opening Ceremony at 5:30 a.m. on November 25; from Guingona Park via J.C. Aquino Ave., to Agusan del Norte Provincial Capitol covered court. Among the highlights of the walk will be the men who will bravely take the challenge willingly to wear high heeled shoes to convey the message that being a woman is not an easy mission and

they are advocates of women’s rights. Each agency is requested to wear the 18-Day Campaign T-Shirts, and are urged to wear orange ribbons as accessories and to bring orange flaglets and placards. A “Salida Caravan” of locally made films to some universities/colleges, high schools, elementary schools and technical/vocational schools here in the region aiming to disseminate awareness and to verbalize support to end VAW and their childrenfrom November 26 to December 10. The activities initiated by the Regional Inter-agency Committee Against Trafficking (RIACAT) which will consist of poster-making contest and the exhibit of the winning entries from November 25-December 12, 2015 at Robinson’s Place Atrium, the Anti-Human Trafficking Summit: Pagtinabangay, simultaneous radio guestings, symposium, salida caravan and the publishing of the 18-Day Campaign to End VAW on the E-Billboards in Butuan City. The culminating activities, consisting of a film showing cum RDC-GADCC Year-end Assessment and Christmas Party will be held on December 11 at 9:00 a.m. until 5:00 p.m. at the

ANECO Multi-purpose Hall, J.C. Aquino Ave., this city, Honteveros said. Aside from the call to hang anti-VAWC streamers, Hontiveros also invited everyone to “Orange Your Icon for 18 Days,” aiming to strengthen the anti-VAW advocacy by enjoining new audiences to join the cause. The idea according to Hontiveros is to attract the public’s curiosity on why major landmarks or icons nationwide are colored orange, thereby providing opportunities to explain the anti-VAW advocacy. “the color “orange” is a bright and optimistic color, which represents hope and a future free from violence against women, girls and children,” Hontiveros said. Bislig City is the host for the said momentous event that is created to highlight the importance of men’s contributions not only in the household but in the community where they live and their critical roles and responsibilities to attain better health nutrition for mothers, newborn and children. Commission on Population (POPCOM) Caraga regional director Alexander A. Makinano pointed-out that the event shall highlight not only the various roles, contributions and achievements of men and husbands in the family and in the community but also equal partners of women. “This will definitely educate husbands on gender relations, and promote gender equality which I hoped that through this event, the increasing issue on

Violence Against Women and Children will be totally reduced,” Makinano added. He disclosed that LGU Bislig will be conducting various activities by merging the central theme of the IMD celebration with that of the advocacy of POPCOM as concretized in the Kalalakihang Tumutugon sa Responsibilidad at Obligasyon sa Kalusugan ng Ina at Pamilya (KATROPA) Modules. To recall, Caraga Regional Development Council approved the call of the Regional Population Executive Board (RPEB) for the declaration of November 19, 2014 and every year thereafter as International Men’s Day with the passage of RDC ExeCom Resolution No.6, series of 2014. The date for the celebration is the same date celebrated by many other countries which for a moment pause to give way and honor for the men to celebrate and highlight their contributions towards the attainment among others, of a healthy lifestyle and involvement in responsible parenting.

PAGADIAN CITY – The Department of Health says cervical cancer can be prevented through human papillomavirus vaccination (HPV) which will be administered by DOH in all priority provinces nationwide to include the province of Zamboanga del Sur in Zamboanga peninsula.

Dr. Agnes E. Fernando, development management officer V, DOH Provincial Office said the vaccine will be given in two doses, specifically for 9 -10 year old girls. “The first dose will be given this November 2015, and the second dose will be six months after, to be administered in May 2016,” Fernando said. “HPV vaccination is most effective when given during childhood or adolescence or before sexual debut, when the risk of HPV infection is nil or at its lowest,” she explained. Vaccination at a young age is also ideal because this is when the immune system is

at its strongest and, therefore, will mount a robust response to the vaccine, according to Dr. Fernando. HPV will be handled by health personnel at the health facilities only (city/rural health units) to ensure a comfortable room temperature and to carefully monitor the children for 15 minutes after the administration of the vaccine. DOH officials also urged parents to have their children take their meal before the vaccination and ensure that those who received the first dose of HPV first dose this month shall be given the second dose by May next year.

ZAMBOANGA CITY – Featuring world-class innovation technologies of the science and technology sector aligned to the ASEAN Economic Integration, the 2015 Mindanao Science and Technology Fair of the Department of Science and Technology (DOST)-9 is set on December 3-5 at Palacio del Sur, Marcian Garden Hotel Complex, this city.

Anchored on the theme, “Philippines: A Science Nation Innovating for Global Competitiveness,” the event will showcase the agency’s eight S&T Based Outcomes to help push the country towards national development and competitive advantage in the global economic scenario. This will also serve as a legacy of DOST under the administration of President Benigno C. Aquino III and DOST Secretary Mario G. Montejo. The eight outcomes include: Science-based know-how and tools that enable

OSYs benefits from computer literacy training

A round 25 participants, mostly out-of-school youths, finished the five-day Computer and Internet Literacy Course which was concluded on 7 November 2015 at the ICT Building of Mindanao

University for Science and Technology, in Cagayan de Oro City.

The goal of this training is to teach and assess basic computer con-cepts and skills so that the partici-pants, in this case, the out-of-school youths, can use computer technology in everyday life to develop new social and economic opportunities for them-selves, their families and their com-

As November is declared the National Rice Awareness Month (NRAM), the Department of Agriculture (DA) drums up the Be RICEponsible

in your Own Way Now (BROWN) campaign.

This is in support to the country’s effort to attain rice sufficiency, im-prove farmers’ income, and promote better health among rice consumers.As the name suggests, DA urged the people to opt for brown rice, as it is a healthier choice.

Regional Director Lealyn A. Ra-mos clarified that brown rice is not a variety and that every rice variety can qualify for it as long as it is processed removing only the outermost layer, the hull, of the rice kernel to be able to retain its nutritional value.

She said that complete milling of the palay converts it from brown to white polished rice which is often sold in the markets today. DA said the brown or unpolished rice is nutritionally superior in terms of protein, B1, B2 and B9 vitamins, vitamin E, minerals, dietary fiber and antioxidants.

They also encourage people to try other staples like banana, potato, cassava, corn, tuber crops, adlai, and sweet potato or mixed these with rice
