WHAT CAN 911 REVENUE BE USED FOR?

• IF THE PROCEEDS GENERATED BY THE EMERGENCY TELEPHONE SERVICE CHARGE EXCEEDS THE AMOUNT OF MONIES NECESSARY TO FUND THE SERVICE, THE BOARD OF SUPERVISORS MAY AUTHORIZE THE FOLLOWING EXPENSES:

• COSTS RELATING TO INDENTIFYING ROADS, HIGHWAYS & STREETS

• THE DEVELOPMENT OF COUNTY/DISTRICT COMMUNICATIONS & PAGING SYSTEMS; WHEN USED PRIMARILY FOR THE ALERTING AND DISPATCHING OF PUBLIC SAFETY ENTITIES.

CARRIER COST RECOVERY…WHAT DOES THIS DO FOR THE LOCAL 911 USER?

• APPROXIMATELY 30₵ OF EVERY DOLLAR PAID BY THE TAXPAYER IS RETAINED BY THE MS CMRS BOARD FOR THE CARRIERS.

• THIS FEE DOES NOT ENHANCE THE LOCAL 911 SYSTEM AND IS BASICALLY A METHOD FOR THE CARRIERS TO MAINTAIN & ENHANCE THEIR NETWORK AT THE COST OF THE TAX PAYER.

• BY RE-DIRECTING AN ADDITIONAL .25 CENTS BACK TO THE COUNTY LEVEL, THE COUNTIES WOULD REALIZE A SIGNIFICANT INCREASE IN FUNDING & WOULD PUT WIRELESS SERVICE FEES MORE IN LINE WITH THE TRADITIONAL LAND LINE FEES.

MULTI JURISDICTIONAL OBJECTIVE

• To illustrate a path for obtaining proficient and economical Multi Jurisdictional Next Generation capable public safety answering points throughout the State of Mississippi.

Monetary restrictions have placed a need to end an obsolete mindset in regards to PSAPS.

A true public servant searches for efficient ways to provide outstanding safety not only to the general public

but to all emergency service personnel as well.

RANKIN COUNTY MODEL

Rankin, Harrison, Desoto, Forrest, Warren and Jackson Counties have the ability to expand Next Generation 911 Hosting Service to other counties.

Rankin County has offered Next Generation 911 Hosting Services to the following counties:

* Scott and Simpson Counties have entered into agreements with Rankin County and have Next Generation 911 capabilities.

RECOMMENDATIONS PARTIALLY BASED ON PEER REPORT #579

1. To control expenditures and improve efficiency, emergency communications districts (ECD’S) should implement the following:

• Where applicable, ECD’S with more than one PSAP should consolidate or co-locate into one central PSAP.

• Where applicable, ECD’S should consolidate with neighboring ECD’S or enter into interlocal agreements in return for a fee.

RECOMMENDATIONS CONTINUTED:

2. To improve expenditure controls and improve the accountability of the 911 service delivery system, the Legislature should revise the following:

• Amend MS Code Ann. §19-5-307 to provide specific statutory guidance in regard to how ECD’S may expend funds.

• Require ECD’S operated by a board of supervisors to be included in the county audit conducted by the Office of the State Auditor (MS Code Ann. §7-7-211 [3] [1972]. If the ECD is established as a separate fund entity with a board of commissioners separate from the county audit, the ECD should contract for an audit.

• Expand the authority of the current CMRS board to establish a centralized entity to oversee aspects of the implementation of the 911 service delivery system in MS. Examples of this expanded authority should include the power to enforce efficiency standards to ECD’s, the power to audit an ECD, and the

power to establish equipment procurement guidelines.

RECOMMENDATIONS CONTINUTED:

3. Contingent on ECD’s implementing efficiency improvements, and should the Legislature consider additional funding for ECD’s, the Legislature should consider the following to reduce the disparity between revenues and expenditures:

• Amend MS Code Ann . §19-5-335 [1972] to redirect the portion of future CMRS service charges currently allocated for the reimbursement of actual cost incurred by the providers. Such funds should be reallocated to increase the 70% disbursement of CMRS service charges to ECD’s to 100% disbursement for those ECD’s that enjoin in the state plan.

• Amend MS Code Ann . §19-5-335 [1972] to redirect the portion of future CMRS service charges currently allocated for the reimbursement of actual cost incurred by the providers. Such funds should be reallocated to increase the 70% disbursement of CMRS service charges to ECD’s to 95% disbursement for those ECD’s that enjoin in the state plan.

4. To improve efficiency the Legislature should implement a four (4) year repealer to ensure that the requirements and standards are being met.

SUMMARYCITIZENS OF THE STATE OF MISSISSIPPI BELIEVE THE 911 FEES ARE PUT INTO PLACE TO ENHANCE LOCAL 911 SYSTEMS AND SERVICES.

OPERATION QUARTER BACK ASKS FOR NO ADDITIONAL FUNDING FROM THE TAXPAYERS. THESE MONIES ARE ALREADY BEING PAID BY THE TAXPAYER. THIS PLAN MERELY REDUCES THE SUBSIDY PAID TO THE CARRIERS.

RESTRICTIONS OF POPULATION AND FUNDING SHOULD COMPEL OFFICIALS WHO ARE CHARGED WITH MISSISSIPPI EMERGENCY COMMUNICATIONS TO DEVELOP MULTI-JURISDICTIONAL AND INTEROPERABLE PSAPS THROUGHOUT THE STATE.

THIS PLAN WILL HAVE A POSITIVE IMPACT ON EVERY 911 SYSTEM THROUGHOUT THE STATE OF MISSISSIPPI PROVIDING THE SERVICES THAT TAXPAYERS EXPECT FOR THE FEES PLACED UPON THEM.

IT WILL ALLOW ALL COUNTIES AND JURISDICTIONS THE ABILITY TO ACHIEVE THE TECHNOLOGY AND SERVICE THAT THEY MAY NEVER BE ABLE TO AFFORD AS A STAND ALONE PSAP.
