TaxDespite its proximity to the UK, Guernsey is a separate crown dependency, following laws and customs defined by its own government, the States of Guernsey. The island has developed its own system of taxation for its residents. In comparison to many other jurisdictions, tax in Guernsey is straightforward; there are caps on the amount of income tax payable by residents and the island has no inheritance, estate or gifts taxes, no wealth tax, no taxes on capital gains and no VAT or sales taxes.

Personal income tax is levied at the flat rate of 20% and the tax caps mean that the maximum annual tax liability for an individual “solely or principally resident” in Guernsey who has only non-Guernsey source income is currently £130,000 and £260,000 for an individual who has both Guernsey and non-Guernsey source income (with the exception of income from Guernsey property). Newly arrived tax residents can now benefit from a lower tax cap of £50,000 for their first four years living in Guernsey, subject to certain conditions.

Social SecurityPayment of Social Security contributions is compulsory and gives both employer and employee insurance protection. It also provides individuals with a number of benefits. The contribution rate for employees is 6.6% of gross earnings, whilst employers pay 6.6%. Self-employed individuals pay 11% and non-employed individuals pay 10.4%. You’ll just need to register with the Social Security Services team to get started.

ImmigrationThe following people do not normally need permission from the Guernsey Border Agency to come to the island as residents or indeed to set up a business in the Bailiwick of Guernsey:

■ British citizens;

■ Other nationals of Member States of the European Economic Area and Switzerland;

■ Other nationals who have indefinite leave to remain in the United Kingdom, Bailiwick of Jersey or the Isle of Man.

Investor Immigration and Entrepreneur Immigration programmes are also available to non-EU passport holders who wish to live in Guernsey’s Open Market accommodation. These schemes are open to those wishing to invest in the island or buy or establish a business in the island.

All new residents will need to register with the Income Tax and Social Security departments, which is relatively straightforward and usually just requires a visit to the relevant office.

HealthYour family’s health is in good hands; Guernsey has an excellent healthcare system on island and connects with the UK for specialist care when required.

Although it isn’t part of the NHS, Guernsey follows the UK’s best practice across its network of medical centres and the Princess Elizabeth Hospital (PEH). Gaining access to a GP from one of its nine surgeries is usually fairly simple and the local Accident & Emergency department is efficient.

You will have to pay for both primary healthcare and emergency treatment in Guernsey, but your Social Security payments will contribute towards these costs, with most islanders taking advantage of private health schemes to cover the difference. Secondary or specialist healthcare is free of charge. This system means very easy access to a GP and you can choose which surgery you sign up to.

There are also a number of services available to help if you want to raise a family in Guernsey. Health visiting is a universal service offered to all families with pre-school children and the School Health Service is committed to promoting and maintaining the health of school-age children.

EducationWhether your family includes toddlers or teenagers, Guernsey’s education system is very similar to the UK and offers plenty of choice too. Children up to the age of 18 have access to free schooling via the state system, and the island’s three independent colleges deliver first-class private education.

Primary schools sit at the heart of the parish community and places are allocated by catchment area. Children stay in primary education until they are 11 years old, following which they will be awarded a space at their nearest high school or a grant-aided college.

The majority of pupils decide to stay in education after Year 11 with the College of Further Education and Sixth Form Centre being good options for continued learning, and there are plenty of opportunities to learn new skills via apprenticeship schemes and training courses.

Children are spoilt for choice when it comes to the breadth of activities available, both on and off the water, and there are lots of opportunities to participate in team sports at both competitive and recreational level. Many after-school clubs also offer various music, dance, drama and youth groups.

Home is Where the Heart IsFinding a property in Guernsey is refreshingly simple, but because of the variety and high standard of properties on offer, you might find it hard to choose which one to buy or rent!

The first step is choosing where you want to put down your new roots - coast, countryside, village or town. The island’s 10 parishes all have a unique character and a wealth of desirable properties of all sizes to choose from.

Understanding the Open MarketGuernsey is unique in that it has a two-tier property market for both rental and sales properties. Local Market properties are available for occupation by local residents and employment permit holders, while Open Market properties are specifically for any families and individuals arriving from the UK or overseas.

Due to the island’s small size, there are some controls on who can live and work in Guernsey. There are no limits on the length of time that families in an Open Market property can stay in Guernsey, but there are restrictions on who can live in Local Market housing.

In general, newcomers to the island will take up residence in Open Market properties, but if employment is the primary reason for coming to live in Guernsey, then an Employment Permit may be awarded, entitling that person to live in a Local Market property.

The Open Market route is very straightforward and available to anyone who holds an EU passport. For those who don’t hold an EU passport, the Open Market is still an option but applications will need to be made to the Guernsey Border Agency for the relevant immigration visas. The advantage of buying or renting an Open Market property is that you are free to work for yourself, or any employer, for any length of time. In addition to offering flexibility, you aren’t reliant on an Employment Permit, which cuts down on the paperwork. It’s the best route for entrepreneurs and people relocating with their own business.

There are around 1,600 properties on the Open Market Register and they can be found all across the island. Guernsey’s on-island expertise is first-class, and the island’s network of estate agents will be able to showcase the latest properties available to you. Even before you arrive, it’s always a good idea to view their websites too, just to keep up to speed with what’s on the market.

BuyingThe process for buying properties on the island is refreshingly straightforward and comparatively quick. The whole

procedure, from instructing your advocate to completion, takes approximately four weeks and contracts can be passed more quickly in urgent cases. Guernsey doesn’t have a council tax system in place. Our equivalent tax is called “Tax on Real Property (TRP) and there are also Parish taxes but these are very low compared with similar taxes in the UK.

Thanks to Guernsey’s low crime rate, insurance costs are generally low, and the island has several insurance specialists who can help with home and contents insurance.

5 St PeterIs one of the more rural parishes. There is a small village in the centre with a striking church.

6 St SaviourIs Guernsey’s most rural parish, boasting rolling countryside and quiet lanes. Picturesque valleys lead down from the beautiful parish church.

7 ForestIs the highest parish on the island and home to the airport and its award-winning terminal building.

8 TortevalIs the remotest of Guernsey’s parishes and forms the South Western corner of the island. Parishioners have an independent spirit and have worked hard to earn their living from boat-building, fishing and working the land.

9 St AndrewIs located in the centre of Guernsey and is the only parish which does not border the sea. Its Little Chapel is the main attraction and reputed to be the world’s smallest consecrated church.

10 St Sampson Has the second largest town in Guernsey and is also known as ‘The Bridge’. Now a recreational marina, the harbour here used to be the export hub of Guernsey’s renowned granite industry.

‘City life offered theatre, opera and exhibitions, concerts and cinema right on our doorstep, as well as a wealth of restaurants and the availability of goods and services.’

However, any concerns about island life were soon laid to rest and the couple has found that the island provides the perfect opportunity to pursue new interests, including flying. Having found a fantastic instructor, Mike Perry, who provided help, patience and encouragement in abundance, it wasn’t long before both were qualified pilots with their own plane.

‘I discovered that all sorts of different people make Guernsey their home, and there are two types of people; those who live in Guernsey and those who live on Guernsey.

‘The former group gets involved in local affairs and politics and spends their spare time engaging in a wide range of activities in and around the island, from cycling and swimming to pursuing charity work and enjoying a laid-back lifestyle.

‘The latter group considers Guernsey a fabulous, safe haven from which to see the world and travel from to do business. It offers them a springboard for taking holidays and globe-trotting, while still returning to a safe port and an anchor in their lives.’

Guernsey is a great island to live on; getting to know people and adapting to island life has been an absolute joy.

Three years into their relocation, and with business interests regularly taking David away from Guernsey, he realises that they enjoy the best of both worlds. Of course, there are elements of city life that both David and Emma miss, but there are excellent restaurants, exhibitions and concerts to be enjoyed locally, and London is only a 50-minute flight away.

Contrary to feeling bored or stuck, the couple has finally found the ultimate place to call ‘home’.

As David sums it up, ‘My children and grandchildren visit regularly and are surprised at just how much they enjoy coming to Guernsey, to the extent that they have asked how to move here! For the first time, I cannot help but feel a strange new emotion, one that has eluded me much of my life – contentment.’

or David and Emma Bendel, a move from Madrid to Guernsey three years ago opened up a surprising new world of opportunities.

David’s career, which spans various industries, from start-ups to multinationals, had seen their young family experience life in ten very different countries. Now, with three grown-up children, and business interests reaching a stage where they could be sold, the couple was looking for a fresh adventure.

David and Emma had lived in Madrid for over 15 years, but with such a multicultural background, they think of themselves as citizens of the world rather than strongly identifying with any group or nationality.

With the freedom to move almost anywhere on the globe, the couple considered the pros and cons of many different new places to call home, taking a logical approach to what was essential and what were ‘nice to haves’. They kept returning to Guernsey, thanks in part to it being home to Emma’s family but also because it ticked so many boxes.

As David explains, there were a few initial reservations: ‘I have to admit that the prospect of moving to a small island in the English Channel initially gave me some concerns. I was worried about how I would continue to manage my business affairs from such a tiny place. Adapting to life in such a small environment also made me think about what I would do to keep myself entertained and avoid “island fever” setting in.

They have all settled in remarkably well, with the eldest, Philippe, enjoying a local, six-month hospitality work placement in Guernsey before returning to Switzerland for university.

None of the children spoke English particularly well before their move, but their schools have helped them settle in quickly, providing ‘outstanding’ support for the transition.

Cyril, a 14 year old with FIA Formula 4 racing potential, has already made his mark by claiming a new lap record on Karting Guernsey’s track. He regularly travels to race meetings across Europe and island life has been no barrier to his continued success on the circuit.

Equally happy is Alexandre, who is loving the local sports scene that has helped him to make new friends quickly and improve his English. The family has

found that the children can do a lot in their spare time thanks to Guernsey’s compact nature, meaning nothing is too far away. Elisabeth praises the island’s inclusive approach to sport and says: ‘Guernsey is different to Switzerland, in a positive way, the kids can do so much here, it’s a safe environment and there is more interaction. The close-knit community is a huge advantage.’

Daughter Alexia, aged 12, is also happy with her new island home. She has riding stables on her doorstep, and the family home overlooks a beautiful valley. Her local coach and mentor has helped her quickly settle into the local riding and competition scene. Elisabeth too now finds time to ride, something she wasn’t able to do back in Geneva.

Amine and Elisabeth are enjoying the island’s first-class restaurants, naming Red, Les Douvres, Pier 17 and La Reunion as favourites. Whilst they do miss authentic French bread, the couple is full of praise for the local produce, enjoying fresh seafood, ‘hedge veg’ and Guernsey’s farmers’ market on a regular basis.

The local Aero Club satisfies Amine’s love of flying and has proven to be another place to meet people; he even recently entertained 45 club members with his paella, as he says: ‘When you fly you have friends.’

Amine finds it easy to work at home, and travels often for business. A busy week is soothed away by relaxing weekends involving cliff walks, fun on the beach and family time. ‘It’s a better life than in the city,’ says Amine. ‘Living so much closer to nature, it’s a more natural way of life. When you move to an island, the pace is slower, it gives you time for yourself and for what you want to do’.

For Amine and Elisabeth Ratl, along with their four children, a relocation to Guernsey from Geneva has proven positive for both family and business.

A year into the move, they haven’t looked back.

Amine’s long-standing career in international insurance meant he was familiar with the island, appreciating its reputation as a global financial specialist within the sector. As he explains: ‘It has been a good hub for insurance risk management for several decades, attracting many captive and commercial insurers. As a jurisdiction, it’s backed by London, managed under Guernsey’s stable system of law, and promoted by the local regulator.’

‘The island is very well connected within the global insurance sector and, with its premium reputation, it is a great platform from which to operate.’

When Amine was looking to relocate his commercial insurance company, Guernsey proved a natural fit and offered the right regulatory framework. Establishing the business on-island was made simple thanks to help from the Guernsey Financial Services Commission.

Happy that the business was established, the family turned their attention to their own move, which has also been refreshingly straightforward.

With four children to consider, Amine and Elisabeth needed to ensure their new home had plenty to offer, in terms of meeting educational needs and catering for various hobbies and activities. ‘We did consider the UK, as we want the children to speak English fluently, but decided that island life had more to offer,’ explains Elisabeth.

From 2019, Loganair will be operating a direct route from Edinburgh, Glasgow and Bournemouth to Guernsey between May and September.

Aiglle Flight Support is the only organisation in Guernsey dedicated to handling and hangaring business and private aircraft up to Gulfstream 650.

By Sea Regular ferries operate between Guernsey and the UK, as well as to Jersey and France.

Ferries to Guernsey from Poole take as little as three hours and a traditional ‘all-weather ferry’ operates all year round from Portsmouth.

Whether travelling as a foot passenger or visiting with your car, motorcycle or bicycle, the ferry will deliver you straight to the island’s capital. St Peter Port harbour is one of the prettiest in Europe and a beautiful welcome when arriving by sea.
