Cable design is the crucial element of bridge construction and

reconstruction especially for those water bridges (wet bridging) where

wave breake-through occurs during disastrous floods, as well as

hydroelectric units demolition.

When this happens, the most vulnerable are highlands.

The most common model of bridge

demolition I-beam constructions hold floating boughs, small logs of

wood and other rubbish. They block the water flow under

the bridge if flood occurs. Moreover, emerging dam

attracts next lots of small woods. The water pressure

becomes higher and higher, as a result a bridge knocks

down like a house of cards.

Widely spread is the

bridge design consisting

of several fixed piers and

bridge vaults. The

shortage of this design is

that it can not be used at

the water barriers where

the wave outbreaks

happen with significant

depth and current

speed. Shock wave

velocity completely

demolish the bridge or

causes severe damage, making it out of use.

This process is even more dangerous in highlands. Sharp downgrades of

mountain terrains determine (sudden) instant flood rise, up to 1,5-2,5 m and

higher within few hours. Simultaneously instant dumping of (overflow of

flood water) from tributaries located in the mountains into the river valley.

Totally in spring of 2011 3 thousand 29 residential areas, 315 railway

sections, 492 bridges (35 of them in the zone of excessive risk area) are

potentially flood exposed. This process is even more dangerous in

highlands. Sharp downgrades of mountain terrains determine (sudden)

89/HM on target program of scheduled replacement of bridge

crossings in flood- and mud torrent prone regions for the

suspended cable constructions and states upon the following:

Taking into consideration the urgent character of the issue,

described in your petition, the Ministry fully supports the concept

of the afore-mentioned target program and, whithin the scope of

its competence, is ready to examine the road maps prepared by

the concerned regional and federal bodies of executive

power of Russian Federation (regional governments, Ministry of

Economic Development, Ministry of Finance, Ministry of

Transport, Ministry of Emergency Situations).

Emercom of Russia scrutinized Your proposal on replacement of

bridge crossings in flood- and mud torrent prone regions of the

Russian Federation for the suspended cable bridges within the

frame of the federal target program and states upon the following:

In fact, a number of the Russian Federation regions’ bridge

crossings are prone to the threat of floods and mud torrents. Very

often beam bridges give favorable background for ice jams

facilitating potential emergency situations during the spring floods.

Suspended cable bridges availability will facilitate the vital activity

security in general and especially in mountain areas.

From our side Emercom has sent the letter of support of your

petition to the concerned federal bodies of executive power.

It is worth mentioning mud torrents as well. They are extremely dangerous not

only due to they destructive power but also for their unexpected occurrence.

Rainfalls in rock habitat very often doesn’t cover the foothills and mud flow

happens all of a sudden in residential areas. Due to the fast speed of mud

torrent the time when it starts in the mountains and when it reaches the foothill

counts for 20-30 minutes.

Mud torrents are spread in all mountainous regions of this country (currently

there are some 6000 records).

For this very reason the suspension/cable bridge is the most feasible for the

mountainous areas. Due to the following reasons:

Absence of buttress – the most vulnerable part of construction during the flood

– allows to avoid the risk of washing away the I-beam constructions.

Relevantly low metal-consumption – solid rocks allow not to use huge concrete

carcasses, consequently, essentially reduce the cost of the whole construction

itself.

Take a special note on cable roads. Construction of highly efficient cable

road is in hundreds times less expensive than a bridge construction.

Cableways are eco-friendly and exotic means of transportation.

Since the USSR times Volgograd plant of OAO Severstal-Metiz is the

only one within the whole CIS territory with machinery and technologies

available, capable to build any cableways.

Fixing up crash barriers with the steel wire

The main trend of the passive impact measures on

highways and roads is, as a rule, connected with the

selection and installation of various types of railings and

shields which due to the bending deflection or

reversible/elastic deformation of construction are able to

change the trajectory of hitting them vehicles, to absorb

the kinetic energy of the impact or to reduce this impact to

the minimum

Unlike the rigid road barriers cable railings are damping the

vehicle impact, saving lives of accident participants, minimizing

vehicles and road damage in a car reck. Cable guardrails save

the road space and make road maintanance easier, especially in

winter time.

Let’s start with the fact that it is more safe rather than any other type of

guardrails. Its application reduces the level of injuries, accident rate

and vehicle damage level.

Advantages of wire cable guardrails

Quick and simple assembling (installation) does not require heavy installation

machinery or specialized tools.

Relatively low maintenance and repair cost. The repair is quick, simple and

manual (manhandled) without any mechanical equipment application.

Wire cable guadrails, installed at the traffic dividing strip, are more cost-efficient

(economically viable) rather than two-fold road barrier. Also the application of

this particular construction can reduce the width of the dividing barrier due to its

small size

Thin cross-section/profile blocks the formation of snow piles/banks. This

is very relevant for this country.

Also wire cable guadrails are aesthetically pleasing at highways.

zinc-coated wire and characterized by the large ratio of metal FU (fill up) of wire

rope, minimum elastic & residual elongations when used, ability of contour

forming if high-tensile wire breakage occurs
