revenue stamps are invited from Reputed and Registered dealers/Firms/Authorized suppliers/ Authorized
Dealers of manufacturers for the supply of machinery/equipments under MHRD scheme of Upgradation
of existing Polytechnics for the various departments of this institute as per list enclosed in tender
document. The tender should be accompanied with the earnest money in the form of CDR/FDR pledged
to the Principal Government Polytechnic, Jammu of any scheduled bank without which tender will be
outrightly rejected as per the following detail:-

publication of this notice in newspaper upto 4:00 PM. The complete sealed tender document with quoted
rates at specified place in the document along with the earnest money for an amount shown above
against each tender in the form of CDR/FDR should reach the office of the Principal Government
Polytechnic, Jammu by hand/Registered post on or before 21-12-2013 upto 4 PM. In case that the last
day of receipt happens to be a non working day, next working day shall be considered as the last day of
receipt of the tender documents. The undersigned shall have the authority to accept or reject any or all
tenders without assigning any reasons thereof. The tender will be opened on 23-12-2013 at Govt.
Polytechnic Jammu, Bikram Chowk at 11:30AM in presence of the tenderers who may like to be present on opening date. The tender document shall be available on official website of this institute and on

TERMS AND CONDITIONS:-
1. Tender must be enclosed in a properly sealed envelope and addressed to the Principal, Govt. Polytechnic,
Bikram Chowk, Jammu. 2. The rate should be quoted F.O.R Govt. Polytechnic, Bikram Chowk, Jammu inclusive of taxes (VAT, Entry
Tax etc.) / All charges/ Freights, Insurance, forwarding and incidental charges, if any wherever applicable.
3. Each tender must be accompanied with a CDR/FDR as indicated in the abbreviated tender notice, pledged in favour of the Principal, Govt. Polytechnic, Jammu without which the tender will not be entertained
/accepted Cheque instead of CDR will be rejected straight away without any notice. The Tenderers who may download the tender documents from the website should submit the postal order or Demand draft as cost of each tender document along with the tender failing which the tender
will be rejected. 4. The successful tenderer shall have to make the supplies of the ordered quality, specification, make, mark,
size etc. within 21 days from the date of the supply order. The payment will be made only after receipt
and verification of the items. Goods other than the approved quality and specification will not be accepted.
5. Tenderers should quote the rates without any erasing, overwriting, cutting etc. Mutilated tenders shall not be accepted/ entertained.
6. The rates should be quoted only on the tendered items on the prescribed tender document obtained
from the office/downloaded from website. The rates quoted on other than the tender document will not be accepted and the tender will be rejected.
7. Tenders received after the prescribed date and time will not be entertained. Any tender received after
the date though posted in time but delayed during transit due to postal delay or otherwise will not be entertained and shall be returned to the addressee. However, in case the last date happens to be Strike
or holiday then the next working day will be treated as last date for receipt of these tenders. 8. The tenders should be accompanied with relevant literature wherever required. The make and model
should be mentioned with the items for which the rates have been quoted .
9. Direct or indirect canvassing on part of the tenderers or their representatives will disqualify their tenders. 10. In case the successful tenderers fails to supply the goods of the prescribed specifications, make, mark,
quality etc. within the stipulated time period, the CDR of such firm/tenderer will be forfeited in favour of the Govt. and the department shall be at liberty to arrange the supplies through re-tender or otherwise.
11. In case any dispute/doubt/deference/question arise between the tenderer and the department regarding interpretation of any of the terms and conditions or any other matter relating to the purchase, the same
shall be referred to the Commissioner/Secretary to Govt. Technical Education or any other officer nominated by him in this behalf for arbitration, whose decision in the matter shall be final, conclusive and
binding upon the parties. 12. The rates shall remain valid for one Year from the date of issue of order. 13. The intending tenderers should clearly mention his CST/GST No/TIN No and Income Tax No. on the tender
and provide the latest Sales Tax, VAT clearance Certificate besides PAN & VAT Registration Certificates. 14. Conditional tenders will not be entertained. 15. The tenderer should clearly mention warranty/guarantee period of the product.
16. The tenderer shall have to provide training to the identified officials of the department to operate the machinery at the place of installation wherever necessary.
17. The tenderers should attach a copy (duly attested by a Gazetted officer) of PAN/TIN/CST/GST, Sale Tax and Income tax return, Registration certificate, Company’s price list with the bid.
18. Incase tenderer is not a manufacturer himself, he should submit authorization letter from the Principal
manufacturer. 19. In case of specification, the committee shall have the right to take decision in consultation with experts at
the time of the finalization of rates.
20. The successful tenderer shall have to execute an agreement with the department within 15 days after acceptance of the tender is communicated to him. Failure to execute such agreement shall not prevent to
the terms and condition embodied herein being enforced against him any loss sustained by the department in retendering shall be recovered from him besides forfeiture of the CDR.
21. The small scale industries units of the state who desire to quote the rates will be dealt in accordance with
State Industrial Policy. 22. The tender must be complete in all respects. All the terms & conditions of tender including technical
specifications should be carefully studied for the sake of complete and comprehensive offer.
23. In case rates of any items are available on DGS & D rate contract at the time of approval, the cases will be decided accordingly.
24. The tenders will be opened in presence of the tenderers who may like to be present on the day of opening, which will be notified separately.
25. The Principal, Govt. Polytechnic, Jammu reserves the right to accept or reject any tender or all the
tenders or part thereof without assigning any reason thereof.
