OERs & pre-formatted licensing

The conditional use of works and resources in the case of

educational resources available in an information

commons is a distinctive characteristic of the “Open

Educational Resources” and could, probably, best be served

through the use of use of standard licenses, i.e. pre-

formatted licenses which are available for use ‘as-is’.

OERs has the potential to transform higher education and

create new competition and centers of excellence among

universities.

OER’s elements

1. Learning content such as full courses, courseware packs,

content modules, collections, journals etc.

2. Tools such as software to support the development, use

and reuse, delivery of content, searching mechanisms for

locating content, learning management systems, content

development tools, communities for content aggregation

etc.

3. Implementation resources such as the Creative Commons

or Open Knowledge licenses which promote open

publishing of materials, design principles and policies that

mandate the provisions upon which content is accessible

and available for use, reuse, adaptation etc.

OER’s freedoms

1. The freedom to study a work and apply knowledge offered

from it.

2. The freedom to redistribute copies, in whole or in part, of a

work.

3. The freedom to make improvements or other changes, i.e.

to make adaptations, to the content of a work, and to

release modified copies of it.

Sporadic attempts to make available OERs in the

academic environment of tertiary education in Greece, so

far.

The first endeavors regarding OERs in Greece came over in

2000 in Aristotle University of Thessaloniki and the

National Kapodistrian University of Athens.

An estimation of the current amount of open educational

resources which are based on relevant institutional

repositories in Greece is 62 in total.

Younger people are more familiar with new technologies

and OER creation and management.

There is OER respective information lack.

Economic issues seem to be a factor of a great importance

for the perceived creation and use of OERs in the

academic environment in Greece.

Academia in Greek public colleges are quite productive as

far as the educational and research content are concerned

and show high interest in OER creation, though not

through a coordinated manner due to OER policy lack.

Faculties appear to be ready to take action regarding

educational and research content creation and

management.

Faculties believe that OER creation, use and sharing

enhance academic goals.

Kallipos & OERs in Greece

The Hellenic Academic Libraries Link (HEALlink) has

created “Kallipos” (see http://www.kallipos.gr/) which is

a repository of OERs in the Greek academic environment.

The purpose of “Kallipos” action is the production and

delivery of Open Access electronic books, i.e. the creation

of OERs which will be used by the students of Greek

Universities (Universities and TEI).

“Kallipos” provides funding for the composition and

availability after proper licensing of OERs in the academic

environment of tertiary education in Greece.

Criteria for OER-production in Kallipos

1. Relate to at least one undergraduate level course of either

a Department or a Program of Study and/or belongs to at

least one of the respective scientific categories included in

the Subject invitations.

2. It is possible to use the e-Book for the teaching of more

than one course at undergraduate level in similar

Departments / Programs of Study.

3. The content covers required syllabus.

4. Capitalize on as many new technologies as possible and

make use of interactive and multimedia learning objects.

Characteristics for OER produced in Kallipos

1. They are books in digital format, readable by electronic

devices

2. They include multimedia (images, sounds, videos, graphs)

and/or interactive objects.

3. They have the opportunity for interactivity and ease of

navigation, such as search, add and share notes, and to

link to external information resources.

4. Each chapter and interactive e-book object may constitute

an independent “learning object” that could be detached

and reused in another book or become available on the

internet or another electronic medium.

Financing OER production in Kallipos

The maximum funding amount of a positively-evaluated

proposal is ten thousand euro (€ 10000), including the fees

for the Critical Reader which is € 1000.

The maximum fee that a person gets paid as an author

(main or co-author) is defined to fifteen thousand euro (€

15000).

The maximum remuneration of any activity either as a

writer, critical reader or assessor in the “Kallipos” Action

and throughout the duration of the project is twenty

thousand euro (€ 20000).

The level of remuneration for the other participants in the

authorial effort is determined by the senior author.
