Message from the DeanWaseda in the World - the World in Waseda

At the School of International Liberal Studies, we aim to produce future leaders in a worldwide context - people withthe intelligence, analytical skills and attitude to problem-solving who can apply what they have learned in the fieldthat they have chosen, for their own good, for the good of their community, and for the good of the world.

The broad-ranging multidisciplinary liberal arts courses that we offer, combined with the chance to study in greaterdetail under world expert guidance, will lay what we see as the basic foundation for such a future. Our one-yearstudy program is no longer separated from our mainstream undergraduate courses, which means that those who cometo us for one year can integrate with regular students and enjoy the benefits of a very diverse curriculum as well as thechance to make long-lasting acquaintances with students and teachers of extremely diverse backgrounds.

Young people with an interest in Japan, or the rest of East Asia, or Asia as a whole, will find our curriculumespecially attractive. They will study together with our ordinary Japanese undergraduates and a large number of bothundergraduates and one-year participants from all of the major Asian nations. Since the majority of our classes aretaught in English, our doors are open to those without advanced Japanese language skills; but we do give rigoroustraining in Japanese to our overseas participants.

THE ORIGIN OF WASEDA UNIVERSITY

The founding of Waseda University dates back to 1882, when Shigenobu Okuma (1838-1922) founded Tokyo SenmonGakko (or College). Early records show that 80 students applied for admission to the newly opened school, and thesepioneering youths were distributed among the Departments of Political Science, Law, English, and Science. Theschool later became Waseda University.

Shigenobu Okuma was one of Japan's foremost statesmen, who helped to guide the destiny of his country through theturbulent days of the Meiji Restoration and the early Taisho Era. In 1869, he was appointed Finance Minister andsubsequently Foreign Minister. During a period of retirement from government, he organized the Rikken Kaishinto(or the Constitutional Progressive Party) and became its president in 1882, which attracted other leaders who becamethe faculty of the Tokyo Senmon Gakko. In 1896, Okuma was again appointed Foreign Minister, and two years laterhe became Prime Minister, organizing a cabinet with Taisuke Itagaki, another prominent statesman of the Meiji Era.

In his later years, while not holding public office, Okuma lived in his residence at Waseda, discussing current affairswith distinguished visitors, both Japanese and foreign. Okuma returned to politics in 1914 and served a second term asPrime Minister. For his services to the country in World War I, he was promoted to the rank of Marquis.

THE PRESENT STATUS OF WASEDA UNIVERSITY

As a result of increasing academic prestige and expanding student enrollment, the institution acquired the status of auniversity in 1902, and its name was changed to Waseda University. There are at present 13 undergraduate schoolsoffering programs of study leading to bachelor's degrees and 24 graduate schools for master and doctoral degrees.The total university enrollment now is approximately 54,000, comprising 45,000 undergraduate and 9,000 graduatestudents. The number of international students is about 4,000, the largest among private universities in Japan. Theacademic faculty consists of 2,000 full-time and over 4,000 part-time teaching staff. The University is staffed byapproximately 1,000 administrative personnel, including librarians, technicians, and other staff.

The Central Library houses about 4 million volumes of foreign and domestic books, and the International CenterLibrary contains about 50,000 volumes closely related to the courses offered at SILS.

INFORMATION FOR THE ACADEMIC YEAR 2012-2013

Located in central Tokyo, the School of International Liberal Studies (SILS) is Waseda University’s newest

undergraduate division opened from April 2004. In this small college of 3,000 students, classes are largely

conducted in English by international faculties, and up to one-third of its multicultural student body comes from

outside of Japan, largely from other Asian countries. During their second year, most of SILS students will also

participate in study abroad programs outside of Japan, adding a global perspective to their broad education in liberal

arts and the modern world. In addition to this degree-seeking program, SILS offers a One-Year Study Abroad

Program to international students. The participants in the One-Year Study Abroad Program can take courses with the

SILS regular students. This unique setting makes it well-suited for a one-year study abroad program for students from

around the world, who are seeking to gain a better understanding of Japan through such widely varied perspectives as

politics, journalism, art, education, and industry.

1. Length of Study

The SILS One-Year Study Abroad Program has been designed for a one-year period of study with an emphasis on

Japanese language study. We adopt a semester system: Fall and Spring. Fall is the first semester of the academic year,

and the Spring semester the second. All applicants are encouraged to apply for the full year academic program. Course

registration is held in each semester, and all course work is graded at the end of the semester based on attendance,

class participation, papers, examinations and so forth. To accommodate the needs of both international students and

those of Waseda students, however, SILS offers two study options: Academic Year and Semester.

(1) Academic Year

Fall Semester & Spring Semester (September 21, 2012 to late July, 2013*)

(2) Semester

Fall Semester (September 21, 2012 to the beginning of February, 2013*)

Or Spring Semester (early April, 2013 to late July, 2013*)

In all cases, the period of study chosen at the time of application cannot be changed subsequently, except in

unavoidable circumstances. Course registration and student orientation are held before the beginning of classes, so

students are expected to arrive at least ten days prior to the start of their period of study.

2. Japanese Language Courses

Before beginning classes, students take Waseda Japanese Placement Test to place them in the appropriate class level,

ranging from beginning to advanced. Study Abroad students are required to take 6 credits of Japanese language

courses in each semester. SILS also recommends they take a Japanese Language Elective Course (1-credit), but it is

not required.

3. Lecture Courses

Since SILS is a liberal arts school, we offer various lecture courses categorized into the following seven clusters;

(1) Life, Environment, Matter and Information

(2 )Philosophy, Religion and History

(3) Economy and Business

(4) Governance, Peace, Human Rights, and International Relations

(5) Communication

(6) Expression

(7) Culture, Mind and Body, Community

All the lecture courses are 2-credit or 4-credit classes. One-year program students are required to take at least eight

credits up to fourteen credits each in the Fall and Spring Semesters. A 2-credit course meets once a week. A 4-credit

course meets twice a week. One lesson is ninety minutes.

4. Classes of the Open Education Center which are conducted in Japanese

Open Education Center Classes are offered by various schools and institutions at Waseda and are open to all Waseda

students. Taking these classes is a good way for advanced students to develop their Japanese ability even further.

1) Only students at Japanese level 7 or above on Waseda Japanese Placement Test (that is, students who have been

exempted from required Japanese language classes) can take up to 6 credits in place of Japanese language

courses.

2) Students at Japanese level 6 on Waseda Japanese Placement Test can take up to 3 credits in place of Japanese

language courses.

*Summer courses, courses conducted abroad, and courses offered by other universities cannot be taken by One-Year

Study Abroad Program students.

5. Foreign Language Courses in Japanese (Option)

Only students placed by Waseda Japanese Placement Test at Japanese level 3 or above are allowed to take classes of

other foreign languages at SILS which are conducted in Japanese* if seats are available. However, please note that

One-Year Program students will not be able to register if all seats are occupied by regular students.

*There are a few foreign language classes taught with the direct method.

6. Language of Instruction

At the One-Year Study Abroad Program at SILS, all lecture courses except for Japanese language courses (and classes

of the Open Education Center/foreign language courses as options) are largely conducted in English.

7. Syllabus

A syllabus will be provided at the beginning of each semester to help students to select courses. Information on the

class schedule of the semester, textbooks and other readings, examinations, papers, and grading systems is given in

Please note that classes offered change slightly from year to year.

8. Assignments

Students are usually given substantial reading assignments for each course to prepare for the class discussions based

on those readings. Papers are assigned along with examinations usually at the end and/or in the middle of the

semester. Most of the papers are approximately ten pages about issues covered and discussed in the classes.

9. Class Participation

In the classroom, every student is expected to participate in the discussions led by the instructor and may be requested

to give a presentation on a topic. Class participation is a large factor in evaluation.

10. Extra-Curricular Activities

One-Year Study Abroad Program at SILS and Waseda University provides ample opportunities for extra-curricular

activities for International Students during the academic year. These activities will help students gain better

understanding of Japan through widely varied perspectives.

Requirements for Admission

Requirements forAdmission

Applicants have to meet the following requirements for admission.All applicants must:

1. be enrolled in a four-year BA program or the equivalent.

2. have demonstrated excellent academic and personal records at their

home universities not including records from previous institutions

attended. For example, applicants from the U.S.A. must have a

minimum GPA of 3.00 out of a 4.00 scale at their home university.

3. possess sufficient proficiency in English to carry out everyday tasks and

understand class instructions. Students must have a minimum TOEFL

score of PBT 550 (CBT 213, IBT 80) or an IELTS score of at least 6.0

(TOEFL-ITP score is not acceptable)*. If the applicant is unable to take

the above tests in time for application, Waseda will also accept an

official letter from the applicant’s home university certifying an

equivalent level of English proficiency.

* TOEFL and IELTS scores are required only for non-native English

speaking applicants. However, non-native English speaking applicants

studying at universities where the language of instruction is English are

not required to submit these test scores.

4. have completed most of their secondary education (six years) in a

non-Japanese educational system.

5. have completed at least one term or semester of Japanese language study

or the equivalent. Private lessons are not acceptable.

6. have completed at least one semester at their home institution at the time

of application. At the time students begin their program at Waseda, they

must have completed at least one year at their home institution.

7. be able to obtain a “College Student Visa” or other valid visa for

studying in Japan (for example, a “Dependent Visa” before entering

Japan).

The students seeking admission to the One-Year Study Abroad Program atSILS must submit the following documents.

3. Four pictures (1.2"X1.6" (3cm X 4cm) recently taken, fullface)One pasted on the “Application for Certificate of Eligibility,”and the others attached to the “Application for Admission.”

4. * Personal History

5. Photocopy of applicant's passport including page(s) withhis/her picture, passport number and issuing authority.

6. * Statement of Source of Funds

7. Documents to prove that you can defray all the expenses (feesand living expenses) incurred during your stay in Japan

8. * Written Oath for Defraying Expenses

9. * Application for Certificate of Eligibility

Note 1. The prescribed forms marked * are bound in this booklet.

Besides the aforementioned application documents, applicants for aSemester-long Program should submit the following additional documents.

10. A letter of recommendation from the dean, department heador director of international program which describes the reason why thestudents cannot stay for the full academic year.

Financial Information

Health Insurance Since medical costs are high in Japan, international students on the One-YearStudy Abroad Program at SILS are required to have medical insurance to coverthe entire period of their stay in Japan. Additionally students must apply forNational Health Insurance, a Japanese Government Plan (Kokumin KenkoHoken), at the district municipal office nearest their place of residence in Japan.

Miscellaneous Expenses At least 30,000 yen per month will be needed for books, clothing, entertainmentand so forth, though the amount differs according to each individual’s life style.

Housing There are two types of housing offered by the SILS: University Dormitory, andPrivate Dormitory. Some students choose to live in apartments, which must bearranged independently. Immigration Procedures

Certificate of Eligibility Japanese Immigration Control Law requires international students to obtain aproper student visa in order to study in Japan. The Certificate of Eligibility isthe principal document needed for visa application. The Immigration Office willissue this certificate to the students through their admitted institution. SILS willapply for the certificate at the Tokyo Regional Immigration Bureau for allAcademic Year and Semester Students. It usually takes one month for theImmigration Office to issue the certificate. Upon receipt from the ImmigrationOffice, SILS will send the certificate to you.

College Student Visa The student should then submit the certificate, together with a completedapplication for a College Student Visa and his/her passport, to the nearestJapanese Consulate. This can be done in person and usually the visa is grantedwithin a few days after the application is received.If the student enters Japan with a visa for purposes other than for study as astudent (e.g., for business or sightseeing), he/she will be required to change thevisa status to a college student visa. In most cases, a student visa will be issuedat a Japanese Consulate located in a country other than Japan. However it isbetter and strongly recommended that you get the College Student Visa in yourhome country before coming to Japan.

Admission to the One-Year Study Abroad Program at SILS ceases to be valid if,for any reason, a student does not arrive in Japan the day before classes begin.Upon arrival at the university, the students will be required to present to SILStheir travel documents such as passport, visa, etc.
