Reference in-situ data requirements

• Usability • Use in geo-referencing or ortho-rectification of satellite images;

• Enrichment of the map content (and the readability) with layers such as roads, urban

extent, hydrography, infrastructure, etc. that are easily recognised by the end-users;

• Enabling the generation of derived data and statistics combining the information of

specific GIO-EMS mapping layers with reference data layers

Preparatory actions

• EEA-EuroGeographics agreement• To secure the timely availability and delivery of national geospatial data during crisis

situations in Europe in order to provide the best possible basis for crisis

management;

• To provide a framework for knowledge exchange between National Mapping &

Cadastral Agencies (NMCAs) and the GMES emergency management service

concerning the provision and use of geospatial data required for the GMES

emergency management service operations

Conclusions based on survey results

• Strong link between NMCAs and NCPOs

• All NCPOs have data access or pre-delivery data arrangements

• NCPOs maintain usage rights to NMCAs products

• Data exchange / update provision focused to (INSPIRE) webservices

• Reference data from NMCAs of EU and candidate countries are

available by remote access (FTP or webservices)

• NMCAs maintain wide range, reliable and high accurate spatial

datasets

• Due to INSPIRE development NMCAs are in process of launching

more webservices

• EuroGeographics recognises to strength collaboration between its

members by establishing Knowledge Exchange Network on

Emergency Data

Follow up: test in 5 countriesGreat Britain, Latvia, Poland, Slovenia, Sweden

• Priorities to dataset content are defined as following

• Ortophotos at 0,5m pixel size or larger

• Raster topographic maps at scale 1:50 000 or larger

• Vector topographic datasets at scale 1:50 000 or larger

• DEM, 30m resolution or better

• NMCAs data access for EMS service provider will be arranged via

NCPOs

• Using available license arrangements

• Signing new license agreements (if necessary)

• EMS service provider to be recognised as a subcontractor of NCPO

• Non exclusive right agreement is necessary
