• IUSS Guideline Norms and Standards are intended to replace the old SAH Norms but not as absolute rather a guideline.
• Norms have three components:– Need norm – population driven– Area norm – based on service requirements, HT– Cost norm – area*rate/m²
• Cost norms are linked to time and programme for planning and construction will influence norm cost for a specific project – therefore linked to a base date.
• Planning units are the common denominator for the three components. Strategic (Service) PU versus Departmental (Functional) PU

hospital at initiation stage of project

How did we determine cost norms?• Analysis of cost of a number of hospitals into locations
or departments and into building elements linked to base dates determined the rate per m²
• JS Elemental breakdown .xlsx
• Determine norms bottom up. Currently rate/m² was determined by analysis of recently built hospitals. Acknowledge Ken, Steve and Riaan.
• Next phase: Design of ideal hospital departments which will then be measured and costed. Ongoing analysis of new hospital projects to inform norms.

• ALL consultants to measure, estimate and report per department per element including E &M

• Purpose: Developed for use of project consultants and others to compare designed project against norms
• It uses more input and should be more accurate
