But, it must be the top priority for Gov- ernor Andrew Cuomo and the legislature. For too long, Albany has taxed too much and spent too much. The result has been the loss of jobs, businesses and population. There has been damage across the state, but upstate New York has been especially hard hit, losing much of the manufacturing base that once made New York The Empire State. Sadly, the non-partisan Tax Foundation ranks New York the most hostile business tax climate in the nation. What makes this designa- tion worse is that New York is still going in the wrong direction while states we directly com- pete with are improving their business climate. For example in the Tax Foundation rank- ings, New York fell from 49th to 50th, while New Jersey improved from 50th to 48th. Other competitor states also improved, in- cluding Massachusetts which went from 36th to 32nd, Pennsylvania which went from 27th to 26th. And nearby New Hampshire re- mained in the top 10, at 7th. At The Business Council we believe that five fundamental reforms are necessary to start the rebuilding. A property tax cap with local man- date relief must be put in place. New York’s property taxes are 59 percent above the na- tional average. According to the U.S. Census Bureau, 10 of the highest taxed counties in the nation, as a percentage of property value, are in upstate New York. Cap state spending. Our current state budget would be $18 billion smaller and we would not be dealing with billions in deficits if the state had just kept spending increases to the rate of inflation for the past decade. Reduce the tax burden. Every study of tax burdens places New York at or near the bottom as a place to do business. That must change or we will never be able to attract the industries of the future. Reform public employee pensions be- cause the costs are unsustainable. There needs to be a shift to defined contribution plans, like 401Ks, for new hires. Rebuilding New York’s economy is a huge task. But, it must be the top priority for Gov-ernor Andrew Cuomo and the legislature. For too long, Albany has taxed too much and spent too much. The result has been the loss of jobs, businesses and population. There has been damage across the state, but upstate New York has been especially hard hit, losing much of the manufacturing base that once made New York The Empire State.

Sadly, the non-partisan Tax Foundation ranks New York the most hostile business tax climate in the nation. What makes this designa-tion worse is that New York is still going in the wrong direction while states we directly com-pete with are improving their business climate.

For example in the Tax Foundation rank-ings, New York fell from 49th to 50th, while New Jersey improved from 50th to 48th. Other competitor states also improved, in-cluding Massachusetts which went from 36th to 32nd, Pennsylvania which went from 27th to 26th. And nearby New Hampshire re-mained in the top 10, at 7th.

At The Business Council we believe that five fundamental reforms are necessary to start the rebuilding. ● A property tax cap with local man-

date relief must be put in place. New York’s property taxes are 59 percent above the na-tional average. According to the U.S. Census Bureau, 10 of the highest taxed counties in the nation, as a percentage of property value, are in upstate New York.● Cap state spending. Our current state

Chairman’s MessageAt the end of each year, I review

the budget for my business and create a projected budget for the upcoming year. In the last few years, as a result of

the challenges that the economy has presented, I’ve care-fully reviewed each of my professional memberships and subscriptions. I’ve looked at the ben-efits, revisited the re-

spective websites and tried to determine what was new or had changed. Often, I found that there were several benefits that I never took advantage of or servic-es that could have enhanced my busi-ness that I had bypassed. Sometimes I found that I had used these benefits when I first joined the organization, but had stopped somewhere along the line. I had neglected to take advantage of the

benefits and services that would have helped my business grow, even though I was entitled to them.

Perhaps you’ve had the same experi-ence. If it’s been a while since you’ve analyzed the benefits and services your company is entitled to, the first quarter of this year would be a great time to do so. As Chairman of the Orange County Chamber of Commerce, I encourage you to look at your membership with fresh eyes and challenge us to help you get the most out of your membership whether you are a “newbie” or have been with us for years. Don’t let your valuable ben-efits and services go unused! To truly be successful, businesses and organizations must maximize all their resources to help their companies and communities con-tinue to grow and prosper.

Signs of hope in AlbanyI have to say I was encouraged by Gov.

Cuomo’s State of the State address. He ad-dressed many of the concerns of the busi-ness community and seems to understand the need for the state to take immediate and dramatic steps to become more business-friendly.

I was particularly pleased to hear his remarks about reducing taxes through a property tax cap and working to consolidate some of the state’s 10,500 local govern-ments. Cutting the cost of doing govern-ment and holding taxation are key steps toward at least slowing down the exodus of business from New York. Making the state more business-friendly is no longer an op-tion. If this Governor doesn’t succeed, I shudder to think about the future.

Everything starts with a job. When busi-nesses have confidence in government and the economy, they’re more apt to hire new employees -- and an unemployed person becomes one who is not a drain on the economy, but one who is contributing to it.

No matter what your party affiliation, let’s come together to support our new Governor and, at the same time, hold him to his campaign promises to do what’s nec-essary to bring about the state’s economic recovery.

The Kings Youth Theater, a training program of the Kings Theatre Company at the Lycian Centre, is expanding its training program to include classes for beginners and advance stu-dents. A team of 20 Home Depot employees from the Montgomery distribution center recently completed an indoor play area for students at Orange AHRC’s Preschool Learning Experi-ence program on Route 207 in Newburgh. In addition, Home Depot donated $3,000 to the non-profit school to cover the cost of materi-als for the renovation. Two hundred children with developmental delays or disabilities attend classes at the school.

The Verizon Foundation has awarded $7,500 to Jewish Family Service of Orange County’s Friendly Visitor Program, a volunteer-driven service that helps medically frail adults stay connected to their communities and continue living in their homes. 2011 is your year to tour ChinaFor the second year in

a row, the Orange County Chamber of Commerce is hosting an incredible trip to China. This nine-day busi-ness and cultural tour will leave from JFK Airport on October 27, but anyone who is interested in being part of this once-in-a-lifetime opportunity should start making plans now. Last year, 150 folks participated in this fabulous trip and some of them have already reserved for 2011, so don’t wait.

Take the first step by attending an infor-mational meeting on Tuesday, March 15 in the Larkin Room at the Chamber Business Center at 30 Scott’s Corners Drive, Mont-gomery. The meeting will begin at 5:30 p.m.

The tour (which is $1,999 per person, double occu-pancy) includes round-trip airfare from JFK, four- and five-star hotel accommo-dations, three meals a day, Business Partners’ dinner/conference and the opportu-nity to meet Chinese busi-ness owners, daily sightsee-ing tours, English-speaking guides, admission to tourist attractions and airport taxes throughout the trip. An ex-tra attraction for the 2011

tour will be an optional tour to the Terra Cotta Soldiers. The trip is presented in con-junction with Citslinc International.
