CHAPTER 0: ADMINISTRATION AND CONTROL OF OPERATIONS MANUAL

0.1 INTRODUCTION

Documents used within Compagnie Africaine d'Aviation (CAA) departments are Subject to

manage and control. The primary purpose of document control is to ensure necessary,

accurate, legible and up-to-date documents are available to those personnel required to use

them, to include, in the case of outsourced operational functions, employees of external

service providers.

Accordingly:

This manual defines the procedures and controls that have been designed to

ensure that 'safe operational practices and airworthy airplanes’ are produced under

controlled conditions.

The Compagnie Africaine d'Aviation (CAA) has introduced a Corporate Documentation

System, Quality Management System and Safety Management System as a basis for

continuing operations.

All Directors, Managers and Supervisors are responsible for ensuring their team

members are aware of and understand this systems. Every individual in the company is

responsible for ensuring "Documentation, Quality and Safety" in their own activities.

This document shall apply to all work undertaken by Compagnie Africaine d'Aviation

(CAA) unless covered in Quality Plans detailing specific requirements. It forms the

company's response to the requirements of RACD. It has been prepared in accordance with the relevant provisions of the DRC CAA it also contains Compagnie Africaine d'Aviation (CAA) policies, regulations and procedures and it complies with publications of the DRC CAA.

0.1.1 Statement of Relevance This Operations Manual is the property of Compagnie Africaine d'Aviation (CAA) and is issued in accordance with the DRC legislation (Loi n° 10/014 du 31 Décembre 2010 relative à l'Aviation Civile, article 54), and Decree No. 12/030 of 2 October 2012 and DRC CAA regulations (RACD) and that the applicable requirements of the Compagnie Africaine d'Aviation (CAA).

0.1.2 Statement of Compliance

The Operations Manual contains all instructions and information necessary for operational personnel to perform their duties. The instructions embody Compagnie Africaine d'Aviation (CAA) policy as well as regulations laid down by the Authorities. It is the responsibility of all personnel to know and follow the instructions contained in the Operations Manual relevant to their duties. All employees shall comply with the laws and regulations of the State in which operations are conducted. Nothing contained in the operations manual shall limit the personnel from using common sense or to act in their own best judgment should situations or emergencies occur for which the operations manual gives no provision. Pilot in command shall, in an emergency that requires immediate decision and action, take any action he considers necessary under the circumstances. In such cases, he may deviate from rules, operational procedures and methods in the interest of safety. The common language for flight operations personnel is French and English for all Operations Manuals. The Compagnie Africaine d'Aviation (CAA) must ensure that all operational personnel are able to understand the language in which these parts of the Operations Manual which pertain to their duties and responsibilities are written. No reprint, reproduction or electronic publishing is allowed without written permission from the Compagnie Africaine d'Aviation (CAA).

0.1.3 Terms and Words needed for the use of the Operations Manual Part C When used in the Operations Manual Part C, note the difference between:

“Shall”, “must” or an action verb in the imperative sense means that the application of a

rule or procedure or provision is mandatory. “Should” means that the application of a procedure or provision is recommended. “May” or “can” means that the application of a procedure or provision is optional. “Authority” means the competent body responsible for the Quality regulation of Civil

Aviation. “N/A” used in text, means “Not Applicable”. Whenever “documentation” or “manuals” are referred to, this shall also mean electronic

“data” when applicable. For brevity the pronoun “he” is used throughout parts of the Operations Manual Part C.

Where appropriate the pronoun “she” should be inferred or assumed. “Commander” means one pilot amongst the flight crew, qualified as a pilot-in-

command, is designated as the Commander. “First Officer” means a pilot serving in any pilot capacity other than as pilot-in-command

or Commander. “Crew” refers to the entire crew required for the operation of an aircraft. “Flight crewmember” means a pilot assigned to duty in an aircraft during flight time

(Cockpit crew). The languages used in the Operations Manual Part C are: English. “Pilot-in-command (PIC)” means a pilot who is responsible for the operation and

Quality of the aircraft during flight time. “Pilot flying (PF)” means a pilot, who for the time being, is in charge of the controls of

an aircraft. “Pilot not flying (PM)” means the pilot who is assisting the PF in accordance with the

multi crew co-operation concept. “Crewmember” means a person assigned to perform duty in an aircraft during flight

time. “Date of issue” means “effective date”.

0.1.3.1 Definitions

Accelerate-stop distance available (ASDA) The length of the take-off run available plus the length of stop-way, if such stop-way is declared available by the appropriate Authority, and is capable of bearing the mass of the airplane under the prevailing operating conditions Accepted /Acceptable Means not objected to by the Authority as suitable for the purpose intended. Accountable Manager: The person acceptable to the Authority who has corporate authority for ensuring that all Quality and maintenance activities can be financed and carried out to the standard required by the Authority and any additional requirements defined by the operator. Aerodynamic coefficients Means non-dimensional coefficients for aerodynamic forces and moment.. Aerodrome: A defined area on land or water (including any buildings, installations and equipment) intended to be used either wholly or in part for the arrival, departure and surface movement of aircraft. Aerodrome Operating Minima The limits of usability of an aerodrome for either take-off or landing usually expressed in terms of runway visual range or visibility, decision altitude/height (MDA/MDH) and cloud conditions. Airplane An engine-driven fixed-wing aircraft heavier than air that is supported in flight by the dynamic reaction of the air against its wings

Airplane Flight Manual (AFM) Approved by the Manufacturer state and accepted by DRC CAA, document that contains information (limits, procedures, data etc.) required to operate the airplane at the level of safety established by the airplane’s certification basis.

Airplane Operating Manual (AOM)

The AOM is part of the Operations Manual Part C describing in detail the characteristics and Quality of the airplane and it’s systems.

Air Traffic Control Unit

A generic term meaning variously, area control centre, approach control office or aerodrome control tower.

Aircraft

Any Machine that can derive support in the atmosphere from the reactions of the air other than the reactions of the air against the earth’s surface

Aircraft Equipment

Articles, other than stores and spare parts of a removable nature, for use on board an aircraft during flight, including first-aid and survival equipment

Aircraft Type of

All aircraft, of the same basic design including all modifications there to except those modifications which result in a change of handling or flight characteristics or crew complement

Aircraft Variant

As used with respect to the licensing and operation of flight crew, means an aircraft of the same basic certificated type which contain modifications not resulting in significant changes of handling and/or flight characteristic, or flight crew complement, but causing significant changes to equipment and/or procedures.

Airframe

Means the fuselage, booms, nacelles, cowlings, fairings, aerofoil surfaces (including rotors but excluding propellers and rotating aerofoil’s of engines), and landing gear of an aircraft and their accessories and controls

Air Operator Certificate (AOC)

A certificate authorizing an operator to carry out specified commercial air transport Quality.

Alternate Airport

An aerodrome at which an aircraft may land if a landing at the intended airport becomes inadvisable

Air Traffic Incident

“Air Traffic Incident” is used to mean a serious occurrence involving air traffic such as:

Near collision; serious difficulty caused by: faulty procedures or lack of compliance with applicable procedures or failure of ground facilities

Applicant

Means a person applying for approval of an aircraft or any part thereof

Approved by the Authority

Means documented by the Authority as suitable for the purpose intended.

ATS Flight Plan

Specified information to Air Traffic Services Units, relative to an intended flight or portion of flight of an aircraft

Current ATS Flight Plan

The ATS Flight Plan, including changes, if any, brought about y subsequent clearances.

Filed ATS Flight Plan

The Flight Plan as filed with an ATS unit by the Pilot or his designated representative, without any subsequent changes.

Operational Flight Plan

The operator’s plan for the safe conduct of the flight based on considerations of aircraft performance, other operating for the safe conduct of the flight based on considerations of aircraft performance, other operating limitations and relevant expected conditions on the route to be followed and the aerodrome concerned.

Repetitive ATS Flight Plan

A flight Plan related to a series of frequently recurring, regularly operated individual flights with identical basic features, submitted by an operator for retention and repetitive use by AT units.

Authority

The competent body responsible for the Quality regulation of Civil Aviation

Cargo

In relation to commercial Air Transportation, any property, including animals and mail, carried by an aircraft other than stores and accompanied baggage.

Captain

Old terminology for Commander

Cargo Aircraft

Any Aircraft, which, in addition to crew members is solely carrying cargo, stores, and crew baggage

Civil Aircraft

Means any aircraft on the civil register of a State, other than those which the State treats as being in the service of the State, either permanently or temporarily

Clearway A defined rectangular area on the ground or water under the control of the appropriate authority selected or prepared as a suitable area over which an airplane may make a portion of its initial climb to a specified height. Commander

The Pilot designated by the operator to be in commander of the aircraft.

Commercial Air Transport Aircraft

An aircraft flying or intended by the operator of the aircraft to fly, for the purpose of commercial air transportation

Commercial Air Transportation

The transportation by air of passengers, cargo or mail for remuneration or hire

Commercial Air Transport Operation

An aircraft operation involving the transport of passengers or cargo for remuneration or hire

Contaminated runway

A runway is considered to be contaminated when more than 25% of the runway surface area (whether in isolated areas or not) within the required length and width being used is covered by the following:

Surface water more than 3 mm (0, 125 in) deep, or by slush, or loose snow, equivalent to more than 3 mm (0,125 in) of water;

Snow which has been compressed into a solid mass which resists further compression and will hold together or break into lumps if picked up (compacted snow); or Ice, including wet ice.

Co-Pilot

A pilot serving in any piloting capacity other than as pilot-in-command or commander, but excluding a pilot who is on board the aircraft for the sole purpose of receiving flight instruction for a license or rating Crew Member

A person assigned to perform duty in an aircraft during flight time.

Damp runway

A runway is considered damp when the surface is not dry, but when the moisture on it does not give it a shiny appearance. For performance calculation a damp runway may be considered dry.

Dangerous Goods

Articles or substances which are capable of posing significant risk to health, Quality or property when transported by air which are classified according to RACD.

Decision Height

With respect to the operation of aircraft , means the wheel height above the runway elevation by which a go-around must be initiated unless adequate visual reference has been established and the aircraft position and approach path have been visually assessed as satisfactory to continue the approach and landing in Quality.

Destination Alternate

An Alternate aerodrome to which an aircraft may proceed should it become impossible pr inadvisable to land at the aerodrome of intended landing

Note: The Aerodrome from which a flight departs may also be an en-route or a

destination alternate aerodrome for that flight.

Detent

Means a mechanical arrangement which indicates, by feel, a given position of an operating control, Once the operating control is placed in this position the detent will hold the lever there and an additional-to-normal force will be required to move the operating control away from the position.

Dry Operating Mass

The total mass of the airplane ready for a specific type of operation excluding all usable fuel and traffic load. This mass includes items such as:

Crew and crew baggage;

Catering and removable passenger service equipment; and Potable water and lavatory chemicals

Dry runway

A dry runway is one which is neither wet nor contaminated, and includes those paved runways which have been specially prepared with grooves or porous pavement and maintained to retain ‘effectively dry’ braking action even when moisture is present.

En-Route Alternate

An aerodrome at which an aircraft would be able to land after experiencing an abnormal or emergency condition whilst en-route.

Engine

Means an engine used or intended to be used for aircraft propulsion. It consists of at least those components and equipment necessary for the functioning and control, but excludes the propeller.

Engine Type

Means engines which are similar in design.

Estimate Off-Block Time

The estimated time at which the aircraft will commence movement associated with departure. Exhaust Gas Temperature (turbine engines)

Means the average temperature of the exhaust gas stream is obtained in an approved manner.

Final Reserve Fuel (FRF)

An amount of fuel for all turbine powered (jet or turboprop) airplanes, calculated to fly for 30 minutes at holding speed at 1.500 ft. An MSL/ISA condition calculated with the expected landing mass at alternate (or at destination if no alternate is required). Final take-off speed

Means the speed of the airplane that exists at the end of the take-off path in the en-route configuration with one engine inoperative

Fireproof

With respect to materials, components and equipment, means the capability to withstand the application of heat by a flame, for a period of 15 minutes without any failure that would create a hazard to the aircraft. The flame will have the following characteristics:

Temperature 1100°C ± 80°C Heat Flux Density 116 KW/m2 ± 10 KW/m2

Note: for materials this is considered to be equivalent to the capability of withstanding a fire at least as well as steel or titanium in dimensions appropriate for the purpose for which they are used.

Fire-resistant

With respect to materials, components and equipment, means the capability to withstand the application of heat by a flame, as defined for “Fireproof”, for a period of 5 minutes without any failure that would create hazard to the aircraft.

Note: for materials this may be considered to be equivalent to the capability of withstanding a fire at least as well as aluminum alloy in dimensions appropriate for the purposes for which they are used.

First aid oxygen

Means the additional oxygen provided for the use of passengers, who do not satisfactorily recover following subjection to excessive cabin altitudes, during which they had been provided with supplemental oxygen.

Flame resistant

Means not susceptible to combustion to the point of propagating a flame, beyond safe limits, after the ignition source is removed

Flammable

With respect to a fluid or gas, means susceptible to igniting readily or exploding.

Flap extended speed

The highest speed permissible with wing-flaps in a prescribed extended position

Flight crewmember

A pilot, flight engineer, or flight navigator assigned to duty in an aircraft during flight time.

Flight Recorder (FR)

Any type of recorder installed in the aircraft for the purpose of complementing accident/incident investigation. Flight Time (FT)

The total flight time from the moment an aircraft first move under its own power for the purpose of taking off until the moment it comes to rest at the end of the flight for the purpose of unloading persons including crew members of cargo

Freight Container

A freight container is an article of transport equipment for radioactive materials, designed to facilitate the transport of such materials, either packaged or unpackaged, by one or more modes of transport.

General Aviation Operation

An aircraft operation other than a commercial air transport operation of an aerial work operation.

IFR conditions

Weather conditions below the minimum for flight under visual flight rules.

Indicated airspeed

The speed of an aircraft as shown on its pilot static airspeed indicator calibrated to reflect standard atmosphere adiabatic compressible flow at sea level uncorrected for airspeed system errors

Instrument

A device using an internal mechanism to show visually or aurally the attitude, altitude, or operation of an aircraft or aircraft part, it includes electronic devices for automatically controlling an aircraft in flight

Instrumental Flight Time

Time during which a Pilot is piloting an aircraft solely by reference to instruments and without external reference points

Instrument Time

Instrument flight time or instrument ground time.

Landing distance available (LDA)

The length of the runway which is declared available by the appropriate Authority and suitable for the ground runs of an airplane landing.

Landing gear extended speed

The maximum speed at which an aircraft can be safely flown with the landing gear extended.

Landing gear operating speed

The maximum speed at which the landing gear can be safely extended or retracted

Landing Mass (LM)

The total airplane mass upon landing, it is equal the Take off Mass minus the Trip Fuel. The maximum permissible LM under normal circumstances it is called Maximum Structural Landing Mass.

Last Minute Change (LMC)

A late change amendment to the Mass and Balance sheet which does not require the preparation of a new document, the change must be within the limits specified in the Operations Manual Part C.

Load factor

The ratio of a specified load to the total weight of the aircraft, The specified load is expressed in terms of any of the following: aerodynamic forces, inertia forces, or ground or water reactions. Mach number

The ratio of the true air speed to the speed of sound

Maintenance

Any one or combination of overhaul, repair, inspection, replacement, modification or defect rectification of an aircraft/aircraft component

Master Minimum Equipment List (MMEL)

A list established for a particular aircraft type by the manufacturer with the approval of the State of Manufacture containing items, one or more of which is permitted to unserviceable at the commencement of a flight.

Maximum approved passenger seating configuration

The maximum passenger seating capacity of an individual airplane, excluding pilot seat of flight deck seats and Cabin Crew seats as applicable, used by the operator, approved by the Authority and specified in the Operation Manual.

Maximum Certificate Take-Of Mass

The maximum total weight of the aircraft and its contents at which the aircraft may take off anywhere in the world, in the most favorable circumstances in accordance with the certificate of airworthiness in force in respect of the aircraft.

Minimum Equipment List (MEL)

A list which provides for the Quality of aircraft, subject to specified conditions, with particular equipment inoperative, prepared by the operator in conformity with or more restrictive than, the MMEL established for the aircraft type.

Normal operating differential pressure

The pressure differential between the cabin pressure and the outside ambient pressure, including the tolerances of the normal pressure regulating system

Operational Control

The exercise of authority over the initiation, continuation, diversion or termination of a flight in the interest of the Quality of the flight

Overhauled Engine

An engine which has been repaired or re-conditioned to a standard which renders it eligible for the complete overhaul period agreed by the Authority for the particular type of engine.

Over-pack

An enclosure used by a single shipper to contain one or more packages and to form one handling unit for convenience of handling and stowage (Note: a unit load device is not included in this definition).

Package

The complete product of the packaging operation consisting of the packaging and its contents prepared for transport.

Packaging

Receptacles and any others components of materials necessary for the receptacle to perform its containment function and to ensure compliance with the packing requirements

Passenger

A person other than a crew member travelling or about to travel on an aircraft

Pilot Flying (PF)

The pilot who, for the time being, is in charge of the controls of an aircraft

Pilot – in – Command

A Pilot who is responsible for the operation and Quality of the aircraft during flight time

Pilot not Flying (PNF)

The pilot who is assisting the pilot flying in accordance with the multi-crew co-operation concept, when the required flight crew is more than one

Precision Approach

An instrument approach using Instrument Landing System, Microwave landing System or Precision Approach Radar for guidance in both azimuth and elevation

Proper Shipping Name

The name to be used to describe a particular article or substance in all shipping documents and notifications and, where appropriate, on packaging

Protecting breathing equipment

Breathing equipment for protection against smoke, fumes and other harmful gases

Reference landing speed

The speed of the airplane, in a specified landing configuration, at the point where it descends through the landing screen height in the determination of the landing distance for manual landings

Quality catch

A mechanism which locks an operating control in a given position, it engages automatically whenever the operating control is put into that position but has to be manually taken out of engagement in order to move the operating control away from that position.

Standard Atmosphere

The state of whose register the aircraft is entered. State of the Operator

The state in which the Operator has is principal place of business or, if he has no such place of business, his permanent residence.

Stop -way

An area beyond the take-off runway, no less wide than the runway and centered upon the extended centerline of the runway, able to support the airplane during an abortive take-off, without causing structural damage to the airplane, and designated by the airport authorities for use in decelerating the airplane during an abortive take-off.

Supplemental Oxygen

The additional oxygen required to protect each occupant against the adverse effects of excessive cabin altitude and to maintain acceptable physiological conditions.

Take-off Alternate An alternate aerodrome which an aircraft can land should this become necessary shortly after take-off and it is not possible to use the aerodrome of departure.

Take-off distance available (TODA)

The length of the take-off run available plus the length of the clearway available

Take-off Mass (TOM)

The total aero plane mass at the start of take-off run, it is equal the sum of Zero Fuel Mass and

Take-off fuel. The Maximum Structural Take-Off Mass is the maximum permissible TOM.

Take-off runway available (TORA)

The length of runway which is declared available by the appropriate Authority and suitable for the ground runs of an airplane taking off.

Take-off safety speed

A referenced airspeed obtained after lift-off at which the required one-engine-inoperative climb performance can be achieved.

Take-off weight

The take-off weight of the airplane shall be taken to be its weight, including everything and everyone carried at the commencement of the take-off run.

Traffic Load (TL)

The total mass of passengers, baggage and cargo, including any non revenue load

Trip Fuel

The weight of the expected fuel burned for a flight.

Wet runway

A runway is considered wet when the runway surface is covered with water, or equivalent, but less than when contaminated or when there is sufficient moisture on the runway surface to cause it to appear reflective, but without significant areas of standing water.

Zero Fuel Mass (ZFM)

The mass of an aero plane with no usable fuel, The mass of the fuel contained in particular tanks must be included in the zero fuel mass when it is explicitly mentioned in the FCOM/ Airplane Flight Manual limitations.

The Maximum Zero Fuel Mass (MZFM) is the maximum permissible Zero Fuel Mass.

0.2.1 Manual Responsibility Director of Flight Operations has overall responsibility for ensuring the content of Operations Manual Part C and its update. It will provide the Corporate Documentation System Director all amendments and revisions in advance of the effective date to allow to continue the procedure set forth in paragraph 0.2.0 of this manual, for editing, publication and distribution at closing. The Corporate Documentation System Director is responsible for editing, insertion of amendments and revisions. A brief indication, but clear enough to motivate changes issuance of the amendment will be made on the page amendment and the letter if necessary. Different phase of an amendment:

Preparation of amendments by the user Department (Quality). Filing of amendments to the Corporate Documentation System Department for

processing. After incorporation of amendments, the manual goes to the Department of Quality

System for verification. Then comes the internal approval by the Accountable Manager. Preparation of letter of request for approval by the Executive Officer to forward to the

Civil Aviation Authority. Once the Approval Authority of Civil Aviation granted; Manual returns to Corporate Documentation System Department to initiate the process

of publication and distribution.

0.2.2 Register Once the manuals , amendments and revisions approved by the Authority, the Corporate Documentation System Director is responsible for :

Updating the Master Manual Production copies of manuals , amendments and revisions

Preparation of the mailing list kits update Delivery of all updates to the Director of Ground Operations

Once all updates supported by the Director of Ground Operations; this one, will be responsible for :

Arrange transportation and distribution of kits updated destinations and recipients concerned

Ensure proper reception kits updated by the intended recipients and provide the Corporate Documentation System a list of the statutes of distribution.

0.2.3 Handwritten Amendments In the Corporate Documentation system Department in the Compagnie Africaine d'Aviation (CAA), the amendments and revisions manuscripts are strictly prohibited. For exceptional situations related to security, they will be launched and implemented by a memorandum from the Director of Flight Operations. The DRC CAA must be immediately informed.

0.2.6 Annotation of Changes In order to identify changes, additions or deletions, a vertical line shall be used to outline revised or newly published paragraphs on the pages. In addition, an introduction (“Revision Letter”) will be provided, identifying the revised pages and briefly describing the reason for their revision. Personnel are required to carefully take note of the change. Use the filing instructions as follows:

REMOVE: The page must be removed. It may be replaced by a new page if associated with an INSERT instruction. If not, the page is cancelled. INSERT: The page must be inserted. If not associated with a REMOVE instruction, the page is

new and does not replace an existing one.

Ensure good reception kits on paper (copies) by the intended recipients and provide the director of Corporate Documentation System, a list of the statutes of distribution.

The user manuals are responsible for their replacement as the case for their removal. They keep these manuals in a usable , accessible and clean.
