Project Title Sheepwash/Rookwood Lane Flood alleviation

Description of issues, needs and/or initiatives

This work will enable a better flow of water into Chichester Harbour.

There has previously been work done at Redlands Lane and Sheepwash Lane (Salterns Way) to stop the flooding at Redlands and Sheepwash House, but there are still two restricted culverts which are holding back water in storm events.

Previous works done in Chichester Road at Emery Cottages also runs into this system.

This downstream work will enhance and complete previous private and grant funded works in this part of West Wittering and enable a better flow direct to the Harbour.

Description of proposed works or activity

Sheepwash - old collapsing brick culvert needs replacing.

Rookwood Lane - old restrictive culvert that has partially collapsed and is restricted by service. This blockage leads to the ditch over topping and flooding of the lane in the low point. This is access for a number of houses.

Community Commitment Statement:

WW PC will organise the works and add the improvements to its flood prevention mapping scheme which is being developed in conjunction with surrounding parishes.

Both these culverts are on the route of Whyke House rife i.e The rife from Shipton Green, Itchenor to Whyke House, Ellnore Lane via Rookwood Ponds. This is alos the route of the water from Chichester Road (Emery Cottages) and Redlands.

Therefore the benefit to the community is to relieve flood risks at Shipton Green, Redlands and

Sheepwash House.

This project with landowners ditch clearance should complete the main works for this area.

Community Group Elmer Sands Limited

Project Title Re-establish water course rear of Sunnymead Close, Middleton-on-Sea


The Elmer Surface Water Management Plan identified a blockage in the ditch running along the

western edge of the Elmer Sands Estate behind The Layne, Elmer. This was cleared by delivering a successful project in 2015, however it was not appreciated that this would not deliver a complete solution as the ditch had been silted up over a period of 20 to 30 years further north behind Sunnymead Close. Kevin Macknay (WSCC) and Paul Cann (ADC) have carried out surveys of this ditch and specified the work that needs to be delivered. This will complete the project allowing surface water to flow north into the ditch and rife system north of the Elmer Sands Estate and into farm land. In addition during their investigations it was identified that 3 water pipes should remove surface water

from the adjoining Kingsmead Road and Sunnymead Close estates into this area of ditch, however these pipes have been totally submerged in silt which will stop any outflow. The solution will therefore

deliver improvements to the wider community beyond the Elmer Sands Estate and the 22 properties that have been listed as benefiting from this work.

Brief description of proposed works or activity

The letter issued to the contractors detailing the works and inviting quotes is forwarded with this application. It requires removal of approximately 600mm of silt from the length of the ditch to provide

the required flow of surface water. In addition pipe work is to be installed at the southern end as the ditch will be narrow and deep to avoid the banks falling in if this were an open ditch. A manhole will be

installed in the pipe work where the first pipe from Sunnymead Close meets the new pipe and the other two pipes from Sunnymead Close will be found and outflow freed into the cleared ditch.

KJB undertook and delivered the clearance and piping of this ditch south of this new project in 2015, their current quote for this new project is £40,380. A

second quote has been provided by Landbuild at £26,424 but this includes a “provisional” figure for removal of waste to landfill of £2,520 excl. VAT whereas KJB quote £8,850 excl VAT. ESL is unable to recover VAT.


applying for: £34,000 being a more likely outcome if Landbuild are contracted.

ESL volunteers successfully delivered the 2015 project to re-instate a clear flow for surface water

behind The Layne, Elmer.

For this new project ESL volunteers have / will:-

1. Written to the 14 property owners that are directly affected by this project. Visits have been undertaken with Paul Cann (ADC) to explain obligations and what is required to happen.

2. Negotiated with property owners and obtained agreement that they will have decking, fences and bridges that transverse the ditch removed so that contractors can carry out the works as efficiently and cheaply as possible.

3. Advised property owners of their continuing riparian obligations to keep the ditch clear after the completion of works and not deck across the ditch.

4. Written the works specification and invited quotes from 5 contractors.

5. Carried out an inspection survey of the ditch with 2 contractors that have provided quotes. 6. Further administration work will be carried out negotiating with property owners once the

funding position becomes clear. 7. Further project management to engage contractors to carry out and complete the works.

The Elmer Sands estate, managed by ESL is committed to maintaining a strong community and records on our website demonstrate this. ESL continues to hold £25,000 of funds collected from residents to contribute towards an Environment Agency capital project, to deliver improved sea defences for the Elmer Sands Estate. ESL is working with WSCC and EA representatives to deliver improved surface water dispersal as identified in the Elmer SWMP. ESL has also produced and advertised an Elmer Sands Emergency Contingency Plan (http://www.elmersands.co.uk/notices.php)

that residents can follow in the event of an emergency such as flooding.

This current project takes ESL into the wider community beyond the Elmer Sands Estate in order to

reduce the probability of flooding on adjacent estates.

The Parish Clerk will manage the project. Local volunteers will be sought as necessary to assist by

informing and liaising with the local community.

Action on the identified solutions will be taken subject to further funding being obtained either from Operation Watershed or other sources. A site at Nutbourne West immediately north of the A259 is identified in the SPNP for some 50 dwellings. Developer consultations have been undertaken with local residents and a planning application is expected shortly. Existing flooding problems at Nutbourne West

were highlighted during preparation of the Southbourne Parish Neighbourhood Plan (SPNP - see attached). While this new development would not be expected to exacerbate existing problems, the Parish Council is committed to investigate the situation as set out in paras 4.31 to 4.33 of the SPNP. If the proposed development is approved and implemented, the Parish Council expects to receive CIL funds, part of which could be used in the future to complement the Watershed project as appropriate.

The work proposed for the ditch alongside footpath 258 was identified by Chidham and Hambrook PC and falls on the boundary between the two parishes. Once any work identified from this survey has

been carried out, future maintenance will probably become the responsibility of C&H PC on their side when it acquires the open space land from the Mildren Homes and Taylor Wimpey developments (off Broad Road) jointly with the riparian owners on the Southbourne side.

Identification of the need for ongoing maintenance and the responsibility for it would be part of the Watershed project.

Monitoring is an essential part of the Neighbourhood Plan process and would take place with the

involvement of local residents as appropriate both in Nutbourne West and Hambrook.

Community Group Fittleworth Parish Council

Project Title School Lane drainage


During periods of heavy rainfall, very large volumes of surface water flow down School Lane. There is a slight dip in the road (by the children’s playground) which leads to flooding problems on both sides. On the west side of the road, where there is housing, one house (no 21) has been particularly badly

affected, with its drive being under water for protracted periods on several occasions. The elderly gentleman living there has been unable to reach his car, and has been reliant on the help of neighbours for shopping, attending medical appointments etc. Neighbouring houses have also been affected, albeit to a lesser extent. On the east side of the road, water drains through an open roadside culvert into a drain which in recent years has been maintained by the Parish Council. Major work was done on this drain in December 2012, following damage by tree roots, and since then it has had to be

cleared of debris on a couple of occasions, when it has become blocked and allowed water to build up on the road, making the flooding on the west side of the road much worse.


It is proposed that the unsatisfactory open gully on the east side of the road be replaced by a grated gully which will be more effective in trapping leaves and other debris which would otherwise flow into the drain looked after by the Parish Council. Intervention may still be needed in extreme weather

conditions to clear the new grated gully, but this is much easier to do than to clear a blockage in the underground drain which runs down towards the Village Hall.

Community Group Stedham with Iping Parish Council

Project Title Stedham bridge south side drainage improvement works.


Deal with blocked drainage on both sides of the road south of Stedham bridge which causes flooding sometimes making the road impassable.


To stop the drain from the ditch on the east side of the road silting up so that it drains

properly. To stop the flooding which forms on the west side by repairing the road and digging out the gullies down to the river.

All as explained in the attached quotation dated 17 May 2016 from Landbuild
