PROCLAMATION NUMBER FOUR

By the authority vested in me as Right Grand Thrice Illustrious Master, Prince Hall Grand Council of Royal and Select Masons of the Commonwealth of Pennsylvania, P.H.A. I, Otis J. Guinyard do hereby direct that this Proclamation Number Four be read in its entirety in open council and that the directives contained herein are strictly adhered to. This Proclamation should be brought to every council meeting and used as a reference.

DIRECTIVE NUMBER 40 Adoniram Day Service

Adoniram Day Service will be held on Sunday, March 8, 2015 at Ebenezer Methodist Church, 234 E. Spruce Street, Norristown, Pennsylvania, 19401. Assemble time is 3:30 P.M. Service will start at 4:00 P.M . sharp. Dress for Grand Council officers will be black tail s, white shirt, black bow tie , black shoes and black socks, collars, crown, aprons and white gloves.

DIRECTIVE NUMBER 41 Non-Religious Social Functions during "Holy Week"

It is hereby directed that under no "No Circumstance" will any member, group or unit, adopted or affiliated obedient to the Prince Hall Grand Council of Royal and Select Masters, Commonwealth of Pennsylvania, sponsor, convene or participate in a NON-RELIGIOUS social event during the observance of "HOLY WEEK", commencing at 12:01 A.M. Palm Sunday, March 29 ,2015 through midnight Easter Sunday AprilS , 2015.

DIRECTIVE NUMBER 42 Recognition of Festive Days

It is hereby directed that under "No Circumstance" will any member, group or unit, adopted or affiliated, obedient to the Prince Hall Grand Council of Royal and Select Masters, Commonwealth of Pennsylvania, sponsor, convene or participate in any event on the dates when a Grand Body of the Prince Hall Family is observing a Festive Day or convening at an Annual Session. (This will be strictly adhere to).

DIRECTIVE NUMBER 43 Status Reports

The Quarterly Status Report will be completed by the Council's Recorder and returned to the G.I.D.D.T.I. Master in the month of May. Each council will submit a roster of their membership with the 4th quarter report. Each council will submit their fourth quarter taxes to the G.I.D.D.T.I. Master at the end of their meeting in May. G.I.D.D.T.I. Masters will have all bills to the Grand Illustrious Assistant Recorder no later than May 26, 2015. If taxes are not paid, you will not be admitted in the Grand Assembly. Please take heed.

DIRECTIVE NUMBER 44 Grand Assembly

Know ye that I, Otis 1. Guinyard, Right Grand Thrice Illustrious Master, Pursuant to Article 3 Section 1 of the Constitution of the Prince Hall Grand Council of Royal and Select Masters, and by the authority in me vested, do hereby proclaim that the Thirty-Fifth Annual Grand Assembly will convene on Friday, June 12,2015 at the Doubletree Hotel, 4509 Island Avenue, Philadelphia, Pennsylvania 19153.

I do therefore summon all Elected and Appointed Grand Council Officers and officially notify the craft to register in advance and be present for the purpose of reviewing the state of the craft and transacting any business that may come before us. John G. Grantham Council No.9 and Edward D. Ford Council No .4 will open an occasional Council at 12:30 P.M. on Friday, June 12, 2015 under the direction of Grand Lecturer Michael C. Stewart No.1 to receive the Grand Deputy Master Loyd W. Rowell who will recei ve R.G.T.I. M. Otis J. Guinyard and his officers. All Grand Council Officers will wear black tails, white shirts, black shoes and socks, black bow ties, aprons, collars, crowns and white gloves.

DIRECTIVE NUMBER 45 Registration

The pre-registration fee will be forty-five (45) dollars, which includes lunch (Saturday onl y). All elected and appointed Grand Council Officers will pre-register with the Grand Illustrious Recorder in order to allow the hotel to properly prepare the correct number of lunches for us, you must pre-register.

All Past Right Grand Thrice Illustrious Masters will pre-register with the Grand Illustrious Record (No Fee) so that you may be included in the lunch count. The deadline for pre-registration is May 23, 2015 . After May 23, 2015 onsite registration will be Fifty (50) dollars and lunch is not included. Subordinate Council members will register with their respective councils. Lunch is also available for your gue st at a cost of twenty-five (25) dollars. Lunch tickets must be purchased from the convention committee.

DIRECTIVE NUMBER 46 Grand Council Officers Reports

All Elected and Appointed Grand Council officers will submit their written reports (125 copies) to the Grand Recorder on or before Friday, May 29, 2015. Exceptions G.I.D.D.T.I. Masters submit their report to the Deputy At-Large James Cameron and the G.I.D. Lecturers submits their report to the Grand Lecturer Michael C. Stewart on or before May 22, 2015.

All matters such as recommendations, amendments, by-law revisions, etc . for review by the Jurisprudence Committee must be submitted to the Grand Illustrious Recorder at least sixty (60) days before the Grand Assembly on or before April 17,2015.

DIRECTIVE NUMBER 47 Banquet

Our annual banquet will be held on Friday, June 12,2015 at the Doubletree Hotel, 4509 Island Ave. , Philadelphia, Pennsylvania at 7:00 P.M. Price of tickets will be $50.00.

All Elected and Appointed Grand Council Officers will purchase their tickets from Illustrious Companion Howard 1. Fleming. He will be available every Monday and Wednesday at the grand Council Office, or you may contact him at 215-669-1292. Deadline for tickets is June 3, 2015.

Souvenir Journal The souvenir journal prices are as follows: full page ad $40.00, half-page ad $30.00, quarter-page ad $20.00, patrons ad Mr.& Mrs. $2.00 and single name $1.00. Ad contracts can be acquired from Illustrious Companion Ronald E. Morris. He can be contacted at 215-424-8469 (Home) or 215-816­0575 (Cell). Deadline for ads is May 27, 2015 .

Banquet Dress All Elected and Appointed Grand Council Officers will be White dinner jacket, black pants , black shoes and socks, purple shirt, purple bow ties and collars.

Hotel Accommodations The cost for hotel accommodations is $105 .00 plus tax . You may call the hotel at (215) 365-4150. The deadline for this rate is Friday, May 23, 2015 . Please mention you are with the Prince Hall Grand Council for this rate.

DIRECTIVE NUMBER 48 Past Thrice Illustrious Master Council

The Thrice Illustrious Masters' Degree/Ceremony will be given on Saturday, April 18, 2015 at 10:00 A.M . at 4301 North Broad Street , Philadelphia, Pennsylvania. All Thrice Illustrious Masters Elect are to be at said site no later than 9:00 A.M.

DIRECTIVE NUMBER 49 Royal Grand Chief Advisor

The Royal Grand Chief Advisor will meet with the Royal Advisors of each Court of the Ladies of the Circle of Perfection and submit a written report to the Right Grand Thrice Illustrious Master on or before May 18,2015.

All Court Advisors of the Ladies of the Circle of Perfection will attend the Grand Assembly of the Prince Hall Grand Council beginning Friday afternoon June 12,2015 and all day Saturday, June 13, 2015 . You are expected to be in attendance.

All guardians, Royal Advisors and Deputy Chief Advisors will purchase their banquet tickets from the Grand Council.

DIRECTIVE NUMBER 50 Zabud awards

All applications for the Zabud Award must be turned in on or before April 29, 2015. Please take heed .
