• Climate change: Implications for cities

• Fifth Assessment Report (AR5) from the Intergovernmental Panel on Climate Change (IPCC) provides the scientific fact base - used to formulate climate policies in the coming years.

• The Cities Summary is part of a series of reports that summarize different sector findings of IPCC AR5.

• Published jointly by ICLEI, University of Cambridge’s Institute for Sustainability Leadership and Judge Business School, support European Climate Foundation.

• • Urban Low Emission Development Strategy (Urban

LEDS) defines a pathway to transition a community to a low-emission, green and inclusive urban economy. This pathway is integrated into city development plans and processes.

• “Promoting Low Emission Urban Development Strategies in Emerging Economy Countries“ (Urban-LEDS), international mitigation project funded by EC. Implementation partners: ICLEI & UN-Habitat.

• 37 cities: 29 from Brazil, India, Indonesia and South Africa, 8 in Europe.

Urban Low Emission Development

• • Strategy: outline vision and direction of community • Legal: laws, by-laws, permissions, regulations • Planning: frameworks • Financial: taxes, levies, subsidies, grants • Market: procurement, stimulating innovation • Direct: operate / manage infrastructure, offer services • Pursuasive: offer information, raise awareness • Leadership: commitment (own operations and community),

act as a role model • Coordinate: stimulate green economy, engage stakeholders

Local Governments: instruments

Vision towards Paris 2015 ● An „inclusive“ deal. Enhanced dialogue, i.e. continuation of „Cities

Day“. ● 10 Year Action Plan for Local Governments , including:

o immediate support for „low-hanging fruit“ (pre-2020 action) o 5-year prep phase to design and support transformative processes

– scale up vertically integrated, low-carbon, climate-resilient urban development

- action over 30-40 years in post-2020 period ● Step-by-Step Approach

● Adoption of Lima Programme of Action for Cities and Subnationals by COP20 (Outcome of ADP TEM on UE)

● Full Implementation of Lima Programme with Financial Resources at COP21 in Paris

• Connecting the dots … (1)

GOAL: Scaling-up and mainstreaming local climate action by full Recognition, Engagement and Empowerment in the Post2015 Global Climate

Regime as governmental stakeholders

Engaging in the

Paris2015 Outcome

Follow-up on the UN Climate Summit

Advancing the Local Government Climate Roadmap

• This analysis, developed by ICLEI, in support of Local Government Climate Roadmap, is not an official position. It aims to to support local leaders worldwide through a simple interpretation of existing global political processes related to climate change.

• Connecting the dots … (2)

• Implement city-focused Action Statements, incl.: • Compact of Mayors, carbonn

Climate Registry, GPC • Supported by mobilization of new

financial resources • City Climate Finance initiative

• Contributions of UN Special Envoy for Cities and Climate Change to relevant processes.

Follow-up on the UN Climate Summit

• Connecting the dots … (3)

• Support the ADP Technical Expert Meeting on Urban Environment

• Develop a 10-Year Action Plan for Cities

• Adopted in COP20 in Lima and strengthened in COP21 in Paris

• Dialogue / collaboration with Friends of Cities, COP Presidency and UNFCCC Secretariat

Engaging in the

Paris2015 Outcome
