City of Fort Collins’ approach to wildlife management on City-owned natural areas as well as how wildlife is regulated by the City on private land. The Open House and Forum will be Thursday, July 28, 5-8 p.m. at the Lincoln Center, Canyon West Ballroom and Columbine Room, 417 West Magnolia Street, Fort Collins.

Parks and Open Lands (POL) stewardship crew held a volunteer project removing musk thistle and common mullein at Blue Sky Trail on June 17 as a part of the 20th Anniversary celebration.

Pinewood: All of the signage is complete and the scopes have been installed and all came out pretty amazing.

Roberts Ranch tire cleanup project is moving forward with a $495,000 grant from Colorado

Department of Public Health & Environment (CDPHE). Cleanup will begin Aug 1 and is expected to be completed in November. This is a partnership with Roberts Ranch, The Nature Conservancy, Larimer County Solid Waste, Larimer County Health, and CDPHE.

Awarded $10,620 from the Colorado Department of Agriculture to fund the Poudre River Invasive Species Partnership.

Started construction on the new Hermit Park trails. Our goal this summer is to complete the portion of trail connecting Kruger Rock Trail to Homestead Meadows on USFS.

The mission of the Larimer County Open Lands Program is to preserve and protect significant open space, natural

areas, wildlife habitat, and develop parks and trails for present and future generations. These open lands provide

opportunities for leisure, human renewal and protection of our natural and cultural resources

In partnership with the greenback recovery team of Colorado Parks and Wildlife, yearling and young of the year greenback cutthroat trout (the Colorado state fish that is listed as Threatened) are being reintroduced into Sand Creek at Red Mountain Open Space as a conservation population. Staff assisted CPW on July 21nd with initial stocking efforts.

1. CALL TO ORDER / INTRODUCTION OF GUESTSSteve Gibson introduced himself in his new capacity as manager for the Red Mountain District. Travis Rollins is moving to the Resource Specialist position vacated by Charles Gindler retirement.

4. REVIEW AND APPROVAL OF LAST MEETING MINUTESMotion by Carl Sorrentino and second by Ward Nelson to approve the May 26, 2016 meeting minutes as submitted in this month’s packet. Motion carried unanimously.

5. INFORMATION & ANNOUNCEMENTSa. The Passport to Your Open Spaces launched May 31. It has received lots of positive feedback. More

than 2,000 were distributed in the first week alone, prompting a second printing. Very popular, and acouple of great articles in the local papers. We’ve already had 20 turned in for prizes.

b. Staff have participated in numerous Commissioner Citizen Outreach meetings around the County,touting the many activities and things to do this summer on our parks and open spaces.

c. The Berthoud Town Council voted on Tuesday June 14 to contribute $100,000 towards the acquisitionof the Malchow farm property. Thank you Berthoud!!

d. On June 13, the GOCO board awarded a $4 million grant to Larimer County, in partnership with Ft.Collins Natural Areas, for four properties (three by us) in the Foothills/Devils Backbone/Horsetootharea. This is in addition to the million dollars we already received last year for properties in this area.

e. Preparing application to the International Dark-Sky Association to designate Red Mountain Open Spaceand Soapstone as Dark Sky Parks

f. Soderberg horse trailer parking post-construction revegetation was completed May 13.

g. Teddy and Sandy met with IT department to discuss Natural Resources website overhaul, to be done in conjunction with new County website slated for early 2017.

h. Started initial branding of new trail conditions webpage, to be called NoCo Trail Report. i. Staff met with City of Fort Collins Natural Areas and Squarei Technologies about Offero, the generic

name for the City’s Nature Tracker. It will allow us to manage volunteers much easier. j. LC101 is a program offered by the County each year on things every citizen might want to know about

the County. This year Teddy, Gary and Ken represented our department. k. Completed school field trips for the spring season - 11 trips for 550 students. l. Zac Wiebe will be moving into Meegan Flenniken’s program, filling Jeffrey Boring’s vacated position

of Resource Specialist II. Zac has been with the department for 7 years and we are happy to be keeping him in the organization in a new capacity.

m. Open Space Operations District Reports – Steve Gibson highlighted that the grazing leases are all completed and they were also finally able

to get the trespassing cattle at Red Mountain out. Rangers were involved in several rescues at Horsetooth Mountain Open Space this past month. Release of the cutthroat trout at the northwest corner of Red Mountain Open Space is on track.

Chris Fleming highlighted that the new Hidden Valley Trail is open and it receiving rave reviews from the mountain bikers, but also some confusion and some line-of-site concerns on the current separation of uses. Stay tuned for changes.

n. Sales Tax Report – no questions o. COSA is September 12, 13 & 14 in Estes Park this year. Registration will be kicked off sometime in

July.

6. DISCUSSION & UPDATES a. Jeff Drager, Project Manager for the Windy Gap Firming Project at Northern Water presented an update

on the project, including some background about the CBT Project for the benefit of new Board members. Presentation attached. Direct any questions on the project to Jeff Drager at 970-622-2333 or [email protected]

Kerri responded to the Board that our process will be about a year long management planning process followed by about a year to build trails, trailheads, parking lots, things like that. We will be in close connection with Northern on timing. Some overlap may be able to occur toward the end of Northern’s construction window.

Jeff responded to the Board that they are not anticipating a 1041 permitting process with Larimer County, relying on permits that were obtained earlier in the process (12-15 years ago.)

Big Thompson District Area Report – 07/20/16

General:

Great 4th Holiday- busy in all areas, with no major issues. Chris, Brian and Cody all hiked up to the overlook to monitor visitors as they watched fireworks. Over 100 people were up there- the secret is out!

Staff is really having to work hard to overcome all of our computer issues- we are down more than we are up. Rick held a CPR recert for seasonal staff (Thanks Rick!) Chris met with Teddy and Heather about signage and ed needs at the DBB and HP.

HPOS:

Chris got to give the Admin and Accounting Team a tour of the facilities and campgrounds. The wildflowers cooperated and even gave them an opportunity to see our rare columbines right next to the common ones!

Big Thompson District Area Report – 07/20/16

Larimer County Youth Conservation Corps worked with the trail crew to construct the new trail. They stayed for 2 weeks (during the work week) in the Granite Gulch campground. Bear activity is starting to increase. Several sightings and one tore up a campsite after the guests staying there left a cooler full of food sitting out while they went into town. Pretty significant damage to the tent occurred as a result of the bear looking for food. The party was cited for failure to properly store food. Maintenance staff is working on a project to relocate dumpsters away from the main entrance to the park as we are seeing a big influx of neighbors dumping their household trash. This is one of many factors contributing to a big increase in our trash budget expenses. Chris and Meegan met with AVI on revamping some of the trailheads/day use areas in the master plan for the upcoming construction project. More to come in Aug. Estes Park fire district kept staff on their toes with a fire ban for a week, then lowering back to everyone else in the county with a fire restriction. Wolfwood will be arriving for the upcoming weekend. We are looking forward to hosting them once again!

DBBOS:

As things are heating up, visitation is finally slowing down. Staff is working on finishing up the master plan project. New signage and routing of our visitors is still underway to find the best solution to some unintended issues.

CHOS:

Had some graffiti on several rocks and several more calls of people trespassing into the area. Rangers have increased patrols and found time to take this scenic shot:

Calls of note:

Big Thompson Canyon: MVA- Motorcyclist, with alcohol onboard, passed on a double yellow and a blind curve. Oncoming vehicle had him swerve to avoid. Operator thrown from motorcycle, after losing control, down an embankment 20 feet. Facial trauma, and a leg that was broken in too many places to count. Airlifted to MCR. Assault/Menacing/Shots Fired 800 blk Soul Shine Rd. -Two groups got into a very heated argument concerning land use on forest service lands, One party claimed that a juvenile came at him with a 12 inch knife which prompted him to draw his gun. The other party tried taking the gun away and struggle ensued over the gun and a shot was fired. The wife of one party also pulled an air pistol during the melee and hit the other male in the face causing injury. During our response, evidence and some reported weapons disappeared from the scene. The Case will be screened with DA due to inconsistencies with all parties involved. Medical- Dispatched to Pole Hill Rd. to assist medical on a 25 y/o/ female , who crashed her mountain biking on National Forrest Road 122A. The patient had a medical history of epilepsy and suffered a seizure after the crash that lasted several minutes. Rangers assisted in landing the helicopter at a remote LZ approximately 5 miles back into the National Forrest. The patient was transported by Air Life/Bolder to MCR in Loveland. Medical - Report of 2 y/o female having seizures and possibly not breathing in one of our campgrounds. Upon arrival patient was unconscious but breathing. Placed the patient on the front seat of my patrol vehicle and administering O2. Patient became semiconscious and started to cry. Turned patient care over to Estes Park Ambulance. Structure Fire- Pinewood Springs- Rangers assisted with a home fully engulfed in flames. Total loss with one dog dying. Rangers assisted with area evacuations and scene safety

Female with dislocated knee in the cove at HT Reservoir near Lory SP. Assist.

Female with heat stroke and rapidly changing vitals on Horsetooth Falls trail; HELO landed and evaluated by medical ranger staff. Carryout to ambulance.

Two females with heat exhaustion at Eagles Nest. Ranger located and transported to Trailhead and medically cleared. One female locked her keys and then went missing. She was located.

Assist to Loveland Fire for small grass fire in Indian Creek. Local landowner and fireworks got out of control. Fire was out.

Assist on Fire at Glade Rd. Fire was put out.

Injured biker on Nomad trail at Horsetooth Mountain. Located patient but no injuries, just a broken bike.

Small boat fire assist on the reservoir.

Dog carryout at Horsetooth Mountain. Overheated.

Suspicious vehicle on Rimrock Valley Lane, blocking drive way, tagged for tow.

Forty in the Fort Race in Lory SP and Horsetooth Mountain 07/24. River Bluffs Open Space

Contact with juvenile tubers on the river, who were highly intoxicated. Citations issued and parents notified.

Assist to LCSO

Traffic stops with citations X 2

Speeding contact on east side of HT Reservoir. One male attempting to run but finally stopped and had a warrant. Arrested and transported to jail by rangers.

Male with cardiac arrest on 38E. CPR and medical assistance provided. Landed HELO. Transported to PVH.

Eagles Nest

Still have a closure on OT trail due to neighboring landowner boundary issue. Expect to do a trail reroute in August and open the trail shortly there after. Also will be doing fence work so cattle can be put in south pasture.

Red Mountain

Rangers, maintenance staff and many other department staff assisted in removal of non desirable fish in the Haygood Canyon. Assisted on reintroduction of greenback cutthroat trout in the Haygood Canyon. Staff carried fish in bags several miles up sand creek.

Attended meeting with Meegan in Cheyenne, WY about the Belvoir property and Big Hole north of Red Mountain.

Maintenance/Projects/Leases:
