THE OPPORTUNITY NATIONAL HUMAN RESOURCES DIRECTOR
Working with the MAXIMUS global HR leaders and MAXIMUS Canada’s executive team, the National Human
Resources Director (“NHRD”) provides HR direction and leadership for MAXIMUS Canada’s varied operations.
Comfortable executing at both strategic and tactical levels, the NHRD should be a well-rounded HR profes-
sional who is equally well-versed in labour relations, workforce planning, organizational development, new
business integration, recruitment, and HR systems. Responsible for building relationships in all executive port-
folios, the NHRD meets regularly with representatives of MAXIMUS’s Canada’s core business and support units,
and has direct accountability for employee recruitment, learning and development, and performance.
Providing senior-level expertise, direction, and inspiration to the Human Resources team, the NHRD ensures
the effective integration of planning and operations across MAXIMUS Canada. S/he oversees the full breadth
of HR functions and services offered at MAXIMUS Canada, offering guidance on all HR matters that shape the
experience and engagement of its many diverse communities.
The NHRD will ensure that MAXIMUS Canada employees are engaged and innovative as they focus their ef-
forts on the company’s priorities as directed by the executive team. Furthermore, the NHRD will ensure per-
formance outcomes and achievements are strategically aligned with MAXIMUS Canada’s goals and assessed
against measures set forth by the executive team. In addition to developing effective relationships with both
internal and external constituencies, the NHRD participates in the formulation of policies, programs, and strate-
gic planning initiatives of key human resource functions in alignment with the mission, vision, and goals of
MAXIMUS Canada.

Core Accountabilities
• Leads the management and planning of HR
functions including employee recruitment,
benefits, job evaluation, compensation, labour
and employee relations, training and develop-
ment, and HR analytics and business intelligence;
• Ensures that MAXIMUS Canada’s HR strategies
enable the achievement of corporate strategic
goals and objectives set in the business plans;
• Ensures that MAXIMUS Canada’s HR initiatives
align with global HR initiatives; acts as champion
for global HR programs;
• Develops a labour relations strategy for MAXI-
MUS’s two union environments that aligns with
corporate objectives;
• Assesses organization effectiveness and consults
on the development of integrated solutions to
support business strategy/implement solutions;
• Ensures the HR department has the capacity,
skills, policies, procedures, and systems required
to support the company in achieving its goals;
• Provides consultative support, counsel, and
communications to all levels of the organization
while aligning integrated human resources
strategies to support MAXIMUS Canada's needs;
• Provides sound labour relations advice to front-
line management and executives; fosters collabo-
rative and productive relationships with unions.
• Acts as strategic partner and trusted advisor,
providing guidance on HR matters, maintaining
an organizational perspective in accordance with
MAXIMUS Canada’s strategic objectives;
• Ensures that line/operational managers are
equipped with the leadership, management, and
HR skills needed, and have access to HR resources
required to recruit, retain, and engage employees;
• Ensures that the HR department contributes to
fostering of a culture of respect, quality, ethics,
and the valuing of individual contributions across
MAXIMUS Canada;
• Assists with business development initiatives and
RFP responses by providing data-driven HR and
LR input;
• Examines and standardizes the employee lifecycle,
leveraging HR systems; pays particular attention
to streamlining onboarding / offboarding;
• Ensures that MAXIMUS Canada attracts, retains,
and rewards the highly competent staff required
within the public policy framework;

• Serves as a transformational change agent to move the HR department toward being a “best practices”
human resources services provider, focusing on the needs of clients, departments, stakeholders, staff, and
other constituent groups;
• Promotes a culture of service and continuous improvement within human resources; and
• Ensures compliance regarding collective agreements, HR policies, and regulatory requirements.
Location
This position is based in Victoria, BC, but consideration may be given to locating the position in Vancouver.
This position will require occasional travel to MAXIMUS locations across Canada. There may also be addi-
tional corporate travel to the USA, and other countries as needed.
Reporting Relationships
This position reports to the Senior Vice President, Global Human Resources in Reston, VA, with a close, dot-
ted-line relationship to the President, Health and Human Services, Canada in Victoria. The NHRD works in
partnership with the Directors of core business and operating units across Canada. The NHRD will be ac-
countable for leading an HR team that delivers full-scope strategic, tactical, and transactional HR and labour
relations services. Reporting to the NHRD are a team of seven HR professionals (Directors, Managers, Busi-
ness Partners, and Administrators) located across Canada.
Key internal interactions include: unionized and non-unionized staff including shop stewards; legal counsel;
managers and administrators throughout MAXIMUS Canada.

THE PERSON
The ideal NHRD candidate will be an experienced HR professional with a diverse skillset in HR programs and
best practices, with a proven track-record of rolling-out strategic initiatives in complex organizations. The suc-
cessful candidate should be a refined, seasoned leader who understands business process outsourcing (BPO)
and is well-experienced with the complexities of private sector human services. Possessing an inclusive, collab-
orative leadership style, s/he builds engagement with staff and government clients by creating a true team en-
vironment, leveraging the considerable expertise and strength that exists within the organization to achieve
accelerated business results and continuous improvement across a full suite of HR solutions.
Education, Qualifications, and Experience
The ideal candidate will possess the following qualifications and experience:
• A bachelor degree with 10 years of broad-based experience in progressively senior human resources lead-
ership roles, ideally gained in complex environments that include a mix of unionized and non-unionized
employee groups; an equivalent mix of education and experience will be considered;
• Formal human resources designation (CPHR) is considered an asset;
• Experience as a leader in business transformation and change management initiatives; and
• Experience in labour relations, with knowledge of Canadian and relevant provincial labour laws;
