1 TitleThis order is the New Zealand Flag Referendums (First Flag Referendum)Order 2015.

2 CommencementThis order comes into force on 1 September 2015.

3 Closing of referendum rollThe date for the closing of the referendum roll for the first flag referendum isFriday 23 October 2015.

4 Close of first flag referendumThe date for the close of the first flag referendum is Friday 11 December 2015.

5 Alternative flag designs(1) The images of the 4 alternative flag designs that are to appear on the voting

paper for the first flag referendum are the images depicted in Part 1 of theSchedule.

(2) The official descriptions of the 4 alternative flag designs, to be used for thepurposes of dictating the relevant parts of the voting paper under section24(4)(c) of the New Zealand Flag Referendums Act 2015, are set out in Part 2of the Schedule.

(3) The technical specifications of the 4 alternative flag designs are set out in Part3 of the Schedule.

Silver fern (black and white)The dominant feature of this flag is a black and white fern frond. The fern frondsweeps diagonally up from the bottom left corner to the top right corner of the flag.The leaves and the stem on the top side of the fern are black on a white background.The leaves and the stem on the bottom side are white on a black background.

Silver fern (red, white, and blue)The dominant feature of this flag is a white fern frond that sweeps up diagonally fromthe bottom left corner to the right of the top centre. The left side of the fern is on a redbackground. To the right of the fern, there are 4 stars, in the formation of the SouthernCross constellation, on a blue background. Each star is red with a white border andhas 5 points.

KoruThe right half of this flag is black. At the halfway point of the flag, the black forms akoru on a white background. The black koru spirals down and to the left from the topof the flag.

Silver fern (black, white, and blue)The dominant feature of this flag is a white fern frond that sweeps up diagonally fromthe bottom left corner to the right of the top centre. The left side of the fern is on ablack background. To the right of the fern, there are 4 stars, in the formation of theSouthern Cross constellation, on a blue background. The stem originates at the bottom of the hoist and thefinal leaflet finishes at the top of the fly.The leaflets and the stem on the top side of the fern device are black on a white back-ground. Explanatory noteThis note is not part of the order, but is intended to indicate its general effect.This order, which comes into force on 1 September 2015, appoints the dates for theclosing of the referendum roll and for the close of the voting period for the first flagreferendum. The referendum roll will close on Friday 23 October 2015. In accordancewith section 12(1) of the New Zealand Flag Referendums Act 2015 (the Act) andclause 4 of this order, the voting period for the first flag referendum will start on Fri-day 20 November 2015 and end at 7 pm on Friday 11 December 2015.

The order also prescribes the 4 alternative flag designs that will appear on the votingpaper for the first flag referendum. The Schedule contains images of the 4 alternativeflag designs and, for each of them, prescribes an official description and technicalspecifications. The official descriptions of the 4 alternative flag designs are to be usedfor the purposes of dictating the relevant parts of the voting paper to certain electorsunder section 24(4)(c) of the Act. If electors decide in the second flag referendum thatNew Zealand should have a new flag, the technical specifications for the new flagthat would be inserted in Part 1 of Schedule 1 of the Flags, Emblems, and Names Pro-tection Act 1981 (FENPA) will be the relevant specifications prescribed in Part 3 ofthe Schedule of this order. The image of the new flag (as depicted in Part 1 of theSchedule of this order) would be inserted in Part 2 of Schedule 1 of FENPA.
