SUBJECT: ORANGE INE FARE ENFORCEMENTACTION: RECEIVE AND IL ERECOMMENDATIONReceive and i l e r e p o r t f o r Orange L i n e f a r e enforcement.ISSUEThis board r e p o r t was repared i n response t o D i r e c t o r Yaroslaysky s motion which wasi n t r o d u c e d at- t h e Committee on Nove mber 20, 013.The otion requested- a s t a f fr e p o r t on estimated f a r e evasion on the Orange L i n e .DISCUSSIONThe Orange L i n e operates on a designated bus way n d t s pa ns across the Sa nFernando V a l l e y running from North Hollywood t o Chatsworth M e t r o l i n k S t a t i o n .Average w e e k d a y boardings are an estimated 29,475 d u r i n g a22 our o p e r a t i n g day.The bus system operates i m i l a r t o t h a t of a l i g h t r i l system and the Orange Line do esn o t have f a r e boxes. Passengers are r e q u i r e d t o TAP h e i r card w i t h a v a l i d f a r e a t theStand Alone V a l i d a t o r s(SAV) h e n e n t e r i n g the system. T i c k e t vending machines arel o c a t e d on every p l a t f o r m ; however, t i s an o p e n n on-gated system where passengerse a s i l y board buses w i t h o u t v a l i d a t i n g f a r e . SAVs re l o c a t e d on every p l a t f o r mentrance. f t e r passengers have a c t i v a t e d t h e i r r o l l i n g passes, such as Day Pass, 7-day,30-day o r annual a r e media, misuse occurs w h e n an a c t i v a t e d card i s not tappeda t a SAV.I n an e f f o r t t o p r o v i d e an estimated f a r e evasion r a t e on the Orange L i n e , LASDconducted two 100 1 hour a r e check operations on deboardings. Th e operationswere conducted, Tuesday, De c e m b e r 3, 2013 and Tuesday , De c e m b e r 17,2013 u r i n gthe hours of 5:30 11:OOam an d 2:00 - 8:OOpm. Th e i r s t o p e r a t i o n focused on t h r e es t a t i o n s ; N o r t h Hollywood, Van Nuys and Sherman Way. h e second o p e r a t i o n focusedon N o r t h Hollywood, R e s e d a an d Can o g a. N o r t h Hollywood s t a t i o n was uniformedo p e r a t i o n and the other t a t i o n s were p l a i n c l o t h e s .

Fare checks are conducted u s i n g mobile-phone v a l i d a t o r s MPV), which are phonedevices t h a t check TAP ards b y l a y i n g the i n d i v i d u a l s card on the face of h e phoner e a d e r . C u r r e n t l y , the MPV n l y r e c o r d s green checks.A reen check s d i s p l a y e dw h e n a r i d e r has made v a l i d t a p b e f o r e b o a r d i n g . A l l o t h e r taps t h a t are not a l i d w l ls h o w on the screen d i s p l a y as Red. On uesday, D e c e m b e r 3 r d , 7,128 green checkswe r e c a p t u r e d d u r i n g the o p e r a t i o n . On uesday, D e c e m b e r 1 7 t h , 6,557 green checkswe r e c a p t u r e d . Red checks f a r e evasion o r misuse o f a n a c t i v e r o l l i n g pass) we r e a l s or e c o r d e d b y e a ch o f f i c e r f o r a c c u r a t e data r e c o r d i n g purposes.
