Corrigendum

Decision 9.4 should read as follows:

9.4 Misrepresentation of historical and geographical facts in Iraqi educationaltextbooks and curricula concerning the State of Kuwait (141 EX/38 and141 EX/INF.6)

The Executive Board noted documents 141 EX/38 and 141 EX/INF.6, and thecorrespondence from the delegations of Kuwait and Iraq. It further noted the fact thatthe Director-General’s attention had been drawn to this matter.

Decision 3.1.3: Implementation of 26 C/Resolution 19.3(111) (paras. 5 and 6) (141 EX/5):the last paragraph of Article 23 in the Annex should read as follows: names of candidateMember States and number of votes secured by each of them, in descending order of thenumber of votes recorded.

Decision 5.5.3 (English only)

(i) The title of the decision should read as follows: Draft amendments to the Statutesof the International Scientific Committee for the preparation of a history of thecivilizations of Central Asia (141 EX/35 and 141 EX/2).

(ii) In paragraph 2 of the decision delete ‘(editorial)’ after the words InternationalScientific’.

Procedure for the election of Member Statesto the Executive Board

I. Submission of the names of candidate States

The Director-General shall ask each Member State, at least threemonths prior to the opening of any ordinary session of the GeneralConference, whether it intends to stand for election to the ExecutiveBoard. If so, the application must be sent to him or her at least sixweeks, as far as possible, prior to the opening of the session, itbeing understood that candidate Member States may at the sametime communicate to the other Member States and to the Director-General any information they consider relevant, including the nameand curriculum vitae of the person they intend, if elected, todesignate as their representative on the Board.

At least four weeks prior to the opening of the ordinary session ofthe General Conference the Director-General shall send MemberStates the list of Member States that are candidates.

At the opening of the ordinary session of the General Conferencethe Director-General shall have drawn up and delivered to theChairperson of the Nominations Committee and to each head ofdelegation a revised list of the Member States’ applications that havebeen transmitted to him or her by that date.

Subsequent applications shall be admissible only if they reach theSecretariat of the General Conference at least 48 hours before theopening of the meeting at which the election is to take place.

The Nominations Committee shall submit to the General Conferencea list of all the Member States that are candidates, indicating theelectoral group to which they belong and the number of seats to befilled in each electoral group.

II. Election of Member States to the Executive Board

Article 6 The election of members of the Executive Board shall be conductedby secret ballot.

Article 7 Before the ballot begins, the President shall appoint four tellers fromamong the delegates present and shall give them the list of

delegations entitled to vote and the list of Member States that arecandidates.

The Secretariat shall issue to each delegation an envelope withoutany distinguishing mark and separate ballot papers, one for each ofthe electoral groups.

The ballot paper for each electoral group shall be of a differentcolour from the others and shall bear the names of all the MemberStates that are candidates for election in that electoral group. Thevoters shall underline the names of the candidate Member States forwhich they wish to vote.

The tellers shall satisfy themselves that the ballot box is empty and,having locked it, shall hand the key to the President or the Vice-President designated by the President.

Delegations shall be called in turn by the Secretary of the meeting,in alphabetical order of the names of Member States in French,beginning with the name of a Member State that shall have beendrawn by lot.

At the conclusion of the calling of the delegations, there shall be afurther call for all delegations that have not voted.

On first or second calling, each delegation shall place its ballotpapers, contained in a single envelope, in the ballot box.

To indicate the recording of each delegation’s vote, the Secretary ofthe meeting and one of the tellers shall sign or initial the list in themargin opposite the name of the Member State in question.

At the conclusion of the second calling, the President shall declarethe ballot closed and announce that the votes are to be counted.

The counting of the votes shall be carried out under the supervisionof the President or one of the Vice-Presidents of the GeneralConference designated for this purpose by the President. Thecounting of the votes shall be carried out in a separate room towhich members of all delegations may have access. The GeneralConference may proceed with another item of its agenda until theresults can be announced.

When the Vice-President designated by the President has openedthe ballot box, the tellers shall check the number of envelopes. If thenumber is greater or less than that of the voters, the President shallbe informed, and shall then declare the vote invalid and announcethat it is necessary to reopen the ballot.

The tellers shall open the envelopes, one by one, and shall sort theballot papers into electoral groups. The votes cast for the candidate

Member States shall be entered on the lists prepared for thatpurpose.

Article 19 Ballot papers on which the name of no candidate Member State hasbeen underlined shall be considered to be abstentions.

Article 20 Ballot papers on which there are more names of candidate MemberStates underlined than there are seats to be filled in the electoralgroup to which those ballot papers relate shall be considered invalid.

Article 21 Ballot papers on which there are fewer names of candidate MemberStates underlined than there are seats to be filled in the electoralgroup to which those ballot papers relate shall not be consideredinvalid.

Article 22 For the purposes of this procedure, the following definitions shallapply:

(a) ‘Absent’: Member States whose representatives have nothanded in a ballot paper for a given electoral group;

(b) ‘Votes recorded’: the difference between the number ofMember States entitled to vote at the session, on the onehand, and the total of those absent, plus abstentions andinvalid ballot papers, on the other. Fifty per cent plus one ofthe votes recorded shall constitute the majority required.

Article 23 When the counting of the votes is completed, the President shallannounce the results of the ballot for each of the electoral groups inthe following order:

number of Member States entitled to vote at the session;

number absent;

number of abstentions;

number of invalid ballot papers;

number of votes recorded;

number of votes constituting the majority required for election;

number of candidate Member States and number of votes securedby each of them, in descending order of the number of votesrecorded.

Article 24 The President shall declare elected candidate Member States thathave obtained the required majority under the following conditions:the number of candidate Member States declared elected in each ofthe electoral groups cannot exceed the number of seats to be filledin that electoral group. If the number of candidate Member Statesobtaining the majority required is greater, in an electoral group, than

the number of seats to be filled in that electoral group, the candidateMember States obtaining the greatest number of votes, up to thenumber of seats to be filled in that electoral group, shall be declaredelected, unless two or more States have obtained the same minimumnumber of votes required for election and, as a result, there are stillmore candidate States than seats to be filled. In such a case one ormore ballots shall be held to decide between those candidates. If thenumber of Member States obtaining the majority required is less, inan electoral group, than the number of seats to be filled in thatelectoral group, there shall be additional ballots to fill the remainingseats, the voting being restricted to the candidate Member Statesobtaining in that electoral group the greatest number of votes in theprevious ballot to a number not more than twice the seats remainingto be filled in that electoral group.

Article 25 After the declaration of the results of the ballot, the ballot papersshall be destroyed in the presence of the tellers.

Article 26 The lists on which the tellers have recorded the results of the vote,after signature by the President or the Vice-President designated bythe President and by the tellers, shall constitute the official record ofthe ballot and shall be lodged in the archives of the Organization.

3.1.4 Report by the Executive Board to the General Conference at its twenty-seventh session on measures taken to implement 26 C/Resolution 19.3(Part III, para. 6(b))

The Executive Board,

1. Recalling 26 C/Resolution 19.3, particularly the part that requests theExecutive Board to report to the General Conference at its twenty-seventh session on appropriate measures to improve the structure andworking methods of the Executive Board in its new form, for example byestablishing a small advisory committee on administrative and budgetaryquestions, as was done by the Executive Board at its 136th session, andby instituting such arrangements as will enable thorough intersessionalpreparatory and follow-up work,

2. Having noted that an experimental group of experts on financial andadministrative matters has already been established and is nowfunctioning,

3. Having considered arrangements for more thorough preparatory andfollow-up work between its sessions in all areas of relevance to the Board,

4. Encourages its members and Member States to pursue their consultationson measures to improve the structure and working methods of theExecutive Board in its new form;

2. Takes note of the conclusions and recommendations contained in thesereports and of the Director-General’s comments thereon;

Also takes note with satisfaction of the favorable comments made by theJoint Inspection Unit on the achievements of the UNESCO informationservices, data bases, libraries and clearing house, which are endeavoringto work as a network, and of the conclusion reached by the UnitedNations Joint Inspection Unit that UNESCO could, through the steady

Notes with satisfaction that the Draft Programme and Budget for 1994-1995 is based on the overall framework of the Medium-Term Plan for1990-1995, takes into account the changes in the Member States and inthe international situation and is in conformity with the guidelines laiddown by the Board in 140 EX/Decision 4.1;

3. Reaffirms UNESCO’s ethical mission, by virtue of which it should aboveall contribute, mainly through education, to the promotion of humandevelopment and the building of a culture of peace based on human rights,tolerance and democracy;

Underlines the high priority to be given to the activities contributing to thepromotion of human development in all the major programme areas and,taking into account the new horizontal approach adopted in document27 C/5 in regard to human development problems and the concern todevelop interdisciplinary and intersectoral approaches, recommends thatthe Intersectoral Committee for Development be reactivated andrevitalized with a view to better co-ordination of the activities of theOrganization in this high priority area;

5. Approves the emphasis placed on reviving international intellectual co-operation and on strengthening frameworks of co-operation amongMember States and intellectual communities at international, regional andsubregional levels;

7. Underlines the need to enhance the Organization’s efforts to furtherdevelop the UNESCO fellowships bank;

8. Endorses the priority assigned to the least-developed countries, theMember States of the Africa region and women, and stresses the need tostrengthen efforts to mobilize increased extra-budgetary resources foractivities benefiting those target groups;

9. Recommends that the least-developed countries priority group be madethe subject in document 27 C/5 of a transverse theme, and stresses theneed to build up the Least-Developed Countries Unit and to renew the26 C/5 budget appropriation;

Notes with satisfaction that a certain proportion of the regular budget hasbeen earmarked, within each subprogramme, for ‘upstream’ activitiesunder ‘co-operation for development’, and expresses the hope that thisprovision will allow the mobilization of increased extra-budgetary resources for financing activities in the programme priority areas;

Appreciates the proposed strengthening of activities and the increase inresources devoted to improvement of the status of women, andrecommends that efforts be pursued throughout the programme inparticular to enhance women’s participation in cultural and political lifeand their representation in scientific and technological professions;

35. Endorses the overall orientation of Programme I.2 (Education for thetwenty-first century), and recommends:

(a) that the results of the work carried out by the InternationalCommission on Education for the Twenty-First Century be widelydisseminated so as to enable Member States to assess its input tofuture education programmes;

(b) that the renewal of general secondary education be reinforced,focusing on the training and retraining of teachers and trainers;

(c) that particular emphasis be placed on using distance educationmethods, advanced communication technologies and computertechniques;

(d) that the UNEVOC project on technical and vocational education beimplemented swiftly and effectively, and that activities in scienceeducation and scientific literacy be given the appropriate emphasis;

(e) that a policy, criteria and procedures be devised to guide thedevelopment, monitoring and evaluation of the functioning of theUNITWIN programme and, within it, the UNESCO chairs scheme,paying particular attention to the balanced distribution of UNESCOchairs among the regions and to co-operation between them;

36. Underlines the appropriateness of the activities proposed in the newSubprogramme I.2.4, relating to the reconstruction and transformation ofeducation systems and to emergency situations;

37. Welcomes the proposal of the interdisciplinary and inter-agency co-operation project on ‘Environment and population education andinformation for human development’, and recommends that preventiveeducation (as in paras. 01306 and 01310) be emphasized therein;

75. Recalling the lengthy discussions in the governing bodies arising from theongoing cash-flow problems caused by the non-payment of contributionsby Member States,

2. Noting. that the document was not discussed by the Group of Experts ofthe Finance and Administrative Commission,

3. Requests the Director-General to prepare a revised document on thesubject, keeping in mind the discussions in the Finance and AdministrativeCommission during the present session of the Executive Board,specifically concerning the need for relevant information on:

(a) the actual duration of contracts;

(b) actual costs, including fees, per diem allowances and travel;

(c) a precise description of the essential tasks required under thecontract;

II

Strife-torn States of the Africa region

The Executive Board,

1. Bearing in mind the United Nations General Assembly decision to givepriority to the resolution of problems impeding the development ofAfrican Member States,

2. Appreciating the various efforts undertaken by the Director-General toimplement that decision, as is evident in the establishment of the Priority:Africa programme, and to focus attention on Africa, the LDCS andwomen,

3. Expressing grave concern at the apparent marginalization of Africa inspite of its increasing socio-economic problems, among them the ever-widening attainment gap between the North and the South,

4. Noting with satisfaction the Director-General’s proposals to provide moraland material support in strife-torn Member States of the Africa region,e.g. Somalia, Liberia, Sudan, Angola and Mozambique, including theestablishment of the unit for monitoring developments in South Africa,

5. Invites the Director-General to intensify these efforts, in connection withthe proposals cited above, in UNESCO’s areas of competence;

6. Urges the Director-General to ensure that in the allocation of resourcesthese most badly affected countries in the Africa region are given themaximum possible support.

3. Reaffirms the previous decisions and resolutions of UNESCO concerningeducational and cultural institutions in the occupied Arab territories;

4. Expresses its satisfaction at the resumption of peace negotiations in theMiddle East, in the hope that a just, global and lasting peace may beachieved as swiftly as possible on the basis of a just solution to theproblems of the region;

5. Expresses its deep concern over the situation in educational and culturalinstitutions in the occupied Syrian Golan, which is aggravated by:

(a) Israel’s alteration of school curricula, impediments and obstacles tostudents’ freedom of choice, and inadequate training of staff;

(b) quotas and practices imposed by Israel that restrict students’ accessto Syrian universities and to various courses of study in the Golan;

6. Strongly deplores the loss of many days of schooling in the occupied Arabterritories owing to the closure of schools and universities by militaryorder or by curfews, etc.;

7. Deplores the fact that the personal representative of the Director-Generalhas been unable to accomplish his mission in the occupied Arab territories,and urges that he be allowed to do so as soon as possible;

8. Warmly thanks the Director-General for his efforts to secureimplementation of its decisions;

9. Invites the Director-General:

(a) to provide, in UNESCO’s fields of competence, the necessaryassistance to educational establishments to preserve Syrian culturalidentity and for the granting of scholarships to Golan students;

(b) to continue his efforts with a view to the unhindered functioning ofschools, universities and cultural institutions throughout theterritories;

(c) to conduct a study to assess academic standards in Palestinianuniversities in the occupied West Bank and Gaza Strip;

(d) to continue his efforts to provide, in UNESCO’s fields ofcompetence, the necessary assistance to schools in order to preservethe cultural identity of the populations concerned;

1. Recalling the resolutions of the General Conference, in particular25 C/Resolution 1.27 and 26 C/Resolution 1.13, concerning thestrengthening of the European Centre for Higher Education (CEPES),

2. Taking into account also 26 C/Resolutions 7.6, 7.7, 11.4, 13.1 and 13.22,136 EX/Decision 3.3 and 139 EX/Decision 4.3.4,

3. Noting with appreciation the report by the Director-General on thereinforcement of the European Centre for Higher Education (CEPES)(141 EX/9),

4. Noting with appreciation the results of the high-level consultationsundertaken by Professor Justin Thorens and Professor GottfriedLeibbrandt, the personal representatives of the Director-General,

5. Considering that CEPES has for the past 20 years served as one of themajor channels of European co-operation in the field of higher educationbetween East and West, within the limitations of the overall context inEurope during that period,

6. Convinced that a new mission and reinforcement of CEPES should takeinto account the changes in the region and the new conditions of co-operation between the European programmes already set up in the field ofhigher education in Europe, particularly for the countries of Central andEastern Europe,

7. Convinced further that within the framework of UNESCO’s activities inEurope CEPES should continue, in the field of higher education, to serveprimarily as a centre for the collection and exchange of information andexperience, as a forum for the discussion and updating of importanttopics, as a centre for the promotion of research and development inselected areas and as a focal point for a number of specialized networksdirectly linked with higher education issues,

8. Appreciating the efforts of the Romanian Government to support andfacilitate the work of CEPES and reinforce its human resources,

9. Acknowledging with gratitude the contributions made by Member Statesand higher education institutions to the work of CEPES, in particular theNetherlands, which continues to provide support for the electronicnetwork, UNICOM,

10. Appreciating the co-operative spirit prevailing in the meetings with theCouncil of Europe, the European Communities and the OECD, and in theconsultations with non-governmental organizations,

Calls upon the European Member States and the academic community,and invites the European governmental organizations, in particular theCouncil of Europe and the Commission of the European Communities,together with the OECD, to back UNESCO in its efforts to reinforceinstitutional co-operation in the field of higher education in the Europeregion and to strengthen CEPES as one of its main instruments for thispurpose;

12. Invites the Director-General:

(a) to pursue the consultations with intergovernmental and non-governmental organizations and to organize a meeting withrepresentatives of the European Member States in order to discussnew ways of reinforcing co-operation and developing a co-ordinated strategy in the field of higher education;

(b) to undertake measures leading to the full utilization of CEPES’sintellectual and material resources as a partner for co-operation inthe field of higher education in the Europe region;

(c) to report to it at a future session on progress in the implementationof those measures.

5.2.3 Proposals by the Director-General - including the outline of anintersectoral policy - concerning the UNITWIN and UNESCO chairsprogramme (141 EX/10 and 141 EX/42)

The Executive Board,

1. Recalling 140 EX/Decision 5.2.1 and all relevant General Conference andExecutive Board decisions concerning the role of UNESCO in promotingnew ways and means of international co-operation in higher education,

2. Taking into account the Director-General’s proposals in document141 EX/10 - including the outline of an intersectoral policy - concerningthe UNITWIN and UNESCO chairs programme,

3. Taking note of the favourable reactions of a large number of MemberStates to the UNITWIN and UNESCO chairs programme as reflected inthe preliminary proposals by the Director-General concerning the DraftProgramme and Budget for 1994-1995 (140 EX/5, Part II, para. 58),

4. Acknowledges with satisfaction the ongoing efforts of the Secretariat in:

(a) making UNITWIN fully operational;

(b) extending UNITWIN and UNESCO chairs activities to all majorprogramme areas through increased intersectoral co-operation;

(c) consolidating and strengthening the interdisciplinary character ofUNITWIN;

5. Agrees with the Director-General’s proposal to further concentrateUNESCO’s action in the field of higher education during the forthcomingbiennium 1994-1995 around the UNITWIN and UNESCO chairsprogramme, which is considered essentially an important intersectoralprogramme of the Organization’s;

6. Requests the Director-General to further strengthen co-operation onUNITWIN with the other agencies of the United Nations system, inparticular the United Nations University (UNU), and with non-governmental organizations in higher education; furthermore, invites himto induce the Secretariat units in charge of contacts with financinginstitutions to intensify their efforts in seeking extra-budgetary funds forUNITWIN;

7. Urges Member States to support and participate actively in theUNITWIN and UNESCO chairs programme;

8. Invites the Director-General to draw up clear criteria for selecting theprojects to be included in the UNITWIN and UNESCO chairs programmeto, inter alia, make it an instrument against the brain drain, to formulate acomprehensive intersectoral policy of UNESCO for the whole field ofhigher education and to redraft document 141 EX/10 accordingly;

9. Invites the Director-General to prepare a regular follow-up and evaluationsystem for the UNITWIN and UNESCO chairs programme;

10. Requests the Director-General to submit the above-mentioned document,together with the comments made by the Board, to the twenty-seventhsession of the General Conference, with a view to enabling theConference to take a well-informed decision on the provisions to be madefor UNITWIN and UNESCO chairs in the Programme and Budget ofUNESCO for the 1994-1995 biennium.

3. Recognizes the value of the effort made by those Member States that havesubmitted reports;

Expresses appreciation to the Committee for its report, and endorses theconclusions and recommendations contained therein, in particular thetimetable proposed in paragraph 140 for the third consultation of MemberStates, which provides for the synoptic analysis and the summaries of thereplies from Member States, together with the report on them by theCommittee on Conventions and Recommendations, to be submitted to theGeneral Conference at its thirtieth session;

5. Recommends that the General Conference invite Member States toimplement the Revised Recommendation and to submit reports, inresponse to the third consultation, on the measures they have taken to thateffect, it being understood that the report of the Committee onConventions and Recommendations on those reports and the observationsof the Board will be transmitted to the General Conference at its thirtiethsession.

2. Recommends that the General Conference adopt the following draftresolution:

Recalling that at its nineteenth session (Nairobi, 1976) it adoptedthe Recommendation on the Development of Adult Education, andconsidering that the Organization should encourage its full andcomplete implementation and keep itself informed of progress madein implementing it in the Member States,

2. Recalling resolution 2.7 adopted at its twenty-fourth session (Paris,1987), concerning the procedure for and frequency of thesubmission and consideration of Member States’ reports on theimplementation of the 1976 Recommendation,

3. Having taken note of the analytical summaries of national reports,the synoptic report thereon and the report submitted to theExecutive Board by the Committee on Conventions andRecommendations,

4. Recognizes that Member States have made appreciable efforts toreply within the required time to the questionnaire concerningimplementation of the Recommendation, but, given the importanceof this instrument, regrets the relatively small number of repliesreceived and expresses its concern that almost two out of threeMember States did not reply to the questionnaire;

5. Welcomes the many excellent measures taken by Member States toimplement the provisions of the 1976 Recommendation and to giveeffect to the recommendations of the fourth InternationalConference on Adult Education (Paris, 1985), to resolution No. 77adopted by the International Conference on Education at its42nd session (Geneva, 1990) and to the World Declaration onEducation for All, adopted by the World Conference on Educationfor All (Jomtien, 1990);

6. Notes with satisfaction the progress made in the implementation ofcertain provisions of the Recommendation, in particular thoseconcerning relevant legislative and administrative measures, butregrets that many obstacles, especially shortage of funds, still standin the way of the development of adult education;

7. Expresses its satisfaction at the favourable direction, in manycountries, of certain major trends in adult education, both formaland non-formal, including:

the recognized role of adult education as an essential component ofthe overall education system and the harmonization of adulteducation programmes with programmes intended for children;

the integration of adult education plans and projects into nationaldevelopment plans;

awareness of its role in the social integration of certain sociallymarginalized and economically disadvantaged groups, especiallyrural populations, women and the unemployed - both adults andyoung people;

reactivation of the concept of lifelong education;

8. Notes with interest that, even though literacy instruction is still themain form of adult education in most developing countries, there isa marked trend, especially since the fourth International Conferenceon Adult Education, towards a broadening of the scope of adulteducation, through diversification of content and the inclusion ofcertain specific subject areas, and through the opening up ofvocational training to general education and culture;

9. Takes note of the preference expressed by more than half theMember States for regional and subregional co-operation in adulteducation, and of the growing interest in bilateral co-operation;

10. Notes also that Member States wish priority to be given to co-operation in the following areas, in decreasing order of importance:training of personnel, educational methods and the production ofeducational materials, and preparation and evaluation ofprogrammes;

11. Emphasizes that the data supplied by Member States in their reportswill serve as useful background information for preparation of thefifth International Conference on Adult Education (1997);

12. Invites all Member States:

(a) to redouble their efforts to ensure full and comprehensiveimplementation of the provis ions of the 1976Recommendation, to take appropriate measures to that effectwith a view to strengthening educational activities for adultsand making lifelong education for all a reality, and to expandexchanges of experience and information, in particular withinthe framework of international and regional co-operation;

(b) to participate actively in the preparation of national reports aspart of the permanent reporting system;

(c) to co-operate with the Secretariat in the reflection on recenttrends and prospects in adult education that will beundertaken in preparation for the fifth InternationalConference on Adult Education;

13. Invites Member States that did not reply to the questionnaire tocontribute to the above-mentioned reflection by providinginformation on important developments and recent trends in adulteducation in their countries;

14. Invites the Director-General:

(a) to continue to ensure the functioning of the permanentreporting system, in particular by taking account, in preparingfor the fifth International Conference on Adult Education, ofthe information contained in the replies from Member States;

(b) to undertake, in preparation for the above-mentionedConference and to supplement the data available, a reflectionon recent trends and future prospects in adult education inMember States;

(c) to organize a consultation of Member States for this purpose,associating with it the National Commissions for UNESCOand also international and regional non-governmental organi-zations, adult education associations and intergovernmentalorganizations active in this field;

5.5.1 Report by the Director-General on the reinforcement of UNESCO’s actionfor the protection of the world cultural and natural heritage (141 EX/18and 141 EX/42)

The Executive Board,

1. Reaffirming its conviction that the preservation and protection of theworld cultural and natural heritage is of the utmost importance to allhumanity,

2. Conscious that today the world cultural and natural heritage is exposed togrowing risks of serious harm and degeneration owing to armed conflictsof an international and non-international character, natural catastrophes,environmental deterioration and other natural events, as well as harmfulhuman activities,

3. Recalling 26 C/Resolution 3.9 inviting the Director-General to report onthe reinforcement of UNESCO’s action for the preservation of the worldcultural and natural heritage, including the possibility and desirability of arevision of the existing provisions regulating the protection andconservation of the world cultural and natural heritage,

4. Having considered the Director-General’s report in document 140 EX/13,supplemented by document 141 EX/18,

5. Considering that since 1954 protection of the cultural heritage has beenthe object of many instruments adopted under the aegis of UNESCO,

6. Recalling the opinion expressed by the Director-General in his report(140 EX/13) that the 1954 Hague Convention no longer meets currentrequirements and that its effectiveness should be improved,

7. Noting that the study on the review of this Convention has been receivedby the Director-General,

8. Convinced that there should be better co-ordination of all existingUNESCO instruments for the protection of the cultural heritage,

9. Calls on all Member States that are not yet parties to the Convention forthe Protection of Cultural Property in the Event of Armed Conflict (TheHague, 1954), to the Convention on the Means of Prohibiting andPreventing the Illicit Import, Export and Transfer of Cultural Property(1970), and to the Convention for the Protection of the World Culturaland Natural Heritage (1972) to ratify or accept them;

Welcomes the Director-General’s decision to circulate the above-mentioned study to Member States and Associate Members of theOrganization and other interested States that are members of the UnitedNations, and invites the Director-General to convene at the earliestappropriate date an open-ended meeting to exchange information on the

Invites all Member States and Associate Members of the Organization,other interested States that are members of the United Nations andappropriate non-governmental organizations to participate actively in thismeeting in order to acquire a thorough knowledge of this subject, andencourages them to consider appropriate follow-up initiatives aimed atstrengthening the 1954 Hague Convention;

Further invites States Parties to the Hague Convention to set up nationalsystems to implement their obligations under that Convention;

Endorses the Director-General’s decision to include in the forthcomingprogramme and budget additional funds for practical measures set out inhis report to improve the working of the Convention on the Means ofProhibiting and Preventing the Illicit Import, Export and Transfer ofCultural Property (1970);

Endorses the view of the World Heritage Committee and of the Director-General that the text of the World Heritage Convention should not atpresent be revised, and notes that the Committee is undertaking a revisionof the text of the Operational Guidelines for the Implementation of theConvention, which do not form part of the Convention but ensure itsproper application, taking into account the strategic orientations adoptedin Santa Fe, United States, in December 1992;

Invites the Director-General to consider the feasibility of drafting a newinstrument for the protection of the underwater cultural heritage;

Recommends reinforcement of measures at national level for theprotection of the cultural heritage, and suggests that the GeneralConference at its twenty-seventh session consider requesting MemberStates to submit reports on measures taken;

Invites States Parties to the Hague Convention and to the World HeritageConvention that have sites on the World Heritage List to examine thepossibility of nominating them for the Register of Special Protectionunder the Hague Convention;

Commends UNESCO’s participation in joint periodical meetings of theSecretariats of the Convention on Wetlands of International Importanceespecially as Waterfowl Habitat, 1971 (RAMSAR Convention),Convention on the International Trade in Endangered Species of WildFlora and Fauna, 1973 (CITES), Convention on the Conservation ofMigratory Species of Wild Animals, 1979 (Bonn Convention), and theConvention on Biological Diversity, 1992, concerning natural sites, andits entry into discussions with the United Nations, in respect of peace-keeping activities, and with the Secretariat of the Red Cross, in respect ofhumanitarian interventions, with a view to improved co-ordination;

2. Recalling 26 C/Resolution 3.13, and noting with satisfaction its follow-upby the Director-General, in particular the practical work undertaken onthe site of Angkor by UNESCO and under its aegis,

Expresses its gratitude to all Member States, in particular to Hungary,India, Poland, Sweden and Thailand, as well as to the United States andthe United Kingdom and to the public and private bodies that have alreadyco-operated with this work in various ways, and its appreciation to theGovernments of France and Japan for convening an intergovernmentalconference in Tokyo at an appropriate time after the general election inCambodia;

4. Welcomes any initiative likely to mobilize international aid bygovernments and intergovernmental organizations, and also by non-governmental organizations and public and private organizations, for therestoration; conservation and enhancement of the Angkor archaeologicalsite, which appears on the World Heritage List and the List of WorldHeritage in Danger;

5. Invites Member States to continue to assist the Cambodian authorities andUNESCO in this major undertaking;

6. Urges Member States that in the process of practical work undertaken onthe site of Angkor have acquired exclusive information, documentationand data relating to it to share and exchange them in a spirit ofinternational co-operation directed towards the restoration, conservationand enhancement of the Angkor archaeological site;

7. Requests the Director-General to continue and to strengthen UNESCO’sactivities in consultation and co-operation with the Member States and

2. Amn-eves the amendments to the Statutes of the International Scientific(editorial) Committee for the Preparation of a History of the Civilizationsof Central Asia, as reproduced in the annex to this decision.

Annex

Composition of the International Scientific Committee

1. The Statutes of the International Scientific Committee (Article III(a))stipulate that the Committee shall consist of nineteen (19) members, as follows:

(a) fourteen (14) members - i.e. two from each Member State - fromthe Central Asia subregion;

(b) five (5) members from other regions of the world.

2. Since the disintegration of the USSR, however, five new republics(Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan) have beenformed within the Central Asia subregion. With the other Member States of thesubregion (Afghanistan, China, India, Islamic Republic of Iran, Mongolia,Pakistan and the Russian Federation), this brings the total number to twelve(12).

3. If the quota of two nationals per Member State of the subregion wasmaintained the Committee would consist of 24 members from the subregionplus five members from other regions. In order to avoid establishing toocumbersome a body it is proposed that one single national per country inCentral Asia be appointed to the Committee, and only four for the otherregions. The Committee would then consist of sixteen (16) members, asfollows:

(a) twelve (12) members from the subregion;

(b) four (4) members from other regions.

Replacement of members

4. Volume I of the History has been published, Volume II is in press, andVolume III will be in press in mid-1993. These first three volumes cover theperiod from prehistory until the pre-Islamic era. The three remaining volumes

cover the Islamic era to the present day. It would be desirable for members ofthe Committee to be specialists of the latter period and not only of prehistoricand pre-Islamic times; this would entail replacing certain members.

Amendments

5. To that effect, and since the composition of the Committee no longercorresponds to the situation in the subregion, the Director-General proposesthat the Statutes of the ‘International Scientific Committee’ be amended asfollows:

Article III(a)

‘The Committee shall consist of 16 members appointed as follows:

twelve (12) members who are nationals of Member States of UNESCObelonging to the Central Asia region - one from each Member State;

four (4) members from other regions’.

Article III(e)

Taking note of resolutions 47/188 to 47/195 adopted by the GeneralAssembly of the United Nations at its forty-seventh session and broughtto its attention in document 141 EX/22 (Part I. A),

Taking note also of the information provided by the Director-General onthe ‘Follow-up to the United Nations Conference on Environment andDevelopment (UNCED)’ in the same document,

Recalling the Director-General’s report on the follow-up to UNCEDexamined by it at its 140th session (140 EX/10),

Referring to 25 C/Resolution 102, paragraph 2(b), and confirming140 EX/Decision 4.1 (para. 15(b)(i)), relating to the importance to beattributed in document 27 C/5 to activities in the field of environment andnatural resources management, and in response to UNCED,

Endorse S the approach outlined for UNESCO’s action and the measuresproposed in response to the General Assembly resolutions referred toabove;

Stresses the need to reinforce the intersectoral and inter-agency co-operation required to optimize UNESCO’s activities in this domain;

Urges Member States to support UNESCO action in response to UNCEDand to increase their voluntary contributions to implement relevantactivities, particularly those benefiting the developing countries;

Calls upon Member States to support, in the governing bodies offinancing institutions and mechanisms such as the Global EnvironmentFacility (GEF) and Capacity 21 of the UNDP, a policy of appropriateinvolvement by Specialized Agencies such as UNESCO;

Invites Member States to ensure at national level the appropriate cross-sectoral co-ordination and co-operation considered indispensable for theeffective implementation of Agenda 21 in view of its comprehensivenessand complexity;

Invites the Director-General:

(a) to continue to give priority importance to UNESCO activitiesconcerned with implementation of the relevant chapters ofAgenda 21 and of other UNCED results, within the competence ofthe Organization, both in the present biennium and in planningprogrammes for 1994-1995 and beyond;

(b) to undertake efforts to seek funds from the relevant fundingagencies, including GEF, the UNDP and UNEP, for theimplementation of Agenda 21, and to assist Member States,particularly developing countries, in their national efforts to obtainextra-budgetary funds;

(c) to report regularly to it on progress made both at the level ofUNESCO and at the level of the United Nations system in theimplementation of the results of UNCED, in particular Agenda 21.

Recognizing the opportunity offered by and the importance of promotingincreased awareness of the value of the ocean to the future of humankind,as well as the vital need to create favourable conditions for enhancementof research and ocean management in a perspective of sustainabledevelopment, through the participation of all parties concerned, inaccordance with the spirit of the Declaration on Environment andDevelopment adopted by UNCED (Rio de Janeiro, 1992),

Being aware of the role of education, science, culture, the human sciencesand access to knowledge and information in the stimulation of aharmonious relationship between humankind and nature, based on a spiritof worldwide and transgeneration solidarity,

Taking note of resolution 17 adopted by the Assembly of theIntergovernmental Oceanographic Commission of UNESCO at itsseventeenth session, proposing that 1998 be declared by the UnitedNations International Year of the Ocean and inviting UNESCO to takethe necessary steps to that effect,

Recommends that the General Conference authorize the Director-Generalto:

(a) undertake in consultation with the United Nations, the actionrequired to declare 1998 International Year of the Ocean;

(b) take the necessary steps to mobilize the support and collaboration inthis initiative of Member States, of organizations of the UnitedNations system and of other appropriate international organizations,governmental and non-governmenta l ,regional bodies andprogrammes, on the understanding that such an initiative will implyno cost to the regular budgets of UNESCO, its IOC or otherorganizations of the United Nations system.

contribution to the preparation and implementation of therecommendations arising out of these major events.

7.2.3 Operational activities (141 EX/22, Part I, and 141 EX/42)

The Executive Board,

1. Having held a preliminary discussion on resolution A.47/199 relating tothe ‘Operational activities’ of the United Nations system on the basis of aninterim report by the Director-General in document 141 EX/22 (Part I. C),and pending further in-depth examination at a subsequent session,

2. Emphasizing that UNESCO Member States have National Commissionsfor UNESCO and that they could play an effective part,

3. Noting the concern expressed in this resolution, as in resolution A.44/211,about the need to further decentralize capacity and authority to the fieldoffices of United Nations organizations,

4. Also noting, in this connection, the general orientation of document27 C/5 as regards increased decentralization of all direct support toindividual Member States and the resources required for providing suchsupport, to the field offices of the Organization by the end of 1995, andreinforcing co-operation with the National Commissions,

5. Considering, however, that increased delegation of authority to the fieldlevel should take place at a rhythm consonant with that of the effectivetransfer of resources,

6. Notes that the proposed ‘field-level committees’, under the leadership ofResident Co-ordinators, would review sector strategies and investigateproblems and issues requiring a co-ordinated response at country level,taking account of national and regional priorities;

7. Observes that this important mechanism should also be open toparticipation by non-resident United Nations system specialists, and, asappropriate, National Commissions for UNESCO;

8. Notes, in this connection, that decentralization will for a number of UnitedNations bodies be effected through regional and subregional rather thancountry offices;

9. Considers that the widening of the list for the selection of Resident Co-ordinators should not be limited to candidates from the Joint ConsultativeGroup on Policies (JCGP) organizations;

10. Calls attention, in connection with the enhancement of national capacitiesin the fields of science and technology, education, culture andcommunication, to the need to ensure that UNESCO’s experience and

capacities in this area are fully exploited when establishing for thatpurpose closer inter-institutional mechanisms;

Emphasizes that, given the significance of the ‘Country Strategy Note’, thefield offices/units of UNESCO should be closely involved in thepreparation of that note, to ensure that their perspectives and expertise inthe areas of UNESCO’s competence are fully taken into account;

Invites the Director-General:

(a) to report to it at its 142nd session on measures taken and plannedwith regard to the decentralization of technical and substantiveexpertise, with due consideration for the overall balance betweenHeadquarters and field staffing;

Proposals by the Director-General concerning subventions for certaininternational non-governmental organizations in 1994-1995 and the settingup of a special programme for support to NGOs (141 EX/24 and141 EX/44)

The Executive Board,

1. Referring to Section VI of the ‘Directives concerning UNESCO’srelations with international non-governmental organizations’ and140 EX/Decision 4. 1B,

2. Recalling 135 EX/Decision 6.2, in which it decided to examine theDirector-General’s detailed proposals concerning the granting ofsubventions to international non-governmental organizations at the springsession that precedes each ordinary session of the General Conference,

3. Having examined document 141 EX/24, in which the Director-Generalsubmits to it proposals concerning subventions to certain internationalnon-governmental organizations in 1994-1995 and principles and criteriafor the allocation of funds under the special programme for support toNGOs, and the report of its Committee on International Non-Governmental Organizations (141 EX/44),

4. Approves the subventions set out in Annexes 1 to 18 to document141 EX/24, bearing in mind that it will review criteria for the granting ofsubventions, together with other forms of co-operation with NGOs, at its142nd session;

5. Takes note of the Director-General’s decision to convert into contractsthree former subventions of about $25,000 on the basis of the informationpresented in Section IX of the document and to cancel a subvention, asmentioned in Section II, paragraph 8;

6. Also approves the activities proposed for the setting up of the specialprogramme for support to NGOs and the principles and criteria for theallocation of funds earmarked for that programme;

7. Recommends that the General Conference approve, at its twenty-seventhsession, the allocations necessary (Section VIII(1) of 141 EX/24) for thegranting of the subventions in relation to which the Board has approvedthe detailed proposals (Section X of the document) and the provisions forthe implementation of activities under the special programme for supportto NGOs (Section VIII(2) of the document);

the cash situation of the Organizationcash-flow problems (141 EX/26 & Add.

1. Having examined the report by the Director-General on the cash situationof the Organization and on measures taken to deal with cash-flowproblems (141 EX/26 & Add.), and taken note of the up-to-dateinformation provided during the debate at the current session of theFinance and Administrative Commission,

2. Having taken note of the Director-General’s report on the list ofprogramme activities deferred and restituted (141 EX/PX/INF.2), whichreports that $14,684,199 was deferred and $11,057,937 has subsequentlybeen restituted,

3. Noting that while many Member States have paid their assessedcontributions for 1993 and previous years, many more Member States arein arrears in the payment of the amounts assessed and that the totalcumulative arrears, as at 30 April 1993, amounted to approximately $215million, owed by 144 Member States, and that as a consequence theOrganization continued to resort to both internal and external borrowingat a total interest cost of $819,920 for the current biennium up to 30 April1993,

4. Noting further that at the same date the unliquidated obligations of theOrganization amounted to $21.2 million over and above the cash deficit of$25.4 million,

5. Expresses its gratitude to Member States that have paid theircontributions for 1993 and to those that have speeded up the payment oftheir contributions in response to appeals;

6. Notes, however, that despite certain encouraging results and favorableindications, the improvement in contribution payments since the 140thsession of the Board has been insufficient to avoid internal and externalborrowing arrangements in order to supplement the resources of the

Working Capital Fund in the financing of the approved programme asauthorized under 26 C/Resolution 23.31;

Notes that to date no amounts have been received against the $6 millionof voluntary contributions envisaged by the Director-General in option ‘C’referred to in 140 EX/Decision 7.3;

Believing that borrowing to overcome the cash-flow deficit entails interestpayments and should be discouraged, strongly suppo rts the approachesthe Director-General is continuing to make to Member States in arrearswith a view to obtaining timely payment of contributions;

Reiterates that the prompt payment of contributions is an obligationdevolving upon Member States under the Constitution and the FinancialRegulations of the Organization and that it can affect the right to vote atthe General Conference;

Calls upon Member States, in application of 26 C/Resolution 23.31, totake the necessary steps to ensure that their contributions are paid in fullat as early a date as possible;

Taking note of the resolutions adopted by the United Nations GeneralAssembly and the Security Council, and by many other internationalbodies, on Bosnia and Herzegovina,

Recalling its previous decisions on the subject taken at its 139th and140th sessions,

Deeply concerned about the continuing massacres of and aggressionsagainst innocent human beings and destruction of the cultural heritage inBosnia and Herzegovina under the abhorrent policy of ‘ethnic cleansing’,

Endorsing the statement issued by UNESCO’s Director-General FedericoMayor on 13 January 1993 stressing that ‘the atrocities committed inBosnia and Herzegovina are damning and heartrending’, and ‘acts ofsavagery are intolerable’, that ‘when these acts are systematic, when theyform part of a strategy, they arouse universal loathing and disgust’, andthat ‘it is time to defend the dignity of every woman, the integrity of everyman and the security of every child; it is time to arm the humanconscience against such affronts to human worth’,

Expresses its dismay over the damage done to the religious and secularheritage of the Republic of Bosnia and Herzegovina (including mosques,churches and synagogues, schools and libraries, archives, cultural andeducational buildings); also expresses its dismay over the blowing up oftwo important historic mosques (Ferhat Pasha, 1583, and Arnaudija,1587) on 6 May 1993 following the demolition of five other mosquessimultaneously in one day in April 1993, and strongly condemns theperpetrators of these heinous acts;

Takes note with satisfaction of resolution 827, adopted unanimously on25 May 1993 by the United Nations Security Council, which sets up theInternational Tribunal of War Crimes empowered ‘to prosecute personsviolating the laws or customs of war’ including but not limited to ‘seizureof, destruction or wilful damage done to institutions dedicated to religion,charity and education, the arts and sciences, historic monuments andworks of art and science’ (Article 3, para. (d) of the annex to theSecretary-General’s report (S/25704));

Requests the Director-General to organize, under the transverse themeWomen’ in document 27 C/5, paragraph 11108 (Major ProgrammeArea V), a UNESCO study on ‘The use of rape as a tool of war - itscauses and consequences’ and that, in view of the situation in Bosnia andHerzegovina, its focus be on a rehabilitation plan to be prepared in co-operation with the WHO and UNICEF for Bosnian women who havebeen the victims of systematic rape and for their children;

Commends the round-table dialogue (in February 1993) amongintellectuals, artists, and religious representatives of the formerYugoslavia at the initiative of the Director-General and the meetingorganized (in March 1993) by ‘Collectif UNESCO solidarity avec laBosnie-Herzegovine’,and requests that such meetings and humanitarianinitiatives be continued and strengthened;
