什麼是開放資料？• Availability and Access / 可得性與可讀性 : 資料必須完整釋出，同時只能徵收適當的資料再製成本費用。最好能提供網路下載。同時提供的資料格式也必須是方便和可被修改的。
• Reuse and Redistribution / 重新使用與散佈 : 資料在釋出時必須允許資料重新使用和散佈，並允許與其他資料混合使用的授權聲明。
• Universal Participation / 分享的普遍性 : 任何人都可使用，重新使用和散佈開放資料 - 不能限制資料能使用的範圍，或是使用者的資格。例如，「非商業用途」將限制資料在所有「商業性質」的使用，或是限制資料只能使用在某個範圍（例如，只能作為教育上使用）。這些限制都是不被允許的。

開放什麼資料？Type Comments
公司登記資料 Company registrations, returns etc.
車籍資料 Statistical! summaries suitably anonymized
不動產資料 Ownership, boundaries, charges etc.
智慧財產 Patents, Trademarks etc.
氣候資料 All forms of weather and climate related information.
地理空間資料 Traditional! ʻmappingʼ data but also route and aerial information.
水文資料 Marine charts etc.
環境資料 Widely varying but including standard pollu- tion and ecological data.
政府公報 Official notices etc
交通運輸統計資料 Journey and planning statistics, public trans- port information etc
社會經濟統計資料 GDP,!Unemployment, Population etc.
為什麼要開放政府資料？在很多領域，我們已經可以指出開放政府資料可帶來的新價值。這些領域包含了：

• 政策影響與結果的評鑑

怎麼開放資料？
• Keep it simple - 先從小巧的資料，簡單，可快速處理的開始。沒有人規定所有的資料都必須現在就開放釋出。
• Engage early and engage often - 盡可能頻繁地、盡早地，和那些可能會來使用這些資料的使用者聯繫和建立關係。這些人可能是一般市民，商業人士或是程式設計師。
• Address common fears and misunderstandings - 如果你需要面對的是如政府一般的龐大的組織，這一點尤其重要。當你開始要把資料開放釋出時，你將會面臨許多質疑與抗拒。所以你必須 (a) 找出最重要的幾個問題與抗拒 (b)， 盡早地面對這些問題並做出回應。
