1 GENERAL

1.1 Intent

The purpose of this document (hereinafter called the “Specification”) together with the attached guidance general arrangement plan is to outline the technical and functional requirements for the design and construction of shallow draft ore carrier‘ for Goa (hereinafter referred to as the "Vessel"), suitable for transportation of iron ore in Mandivi & Zuari rivers.

The vessel including all its material, equipment, piping, machinery, workmanship, etc., shall be in accordance with these specifications and guidance general arrangement plan, and to the requirements of the classification society as also regulatory bodies which are mentioned hereinafter and shall be fully documented as required by these bodies.

The technical specification and general arrangement plan shall be integral part of contract. Details mentioned in any of these two documents shall be deemed to be included in both the documents. The general arrangement plan and the specifications are complimentary to each other. In the event, of any contradiction between the general arrangement plan and the technical specification, the technical specification shall prevail. The contract and the technical specification are complimentary to each other. In the event of any contradiction between the contract and the technical specification, the contract shall prevail.

All fittings, arrangements and equipment which are not mentioned in the specifications/drawings but required under classification rules and other statutory requirements shall be provided at no extra cost. Anything not described or left out of the technical specification, but being considered as normal and necessary for the intended services for this kind of vessel, shall be supplied and fitted without extra charge.

1.2 Basic Requirements

The vessel is designed for transportation of maximum capacity of iron ore possible in Mandovi & Zuari rivers taking into account the constraints on the main dimensions of the ore carrier with respect to;

1.3 Description of the Vessel

1.3.1 Principal Particulars:

Length overall : 79.13 mts.Length between perpendiculars : 78.00 mtsBreadth : 16.00 mts.Draught : 3.20 mts.Depth : 4.00 mts

1.3.2 Cargo Capacity:

Capacity : 3000 Tons (approx.)

1.3.3 Engines:

2 Nos. Main Engines of approximately 530 HP @ 1800 RPM each shall be provided.

2 No. Main Generators, 1 No. Emergency Generator and 1 No. Harbour Generator of adequate capacities shall be provided.

1.3.4 Speed:

The Vessel will achieve a trial Speed of 8 knots (approx.) at 90% MCR at design draft, at wind speed /sea condition not exceeding Beaufort Scale 3.0.

1.3.5 Compliment:

Officers : 2 Nos.Crew : 8 Nos.

1.3.6 Accommodation:

Sleeping accommodation for 2 officers in 2 single berth cabins with attached toilets and 8 crew, in two four-berth, cabins, is to be provided on the main deck. 2 No. shower and 2 No. w/c shall be provided on the main deck, common for the entire crew.

One galley, one mess room and a store shall be provided on the main deck.

1.4 Classification, Regulations and Certificates

1.4.1 Classification and Regulation

The Vessel with her hull, equipment and machinery shall be constructed in accordance with the rules of Indian Register of Shipping (IRS).Type II River sea rules.

The vessel shall be built under the classification survey of Indian Register of Shipping and specification survey of Owner’s representatives/ Inspection authorities.

The Vessel shall be registered in a port of India and shall be built in compliance with the rules and regulations as relevant and applicable on the date of signing the contract.

Survey Certificates, Certificate of Class, Registration Certificates, Life saving / Fire fighting appliance certificates and all other necessary certificates for the proper operation of the vessel shall be forwarded to the owner at the time of delivery as part of the contract.

All costs and fees for inspection and approval of Classification Societies and Statutory Bodies for the necessary certificates shall be borne by the Builder.

1.5 Stability, Draught and Trim

The vessel shall have ample stability under all loading conditions.

The builder shall keep stringent record of all weights going onboard, during the construction. On completion of the vessel, an inclining test in the presence of the owner & statutory authorities shall be carried out to determine the center of gravity and lightship weight of the vessel. A trim & stability booklet shall be prepared incorporating the results of the inclining test. This booklet shall contain all operating conditions and other necessary information regarding general stability of the vessel.

1.6 Materials and Workmanship

All materials used for construction of the vessel shall be new and of Class approved quality steel.

Where not specified in Classification rules, the material shall conform to BIS or equivalent and to owner’s approval. Zinc used shall be new and at least 98% pure.

The workmanship shall be to the satisfaction of the Class and the Owners representative.

1.7 Specification Survey Inspection

The owners’ representative / inspection authority shall carry out specification survey and shall inspect the work at every stage during the construction of the vessel.

Any defective or sub-standard work pointed out during inspection by the surveyors or the owners’ representative shall be rectified by the builder at no extra cost.

The builder shall submit a monthly report of the progress of the construction of the vessel to the owner.

The builder shall provide access for inspection during construction without any restriction and shall provide all necessary information pertaining to the vessel as and when required.

1.8 Drawings, Schemes, Calculations and Manuals

The builder shall prepare all classification / statutory drawings and get them approved by them. The charges for the approval of the classification drawings / statutory drawings shall be borne by the Builder.

The Builder shall prepare all construction / working drawings and submit to Owners (along with yard standards) for approval indicating deviations from approved drawings and increase in weight due to the deviations, if any.

Before delivery of the vessel the Builder shall deliver As-Fitted Drawings in one good quality transparent films along with four prints as per Annexure-II. Alternatively, soft copies of the drawings supplied in Autocad version 2000 along with one copy of prints.

Three sets of working drawings, electrical drawings etc., reports of various tests and inspections made, detailed lists of all standard and extra spare parts, inventory tools and additional tools, maintenance, spare parts and other instruction manuals, schemes, calculations, all test reports, trial reports etc, necessary for the operation, maintenance and repair of the vessel shall be submitted to the Owners at the time of delivery.

Three sets of instruction books, operation and maintenance manuals, spares catalogues given by the original machinery suppliers for all the machinery and instruments installed shall be handed over to the Owner.

Three copies of the list of suppliers of all the fittings and equipment used on board with their addresses and telephone numbers shall be supplied to Owners' representative.

1.9 Spare Parts, Inventories and Tools

Spare parts, inventories and tools of all the machinery / equipment shall be supplied in accordance with the Builder’s/Manufacturers standard supply.

Class recommended spares shall be supplied by the Builder at free of cost to Owners.

The spare parts shall be administrated, packed and preserved properly. Suitable racks shall be provided on board for storage of spare parts.

1.10 Tests and Trials

1.10.1 General

All tests and trials required for the vessel and its equipment shall be performed in compliance with the Statutory/Classification/Owner’s requirements.

Any defect or short fall pointed out by the surveyors / owner, during the tests and trials shall be rectified by the Builder at no extra cost.

All costs involved in conducting the trials shall be borne by the Builder.

1.10.2 Welding

The vessel shall be of all welded steel construction.

All openings and holes in the structure shall be made with the approval of the IRS and shall be suitably compensated for strength.

Welding shall be of high quality and shall be performed by skilled and IRS approved welders. Necessary precautions shall be taken to eliminate deformations. All surfaces shall be cleaned from rust and grease before welding. Approved manual, semi-automatic or automatic welding techniques shall be adopted for the construction using coated electrodes of approved make. A regular X-Ray testing as per IRS rules shall be carried out to test the standard of welds. The builder shall submit inspection and testing plan to owners for approval.

All tanks and watertight or oil tight compartments shall be tested in the presence of the surveyor and Owners’ representative and shall comply with the rule requirements. The tests must be carried out after completion of the construction and prior to commencement of painting.

1.10.4 Inclining Test

Before the sea trials and with the vessel in as complete a condition as possible, an inclining experiment shall be conducted to ascertain the lightship displacement and center of gravity in the presence of Owners’ representative, IRS / Statutory Authority. The report approved by IRS / Statutory Authority shall be made available to the Owners’ representatives.

1.10.5 Dock Trials

Dock trials shall be carried out in accordance with a program to be agreed upon by the Owners or their authorized representatives to check the operation of the machinery. Main engine, engine room machinery and other auxiliary machinery shall be in operation during dock trials. A report on the performance of machinery during dock trials shall be submitted to Owners or their authorized representatives in an approved format.

1.10.6 Speed trials

The progressive speed trials shall be carried out at full displacement. Trial runs shall consist of two runs with the wind and two runs against the wind.

1.10.7 Other Trials

Other trials shall be conducted at the Builder’s yard when the vessel is complete in all respects and shall comprise of the following tests:

-- Electrical Equipment and Systems-- Hull/Machinery Systems-- Ventilation & Accommodation fittings-- Deck Machinery-- Fire Alarms, Communication/Navigation Items, etc.

1.10.8 Acceptance Trials

One set of trials shall be conducted in the presence of the crew of the vessel, appointed by the Builder, at the owners’ premises. All inventories on board shall be checked before acceptance of the vessel.

1.11 Delivery

After the trials and the approval of Owner and Classification Society of these trials with reports etc., the vessel shall be handed over to the owner in a proper and clean condition. The costs for transport, additional painting, checking trials and handing over are for the account of the builder. All relevant documents, certificates, tools, inventories, spare parts etc., shall be on board at the time of handing over. The list of certificates to be delivered at the time of delivery of the vessel shall be as applicable to the vessel and is to be finalized in consultation with the Owner.

1.12 Miscellaneous

1.12.1 Photographs

The builder shall take photographs of the vessel at different stages of construction and shall submit them along with the monthly report to the owners.

On completion of the vessel, additional photographs shall be taken for framing purposes.

2. HULL STRUCTURE

2.1 General

The vessel shall be of all welded construction and all structures shall be designed and constructed in accordance with the Class requirement. All fittings welded to the deck shall be flush type.

The vessel shall be longitudinally framed and all scantlings shall be in accordance with the rule requirements of the Class, as well as the statutory authority wherever applicable.

Continuity of structural members in basic hull structure shall be maintained. Where members are discontinuous, the continuity shall be provided by means of suitable tapers, overlaps, and or brackets.

Care shall be taken to obtain a smooth hull and proper alignment of important structural members.

2.1.1 Material

Structural steel for hull construction shall be IRS Grade A or equivalent. All materials including casting and forging shall be of qualities complying with the requirements of the classification society.

All structural steel shall be new and free from rust, pitting, cracks, laminations and similar defects. In case of any such defects being noticed, the plates etc. shall be renewed for the extent necessary to the approved quality standards and approved by inspection authority.

Large size steel plates shall be used for the construction of hull as far as practicable.

2.1.2 Preparation of Materials and Welding

Steel plates deformed during transport, shall be faired by rolling, before use. Flanging of plates and brackets shall not generally be allowed. For bolts only drilling is allowed.

In general doubling shall not be allowed except in way of hand rails and bulwark stays, where necessary, locally inserted thicker plates with well-rounded corners shall be adopted.

Before the steel plates and rolled sections are used for construction, rust and mill scale / rust shall be removed by means of grit blasting to a surface finish of Sa2.5. Immediately after the grit blasting, one coat of Inorganic Zinc Silicate primer shall be applied as a temporary protection.

All welding shall be as per the requirements of IRS. During the welding operations all necessary precautions shall be taken, so that welds of high standards are obtained. All surfaces shall be well cleaned and free from rust, grease etc. prior to commencement of welding.

Plate edge shall be cut using automatic gas cutting as much as possible. Overhead welding shall be minimized and therefore necessary provisions shall be taken for down-hand welding wherever practical. Welding procedure including edge preparation and welding scheme shall be approved by the Classification Society wherever necessary.

Burnt out shop primer shall be removed by chipping and wire brushing and the surface repainted immediately after welding operations.

Welding shall be performed only with electrodes of approved make and by qualified welders. A regular check on the quality of steel weld shall be carried out to the satisfaction of the class/owner. Alignment and welding sequence to reduce uneven surface of hull, deckhouse, decks etc. shall be followed. If considered as necessary by the class/owner additional measures shall be taken to improve the quality of the weld.

Welded decks, bulkheads, deckhouses and other constructions, which are deformed due to welding, shall be faired to the satisfaction of the class/owner.

On the berth, the hull and sections shall be earthed adequately. Clamps, dogs and other means to bring material and equipment in the right position shall be removed in such a way that no mechanical damages take place and no visual marks are left.

2.2 Bottom Construction

Plate thickness in way of sea chest and bilge wells shall be at least 2 mm more than required by rules.

Drain and limber holes shall be provided in longitudinal and floors to facilitate free flow of drain to bilge suctions.

Special attention shall be given to stiffeners under engines to minimize vibration.

2.3 Side Shell Plating and Framing

The side shell shall be longitudinally framed. Web frames shall be provided as per class requirements in line with deck transverse.

Shell plating, where anchor rests are provided and where anchors come in contact on the ship’s hull shall be of increased thickness.

The vessel shall have a continuous main deck. The decks shall be longitudinally framed and shall be supported by a combination of girders and transverse webs and pillars with truss type arrangements.

The construction, materials, arrangement and fittings in the accommodation spaces shall comply with the statutory rules applicable to this class of vessel. The lighter material fittings and furniture are preferable.

2.5 Bulkheads

The vessel shall have four transverse watertight bulkheads as shown in the General Arrangement plan. All bulkheads shall be vertically stiffened. Where pipes etc., are carried through the watertight bulkhead they shall be provided with necessary arrangement to the satisfaction of classification surveyors & Owners representative.

2.6 Engine Room structure

The engine room Bottom shall be longitudinally framed with floors and girders as per class.

Main engine foundation shall be well integrated with the bottom structure and shall be supported by transverse web rings.

Main engine foundation shall be in accordance with the engine manufacturer’s recommendation and class approval. Sufficient clearance shall be provided below the engine for easy cleaning and maintenance of sump.

Suitable reinforcement shall be provided under heavy concentrated loads with brackets or carlings.

Chequered plate flooring, platforms for lighter weight and ladders shall be arranged in order to give access to machinery, valves etc. Workshop, spare stores, generators, etc. shall be arranged at suitable position in the engine room.

Special attention shall be paid to minimize structural vibration in the machinery spaces.

2.7 Hull Preservation

2.7.1 General

Builder shall provide 1 year guarantee (from delivery) for the painting work carried out on the vessel.

In the event of failure within the guaranteed period, the builders shall immediately repaint and restore the failed areas or the Owners reserve the right to carryout the restoration work at Builder’s cost after written intimation to the Builder.

The final paint scheme and colors shall be approved by the owner. Alternate coat shall be of different color for easy identification.

Quality and standard of surface preparation to be as per paint suppliers recommendations, for respective paint.

The engine room and wet spaces shall be zinc sprayed before painting.

Galvanizing shall be done in a hot bath. The galvanizing shall consist of a continuous coat of pure zinc in uniform thickness and so applied that it adheres firmly to the iron and steel surfaces. All burning and welding shall proceed galvanizing. All smaller parts, which are generally exposed to the influence of climate, such as sheaves, grates etc. shall be galvanized.

Fuel oil tanks and other tanks for oil shall be treated with the oil carried in them.

After installation of engines, auxiliaries etc. and other areas resulting in damaged paint work, such areas shall be repainted in original colours and quality and restored to give the originally envisaged standard of protection.

2.7.2 Initial Surface Preparation

Prior to the application of main paint system all weld spatters, rust, grease and other contaminants shall be removed by cleaning/wire brushing from the surface and degraded where necessary.

2.7.3 Execution of Painting

Painting work shall be executed in accordance with the best painting practices and paint manufacturer’s recommendations. Copper alloy, aluminium, aluminium alloy, stainless steel, non-ferrous material and galvanized surfaces shall not be painted unless specifically required. Time intervals between application of coats shall be in accordance with the paint manufacturer’s instructions. Subsequent coats shall have different colours for identification. No weather-exposed painting shall be carried out in adverse weather conditions. Application shall be done as far as possible with the help of airless spray. Where spraying is not practicable, brush or roller shall be employed.

Builders to maintain a log book with date-wise painting work carried out, duly signed by the paint supplier’s representative ensuring that the painting work has been carried out at each stage after proper surface preparation to the required standard and under proper conditions of weather. Log book to have entries of DFT measurements jointly taken by both representatives.

Before launching, the outside hull below the water line shall be painted with sufficient coats for adequate protection. Non-slip paint shall be applied on the main deck, open areas and passage.

2.7.4 Cathodic Protection

Suitable cathodic protection with zinc anodes shall be provided to protect the hull and other parts in contact with saline environment from corrosion.

2.11 Miscellaneous

2.11.1 Funnel

Funnel shall be suitably arranged for the exhaust gas pipes.

2.11.2 Hull and House Markings

Ship’s name and Port of Registry

The ship’s name shall be marked forward on port and starboard sides and on transom in aft. The port of registry also shall be marked below the ships name aft.

The ship’s name in Brass letters shall also be fitted on the wheelhouse (port and starboard).

Draft marks

The draft marks shall be marked in meters and decimeters by welded 6 mm thick steel plate figures at forward and aft perpendiculars and amidships on both sides. Standard size letters shall be used.

2.11.3 Sea Chests & Bottom Plugs

AtleastAt least two sea chests shall be located at a suitable position in engine room for efficient suction at all conditions.

Sea chests shall be covered with hinged bar gratings of stainless steel retained by stainless steel bolts. The clear opening area shall be at least two times the area of the pipes. The sea chests plating shall be at least 2 mm more than shell plating in that region.

Zinc or aluminium alloy anodes shall be fitted around sea chests.

Each tank shall be fitted with one drain plug in the bottom outside the keel strake. Drain plugs shall be of stainless steel.

All water tanks shall have square head plugs. Suitable keys / spanners shall be supplied. Tank numbers and identification names shall be given at the drain plugs.

2.11.4 Ladders and Railings

Rung ladders shall be placed under each manhole and escape hatches. All ladders shall be fitted in such a way that they can be removed whenever required. The ladders shall be hot galvanized after fabrication. Ladders from the main deck to Engine room and to bridge deck are to have at least 600mm clear width conforming to BIS Standards or equivalent.

Insert plates or heavier stiffeners shall be fitted in way of mooring fittings.

2.11.5 Hull Openings, Weather-tight Doors & Hatches

All hull openings wherever provided shall be adequately compensated by means of increased thickness, corner plates etc. to the satisfaction of IRS, owners or owner’s authorized representatives.

Weather tight doors and hatches with covers shall be provided where necessary and shall comply with the rule requirements. All coamings shall be as per load-line regulations. The hatch-covers shall be capable of being opened and closed from inside and outside.

All hinge pins, toggle bolts, butterfly nuts shall be of stainless steel. Manhole covers on exposed decks shall have stainless steel stud bolts and nuts.

2.11.6 Foundations

All auxiliary machinery, pumps, etc. shall be erected on foundations. Suitable reinforcement shall be provided under the machinery.

Thicker plating shall be provided under all machinery on the deck.

2.11.7 Tanks

The structural members inside the tanks shall be provided in accordance with the rule requirements. Each tank shall have at least one manhole of adequate size for maintenance.

2.11.8 Fenders

Half Pipe Fenders of 160 NB Sch 80 with adequate stiffener shall be provided as shown in the GA.

2.11.9 Hatch covers:

Two No. hatch covers shall be provided covering the entire hatch opening. The hatch covers shall be of sliding type with one hatch cover sliding over the other during loading and un-loading of the ore.

The hatch covers to be mounted on a hatch coaming, which is at a height of about one meter from the deck.

3.0 DECK EQUIPMENT AND OUTFIT

3.1 Mooring Equipment

3.1.1 Mooring Lines

Mooring lines shall be provided as per rule requirements.

3.1.2 Bollards

Adequate number of cross-head type double bollards in the port and starboard sides shall be provided conforming to the latest Indian Standard Specifications.

3.2 Anchor, Anchor Chain and Windlass

3.2.1 Anchors

Two numbers high holding power anchors as per class requirement shall be provided.

3.2.2 Anchor chain

Sufficient length of cable chain/ steel wire rope as recommended by IRS with necessary arrangement for effective operation is to be provided on deck.

3.2.3 Anchor windlass

Windlass of adequate capacity as per rules to be provided to operate the anchor chain. Hauling speed and pull will be as per Classification Society requirements. The windlass will be provided with necessary brake band with provision for greasing. Necessary ammeter, control stand etc. will be provided.

3.3 Mast

The mast shall be suitably located on the wheelhouse top deck and stiffened adequately. The mast shall be provided with suitable supports for installing the navigational lights etc.

3.4 Life Saving Appliances

Life saving appliances shall be supplied and installed for all persons on board and in accordance with the rules as applicable for this class of vessel. However, the minimum requirements mentioned under equipment list are to be met.Life boat/rescue boat shall be provided as per rules. Life boat davits shall be operated by a manual winch

3.5 Fire Fighting Appliances

Fire fighting appliances applicable to this type of vessel as per rules applicable shall be provided. However, the minimum requirements mentioned under equipment list are to be met.

3.6 Steering Gear

The steering gear shall be of Hand-hydraulic type. An electric rudder position indicator shall be mounted in the wheelhouse. The rudders shall be able to swing from hard a- port to hard a-starboard in 28 seconds or less as per rules. Emergency manual tiller arrangement shall be provided.

4.0 ACCOMMODATION

4.1 General

The relevant statutory rules regarding construction, material, space and fireproof partitioning as applicable for the vessel shall be complied with.

All Hosiery/Furniture & fittings shall be of top quality and subject to Owner approval and acceptances.

The accommodation spaces and Wheelhouse shall be designed to have atleast a clear height of minimum 1900 mm.

Selection of curtain, toilet fitting, upholstery, furniture, etc., are to be decided in consultation with the Owner.

4.2 Crew Accommodation

Accommodation for 8 crew & 2 officers shall be provided on Maindeck deck as shown in the G.A Plan. Accommodation shall be arranged as per the following.

2 Nos. Single berth Officer cabin, containing;

1 bed 1 wooden Locker 1 Writing Table with 1 cushion Chair having arm rest 1 Bottle rack 1 mirror cabinet 2 coat hooks Jute runner Attached toilet

2 Nos. of 4 Crew cabins, each cabin containing:

4.3 Galley

A galley shall be provided as shown in the G.A Plan and shall be equipped with one complete set of galley equipments, which shall include a hot plate, cutting table, stainless steel sink and a wooden cupboard. Galley shall be fitted with exhaust hood over the hot plates.

The total quantity of cutlery and crockery shall be supplied along with the vessel and shall be adequate for the total number of crew.

4.4 Store

Deck Store shall be provided as shown in the GA Plan.

4.5 Wheelhouse

The wheelhouse shall be provided as shown in the GA Plan. Clear all around view shall be provided by means of large windows. Two nos. wall fans shall be provided. One no. Straight-line wiper shall be provided for the center window.

Sides of wheelhouse shall be provided with one side teak (OST) finish and beading with teak. The plywood’s to be fitted with wooden pads provided on the side frames. In way of windows the paneling should be ended to the side shells.

Ceiling of the wheelhouse shall be 6mm plyboards with off white finish.

The wheelhouse control console shall be adequate in size to accommodate all controls.

Table & Chair

1 No. Table: Top of the table shall be of 18mm ply board with grey sand finish. Table to be provided with the needed stiffeners.

4 Nos. Chairs: Standard size with regular hand rest. One Chair with Adjustable height arrangement and Owner’s approved type shall be provided for Master.

4.6 Flooring & Deck Covering

Cabin wise leveling of the deck shall be done in accommodation areas prior to applying the underlay. The steel deck shall be covered with deck compound of light weight and approved type. In the accommodation spaces and wheelhouse, vinyl tiles (3mm) shall be laid over the deck compound. The colour of the tiles shall be of the Owner’s choice. The galley, toilets and other wet spaces shall be cemented and tiled with unglazed tiles on the floor. All decks shall have provisions for drainage of water through scupper pipes.

Partition bulkheads, insulation, lining and ceiling shall be as per statutory rules applicable for the vessel.

The boundary between accommodation spaces & engine room and the walls between the engine casing and the engine room shall be well insulated with rock-wool.

4.8 Ventilation

The ventilation arrangement shall comply the requirements applicable for this class of vessel.

The ventilation system shall be of very high marine standards to suit the humid atmosphere of tropical climate (RH 95-100%).

Wherever requirements not specified, the relevant BIS standards shall be followed.

Fire dampers shall be provided as required by the rules. Also MRVs and Box head ventilators with closing devices shall be provided.

4.9 Doors, Windows and Sidelights

All doors shall be of such construction, finish and operation so as to suit their location and purpose. All exposed windows / scuttles shall be provided with eyebrows.

The sill height of doors shall be in accordance with requirements of classification society wherever applicable and the minimum clear height of door openings for all cabins shall be 1900 mm from the steel deck to top of the opening.

All doors shall be provided with suitable doorstoppers and door eyebrow shall be provided over exposed weather door.

Windows and scuttles shall be provided as per BIS. Where steel plate is cut to fit the windows/scuttles adequate compensation shall be provided.

All exposed windows / scuttles shall be provided with eyebrows.

All wooden furniture shall be constructed of marine quality hard wood or equivalent. The design and material of construction of all furniture shall be approved by the Owner.

5.0 MACHINERY INSTALLATIONS

5.1 General

All equipment, machinery, instruments, and installations shall be of the latest design and rugged construction and as per best shipbuilding practice. They shall be of the best quality and suitable for tropical, humid marine climate. Similar machinery, equipment etc. shall be so selected as to have maximum interchangeability of their parts.

Where applicable for machinery, equipment or components of international standards shall be followed. Modern systems, machinery, equipment shall be provided for fuel and energy efficiency and shall have adequate controls, gauges, alarms and safety measures.

The vessel is to be equipped with modern remote control arrangements so that manoeuvring can be controlled from the Wheelhouse.

The vessel shall be designed and constructed to have minimum noise and vibration levels. Torsional vibrations shall be avoided in the normal and maximum working range of all Main and Auxiliary machinery.

The machinery installation comprises of the following diesel engines:- Two main diesel engines.- Two auxiliary diesel engines each driving an AC generator.

Engine outputs stated are maximum continuous ratings developed under the following conditions:

- ambient temperature : 50 0C- sea cooling water temperature : 32 0C- air pressure : 1 bar- relative humidity : 80 %

5.2 Main Engines

Two marine grade, four stroke, inline, fuel efficient diesel main engines of approved make burning HSD fuel and generating approximately 530 HP @ 1800 RPM each shall be provided. The engine shall be as compact as possible and of low weight.

The engine shall be completed with all standard accessories, alarms and instrumentation meeting class requirements. The main diesel engines are to be suitable for running on high speed diesel fuel.

In addition, the main engines shall be provided with the following:

Silencers with spark arrester. Closed circuit lubricating oil system with engine driven pump. Mono-rail with chain blocks over engines for servicing, adequate for

handling heavier engine parts Self driven fresh and salt water pumps (Engine mounted). Gauges, thermometer, tachometers, flow meters for F.O., hour meter,

pyrometers, etc., Heat exchangers for main engines (Engine mounted)

The following items, common for both engines shall be provided.

Set of complete tools and gauges for servicing, including tools for turbo-chargers. Standard set of spanners and tools as supplied by manufacturers of engines. List to be provided.

Crankshaft deflection gauge.

The shop test of the propulsion diesel engines shall be carried out as per the requirements of the Classification Society. The engines shall be tested in presence of the Surveyors and Owner/ Owner’s representative in the following manner.

4 hours continuously running at 100% load at rated speed 1 hour running at 110% load1/2 hour running at 75% and 50% each of the rated speed with a load

according to the propeller law 1/2 hour running at idling speedSpecific fuel consumption to be charted for each of the above running ranges

Governing tests and safety functions shall also be performed. Shop test data and certificates are to be supplied. While testing the engines at shop floor, all fittings constituting the total supply of the engine builders shall be actually installed and subject to satisfactory tests, to be numbered and stamped.

5.3 Gear Box

The gearboxes shall be marine reversible hydraulic boxes with suitable reduction ratio for power transmission. Suitable Electro-hydraulic remote control system shall be provided for operation from wheelhouse.

The gearboxes shall be provided with independent oil system for clutch control and lubrication.

5.4.1 Propellers

The propellers shall be of Mn-Bronze, high efficiency, fixed pitch type having suitable diameter, no. of blades, pitch and other parameters matching with the vessel and main engine characteristics. The propeller shall be designed for 100% MCR of engines and shall also be seen that the propeller gives sufficient thrust at 90% MCR to achieve the trail speed.

Propellers shall be removable without disturbing the rudder. Each propeller shaft shall be properly supported by an "A" bracket and the propellers shall have adequate hull clearances.

5.4.2 Propeller Shaft

Two propeller shafts of sea water resistant stainless steel shall be provided.

The diameter of the propeller shaft shall be 3% excess of the requirements of the Classification society and shall be in consideration of vibrations. On forward end a loose coupling shall be fitted for connecting the shaft to the gearbox enabling withdrawal towards aft.

One set of propellers & tail shafts shall be supplied along with vessel.

5.4.3 Stern Tube and Bush Bearing

The stern tube shall be of all welded construction and welded to stern frame boss and constructed as a part of hull structure. Water lubricated stern tube bearing and stuffing box shall be installed as per the manufacturer’s recommendations. Suitable rope cutters are to be provided.

5.5 Auxiliary Diesel Engines

Two diesel driven generator of suitable rating shall be provided. Each should be capable of carrying the full normal load under tropical conditions with 20% margin capacity.

Engines and alternators shall be class approved type & shop tested together for at least half an hour at 75%, two hours at 100% load, followed by a run at 110% load for half an hour.

During shop trials and during load test of generator after installation on board, governor tests shall be carried and instantaneous change in speed/frequency shall be noted. The test shall be done for sudden changes in loads from 0-50%, 50%-100% and

100%-0. Observations shall also be made regarding the initial speed and the final speed of the DG set.

The engine shall be equipped with standard and special tools and accessories as per class & manufacturers recommendations.

5.6 Engine Starting

Main engines and auxiliary engines shall be of electrical starting. For this purpose batteries of adequate amperage are to be provided in the engine room as per class requirements.

5.7 Miscellaneous

5.7.1 Voice Pipe

A suitable voice pipe of copper shall be fitted from wheel house to engine room.

5.7.2 Work Bench

Suitable work bench with vice shall be provided in the engine room.

6.0 ENGINE ROOM SYSTEMS

6.1 General

All piping systems shall be installed such that satisfactory functioning of the installations shall be possible in accordance with the rules of the Classification societies, statutory bodies and relevant standards. They shall be installed together with all fittings such as flow control valves, cocks, filters, pressure gauges, thermometers, etc. according to the practice of the yard, and approved by the Owner.

All ship service piping systems shall be installed and tested in accordance with the requirements of the Class/Statutory bodies.

The pipes and pipe ends on the machinery shall be blanked prior to final installation. Galvanised steel pipe work shall be of hot dip galvanised after fabrication.

Steel pipes for fresh cooling water and exhaust shall be MS black.

After completion of fabrication work all lubricating oil pipe-lines and fuel oil pipe-lines from daily service tanks to the consumers are to be pickled, oiled and blanked prior to final installation. After completion of fabrication work the hydraulic pipe work will be cleaned internally, oiled and blanked prior to final installation.

The pipes are carefully clipped and where necessary fitted with drain plugs and bleeding valves.

All piping in machinery spaces shall be marked with a coloured ring to denote the nature of fluid or gas passing through it.

All valves shall be fitted with engraved brass nameplates in respect of their duty. Where required for their duty flexible pipe connections shall be used.

Loose tanks and bunker stations shall be provided with drip tray and drain lines

6.2 Fuel Oil System

Main propulsion engines and auxiliary engines shall use HSD oil.

Engine mounted fuel feed pumps of shall have suitable capacity and head for a fuel tank bottom height. Fuel oil tanks shall be equipped with waste tray & drain. Overflow and oil level gauge shall be provided. .

Isolation valves shall be provided as necessary. Quick closing valves of cast steel shall be fitted on outlets of fuel oil tanks with remote control from main deck.

6.3 Lubricating Oil System

Each main engine and auxiliary engine shall have wet sump with its own independent lubricating oil system. Lub oil shall be stored in Cans.

6.4 Cooling Water System

The main parts of the cooling water system of the diesel engines shall be built on the respective engines. The oil coolers of the reverse reduction gear box shall be connected to respective diesel engines. Seawater system piping to be of cupro-nickel for low weight installation

6.5 Exhaust System

All diesel engine exhaust gas pipes shall be made of MS Black, fitted with expansion bellows and shall be rigidly secured with brackets. Mild steel flanges shall be provided.

All precautions shall be taken to eliminate heat radiation from exhaust gas pipes to the surrounding areas. Necessary drains from exhaust gas pipes shall be arranged. Maximum total resistance in exhaust pipes shall not exceed the requirements of engine manufacturer. The exhaust pipe drawings shall be approved by the engine manufacturer

Exhaust gas pipes from all the engines shall be led through the silencers and spark arresters. Exhaust pipes from all the engines shall be insulated by rock wool with adequate thickness and fastened by galvanised steel wire and finished with galvanised steel sheet.

6.6 Compressed Air

A small electric operated compressor mounted on a 50 lts air bottle to be provided to cater for General service and to Sea-chest cleaning and Air whistle.

6.7 Sea Chests

Two seawater inlets shall be provided, in the engine room, integral with ships structure, each sufficient for total required seawater capacity. Each inlet chest shall be provided with Stainless steel gratings.

The inlet chests shall be provided with vent pipes to the prescribed height above the freeboard deck.

A separate sea tube shall be provided to cater to Bilge/fire pump in the room forward of engine room.

6.8 Ventilation System

Supply fans of adequate capacity shall be provided for the engine room (One reversible) and shall comply to BIS standards

Ventilation shall be provided with closing appliances/ dampers as necessary, with controls outside respective spaces

Forced supply and natural exhaust system shall be provided for the Passenger and Crew spaces as per MMD/BIS/ISO.

Cabin fans are to be provided for circulation within the cabins and enough cabin fans in passenger space.

6.9 Miscellaneous

6.9.1 Piping and Valves

All piping schematics shall be approved by Owner/Class and Statutory Authorities, as applicable. Pipes, wherever necessary shall have suitable expansion arrangements and pipe material shall be suitable for the fluid that it will carry.

All valves shall be of good quality. Valves fitted to the hull shall be of cast steel body with internals bronze/stainless steel and shall be of approved type.

6.9.2 Insulation

In general the surface of machinery, equipment, pipes and tanks whose surface temperature is more than 600 C shall be insulated.

Pipes shall be tested and painted (when necessary), before insulation is applied.

The insulating materials shall be fire resistant and shall be arranged in such a way that operation and maintenance are not hindered.

6.9.3 Nameplates

On each pump, engine, valve, loose tank and where necessary for safety and control, the function shall be indicated on nameplates.

The nameplates shall be of brass with engraved letters. The nameplates fitted on weather decks and on aluminium parts shall be of stainless steel. The lettering on

nameplates shall be black, however on safety and emergency valves red coloured lettering shall be adopted.

6.9.4 Instruments

The scales of instruments for pressures, temperatures etc., are to be such that the working range is not more than 70% to 80% of the full scales. The maximum allowed values to be marked with a red line on the scale.

The pressure gauges shall be marked in Bars. They shall have connections of 3/8” pipes threaded on the outside.

The temperature gauges shall be provided with scales marked in degrees centigrade. Gauges for temperatures over 3000 C shall be of the pyrometer type. Other gauges shall be of glass thermometers with blue colored alcohol in steel tubes/brass tubes.

7.0 OTHER SYSTEMS

7.1 Bilge/General Service/Fire Fighting System

Three centrifugal, self priming, motor driven Bilge/ GS/Fire pumps of adequate capacity shall be provided, two in the engine room and other outside engine room.

The fire fighting system is to be supplied from all bilge/general service /fire pump. The place and the number of fire hydrants shall be in accordance with the requirements of the classification/statutory regulations.

Bilge hand pump shall be provided as required.

7.2 Domestic Fresh Water System

1 No. Fresh water header tank of adequate capacity shall be provided on top of the wheel house as shown in the GA plan. The system shall be capable of serving to galley, toilets, cooler etc.

Piping shall be of copper.

7.3 Domestic River Water System

River water shall be supplied to all toilet flushes and galley.

One River water tank of adequate capacity shall be installed on top of the wheel house. Sea water supply from G.S pump shall be provided.

7.4 Vent, Sounding and Filling Pipes

All pipes in water tanks and dry compartments shall be of copper. For pipes on oil tanks only the parts above open decks, sewage and sea chest vents shall be of galvanized steel. Upper ends of pipes shall be clearly labeled. Pipes to be protected against shear at deck.

All built in and loose tanks shall be provided with a vent pipe, connected to the highest point of the tank.

Vent pipes of fuel oil tanks shall be fitted with flame preventing gauze. Upper ends of vent pipes shall be provided with a vent cap with floating ball.

Wherever possible, level gauges shall be fitted. All built in tanks shall be provided with a sounding pipe with upper ends shut off with a screwed bronze cap, attached to a chain.

Filling connections to various tanks shall be arranged at least 300 mm above deck. They shall be suitable for coupling to standard supply hoses. Shut off by brass caps with chains shall be provided. Filling connections for fuel oil tanks shall be arranged together with a drip tray.

Vent and sounding pipes shall be arranged near bulkheads and behind stiffeners wherever possible.

7.5 Scuppers

Scuppers sufficient in number and size are to be fitted, if necessary in all weather exposed decks of deck house and led to the lower deck.. Scuppers at main deck shall be led overboard.

7.6 Sewage and Sanitary system

One sewage holding tank of adequate capacity in engine room shall be provided.

One sewage discharge pump of about 1m3/hr capacity @ 2 bar head for sewage holding tank shall be provided in the engine room. One emergency sewage discharge hand pump for sewage tank also shall be installed for stand by operation.

Scupper pipes in floors in sanitary spaces, galley, etc. are to be led to overboard.

All the discharge shall be arranged with sufficient slope toward the main sewage drain and connected to the sewage holding tank.

Discharge connections of WCs to suit actual sewage layout.

Approved type of storm valves shall be provided at the overboard discharge ends as per the rules.

ELECTRICAL SYSTEM

8.1 General

The complete electrical installation and workmanship shall be in accordance with the rules and regulations of the classification societies and statutory authorities applicable to this type of vessel.

The electrical rotating machinery, transformers and other electrical equipment shall work satisfactorily at an ambient temperature of 45 0C. All the electrical equipment shall be arranged for easy accessibility for repair and replacement.

The equipment installed shall work satisfactorily at voltage and frequency variations as specified by IRS.

All the relevant electrical drawings and plans including load chart shall be submitted to Owner for approval prior to placement of orders for equipment/installations.

8.2 Power Supply

8.2.1 General

The power supply in the vessel shall be as follows:

415 volts, AC, 3 phase, 50Hz for normal power supply.220 volts, AC, 50Hz for lighting and small consumption.

A 24 volts D.C. system shall be used for Emergency lighting, Navigational & communication equipment.

Provision for shore supply connection shall be made for powering the 415V, 3 Ph, 50Hz while vessel is at harbour.

8.2.2 Main supply

The generator shall be continuously rated and shall have class ‘F’ insulation, suitably tropicalised and shall be designed for a temperature rise, after continuous full load working, not exceeding the temperature limits specified by the classification society.

The vessel shall have a 415V, 3 Ph, 50 Hz. AC supply power generation.

One diesel driven main alternator of adequate capacity working shall be able to take the entire sea load with 20% reserve and one diesel driven alternator of adequate capacity as standby shall be installed. The alternator shall have automatic voltage

regulators to maintain constant voltage within the permissible limits specified by classification rules, and shall have drip proof enclosures. It shall be fitted with all necessary alarms and protections.

8.3 Supply and Distribution

8.3.1 Switch Board

One switch Board of metal clad, drip proof, dead front type shall be fitted in the engine room. The switch board shall be completely closed at the rear and shall be serviceable from the front. It shall protect the alternator.

It shall have meters for the measurement of voltage, current, power factor, power and indicator for earth leakage. The alternator shall be protected through, circuit breaker of adequate capacity and shall have necessary protective circuits for under voltage, over current and short circuit. All the outgoing feeders and the shore supply, shall be protected through suitable circuit breakers.

Switch board shall be designed and installed with ample space for repairs and maintenance.

8.3.2 Transformers:

Three single phase 415/220V transformers of suitable capacity of class-B insulation to be connected in star/delta and one spare transformer shall be provided.

8.3.3 Battery

Adequate number of sets of Lead acid type accumulators shall be installed for the following purpose:

(i) Emergency lighting(ii) Navigational & communication system

The batteries shall be placed on a raised platform, in a well ventilated box fitted with non absorbent insulating supports and shall be secured properly to avoid any movement during sailing. An adequate space shall be provided above the cells for maintenance of the same.

Battery charger shall be provided with necessary meters for recording the battery charging voltage, charging current and load current. The charger shall have necessary protective circuits for over current and reverse current and shall have position for distribution to 24V D.C circuits.

8.4.1 Type

All cables shall be flame retardant and comply with rules of IRS .The voltage rating of the cables shall be as per the specific requirement of the installation and in accordance with the rules of IRS .All the power and control cables shall be of ethylene propylene rubber insulated, PVC inner sheathed, copper wire braided and overall PVC sheathed, Cabin wiring cables shall be E.P rubber insulated and PVC sheathed and flexible cables to be of VIR insulated tough rubber sheathed, size, cross section and voltage rating of each cable shall be printed on the outer surface at regular intervals.

8.4.2 Installation

All the cable runs shall be as far as practicable straight and accessible. Cables shall be installed on galvanised trays and shall be secured properly. Cables passing above main deck and wherever there is a risk of mechanical damage shall be led through galvanised pipes. Cables passing through decks and bulkheads shall be led through suitable coamings or individual water tight glands .The piercing shall be filled with approved filling material for water tightness. Vinyl bushes shall be used for penetrations through B-class bulkheads. Where cables pass through non water tight bulkhead or structural steel the holes shall be bushed with lead or approved material. Cables passing close to radio and navigation equipment shall be properly screened. As far as possible cables for automation and instrumentation shall be laid in separate trays or when laid on same channel the distance between them shall be as per the rules.

8.5 Lighting

The lighting installation consists of 220 V A.C. system. All the light fittings shall be of 2 x 20 Watt fluorescent type and shall be weather proof, drip proof or non watertight as required by the location and shall be suitable for marine application.

Illumination levels in various areas shall comply with the regulations of classification society and relevant statutory authorities as applicable to this class of vessel. As far as practicable the fittings shall be installed for easy maintenance.

Lighting for Accommodation:All lights in the passenger accommodation space shall be of fluorescent type.

Machinery Room Lighting:Water tight fluorescent type light fittings shall be used in the engine room for general illumination. All the switches and sockets used shall be of water tight type.

Outside Flood lights:Suitable number of flood lights shall be provided at open deck space.

Portable lights:Two number 40 watts, 220V portable hand lamps shall be provided with watertight socket and 8 meters flexible cable.

Rechargeable lights:Two Number Rechargeable battery lights operating on 220V shall be fitted in the Wheel house, Engine room.

Cabin Fans:Wall mounted oscillating with regulators shall be provided in the passenger & crew accommodation spaces and wheel house.

8.6 Navigation and Communication Equipment

Navigation and communication Equipment shall be provided as per the rules.

8.6.1 Navigational Lights

Electrical navigational lights of approved make shall be fitted as per rules. These are to be powered by the main power supply and also powered by emergency supply and controlled from a control panel mounted in the wheel house.

8.6.2 Search Light

In addition to normal light fittings one searchlight (swiveling type) of 500 watts shall be fitted on the wheelhouse top.

8.7 Earthing

In general all the electrical motors, control panels and generators, unless specified by the supplier, shall be earthed as per the rules. Suitable size of conductor shall be used for earthing purpose depending upon the current capacity of the appliance. The conductor shall be properly crimped at both the ends and one end shall be connected to the earth bolt provided on the equipment, while the other end to an earth bolt welded to the steel structure. Suitable washers and conductor terminals shall be used so that a reliable contact is made.

8.8 Audio System

A centralised public address cum Music system (Tuner / amplifier-CD/Tape/MP3 Player) of about 1000watts with distributed speakers in the passenger Area, wheelhouse deck shall be provided. The speaker shall have volume control.
