Code of recommended practice …
• The Code asks local authorities to follow the three principles of transparency when publishing data -
Demand-led, Open and Timely.
• The Code also proposes the minimum datasets that should be released for reuse
• Publication should be in open and machine-readable formats. The recommended 5 step journey to a fully
open format is: – * Available on the web (whatever format) but with an open license
– ** As for one star plus available as machine-readable structured data (e.g. Excel instead of image scan of a table)
– *** As for two star plus use a non-proprietary format (e.g. CSV and XML)
– **** All the above plus use open standards from the World Wide Web Consortium (such as RDF and SPARQL) and
– ***** All the above plus link your data to other people’s data to provide context.

Open Data White Paper – June 2012
We committed in the Open Public Services White Paper to
increase the choices citizens can make about the services
they use. Access to high-quality information about the
performance of public services is the foundation on which
citizens can make informed choices. In the responses to
the consultation, it was highlighted that, without access to
quality data, informed choice will remain illusory and, more
importantly, undermines public trust.

services have been designed and commissioned in a particular locality

and decision making, and engage more effectively in shaping and using local

– be more transparent – by bringing meaning and context to financial data so that it
can be confidently combined, and compared;
– transform local services – by demonstrating how providing data to local residents
and stakeholders can enable them to participate in the prioritisation of local
resources, and support local accountability; and
– Identify and exploit efficiencies – by exploring how data can be shared and re-used
amongst partners in a more efficient, cost-effective manner.
